आवास क्षेत्र से आएगी जॉब क्रांति

मेरे मित्र मुझे बताते हैं कि प्रसन्नता ‘भीतरी काम’ है और जीवन के प्रति मेरे रवैये से इसका संबंध है। वे मुझे जिंदगी की रफ्तार कम करने, योगा करने, ध्यान सीखने, खूब मुस्कराने और ईश्वर में भरोसा रखने को कहते हैं। ऐसी आध्यात्मिक बातचीत आमतौर पर मुझे गंभीर कर देती है। मैंने पाया है कि मेरी जिंदगी की खुशी दिन-प्रतिदिन की छोटी बातों में होती है- अपने काम में डूबे होना, किसी दोस्त के साथ ठहाके लगाना या अचानक सुंदरता से सामना हो जाना। खुशी तो यहीं, इसी क्षण है; किसी सुदूर अालौकिक जीवन में नहीं।

हम में से ज्यादातर लोग नाखूशी को निजी मामला समझते हैं, जो दुखी वैवाहिक जीवन, एहसान फरामोश बच्चों या प्रमोशन न मिलने जैसी बातों का नतीजा होती हैं- निश्चित ही हम नहीं चाहते कि सरकार इसमें कोई हस्तक्षेप करे। फिर भी सरकार मानव जीवन में खुशी को बढ़ावा देने में बहुत बड़ी भूमिका निभा सकती है। कानून-व्यवस्था की अच्छी स्थिति मेरी खुशी में योगदान देती है। आजीविका का साधन और मकान होना, खुशी के ऐसे दो बड़े स्रोत हैं, जिन्हें सरकार आगे बढ़ा सकती है। वाजपेयी सरकार ने नीति में साधारण-सा बदलाव करके मकान को रेहन रखने की सुविधा बढ़ा दी। फिर उसने धीरे-धीरे इस पर कर रियायतें दस गुना बढ़ा दीं और इसके बाद तो मकान खरीदने के मामले में क्रांति आ गई।

आज भारत में दुश्वारी का सबसे बड़ा अकेला कोई कारण है तो वह है नौकरियां न होना। हाल ही में काम की तलाश में बुंदेलखंड से 18 लाख लोग दिल्ली आए हैं। भारतीय अर्थव्यवस्था ने रुख तो पलटा है, लेकिन उसने इतनी तेजी नहीं पकड़ी कि जरूरत के मुताबिक नौकरियां पैदा हो सकें। सबसे ज्यादा जॉब आवास निर्माण में ही है। सड़क और उत्पादन (मैन्यूफैक्चरिंग) इतने यांत्रिक हो गए हैं कि वे ग्रामीण कृषि में घीसट रहे अकुशल या अर्द्धकुशल युवाओं को पर्याप्त रोजगार नहीं दे सकते। यदि ‘2022 तक सभी को आवास’ का प्रधानमंत्री का विज़न साकार हो जाए तो यह राष्ट्र में खुशी बढ़ाने में बहुत दूरगामी कदम होगा। इसमें नौकरियों के साथ मकानों का निर्माण भी शामिल है, जो खुशी के दो प्रमुख स्रोत हैं। सरकार को कुछ खर्च नहीं करना पड़ता, क्योंकि मकान निजी स्तर पर बनाए जाते हैं। सरकार को मकान बनाने में लगने वाली 51 फीसदी चीजों पर टैक्स मिलता है। सरकार ने हाल ही के बजट में इस विज़न को आगे बढ़ाने की दिशा में कुछ कदम उठाए, लेकिन ये पर्याप्त नहीं हैं। पहली बार मकान खरीदने वालों को लोन पर ब्याज में अधिक कटौती की पेशकश, रीयल एस्टेट इन्वेस्टमेंट ट्रस्ट को लाभांश वितरण पर लगने वाले टैक्स से छूट तथा किफायती मकानों के विकास पर बड़ा कर-प्रोत्साहन। सवाल है कि यदि मकानों के निर्माण का समाज को इतना फायदा है तो रियायतें सिर्फ किफायती मकानों तक ही सीमित क्यों? क्यों नहीं सारे होम लोन (जैसे 40 लाख रुपए तक) पर ब्याज को टैक्स फ्री क्यों न किया जाए?

रीयल एस्टेट क्षेत्र में हमारी ऊंची कीमतें बनावटी अभाव दर्शाती हैं, जो बहुत सारे खराब कानूनों, सांठगांठ और मंजूरी की अनिश्चित प्रक्रिया का नतीजा है। मकानों के निर्माण में तो साहसी सुधारों के बाद ही क्रांति आएगी। सबसे पहले हमें जमीन के रिकॉर्ड को डिजीटाइज कर टाइटल्स को पारदर्शी और सुरक्षित बनाना होगा। दूसरी बात, संपत्ति हस्तांतरण पर स्टैम्प ड्यूटी को कम करके वैश्विक स्तर पर लाने की जरूरत है। स्टैम्प ड्यूटी में कमी से ‘सफेद धन में लेन-देन’ को बढ़ावा मिलेगा। केलकर समिति ने स्टैम्प ड्यूटी को सामान व सेवा कर (जीएसटी) में शामिल करने की सिफारिश की थी, लेकिन राज्यों ने इससे इनकार कर दिया। तीसरी बात, मंजूरी देने की प्रक्रिया को सरल बनाएं। अचल संपत्ति संबंधी मौजूदा कानून मकान मालिक को तो संरक्षण देता है, लेकिन उस बिल्डर को नहीं देता, जिसके प्रोजेक्ट में मंजूरी की प्रक्रिया के दौरान देरी हो जाती है। इस प्रकार यह बिल्डर व मकान मालिक की जिंदगी में अनिश्चितता का सबसे बड़ा अकेला कारण है। चौथी बात, सरकार और सार्वजनिक क्षेत्र के उपक्रमों के पास बहुत सी बेशकीमती जमीन बेकार पड़ी है। सरकार को डेवलपर के साथ साझेदारी के आधार पर इससे पैसा कमाना चाहिए। जमीन चाहे सरकार के नाम ही रहे। पांचवीं बात, मकानों के निर्माण को ‘आधारभूत ढांचे’ का दर्जा दिया जाना चाहिए। छठा, विदेशी निवेश।

भवन निर्माण क्रांति में एक रोड़ा लोगों का यह रवैया भी है कि रीयल स्टेट डेवलपर और बिल्डर घटिया लोग होते हैं, जो जल्दी पैसा कमाने के चक्कर में पर्यावरण को नुकसान पहुंचाते हैं। इसी रवैये के कारण मीलों लंबे लालफीते बनाए गए हैं, जिसका नतीजा है अधिकारियों की ओर से कभी न खत्म होने वाली रिश्वत की मांग। पिछले माह पारित मकान मालिक को संरक्षण देने वाला रीयल एस्टेट कानून जरूरी था, लेकिन यह एकपक्षीय है। इसमें बिल्डर को लालची अधिकारियों के खिलाफ संरक्षण नहीं दिया गया है, जो कलम के एक प्रहार से प्रोजेक्ट को अटका सकते हैं। यही वजह है कि रीयल एस्टेट में मैं विदेशी निवेश का स्वागत करता हूं। इससे न सिर्फ हमारे नियमों को वैश्विक स्तर का बनाने में मदद मिलेगी और एक मजबूत रीयल एस्टेट क्षेत्र आकार लेगा। यदि गृह निर्माण क्रांति से खुशिया लानी है तो इसके लिए अच्छा शहरी नियोजन जरूरी होगा। दुर्भाग्य से भारत में सार्वजनिक चौक की परंपरा नहीं है। किंतु बच्चों को खेलने की जगह देने और महिलाओं को घरों से सुरक्षित निकलकर परिचितों से मिलने देने के लिए बहुत जरूरी हैं। पैदल चलने लायक गलियां, फुटपाथ, साइकिल चलाने की अलग लेन, बेंच वाले बगीचे, ग्रंथालय- ये सब सामाजिकता व सभ्यतागत अनुभव बढ़ाते हैं। जमीन के अभाव वाले देश में नियोजकों को समानांतर जगहें सार्वजनिक उपयोग के लिए सुरक्षित रखनी चाहिए, जबकि ऊपर की ओर का स्थान आवास के लिए रखना चाहिए। जमीन इतनी बेशकीमती है कि उसे मकानों से नहीं भरा जा सकता।

मध्यप्रदेश सरकार ने हाल ही में ‘हैपीनेस मिनिस्ट्री’ की घोषणा की है। यह विचलित करने वाला विचार है, क्योंकि आमतौर पर हम नहीं चाहते कि सरकार हमारी निजी जिंदगी में दखल दे। किंतु यदि यह मंत्रालय आवास निर्माण सुधारों को आगे बढ़ाए तो यह अच्छी बात होगी। इसे प्रदेश के वित्त मंत्री को बताना चाहिए कि आवास निर्माण की 51 फीसदी लागत टैक्स के रूप में सरकार को मिलेगी। इसे मुख्यमंत्री को प्रेरित करना चाहिए कि गृह-निर्माण लाखों श्रम आधारित स्टार्टअप कंपनियों को प्रोत्साहन देगा। इसके साथ नए आवासीय क्षेत्रों में लाखोें रिटेल जॉब आएंगे। फिर मकान निर्माण में सीधे जॉब तो मिलेंगे ही। बेशक, गृह निर्माण में क्रांति असल में नौकरियां पैदा करने में क्रांति साबित होगी!

வீட்டின் மூலமாகவே வரும் மகிழ்ச்சி

மகிழ்ச்சி என்பது உள்ளுக்குள்ளிருந்து வரவேண்டும் என்று நண்பர்கள் கூறுகின்றனர்; அதனால் வாழ்க்கை பற்றிய என்னுடைய கண்ணோட்டத்தையே மாற்றிக்கொள்ள வேண்டிய நிலையில் இருக்கிறேன். என்னைப் பொருத்தவரை மகிழ்ச்சி என்பது சின்னச்சின்ன விஷயங்களில்தான் இருக்கிறது. நண்பனுடன் சேர்ந்து சிரிப்பது, அழகான எதையாவது பார்ப்பது என்று.

மக்கள் மகிழ்ச்சியாக இல்லாமல் இருப்பதற்குக் காரணம் அவரவருடைய தனிப்பட்ட சூழல் என்று நம்மில் பெரும்பாலானோர் நினைக்கிறோம். மக்களுடைய மகிழ்ச்சியைக் கூட்ட அரசு நிறையச் செய்ய முடியும். வீட்டைவிட்டு வெளியே போனால் என்னை யாரும் அடிக்க மாட்டார்கள் சட்டம் ஒழுங்கு நன்றாக இருக்கிறது என்றால் அதனாலும் மகிழ்ச்சிதான். ஒருவருக்கு வேலை வாய்ப்பையும் குடியிருக்க வீட்டையும் கொடுப்பதன் மூலம் அரசு மகிழ்ச்சியை அளிக்க முடியும். வாஜ்பாய் பிரதமராக இருந்தபோது அவருடைய தேசிய ஜனநாயகக் கூட்டணி அரசு கொள்கையில் செய்த சிறிய மாற்றத்தினால் ஏராளமானோர் வீட்டுக் கடன் வாங்கி சொந்தமாக வீட்டைக் கட்டிக்கொண்டனர். அந்த வீடுகளுக்கு அளிக்கப்பட்ட வரிச்சலுகை படிப்படியாக உயர்த்தப்பட்டது, இதனால் சொந்த வீடு வாங்குவதில் மக்களிடையே வேகம் எழுந்தது.

இப்போது நாட்டில் மக்களை மிகவும் வாட்டும் ஒரு கவலை வேலையில்லாத் திண்டாட்டம் பற்றியது. புந்தேல்கண்ட் பகுதியிலிருந்து மட்டும் சுமார் 18 லட்சம் பேர் வேலை தேடி டெல்லிக்கு இடம் பெயர்ந்துள்ளனர். இந்தியப் பொருளாதாரம் மந்த நிலையிலிருந்து சற்றே அசைந்து கொடுத்திருக்கிறது, ஆனால் வேலைவாய்ப்பையும் வளர்ச்சியையும் அதிகப்படுத்தும் வகையில் அல்ல. ஏராளமானோருக்கு வேலைவாய்ப்பைக் கொடுக்கக்கூடிய ஒரு துறை வீடு கட்டும் தொழில்தான். சாலை போடுவது, தொழிற்சாலைகளில் உற்பத்தி செய்வது போன்றவற்றுக்குக்கூட இப்போது இயந்திரங்கள் அதிக அளவில் பயன்படுவதால் ஆட்களுக்கு வேலை குறைந்துவிட்டது.

அனைவருக்கும் 2022-க்குள் சொந்த வீடு என்ற பிரதமரின் லட்சியம் நிறைவேறினால் நாடே மகிழ்ச்சியில் திளைக்கும். வீடமைப்பு திட்டமானது ஒரே சமயத்தில் எல்லோருக்கும் வேலையையும் வீட்டையும் வழங்கவல்லது. இவ்விரண்டுமே நான் கூறியபடி மகிழ்ச்சியைத் தரவல்லவை. இந்தத் திட்டத்தால் கோடிக்கணக்கானவர்களுக்கு வேலையும், லட்சக்கணக்கானவர்களுக்கு வீடும் கிடைக்கும். வீடு கட்ட உதவுவதில் அரசுக்குப் பெரும் செலவு கிடையாது. மாறாக அரசுக்கு வருமானம்தான். ஒவ்வொரு வீட்டின் மதிப்பிலும் சுமார் 51% அரசுக்கே வரி வருவாயாகச் சென்று சேர்கிறது. இரும்பு, கம்பி, சிமென்ட், பிளாஸ்டிக், மரம், மின்சாரப் பொருள்கள், பெயிண்ட் என்று வீடு கட்டப் பயன்படுத்தும் அனைத்துப் பொருள்களுக்கும் அரசு வரி விதித்து வசூல் செய்துகொள்கிறது.

மத்திய அரசின் சமீபத்திய பட்ஜெட் இந்த திசை யில் சிறிது பயணிக்கிறது, ஆனால் போதாது. முதல்முறையாக வீடு வாங்குவோருக்கான வீட்டுக் கடன் மீதான வட்டிக்கு வரிச் சலுகையை அளித்தது. மனை வணிக முதலீட்டு அறக்கட்டளைகளின் லாப ஈவுக்கு வரி விதிப்பிலிருந்து விலக்கு அளிக்கிறது. கட்டுப்படியான விலையில் கட்டப்படும் வீடுகளுக்கு வரி விலக்குச் சலுகை அளித்தது. வீடுகள் கட்டப்படுவதால் சமூகத்துக்குப் பெரும் நன்மைகள் கிடைக்கின்றன என்னும்போது கட்டுப்படியாகும் விலையிலான வீடுகளுக்கு மட்டுமின்றி ரூ.40 லட்சம் வரையில் செலவு செய்து கட்டும் வீடுகளுக்கும் வரி விலக்கு அளித்தால் என்ன?

வீடு, மனைகள் தொடர்பான சட்டம், அவற்றுக்கு அங்கீகாரம் தருவதில் உள்ள மூடுமந்திரங்கள் ஊழல் நடைமுறைகள், இந்த வணிகத்தில் ஈடுபடுவோரின் பேராசைகள், அரசு இயந்திரத்துக்கும் அவர்களுக்கும் ஏற்படும் கள்ளக்கூட்டு போன்ற காரணங்களால் விலை அதிகமாக இருக்கிறது. இந்த நிலை மாற வேண்டுமானால் புரட்சிகரமான சீர்திருத்தங்கள் நிர்வாகத்தில் ஏற்பட வேண்டும்.

முதலாவதாக, நில உடைமைப் பதிவேடுகள் டிஜிடல் மயமாக்கப்பட வேண்டும். அப்போதுதான் நிலம் யாருக்குச் சொந்தம், அது எத்தனை கைமாறியிருக்கிறது, அதன் அளவு, மதிப்பு போன்றவற்றை வெளிப்படையாகவும் உறுதியாகவும் தெரிந்துகொள்ள முடியும். சில மாநிலங்கள் இதற்கான சட்டங்களை இயற்றியுள்ளன.

இரண்டாவதாக, உலகின் பெரும்பாலான நாடுகளில் உள்ளதைப்போல முத்திரைத்தாள் கட்டணத்தை மிகமிகக் குறைவாக வைத்திருக்க வேண்டும். இந்தியாவில்தான் முத்திரைத்தாள் கட்டணம் அதிகம். இதைக் குறைத்தால்தான் கருப்புப் பணப் புழக்கம் குறையும்.

மூன்றாவதாக, மனைகளுக்கு அங்கீகாரம் வழங்கும் நடைமுறைகள் எளிமையாக்கப்பட வேண்டும். அங்கீகாரம் கிடைக்குமா, கிடைக்காதா, எப்போது கிடைக்கும் என்பது நிச்சயமில்லாததாலேயே பல திட்டங்கள் முடங்குகின்றன, தாமதம் ஆகின்றன, லஞ்சம் பெருகுகிறது.

நாலாவதாக, அரசுத்துறை நிறுவனங்களிலும் அரசிடமும் பயன்படுத்தப்படாத, உபரியான நிலம் மிகுதியாக இருக்கிறது. இந்த நிலத்துக்குப் பண மதிப்பை நிர்ணயித்து, வீடு கட்டுநர்களுடன் கூட்டு சேர்ந்து வீடு கட்டி அரசு தர வேண்டும். இந்த வீடுகளுக்கான அடிமனை உரிமை அரசிடமே இருக்கலாம். இந்த வீடுகளிலிருந்து வாடகை மூலமோ அல்லது குத்தகை அடிப்படையிலோ அரசு தொடர்ந்து வருவாய் பெறலாம்.

ஐந்தாவதாக, வீடு கட்டும் துறையை அடித்தளக் கட்டுமானத் துறையாக அறிவிக்கலாம்.

ஆறாவதாக, வெளிநாட்டு முதலீட்டை அனுமதிக்க வேண்டும். அதனால் சர்வதேச தரத்தில் வீடுகள் கட்டப்படும்.

வீடமைப்புத் துறையில் ஈடுபடும் கட்டுநர்கள் சொந்த லாபத்துக்காக சுற்றுச்சூழலை மாசுபடுத்துகிறவர்கள் என்ற எண்ணம் மக்களிடையே இருக்கிறது. கடந்த மாதம் நிறைவேறிய மனை வணிக மசோதா வீட்டை உரிமையாக்கிக் கொள்வோருக்கே சாதகமாக இருக்கிறது. வீடு கட்டித் தருவோரை அதிகாரிகளிடமிருந்து மீட்கும் அம்சம் ஏதுமில்லை. பணத்தைக் கறப்பதற்காக திட்டத்தை மாதக்கணக்கில் தாமதிக்கச் செய்யும் சக்தி அதிகாரிகளுக்கு இருக்கிறது. அது களையப்பட வேண்டும். அதனால்தான் இந்தத் துறையில் அந்நிய முதலீடு தேவை என்கிறேன். அந்நிய முதலீட்டாளர்கள் வந்தால் மிக விரைவாகவும் எளிதாகவும் திட்டங்களுக்கு ஒப்புதல் தரும் நடைமுறையையும் கொண்டுவருவார்கள். இந்தியர்களின் கண்ணோட்டமும் மாறும்.

வீடமைப்புத் துறையில் புரட்சி ஏற்பட்டு மகிழ்ச்சி பரவ வேண்டும் என்றால் நல்ல நகர்ப்புற திட்டமிடல் தேவை. மனிதர்களின் உள்ளார்ந்த ஆசை எல்லோரையும் பார்க்க வேண்டும், எல்லோராலும் பார்க்கப்பட வேண்டும் என்பதே. இந்தியாவில் பொதுச் சதுக்கம் என்ற கலாச்சாரமே கிடையாது. குழந்தைகள் கூடி விளையாடவும் பெண்கள் வீட்டை விட்டு வெளியே வந்து நண்பர்களைச் சந்தித்துப் பேசவும் பொதுச் சதுக்கங்கள் அவசியம். நடந்து செல்வதற்கேற்ற சாலைகள், நடைப் பயணத்துக்கான இடங்கள், சைக்கிள்கள் செல்வதற்கான தனிப்பாதைகள், பெஞ்சுகள் போடப்பட்ட பூங்காக்கள், மற்றவர்களுடன் சேர்ந்து படிக்கும்படியான பொது நூலகங்கள் போன்றவையும் அவசியம். நிலம் என்பது பற்றாக்குறையாக இருக்கும் நாட்டில் குடியிருப்பு வீடுகள் செங்குத்தாகவும் கார்கள் நிறுத்துமிடம் போன்றவை கிடைமட்டமாகவும் அமைக்கப்பட வேண்டும். தொடர்ச்சியாக வீடுகளைக் கட்டி நிலங்களை மூடி மறைத்துவிடக்கூடாது.

‘மகிழ்ச்சி’க்காக மட்டும் தனியாக ஒரு துறையை மத்தியப் பிரதேச அரசு ஏற்படுத்தியிருக்கிறது. அது கவலை தருகிறது, ஏனென்றால் நம்முடைய தனிப்பட்ட வாழ்க்கையில் அரசு தலையிடுவதை நாம் விரும்புவதில்லை. இருப்பினும் அந்தத் துறை நாம் குறிப்பிட்ட சீர்திருத்தங்களை அமல்படுத்தினால் நல்லது. ஒவ்வொரு வீட்டுக்கும் ஆகும் செலவில் 51% அரசுக்கு வரி வருவாயாகக் கிடைக்கும். வீடமைப்பு என்பது சிறிய திட்டமாக இருந்தாலும் லட்சக்கணக்கானவர்களுக்கு வேலைவாய்ப்பை அளிக்கும்; ‘எழுக இந்தியா’ திட்டத்துக்கு உத்வேகம் அளிக்கும். அதனால் புதிய நகரியங்களில் லட்சக்கணக்கானவர்களுக்கு சார்பு வேலைவாய்ப்புகள் ஏற்படும். வீடு கட்டும் துறையில் நேரடி வேலைவாய்ப்பு அதிகரிக்கும். வீடமைப்பில் ஏற்படும் புரட்சி வேலைவாய்ப்பில் புரட்சியாக மலரும்.

பெரும் அச்சுறுத்தல் கண்ணய்யா அல்ல... வேலையில்லா திண்டாட்டம் தான்..!

பல்வேறு முரண்பாடுகளைக் கொண்ட மிகப் பெரிய தேசம் இந்தியா. பிப்ரவரி மார்ச் மாதங்களில் வட மாநிலத்தில் மிகப் பெரும் பிரச்சினையாக உருவெடுத் தது மாணவர் போராட்டம்தான். இதற்கு தலைமை தாங்கிய கண்ணய்யா குமார் மீது தேச துரோகக் குற்றம் சுமத்தப்பட்டு அவர் சிறையில் அடைக்கப்பட்டு பின்னர் விடுதலையானார். ஆளும் பாஜக அரசுக்கு கண்ணய்யா மிகப் பெரும் அச்சுறுத்தல் அல்ல. ஆனால் அவரை போராட்ட களத்துக்கு இழுத்தது எது?

2014-ம் ஆண்டு நடைபெற்ற பொதுத் தேர்தலின்போது, காங்கிரஸ் அரசின் ஊழல் செயல் பாடுகளால் லட்சிய இளைஞர் கள் நொந்து போய் களைத்துவிட் டனர். காங்கிரஸின் செயல்பாடு நாட்டை மேலும் ஏழ்மைக்குள் ளாக்கியுள்ளது என்ற மோடியின் பேச்சு அவருக்கு பல இளைஞர் களின் வாக்குகளைப் பெற்றுத் தர முன் வந்தது. மோடி மேற்கொண்ட 400 தேர்தல் பிரசார கூட்டத்தை ஒரு கம்ப்யூட்டர் வல்லுநர் ஆய்வு செய்து பார்த்தபோது அதில் 400 முறை ஹிந்துத்வா குறித்து பேசியுள் ளது புலனாகியது. இருப்பினும் வேலையில்லாத இளைஞர்கள் பலரும் மோடிக்கு ஆதரவாக வாக் களித்தனர். இந்தியாவில் ஹிந்துத்வா கொள்கை கொண்ட ஒரு வலதுசாரி கலாசார கட்சியை மோடி உருவாக்குகிறார் என்ற தொனி தோன்றியது. இது அமெரிக்காவில் உள்ள குடியரசு கட்சி மற்றும் பிரிட்டனில் உள்ள டோரி கட்சி போன்று இருக்கும் என்று எதிர்பார்க்கப்பட்டது.

இந்துத்வா கொள்கையோடு வலதுசாரி பொருளாதார சிந்தனை கட்சியாக இது இருக்கும் என்ற எண்ணம் மேலோங்கியது. அதே சமயம் ஆர்எஸ்எஸ் அமைப்பு களின் ஆதிக்கத்தை கட்சியில் மோடி கட்டுப்படுத்துவார் என்றே பலரும் நம்பினர். ஏனெனில் குஜராத் தில் அதை மோடி மிகச் சரியாக கையாண்டிருந்தார். மத்தியில் இதை சரியாகக் கையாண்டிருந் தால் அமெரிக்காவின் ரொனால்டு ரீகனைப் போலவோ அல்லது பிரிட்டனின் மார்கரெட் தாட்சரைப் போலவோ மிகப் பெரும் பாராட்டை மோடி பெற்றிருப்பார். ஆனால் அதை மோடி செய்யத் தவறி விட்டார் என்பதற்கு ஒரு சிறந்த உதாரணம்தான் மாணவர்கள் நடத்திய போராட்டமும் அதை அரசு கையாண்ட விதமும்.

அரசு தனது பட்ஜெட்டில் அதிக வேலை வாய்ப்பை உருவாக்கப் போவதாக அறிவித்துள்ளது. அதிலும் குறிப்பாக கிராமப்புறங் களில் வேலைவாய்ப்பை உருவாக் கும் நடவடிக்கைகளுக்கு முன் னுரிமை அளிக்கப்பட்டுள்ளன. கிராமப்புற பெண்களுக்கு சமையல் எரிவாயு கிடைக்க வசதி ஏற்படுத்தித் தருவதாக அறிவித்ததன் மூலம் பல லட்சக்கணக்கான குடும்பப் பெண்கள் விறகு அடுப்பு எனும் நெருப்புச் சூளையில் தினசரி படும் அவதிக்கு முற்றுப்புள்ளி கிடைத்தது என்றே தோன்றியது.

அடுத்தது ஆதார் அட்டைக்கு வழங்கப்பட்ட சட்டப்பூர்வ அங்கீ காரம். இதன் மூலம் அரசின் மானிய உதவிகள் அவர்களது வங்கிக் கணக்குகளுக்கு செல்லும் வழி ஏற்படுத்தப்பட்டது. இந்தியாவில் 98 கோடி பேரிடம் ஆதார் அட்டை இருப்பது மற்றும் 20 கோடி குடும்பங்களுக்கு வங்கி சேமிப்புக் கணக்கு இருப்பதும் மிகப் பெரும் சாதனை. அடையாள அட்டை வழங்கும் முயற்சியில் கருத்து வேறுபாடு இருப்பினும் ஆதார் அட்டை இதன் மீது தோன்றிய சந்தேகங்களைப் போக்கிவிட்டது.

ஆனால் ஆதார் அட்டைக்குக் கிடைத்த வரவேற்பைக் காட்டிலும் கண்ணய்யா குமார் மிகவும் பிரபல மானவர் ஆகிவிட்டார். ஏனெனில் லட்சக்கணக்கான வேலை வாய்ப்பு ஏற்படுத்தப்படும் என்று தேர்தலின் போது அளித்த வாக்குறுதியை மோடி நிறைவேற்றத் தவறிவிட்டார்.

மாணவர் தலைவரான கண்ணய்யா குமார் மீது தேச துரோக வழக்கு போடப்பட்டது, பாஜகவின் கலாச்சார வலதுசாரி சித்தாந்தத்தை சிதைத்துவிட்ட தோடு லட்சக்கணக்கான வேலை யில்லா இந்திய இளைஞர்களின் கனவையும் தகர்த்துவிட்டது. இந்த விஷயத்தை மோடி சரிவர கையாளத் தவறிவிட்டார்.

அமெரிக்காவில் தேச துரோகக் குற்றம் ஒருபோதும் மன்னிக்கப் படுவதேயில்லை என்று கண்ணய்யா குமாரை சிறையில் அடைத்தபோது மத்திய உள்துறை அமைச்சர் ராஜ்நாத் சிங் கூறியதை நினைக்கும்போது, அமெரிக் காவில் 1977-ம் ஆண்டு இலினாய்ஸ் மாகாணத்தில் ஹிட்லர் பிறந்த நாளை நாஜி கட்சியினர் கொண்டா டினர். அதற்கு அனுமதி அளிக்கக் கூடாது என்று இப்பகுதியில் அதிகம் வசித்த யூதர்கள் சிகாகோ நீதி மன்றத்தில் வழக்கு தொடர்ந்தனர். ஆனால் யூதர்களின் கோரிக் கையை நீதிமன்றம் ஏற்கவில்லை. அமெரிக்காவுக்கு எதிராக செயல்பட்ட ஹிட்லரின் பிறந்த நாளைக் கொண்டாட அனு மதி அளிக்கும் அளவுக்கு அந்நாட் டில் பேச்சு சுதந்திரம் உள்ளது. ஆனால் இங்கோ…

இந்தியாவில் இப்போது வேலை யில்லாத் திண்டாட்டத்தைவிட பெரும் பிரச்சினை ஏதும் இல்லை. இளைஞர்கள் வளமான எதிர் காலத்தை நோக்கி பயணிக்கின்ற னர். 1991-ம் ஆண்டுக்குப் பிறகு கொண்டு வரப்பட்ட தாராளமய கொள்கைகள் லைசென்ஸ் ராஜ் முறைக்கு முற்றுப் புள்ளி வைத்தது. பொருளாதாரத்தை மையமாகக் கொண்ட இடதுசாரிகளின் நிலைப் பாடு இப்போதைய சூழலில் பொருந்தாது. ஆனால் உள்துறை அமைச்சரின் செயல்பாடு கண்ணய்யாவை ஒரு மாவீரனாக மாற்றிவிட்டது.

இப்போதைய சூழலில் விரை வான பொருளாதார வளர்ச்சி மூலம் வேலை வாய்ப்பு உருவாகாத பட்சத்தில் மாணவர்கள் போராட்டம் இன்னமும் அடுத்தடுத்த வளாகங் களில் வெடிக்கத்தான் செய்யும்.

கண்ணய்யா இந்தியாவுக்கு மிகப் பெரும் அச்சுறுத்தல் என்று நினைப்பது தேவையற்றது. ஆனால் உண்மையான அச்சுறுத்தல் வேலையில்லாத் திண்டாட்டம்தான்.

வெறும் இந்துத்வா முழக்கம் மட்டுமே மக்களவையில் 292 இடங்களை தங்களுக்குப் பெற்றுத் தரவில்லை என்பதை மோடி உணர வேண்டும். மிகச் சிறப்பான பட்ஜெட்டை தாக்கல் செய்துள்ள அதே நேரத்தில் வேலை வாய்ப்பை உருவாக்க வேண்டிய பொறுப்பும் அரசுக்கு உள்ளது என்பதை உணர வேண்டும்.

Realty doesn’t bite. More homes bring jobs and joy

My friends tell me that happiness is an ‘inside job’ and entails changing my attitude to life. They ask me to slow down, do yoga, learn to meditate, smile a lot and think of God. This spiritual talk usually leaves me feeling grim and inadequate. I have found instead that happiness lies in the small, everydayness of life — in getting absorbed in my work, laughing with a friend, stumbling onto something beautiful. It seems to be here and now, not in a distant afterlife. I could be wrong, of course, as I have not experienced the afterlife.

Most of us consider human unhappiness a private matter — the result of such things as an unhappy marriage, ungrateful children, or losing a promotion — and we certainly don’t want the state to interfere in that. Yet, governments can play a big role in promoting human happiness. Knowing that I won’t be attacked as I step out of my house makes life predictable, and good law and order contributes to my happiness. Having a job and a home are two big sources of happiness that the state can further. The Vajpayee government made a simple policy change that ushered in home mortgages; it then gradually raised tax concessions tenfold for mortgages, and this led to a revolution in home ownership.

Today, the greatest source of misery is the lack of jobs. Eighteen lakh people from Bundelkhand recently migrated to Delhi in search of jobs. The largest creator of jobs, oddly enough, is house building. Road construction and manufacturing have become too mechanized. The Prime Minister’s vision of ‘Housing for All by 2022’ is a dream idea because it would create jobs and homes simultaneously and deliver two major sources of happiness. Plus, it doesn’t cost anything to the government since homes are privately built. In fact, homebuilding is a huge source of revenue as 51% of the value added is taxes (including input taxes).

The government’s recent Budget went some way in furthering this vision, but not far enough. It offered higher deduction on interest on loans for first-time home buyers; exempted real estate investment trusts from dividend distribution tax; and gave major tax incentives on development of affordable housing. Question: If there are such huge benefits to society from house building, why limit the benefits to ‘affordable housing’? Why not make interest for all home loans up to Rs 40 lakh tax-free?

Our high real estate prices reflect artificial scarcity caused by too many bad laws, cronyism, and unpredictable approval processes. A housing revolution will need bold reforms. First, digitize land records to make titles transparent and secure. Second, lower stamp duties on property transactions to world levels.

Third, streamline the approval process. The recent real estate law protects the home owner but not the builder whose project is delayed by official approvals. Fourth, government and PSUs should monetize huge surplus prime land on a revenue-sharing basis with a developer. Fifth, give housing the status of ‘infrastructure’. Sixth, welcome foreign investment as it will lead to global standards. Finally, let’s change our attitude to builders whom we consider a form of lowlife that wrecks our environment for quick profits. This attitude inhibits a robust real-estate market from developing.

If the housing revolution is to bring happiness, it will need good urban planning. Human beings have an innate desire to be seen, to see others and watch things happen. Unfortunately, India does not have a tradition of public squares. But they are essential to allow children to play and women to come out of the home safely to meet their friends. Walkable streets and sidewalks, bicycle paths, parks with benches, libraries — these enhance sociability and civilization. In a land-scarce country, conserve horizontal space for public life and use vertical space for housing. If we lived vertically, there would be plenty of space for public life.

The government of Madhya Pradesh has just announced a ministry of happiness. It is a worrisome thought, but not if the ministry pushes for a housing revolution. It should persuade the chief minister that housing is a small-scale activity that will ignite millions of labour-intensive startups. With it will come lakhs of retail jobs in new townships. And 51% of the house cost will come to the state in taxes. Finally, a housing revolution is a jobs revolution!

कन्हैया नहीं, जॉब की कमी खतरा

भारतीय राजनीतिक जीवन अजीब और विडंबनाअों से भरा है। छात्र नेता कन्हैया कुमार को राजद्रोह और राष्ट्र-विरोधी आचरण के आरोप में गिरफ्तार किया गया। गिरफ्तारी ने उन्हें हीरो बना दिया। इसे असहमति व्यक्त करने की स्वतंत्रता का प्रतीक माना गया। गृह मंत्री ने गिरफ्तारी का यह गलत तर्क देकर बचाव किया कि असाधारण लोकतांत्रिक देश अमेरिका भी राष्ट्र विरोध को सहन नहीं करता। गिरफ्तारी पर लगातार विरोध ने मीडिया का ध्यान सरकार के शानदार बजट से हटा लिया। एक अद्‌भुत भाषण में ‘स्वतंत्रता के प्रतीक’ ने अपना असली रंग दिखाया और एक ऐसी यथास्थितिवादी विचारधारा की तारीफ की, जिसमें आर्थिक स्वतंत्रता की गुंजाइश नहीं है और जिसने 20वीं सदी में असहमति प्रकट करने पर लाखों लोगों की हत्या की है।

बड़ी संख्या में महत्वाकांक्षी भारतीयों के बीच भाजपा का विस्तार वर्ष 2014 में प्रधानमंत्री मोदी की सबसे बड़ी उपलब्धि रही। ये वे भारतीय हैं, जो कांग्रेस के भ्रष्ट तरीकों और खैरात बांटने की नीतियों से ऊब गए थे, जिनके कारण देश गरीब ही बना हुआ है। मैं भी उन्हीं में से एक था। मैंने कभी भाजपा को वोट नहीं दिया, लेकिन मैं नौकरियों, आर्थिक तरक्की और विकास की मोदी की बातों से अभिभूत था। मोदी के 2014 के आम चुनाव में दिए भाषणों के कंप्यूटर विश्लेषण से पता चला कि उन्होंने एक बार हिंदुत्व का नाम लिया तो 500 बार विकास का उल्लेख किया। इसी वजह से लाखों महत्वाकांक्षी युवाओं ने उन्हें वोट दिए। इस तरह मोदी ने आर्थिक व सांस्कृतिक दक्षिण पंथ वाली विशुद्ध कंज़र्वेटिव पार्टी तैयार की। यह अमेरिका की रिपब्लिकन और ब्रिटेन की टोरी पार्टी से मिलती है।

किंतु भाजपा की नई अार्थिक शाखा का हिस्सा बनने वाले मेरे जैसे लोगों के मन में सांस्कृतिक दक्षिणपंथ और हिंदुत्व की विचारधारा के लिए कोई सहानुभूति नहीं है। हमने इस उम्मीद में सोचा-समझा जोखिम लिया कि गुजरात की तरह यहां भी मोदी आरएसएस और पार्टी की सांस्कृतिक शाखा को काबू कर पाएंगे। यदि वे यह कर सकें तो वे दक्षिणपंथ की ओर झुकाव वाले रोनाल्ड रेगन और मार्गरेट थैचर जैसे सफल नेता हो जाएंगे। ये दोनों नेता पार्टी के सांस्कृतिक अतिवादियों को काबू में रखते हुए पार्टी की दो शाखाओं में संतुलन कायम रख पाए थे। मोदी ऐसा करने में नाकाम रहे। फरवरी अंत में सरकार ने एक दूरदर्शी, नौकरियां पैदा करने वाला बजट पेश किया, जो उचित ही ग्रामीण भारत के लिए नई पेशकश लेकर आया है। मैं बहुत खुश हुआ। गांवों में महिलाओं को रसोई गैस देकर उन्हें धुएं वाले चूल्हे से मुक्ति के मिशन की घोषणा खासतौर पर प्रेरित करने वाली थी। इससे एक झटके में ही प्रदूषण के उस घातक स्वरूप को हटाने की संभावना पैदा हुई, जो भारतीय महिलाओं की जिंदगी के लिए अभिशाप की तरह है। इसने देश को संदेश दिया कि ग्रामीण भारत भी शहरी भारत जैसी जीवनशैली की कामना कर सकता है।

आधार को संवैधानिकता देना इस बजट का दूसरा मूल्यवान तथ्य था। इससे मोबाइल बैंकिंग के जरिये गरीब लोगों के खातों में पैसा जमा करने का रास्ता साफ हुआ (इनमें वे महिलाएं भी शामिल हैं, जो अब धुएं वाले चूल्हे से मुक्ति पाकर रसोई गैस का इस्तेमाल करेंगी)। यह अद्‌भुत तथ्य है कि 98 करोड़ भारतीयों के पास पहले ही आधार नंबर है। यह लगभग मोबाइल धारी भारतीयों जितना ही आंकड़ा है और 22 करोड़ भारतीयों के अब बैंक खाते हो गए हैं। राष्ट्रीय पहचान कार्यक्रम में निजता को लेकर हमेशा ही कुछ चिंताएं रहेंगी, लेकिन मुझे लगता है कि आधार बिल में इन आशंकाओं पर ध्यान दिया गया है। सब्सिडी को उपभोक्ता के खाते में पहुंचाने और आधार से गरीबों को मिलने वाले फायदे, निजता की संभावित जोखिम पर कहीं ज्यादा भारी पड़ते हैं। आधार बिल अत्यधिक रूपांतरकारी है, लेकिन मीडिया ने अपने नए गढ़े हीरो को प्राथमिकता दी, जो 15 मिनट की प्रसिद्धि का एक और उदाहरण है। जेटली के बजट में कई अन्य मूल्यवान बातें थीं, लेकिन कन्हैया की ओर से हो रहे विरोध के आगे उन्हें भुला दिया गया। इस बीच, कोई एक बात महत्वाकांक्षी भारतीयों के लिए अर्थ रखती है तो वह है जॉब और अब तक तो मोदी यह वादा निभाने में विफल रहे हैं। अर्थव्यवस्था की हालत अब भी खस्ता है और मोदी ने फर्जी तथा ‘बनावटी काम’ वाले कार्यक्रम मनरेगा को भी खत्म नहीं किया है। राजद्रोह वाला विवाद इस तथ्य का ताजा उदाहरण है कि भाजपा की सांस्कृतिक इकाई और विध्वंसक विपक्ष किस तरह भारतीय युवाअों के सपने बर्बाद कर रहे हैं। मोदी बीच में असहाय खड़े हैं। वे वैसे निर्णायक नेता की भूमिका नहीं निभा रहे हैं, जैसी उनसे उम्मीद थी।

राजद्रोह के विवाद के साथ अमेरिका से तुलना भी टालनी थी। वहां राष्ट्र-विरोधी प्रदर्शन व राष्ट्रध्वज जलाने की घटनाएं असामान्य नहीं हैं। 1977 में अमेरिका की नाज़ी पार्टी ने इलिनॉय प्रांत के स्कोकी में हिटलर का जन्मदिन मनाकर स्वास्तिक के साथ प्रदर्शन मार्च निकालने का निर्णय लिया। वहां भारी संख्या में हिटलर के अत्याचार भुगतने वाले यहूदी रहते थे, जो इस दलील के साथ अदालत में गए कि इससे उनकी भावनाओं को जान-बूझकर चोट पहुंचाई जा रही है और यह राष्ट्र विरोधी भी है, क्योंकि नाज़ियों ने अमेरिका के खिलाफ द्वितीय विश्वयुद्ध लड़ा, इसलिए वे शत्रु हैं। सुप्रीम कोर्ट ने अभिव्यक्ति की स्वतंत्रता व नाज़ियों के पक्ष में फैसला देते हुए कहा कि आहत होने से बचने के लिए यहूदी अपनी खिड़कियां बंद कर लें। अमेरिका में स्वतंत्रता का अर्थ जानने के लिए हर भारतीय को ‘स्कोकी’ फिल्म देखनी चाहिए। आज भारत में बेरोजगारी से बड़ी कोई समस्या नहीं है। इससे बेहतर जीवन की हसरत रखने वाले युवाओं में हताशा पैदा होती है। 1991 में लाइसेंस राज के खात्मे के बाद आए आर्थिक उछाल के साक्षी जानते हैं कि तब कैसा उत्साह महसूस होता था। आज वह उत्साह नदारद है। इससे वामपंथियों में जोश पैदा हुआ है, जो लंबे समय से गायब था। गृह मंत्रालय ने छात्र नेता पर राजद्रोह का मुकदमा कायम कर गलती की। उसने कन्हैया को शहीद का दर्जा दे दिया। यदि अर्थव्यवस्था में उछाल नहीं आता तो पूरी संभावना है कि यह बेचैनी अन्य शिक्षा परिसरों में भी फैलेगी।

कन्हैया भारत के लिए खतरा नहीं है। असली खतरा तो नौकरियां पैदा करने में नाकामी से है। मोदी को अपनी पार्टी के महत्वाकांक्षी आर्थिक दक्षिणपंथियों में भरोसा कायम करना होगा। वे याद रखें कि हिंदुत्व के शुद्ध संदेश से उन्हें लोकसभा में 282 सीटें नहीं मिलतीं। उन्हें सांस्कृतिक दक्षिणपंथियों को काबू में रख, अपने शानदार बजट के पालन पर पूरा ध्यान केंद्रित कर नौकरियां पैदा करने का अपना वादा पूरा करना चाहिए।

The real threat to India is not Kanhaiya, it’s lack of jobs

Indian political life is rich in ironies. A leftist student leader, Kanhaiya Kumar, is arrested for sedition and anti-national conduct. The arrest turns him into a hero and a symbol of the freedom to dissent. The home minister defends the arrest by wrongly citing the United States as an exemplary democracy that doesn’t tolerate anti-national dissent.

Continuing strident protests crowd out a fine annual Budget of the government. In a magnificent speech, the ‘symbol of freedom’ reveals his true colours, espousing a statist ideology that does not allow economic freedom and has a record of killing millions for dissenting.

Prime Minister Modi’s great achievement was to broaden the appeal of the BJP in 2014 to a vast number of aspiring Indians who were swept by his rhetoric of jobs, growth and vikas. He thus created a genuine Indian conservative party made up of an ‘economic right’ and a ‘cultural right’, resembling the Republicans in America and the Conservatives in England.

Many on the economic right had little sympathy for Hindutva but they took a calculated risk, hoping that Modi would keep the cultural right under control, as Ronald Reagan did in the US and Margaret Thatcher in the UK.

Two weeks ago the government presented a prudent, job-creating Budget that rightly offered a ‘new deal’ to rural India. Particularly inspiring was the announcement of a mission to finally liberate millions of women in the villages from smoke-filled chullahs in their kitchens by giving them access to cooking gas, and removing at one go the most pernicious form of pollution that blights the lives of Indian women. It also sent a powerful message to Bharat — rural India too could aspire to the lifestyle of urban India!

The second nugget in the Budget was to give statutory authority to Aadhaar, which paves the way to deliver cash transfers into the bank accounts of the poor via mobile banking (including the women who will shift to cooking gas from cow dung). It is extraordinary that 98 crore Indians already have Aadhaar numbers, almost the same number as mobile phones, and 20 crore families now have bank accounts.

There will always be concerns related to privacy in a national identity program but I believe the Aadhaar bill addresses these fears. Plenty of countries have also solved this problem. The dramatic gains in the public delivery of subsidies and benefits to the poor via Aadhaar far outweigh the potential risks to privacy.

The Aadhaar bill is as transformative as any legislation introduced in India’s parliament. There were other gems in Jaitley’s Budget but all these were quickly forgotten, crowded out by the massive coverage of Kanhaiya, the new darling of the Indian media. Meanwhile, the future of the aspiring millions is in serious jeopardy.

The economy needs to accelerate by two full percentage points to deliver the required jobs. The Budget does offer the potential to do so but it will need single-minded attention to execution. The Prime Minister cannot afford more distractions like the sedition controversy, and he must control the cultural right if he wants to deliver his election promise.

If the sedition controversy was avoidable, so was the comparison to the US, where flag burning and other anti-national protests are not uncommon. The most dramatic incident, however, occurred in 1977 when members of the Nazi Party of America decided to stage a march with swastikas in Skokie, Illinois, a predominantly Jewish suburb of Chicago with many Holocaust survivors.

The Jews sought an injunction from the court arguing that it would ‘willfully inflict emotional harm’ on them. The matter went up to the Supreme Court, and it ruled in favour of free speech for the Nazis.

The judge told the Jews to close their windows to avoid being offended. The US has faced a long struggle to reach this high ground of the freedom to dissent and hopefully India too will get there one day. Meanwhile, go and see Skokie, the powerful film with Danny Kaye, Eli Wallach and Carl Reiner.

The BJP government made the mistake of making a martyr of Kanhaiya. He is not a threat to India. The real threat lies in the failure to create jobs. If Modi wants to deliver vikas and restore credibility with the economic right of his party, he must control the cultural right and focus single-mindedly on executing his Budget.

अवसरों की चिंता करें असमानता की नहीं

फिर खबरों में है असमानता। फ्रांसीसी अर्थशास्त्री थॉमस पिकेटी भारत में आए तो दुनिया में असमानता पर खूब बोले। उनका समाधान था अत्यधिक धनी लोगों पर टैक्स। फिर भारतीय कंपनियों में भुगतान में बढ़ते फर्क पर रिपोर्ट आई। सीईओ की बड़ी तनख्वाहों पर आक्रोश जताया गया। टीवी चैनल विजय माल्या की जीवनशैली पर टूट पड़े, जो खतरे में पड़े हमारे बैंकों के कर्जदार हैं।

भारत में विकास के इस स्तर पर हमें अवसर निर्मित करने और घोर गरीबी घटाने पर ध्यान केंद्रित करना चाहिए। जब तक अंबानी ढेर सारी नौकरियां निर्मित करते हैं, अपने कर चुकाते हैं और समाज के लिए संपदा निर्मित करते हैं, मुझे इससे मतलब नहीं है कि वे कितना कमा रहे हैं। दूसरों की जीवनशैली का आकलन चीजों पर नियंत्रण का लालच पैदा करता है, जो एकाधिकारवादी समाज की ओर बड़ा कदम है। आडंबरपूर्ण जिंदगी न जीना धार्मिक आह्वान है, कानूनी कर्तव्य नहीं।

भारत ने मोदी को चुना ही इसलिए कि उन्होंने चर्चा को असमानता से हटाकर अवसरों पर केंद्रित कर दिया। दुर्भाग्य से अर्थव्यवस्था अब भी संकट में है और उन्होंने वादा पूरा नहीं किया है। इसीलिए आगामी बजट नौकरियां निर्मित करने पर केंद्रित होना चाहिए।

सरकार आधारभूत ढांचे में निवेश के जरिये नौकरियां पैदा कर सकती है, लेकिन बहस यह है कि क्या जेटली को वित्तीय घाटे का लक्ष्य हासिल करने का वादा तोड़कर, यहां भारी निवेश करना चाहिए। चूंकि पिछली तारीख से टैक्स लगाने के कारण भारत भरोसा और बिज़नेस करने की जगह के रूप में प्रतिष्ठा खो चुका है, मैं चाहूंगा कि वे अपना वादा पूरा करें। उन्हें निजी कंपनियों (एसयूयूटीआई) में मौजूद सरकारी शेयर बेचकर पैसा खड़ा करना चाहिए। सार्वजनिक उपक्रमों के शेयर भी बेचने चाहिए। बीमार सरकारी बैंकों का सबसे पहले विनिवेश करना चाहिए। सरकार बैंकों में अपनी हिस्सेदारी 50 फीसदी से नीचे लाए। इससे यह संदेश जाएगा कि मोदी सुधारों के साथ भारत को बिज़नेस अनुकूल बनानेे को लेकर भी गंभीर हैं। जिंदगी में अच्छी शुरुआत से अवसर मिलते हैं। यदि असमानता पूरी तरह खत्म करना अवास्तविक लक्ष्य है, तो शिक्षा व स्वास्थ्य रक्षा के जरिये अवसरों की समानता हासिल करने योग्य है। भारत को स्वास्थ्य व शिक्षा व्यवस्था से निकलने वाले छात्रों की गुणवत्ता पर ध्यान देना चाहिए। उसके लिए व्यवस्था करनी चाहिए। बजट को इस मानक पर भी देखा जाएगा।

नागरिकों के भविष्य के अवसरों में व्यापक अंतर से कई रुष्ट होते हैं। प्रकृति के पक्षपात पर भी हम बेचैन होते हैं- किसी सुंदर चेहरे को नौकरी में उस व्यक्ति से अधिक पैसा क्यों मिलना चाहिए, जो कड़ी मेहनत कर समाज में अधिक योगदान देता है? काम की जगह पर पदों की ऊंच-नीच की मानसिकता भी आहत करती है। व्यवस्थित समाज में संस्थाएं ऐसे बनाई जाती है कि संपन्न को मिल रहे फायदे को निचले तबके की स्थिति सुधारने के पुरस्कार के रूप में देखा जाता है। अमेरिकी चिंतक जॉन राल्स ने इस विचार को अपनी ख्यात पुस्तक ‘थ्योरी ऑफ जस्टिस’ में अच्छी तरह समझाया है।

विदेशी यहां आते हैं तो उन्हें ताज्जुब होता है कि कम्युनिज्म की मौत के साथ जो विवाद खत्म हो गया उस पर हम अब भी बहस कर रहे हैं। एक फ्रेंच विद्वान ने कहा, ‘जहां आप बहस करते हैं कि आर्थिक वृद्धि गरीब विरोधी या उसके हित में है, वहीं चीन काम में लगकर तरक्की लाता है और लाखों लोगों को गरीबी से उबार लेता है।’

तो आइए, असमानता की बात छोड़ें, बशर्ते इससे अपराध बहुत न बढ़े हों और बहुत नुकसान न हो रहा हो। विकसित पश्चिम में असमानता समस्या हो गई है, जहां नौकरियां जाने से मध्यवर्ग तकलीफ में है। किंतु भारत में हमें कुछ लोगों के बहुत अधिक धनी होने की चिंता नहीं करनी चाहिए, जो समाज की संपदा बढ़ाते हैं और निवेश के लिए अतिरिक्त पैसा पैदा करते हैं। हमें अवसरों की समानता के लिए लड़ाई जारी रखनी चाहिए।

અસમાનતાની નહીં, તકોની ચિંતા કરીએ

અસમાનતા ફરી સમાચારોમાં છે. ખાસ કરીને સંસદનું બજેટસત્ર શરૂ થયું હોય ત્યારે તો અસમાનતાની વાતો વધારે જોરશોરથી કરવામાં આવે છે. ફ્રાન્સના અર્થશાસ્ત્રી થૉમસ પિકેટી ભારતમાં આવ્યા ત્યારે તેઓ જગતમાં અસમાનતા વિશે ઘણું બોલ્યા હતા. તેમનો જવાબ હતો કે અત્યંત ધનિક લોકો પર ટેક્સ નાખવો જોઈએ. પછી ભારતીય કંપનીઓમાં વેતન માળખામાં મોટા તફાવત વિશેનો અહેવાલ આવ્યો. સીઇઓના તોતિંગ પગારો સામે આક્રોસ વ્યક્ત કરાયો. ટીવી ચેનલો અનેક બેન્કોમાં નાદારી નોંધાવી ચૂકેલા વિજય માલ્યાની વૈભવી જીવનશૈલી પર તૂટી પડ્યા. ઘણે દૂર અમેરિકામાં પણ અસમાનતાના આલાપના કારણે હિલેરી ક્લિન્ટનના ચૂંટણી અભિયાન પર સંકટના વાદળો છવાયા છે.

સમાનતાની ઈચ્છા માનવીય પ્રકૃતિ છે પણ તેના વિશે ઉતાવળે પ્રતિક્રિયા આપવાનું આપણે ટાળવું જોઈએ. ભારતમાં વિકાસના તબક્કે આપણે તકોનું સર્જન કરવામાં અને દારુણ ગરીબી દૂર કરવા પર ધ્યાન કેન્દ્રીત કરવું જોઈએ. હું હમેશા કહેતો રહું છું કે જ્યાં સુધી અંબાણી ઢગલાબંધ નોકરીઓ સર્જે છે, પોતાનો ટેક્સ ચૂકવે છે અને સમાજ માટે સંપત્તિનું સર્જન કરે છે ત્યાં સુધી તેઓ કેટલી કમાણી કરે છે એની સાથે મને કોઈ નિસ્બત નથી. સામાન્ય માણસ તો પોતાનું વિચારે છે અને શક્ય હોય ત્યાં સુધી મિત્રો-સ્વજનો સાથે સરખામણી કરી લે છે. તે ક્યારેય અત્યંત સમૃદ્ધ લોકો સાથે પોતાની તુલના કરતો નથી. અન્યોની જીવનશૈલીની સમિક્ષા બાબતો પર નિયંત્રણ રાખવાની લાલચ પેદા કરે છે અને એકાધિકારવાદી સમાજની દિશામાં મોટું પગલું છે. આડંબરમુક્ત જીવન જીવવું ધાર્મિક આહવાહન છે, કાનૂની કર્તવ્ય નહીં. તેથી અસમાનતાની દલીલો દરેક સ્તરે પ્રસ્તુત હોતી નથી.

ભારતે મોદીની પસંદગી એટલા માટે કરી કારણ કે તેમણે ચર્ચાને અસમાનતાથી હટાવીને તકો પર કેન્દ્રીત કરી. તેમણે બનાવટી 'મનરેગા કામો'ના બદલે વાસ્તવિક નોકરીઓનું વચન આપ્યું. કમનસીબે અર્થતંત્ર હજુ પણ સંકટમાં છે અને તેમણે પોતાનો વાયદો પાળ્યો નથી. તેથી આગામી બજેટ નોકરીઓ પેદા કરવા પર કેન્દ્રીત હોવું જોઈએ અને રીતે તેનું મૂલ્યાંકન થવું જોઈએ. સરકાર માળખાકીય સુવિધાઓમાં રોકાણ દ્વારા નોકરીઓ પેદા કરી શકે છે. પણ ચર્ચા વાતે છે કે શું જેટલીએ રાજકોષીય ખાધનું લક્ષ્ય હાંસલ કરવાનું વચન તોડીને ક્ષેત્રમાં મોટાપાયે રોકાણ કરવું જોઈએ કે નહીં. પાછલી અસરથી ટેક્સ વસુલવાની પદ્ધતિના કારણે ભારત વિશ્વાસપાત્ર અને વેપાર-ધંધો કરવા માટેના શ્રેષ્ઠ સ્થળ તરીકેની પ્રતિષ્ઠા ગુમાવી ચૂક્યો છે. હું ઈચ્છું છું કે તેઓ વાયદો પાળે.

જેટલીએ ખાનગી કંપનીઓ (એસયુયુટીઆઇ)માં મોટાપાયે સરકારી શેરો વેચીને નાણા ઉભા કરવા જોઈએ. જાહેર સાહસોના શેર પણ વેચવા જોઈએ. નબળી સરકારી બેન્કોમાં સૌથી પહેલા ડિસઇન્વેસ્ટમેન્ટ કરવું જોઈએ. બેન્કોની કફોડી સ્થિતિનો ઉપાય એક છે કે બેન્કોમાં સરકારી ભાગીદારી 50 ટકા કરતા ઓછી કરવામાં આવે. તેના દ્વારા એવો શક્તિશાાળી સંદેશ જશે કે મોદી સુધારાઓ કરીને ભારતને વેપાર-ધંધા માટે અનુકૂળ બનાવવા માટે ગંભીર છે અને રીતે તે તકો અને નોકરીઓનું સર્જન કરવા ઈચ્છે છે.

જીવનમાં સારી શરૂઆત દ્વારા તકો મળે છે. જો અસમાનતાનો પૂર્ણપણે અંત લાવવો અવાસ્તવિક લક્ષ્ય છે, તો શિક્ષણ અને આરોગ્ય સેવાઓ દ્વારા તકોની સમાનતા હાંસલ કરવી યોગ્ય છે. ભારતે આરોગ્ય શિક્ષણ સંસ્થાઓમાંથી બહાર પડતા વિદ્યાર્થીઓની ગુણવત્તા પર ધ્યાન આપવું જોઈએ. સરકારે સ્કૂલો કે હોસ્પિટલો ચલાવવાની જરૂર નથી પણ તેના માટે અસરકારક વ્યવસ્થા ઉભી કરવી પડશે. બજેટમાં માપદંડો પર પણ ધ્યાન આપવું પડશે.

નાગરિકોના ભવિષ્યની તકોમાં મોટું અંતર હોવાથી ઘણા નારાજ થાય છે. કુદરતાના પક્ષપાત સામે પણ આપણે નારાજ હોઈએ છીએ. કોઈ સુંદર વ્યક્તિને નોકરીમાં મારા કરતા વધારે પૈસા કેમ મળવા જોઈએ? કાર્યસ્થળો પર પદની ઉંચનીચની માનસિકતા પણ ઘણાને પીડા પહોંચાડે છે. 'બૉસ જે ઈચ્છે છે સાચું હોય છે' અથવા તો રાજકારણમાં 'બેટા, મારા પગે પડ, હું તને મારી છત્રછાયા આપીશ'. રોહિત વેમુલા પ્રકરણ એટલા માટે ઝળક્યું કારણ કે યુનિવર્સિટી તેને આપી શકી નહીં જેના માટે તે હકદાર હતો. તમામ બાબતોને ભલે આપણે ઉકેલી શકીએ નહીં પણ આપણે લોકોને તકો આપીને તેમના માટેપરિસ્થિતિમાંથી બહાર આવવાનો દરવાજો ઉઘાડી શકીએ છીએ.

જો આપણને અસમાનતા પક્ષપાતપૂર્ણ લાગતી હોય તો આપણે તેને સ્વીકારી લીધી હોત. સરેરાશ માણસની પ્રગતિ થતી રહેશે તો તે ક્યારેય અસમાનતાની ચિંતા કરશે નહીં. સુવ્યવસ્થિત સમાજમાં સંસ્થાઓનું સર્જન રીતે કરવામાં આવે છે કે સૌથી નીચલા સ્તરના સમુદાયની સ્થિતિ સુધારાવાના પુરસ્કાર તરીકે સંપન્નોને ફાયદો મળતો હોય છે. જો વર્કરને લાગતું હશે કે સીઇઓની પ્રગતિનો ફાયદો તેમને પણ મળી રહ્યો છે ત્યારે તે સીઇઓનું વેતન સેંકડોગણું વધારે હશે તો પણ વિરોધ કરશે નહીં. અમેરિકી ચિંતક જૉન રોલ્સે વિચારને પોતાના પુસ્તક 'થિયરી ઑફ જસ્ટીસ'માં સારી રીતે સમજાવ્યો છે.

ગત દિવસોમાં થયેલી સમાનતાની ચર્ચાએ 1991ના દિવસોની યાદ ફરી તાજી કરી દીધી છે. વિદેશીઓ અહીં આવે છે ત્યારે તેમને આશ્ચર્ય થાય છે કે સામ્યવાદના અંત સાથે જે વિવાદ ખતમ થઈ જવો જોઈતો હતો તેના પર આપણે આજે પણ ચર્ચા કરી રહ્યા છીએ. તમે અમીરોને ગરીબ બનાવીને ગરીબોને ધનિક બનાવી શકો નહીં. એક ફ્રેન્ચ વિદ્વાને વિરોધાભાસને દર્શાવતા એવું કહ્યું હતું કે, 'આર્થિક વિકાસ ગરીબ વિરોધી છે કે ગરીબોના હિતમાં એવી ચર્ચા તમે કરી રહ્યા છો, બીજી તરફ ચીન ઉદ્યોગ-વ્યવસાયોમાં ધરખમ પ્રગતિ કરી રહ્યું છે અને લાખો લોકોને ગરીબીના ખપ્પરમાંથી બહાર કાઢી શક્યું છે.

તો આવો, અસમાનતાની વાતો છોડો સિવાય કે તેના કારણે મોટાપાયે અપરાધો થયા હોય કે ધરખમ નુકસાન થયું હોય. પરિણામોની સમાનતાનો વિચાર કરતી દુનિયાની કલ્પના માત્ર મુશ્કેલ નહીં પણ ખતરનાક પણ છે. સોવિયેટ સંઘ અને માઓના ચીનમાં આપણે જોઈ ચૂક્યા છીએ. લોકશાહી ઢબના મૂડીવાદ થકી આપણે ઘણું હાંસલ કરી શકીએ છીએ એમાં શંકા નથી. વિકસિત પશ્ચિમમાં અસમાનતા સમસ્યા બની ગઈ છે કારણ કે ત્યાં નોકરીઓ ગુમાવવાથી મધ્યમવર્ગ મુશ્કેલીમાં છે. પણ ભારતમાં આપણે કેટલાક લોકો અત્યંત ધનિક બની જાય તેનાથી ચિંતિત થવાની જરૂર નથી. તેઓ સમાજમાં સ્ત્રોતમાં વધારો કરે છે અને રોકાણ માટે વધારાનું ભંડોળ પેદા કરે છે. એક રીતે કહીએ તો તેઓ આડકતરી રીતે આર્થિક અસમાનતા દૂર કરવા પ્રયાસરત હોય છે.

આપણે તકોની અસમાનતા માટે લડાઈ ચાલુ રાખવી જોઈએ અને નોકરીઓ પેદા કરવા, સ્કૂલોની સ્થિતિ સુધારવા અને દરેક સુધી સારી આરોગ્ય સેવાઓ પહોંચતી કરવા શક્ય તમામ પ્રયાસો કરવા જોઈએ.

The rhetoric of inequality: It’s poverty and lack of opportunity that we need to obsess about more

Inequality has again been in the news. Thomas Piketty was in India and he spoke eloquently about inequality in the world. The French economist’s answer is a progressive global tax on the ultra-rich.

Then came a report on the growing compensation gap in Indian companies, and it set off the usual outrage over ‘vulgar CEO salaries’. TV channels went berserk over the lifestyle of Vijay Mallya, a big debtor to our perilous banks. And far away in America, Hillary Clinton’s campaign for the presidency is in trouble partially because of the rhetoric of inequality.

Our desire for equality is a natural human impulse, but we ought to resist the temptation to react in a knee-jerk manner. At India’s stage of development, we should focus on creating opportunities and reducing extreme poverty and not obsess over inequality.

I have always believed that it is none of my business how much the Ambanis earn as long as they create lots of jobs, pay their taxes and produce wealth for society. The aam admi cares mostly about how he is faring; he sometimes compares himself to his friends but never to the filthy rich.

Judging the lifestyle of others tempts one to want to control other things, and this is a short step to becoming a command society. Not to live ostentatiously is a call of dharma, not a legal duty.

India elected Narendra Modi in 2014 because he changed the rhetoric of the country from inequality to opportunity. Sick and tired of the politics of give-aways, the Indian voter was charmed by Modi’s fresh appeal to the aspirational impulse within us. He promised real jobs – rather than bogus, NREGA ‘make-work jobs’.

Unfortunately, the economy remains in the doldrums and he has not delivered on this promise. And so, the approaching budget should pre-eminently address job creation and this is how we should evaluate it.

The government can create jobs by investing in infrastructure, and the big question is whether finance minister Arun Jaitley should invest massively in infrastructure at the expense of breaking his promise to meet a fiscal deficit target. Since India has recently lost its reputation for reliability, i would vote for keeping his promise.

Instead, he should raise funds for infrastructure by an equally massive sale of shares held by the government in private companies (SUUTI) and its own public sector companies. The shockingly unhealthy public sector banks should be the first candidates for disinvestment.

Opportunity also comes from having a good start in life. If absolute equality is an unrealistic goal – the human ego will not shrink that far – equality of opportunity is achievable through education and health care.

Clearly, India needs to invest more in health and pay greater attention to improving the quality of student outcomes in education. The state does not have to run schools and hospitals but it needs to provide for them. We should assess the coming budget on this criterion as well.

Many of us are revolted by the vast differences in life prospects of our citizens. We are even uneasy about nature’s unfairness – why should a handsomer face earn more in the job and marriage markets rather than a person who works hard or contributes more to society? We are offended by the hierarchical mind-set at the workplace: ‘What is right is what the boss wants.’ Or in politics: ‘Touch my feet, my son, and I will protect you.’

Rohith Vemula’s suicide resonated across the country because his university failed to deliver what he deserved. We may not be able to correct all the unfairnesses of nature and society, but we can make a difference if we keep the doors open to upward mobility – for people to rise above their lot by giving them opportunities.

We accept inequalities if we believe them to be fair. If the average person is rising, he or she will not mind if inequality is growing. A well ordered society designs institutions in such a way that advantages of the affluent are perceived to be a reward for improving the situation of the worst off; then people will not regard inequality as being unjust.

If the lowest worker in a company thinks that he will gain because the CEO is performing brilliantly, he will not resent him earning hundred times more. The American thinker, John Rawls, elaborated this idea elegantly in his famous book, The Theory of Justice.

The past month’s carping over inequality had a déjà vu feeling of our pre-1991 days. We seemed to be debating what was settled long ago – you don’t make the poor rich by making the rich poor. The idea of a world in which there is equality of result is not only unattainable but it is dangerous, as we know from Soviet Russia and Mao’s China. Certainly our path of democratic capitalism leaves much to be desired.

Yes, inequality has become a problem in the developed West, where jobs have been lost and the middle class hollowed. But in India we should not mind if a few become filthy rich, increase society’s wealth, and help raise our economy’s investible surplus. We should keep fighting for equality of opportunity and do everything we can to create jobs, improve our schools and provide everyone access to good health.

પ્રગતિની ગતિ : વડાપ્રધાન, તમારા મૂળ કામે પાછા ફરો

સમાજવાદીઓ સોવિયેટ સંઘની સફળતાથી એટલા પ્રભાવિત થયા હતા કે તેમણે પૂર્વ તરફ જોયું જ નહીં

વડાપ્રધાન મોદી માટે આ વર્ષ ‘કરો યા મરો’ જેવું છે. આ વર્ષે જો આર્થિક વિકાસ ઝડપી નહીં બને અને જથ્થાબંધ નોકરીઓનું સર્જન નહીં થા તો પછી આપણે ‘અચ્છે દિન’ના સપના જોવાનું માંડી વાળવું પડશે. ઝડપી વિકાસદર ધરાવતા અર્થતંત્રમાં જ નોકરીઓ પેદા થાય છે. રોજગાર પેદા કરવાની અને ગરીબ દેશને ધનિક બનાવવાની ચાવી શ્રમકેન્દ્રિત અને ઓછામાં ઓછી ટેકનોલોજી દ્વારા જથ્થાબંધ ઉત્પાદન કરીને થતી નિકાસમાં છે. આ જ કારણોસર પૂર્વ એશિયા, ચીન અને દક્ષિણ-પૂર્વ એશિયાના દેશોમાં મધ્યમ વર્ગના પરિવારોની સિકલ બદલાઈ હતી. છેલ્લા 50 વર્ષથી ભારત મેન્યુફેક્ચરિંગ (ઉત્પાદન)ની બસ ચૂકતું આવ્યું છે. આજે વૈશ્વિક વ્યક્તિદીઠ આવકની દૃષ્ટિએ ભારત અત્યંત ગરીબ અર્થતંત્ર છે. ટીએન નિનાને તેમના પુસ્તક ‘ધ ટર્ન ઑફ ધ ટૉરટૉઇઝ’માં જણાવ્યા મુજબ માથાદીઠ આવકની દૃષ્ટિએ ભારતનો લાઓસ, ઝામ્બિયા અને સુદાન કરતાં પણ ઉતરતો છે.

1960ના પ્રારંભમાં જગતને ખ્યાલ આવ્યો કે જાપાન રમકડા, પગરખા તથા રોજબરોજના વપરાશની ચીજવસ્તુઓના મોટા પાયે ઉત્પાદન થકી નોકરીઓ પેદા કરી રહ્યું છે. કોરિયા, તાઇવાન, સિંગાપોર અને હોંગકોંગે જાપાનની સફળતા જોઈ અને તરત એને અપનાવી લીધી તથા આકાશમાં ઉડતાં પક્ષીઓની જેમ ‘V’ આકારમાં પોતાના નેતાઓની પાછળ દોડવા લાગ્યંા. આ તમામ દેશો ઉંચો વૃદ્ધિદર બનાવતા અર્થતંત્રો બની ગયા અને ગરીબીનો ખાત્મો કરીને તેઓ પ્રથમ વિશ્વના દેશો બની ગયા. દક્ષિણ-પૂર્વ એશિયાના દેશોને સિત્તેરના દસકામાં આ વાતનો ખ્યાલ આવ્યો. તેમણે જાપાનની નકલ કરી અને મધ્યમ આવક ધરાવતા અર્થતંત્રોના સન્માનિત દેશ બન્યા. ચીન આ મોડેલની સફળતાની તાજી ગાથા છે. ચીન તો એટલું સફળ થઈ ગયું છે કે આજે તે જગતની ફેક્ટરી બની ગયું છે.

આપણે મોદીને ચૂંટી કાઢ્યા હતા કારણ કે તેમણે મેન્યુફેક્ચરિંગની બસ આ વખતે નહીં ચૂકીએ એવો વાયદો આપ્યો હતો. પણ હજુ સુધી નોકરીઓના કોઈ અણસાર મળતા નથી. જ્યારે તેઓ મે 2014માં ચૂંટાઈ આવ્યા ત્યારે અપેક્ષાઓ એટલી તો ઉંચી હતી કે અર્થશાસ્ત્રીઓએ તેમને ચેતવ્યા હતા કે જે અર્થતંત્ર તેમને વારસામાં મળ્યું છે તેની હાલત એટલી તો ખરાબ છે કે તેને સુધારતા સમય લાગશે. તેમણે જણાવ્યું કે એક રોકાણનું એક કુદરતી ચક્ર હોય છે અને ઉંચા આર્થિક વિકાસદર પર પહોંચતાં બે વર્ષનો સમય લાગશે. મોદીએ તેમની વાત સાંભળી નહીં અને અપેક્ષાઓ પૂરી કરવામાં નિષ્ફળ રહ્યા.

હા, બે વર્ષ પહેલાના સ્તર કરતા અર્થતંત્રમાં થોડું ઉપર આવ્યું છે પણ ગ્રાહકોની માગ હજુ નબળી છે. કંપનીઓ પર ઉંચા દરે લીધેલા ધિરાણનો બોજો છે અને તેઓ ખરાબ પરિણામો આપી રહ્યા છે. તેના કારણે કંપનીઓ નથી રોકાણ કરતી કે નથી નવા કર્મચારીઓને નોકરીએ રાખતી. આ જ કારણોસર માગ નબળી પડી છે. બેન્કો સંકટમાં છે કારણ કે તેમની પાસેથી લોન લેનારી કંપનીઓ ચૂકવણી કરતી નથી. મોદીના હાથમાંથી સમય ઝડપથી નીકળી રહ્યો છે. થોડા મહિનાઓમાં જ સરકાર બે વર્ષ પૂરા કરશે. એ પછી અર્થતંત્રમાં દર ત્રીજા માસિક ગાળામાં તેજી દર્શાવવી પડશે.

હંસોના V આકારના ઝૂંડમાં ભારત કેમ સામેલ થઈ શક્યો નથી? આ માટે મુખ્યત્વે નેહરુનું સમાજવાદી મૉડેલ જવાબદાર છે, પણ તેના માટે નેહરુને વ્યક્તિગત રીતે જવાબદાર ઠેરવી શકાય નહીં. ઘણેઅંશે તે સમાજવાદી યુગની દેન હતી અને સમાજવાદીઓ સોવિયેટ સંઘની સફળતાથી એટલા તો પ્રભાવિત હતા કે તેમણે પૂર્વ કે જાપાન તરફ જોવાની તસ્દી લીધી નહીં. ઈંન્દિરા ગાંધીએ વિશ્વબેન્કનું એ સૂચન નકારી દીધું હતું કે ભારતે ‘એશિયન ટાઇગરો’ પાસેથી શીખવું જોઈએ. સૂચન સ્વીકારવાના બદલે તેમણે બેન્કોનું રાષ્ટ્રીયકરણ કરી દીધું અને હતાશા પ્રેરે એવા અન્ય પગલાંઓ પણ ભર્યા.તેના કારણે ભારતને એક આખી પેઢી પાછળ પડી ગઈ.

વર્ષ 1991માં આર્થિક સુધારકોએ એશિયન મોડેલને અપનાવવાના ગંભીર પ્રયાસો કર્યા પણ સમાજવાદી માહોલની બાબુશાહી, માળખાકીય સુવિધાઓનું નબળું માળખું અને અડિયલ વલણ આડે આવી ગયા. ઉદાહરણ તરીકે લઘુ ઉદ્યોગ ક્ષેત્રના 800 ઉદ્યોગોને અનામત રાખવાના પગલાંને લીધે નિકાસને જબ્બર ફટકો પડ્યો. કારણ કે હરિફ દેશોએ મોટા પાયે ઉત્પાદન કરતી નિકાસ કંપનીઓ ઉભી કરી. રેડીમેડ વસ્ત્રોની નિકાસમાં બાંગ્લાદેશ આપણા કરતા આગળ નીકળી ગયું છે. આ વાતાવરણને બદલવાનો પ્રયત્ન કરનાર અને ભારતમાં વેપાર-ઉદ્યોગ સ્થાપવાની પ્રક્રિયા સરળ બનાવનાર મોદી સરકાર પ્રથમ છે.

નોકરીઓ ક્યાંથી આવશે? કેટલાક લોકોનું માનવું છે કે મેન્યુફેક્ચરિંગના યુગનો અંત આવી ગયો છે. તે હવે સ્વયંસંચાલિત થઈ ગયો છે અને અકુશળ શ્રમિકો માટે કોઈ નોકરીઓ નથી. આ વાત કેટલેક અંશે સાચી છે, પણ મને લાગે છે કે આ નિરાશાવાદ જરૂર કરતા વધારે પડતો છે. વેપાર-ઉદ્યોગ સ્થાપવાની પ્રક્રિયા જેટલી સરળ બનશે એટલી જ વધુ નોકરીઓ પેદા થશે. ભારત ભલે મેન્યુફેક્ચરિંગ ક્રાંતિ ચૂકી ગયું હોય. પણ સેવા ક્ષેત્રે તે ઉંચો વિકાસદર ધરાવતું અર્થતંત્ર બન્યું છે.

સેવા ક્ષેત્ર (સર્વિસ સેક્ટર)ની ક્ષમતાને આપણે અવગણી શકીએ એમ નથી. દાખલા તરીકે ભારતમાં વેચાતી ત્રણમાંથી એક કાર ડ્રાઇવરની નોકરી પેદા કરે છે. દર વર્ષે 25 લાખ કારો વેચાય છે, જેનો અર્થ છે ડ્રાઇવરની આઠ લાખ નોકરીઓ. તેમાં દર વર્ષે વ્યવસાયિક વાહનોના સાત લાખ ડ્રાઇવરોને પણ ઉમેરવામાં આવે. ઇ-કોમર્સ પણ મોટાપાયે નોકરીઓ સર્જી રહ્યું છે. 2020 સુધી 13 લાખ વેન્ડરો સાથે ઇ-કોમર્સનું કુલ વેચાણ 90 અબજ ડૉલરને આંબી જશે. દરેક વિક્રેતા માલના સંગ્રહ, ડિલિવરી તથા અન્ય સહાયક સેવાઓ માટે 12 નોકરીઓ પેદા કરે છે. ટૂંકમાં કુલ બે કરોડ નોકરીઓ પેદા થાય છે. તેમાંથી જ અડધી નોકરીઓ પેદા થવાની ગતિ ધીમી હોય તો પણ એક કરોડ નોકરીઓ તો નક્કી છે.

દેશમાં અત્યારે સ્ટાર્ટઅપનો જુવાળ છવાયેલો છે. સેંકડો યુવાનો પોતાની કોર્પોરેટ નોકરી છોડીને ઉદ્યોગસાહસિક બની રહ્યા છે. કેટલાક સફળ થશે, કેટલાક નિષ્ફળ થશે. પણ આ પ્રથમ એવી સરકાર છે જે યુવાન ઉદ્યોગસાહિસકોને પ્રોત્સાહિત કરવાનું મહત્ત્વ સમજી છે. નવા ઉદ્યોગસાહસિકને કોઈ પણ સરકારી ઓફિસમાં જવાની જરૂર નથી. માત્ર ઍપ ડાઉનલોડ કરીને તે રજીસ્ટ્રેશન કરાવી શકશે, મંજૂરી લઈ શકશે અને વેરા ચૂકવી શકશે. સ્ટાર્ટઅપ કંપનીઓને આકર્ષિત કરવા માટે દક્ષિણના રાજ્યોએ ઇન્ક્યુબેટર અને ‘ઇનોવેશન પાર્ક’ બનાવ્યા છે. રાજકારણીઓએ હંમેશા યાદ રાખવું પડે છે કે તેમને શા માટે ચૂંટવામાં આવ્યા છે. ‘અચ્છે દિન’ નોકરીઓ અને તકોનો કોડ વર્ડ છે. મોદીએ વિદેશની બાબતોમાં સારું કામ કર્યું છે પણ દેશવાસીઓએ તેમને નોકરીઓ પેદા કરવા માટે પસંદ કર્યા છે. મોદી વિદેશપ્રવાસોનું કામ પોતાના કુશળ વિદેશપ્રધાન સુષમા સ્વરાજને સોંપીને નોકરીઓ, આર્થિક વિકાસ અને અચ્છે દિન પર ધ્યાન આપશે તો એ બહેતર ગણાશે.

अब नौकरियां पैदा करने पर ध्यान दें

प्रधानमंत्री नरेंद्र मोदी के लिए यह करो या मरो जैसा वर्ष है। यदि 2016 में आर्थिक वृद्धि महत्वपूर्ण तरीके से नहीं बढ़ती और थोक में नौकरियां पैदा नहीं होतीं, तो हम अच्छे दिन भूल ही जाएं यही बेहतर होगा। रोजगार पैदा करने और गरीब देश को धनी बनाने का आदर्श नुस्खा तो श्रम-बल वाले, निम्न टेक्नोलॉजी के थोक उत्पादन का निर्यात है। इसी ने पूर्वी एशिया, चीन और दक्षिण-पूर्वी एशिया को मध्यवर्गीय समाजों में बदला। पिछले 60 वर्षों में भारत मैन्यूफैक्चरिंग की बस में सवार होने से चूकता रहा है और आज वैश्विक प्रति व्यक्ति आय के छठे हिस्से से भी कम के साथ भारत सबसे गरीब बड़ी अर्थव्यवस्था है। उसका स्तर लाओस, जाम्बिया और सुडान से भी नीचे है, जैसा कि टीएन निनान ने अपनी नई किताब, ‘द टर्न ऑफ द टॉरटॉइज़’ में याद दिलाया है।
 
1960 की शुरुआत में दुनिया को जल्द ही साफ हो गया कि जापान खिलौने, जूते और बड़े पैमाने पर उत्पादित साधारण वस्तुओं के निर्यात के जरिये बड़ी संख्या में नौकरियां पैदा कर रहा है। कोरिया, ताईवान, हॉन्गकॉन्ग और सिंगापुर ने जापान की राह पकड़ी। वे सभी ऊंची वृद्धि दर वाली अर्थव्यवस्थाएं बन गए, गरीबी को मिटा डाला और पहली दुनिया के देश हो गए। दक्षिण-पूर्व एशिया के देशों ने 70 के दशक में जापान की नकल की और मध्य-आय वाली अर्थव्यवस्थाओं के सम्मानित देश बने। 60 फीसदी मध्य वर्ग के साथ चीन इस मॉडल की सफलता की नवीनतम गाथा है। हमने मोदी को चुना, क्योंकि उन्होंने मैन्यूफैक्चरिंग की बस में सवारी का वादा किया था, लेकिन अब तक तो नौकरियों का अता-पता नहीं है। जब वे मई 2014 में निर्वाचित हुए तो अपेक्षाएं इतनी ऊंची थीं कि अर्थशास्त्रियों को उन्हें आगाह करना पड़ा कि जो अर्थव्यवस्था उन्हें मिली है, वह इतनी खराब दशा में है कि उसकी दिशा बदलने के लिए वक्त लगेगा। उन्होंने बताया कि एक प्राकृतिक निवेश चक्र होता है और ऊंची आर्थिक वृद्धि पर लौटने में दो साल लगेंगे। मोदी यह सब लोगों को समझाया होता तो आज इतनी निराशा की स्थिति नहीं होती।

हां, अर्थव्यवस्था ऊपर तो उठी है, लेकिन उपभोक्ताओं की मांग अब भी बहुत कमजोर है। कंपनियों पर ऊंचे कर्ज का बोझ है और वे खराब नतीजे दे रही हैं, इसीलिए न तो वे निवेश कर रही हैं और न नए कर्मचारियों को नौकरियों पर रख रही हैं। इसी कारण मांग कमजोर है। बैंक संकट में हैं, क्योंकि उनसे लोन लेने वाली कंपनियों ने भुगतान नहीं किया है। उन्होंने नए निवेशकों को लोन देना बंद कर दिया है, जो नई नौकरियां और मांग पैदा कर सकते थे। किंतु मोदी के लिए समय हाथ से निकलता जा रहा है। अर्थव्यवस्था में दो प्रतिशत बिंदु की आर्थिक वृद्धि होगी तो ही हर साल 1.20 करोड़ नई नौकरियां पैदा होंगी और मोदी वादे पर खरे उतर पाएंगे।

इस नाकामी के लिए मोटेतौर पर नेहरू का समाजवादी मॉडल जिम्मेदार है, लेकिन इसके लिए नेहरू को व्यक्तिगत रूप से दोष नहीं दिया जा सकता- वे काफी कुछ समाजवादी युग की ही देन थे और सोवियत संघ की कामयाबी से इतने मोहित थे कि उन्होंने पूरब में जापान को देखा ही नहीं। इंदिरा गांधी ने ‘एशियाई शेरों’ से सीख लेने का विश्व बैंक का सुझाव ठुकरा दिया। इसकी बजाय उन्होंने बैंकों का राष्ट्रीयकरण कर दिया, सनकभरे अन्य कदम उठाए और भारत पूरी एक पीढ़ी पिछड़ गया।

वर्ष 1991 में आर्थिक सुधारकों ने एशियाई मॉडल अपनाने का कठोर प्रयास किया, लेकिन लालफीते का समाजवादी माहौल, कमजोर आधारभूत ढांचा और खराब रवैया आड़े आ गया। मसलन, लुघ उद्योग क्षेत्र के लिए 800 उद्योगों को आरक्षित करने के कदम ने निर्यात को चोट पहुंचाई, क्योंकि प्रतिस्पर्द्धी राष्ट्रों ने अधिक उत्पादनशील बड़ी निर्यात कंपनियां बनाईं। हालत तो यह हुई कि तैयार वस्त्रों के निर्यात में बांग्लादेश हमसे आगे निकल गया।

नौकरियां आएंगी कहां से? कुछ लोगों का मानना है कि मैन्यूफैक्चरिंग युग खत्म हो गया है। यह बहुत स्वचालित हो गया है और अकुशल खेतिहर मजदूरों के लिए नौकरिया पैदा नहीं कर सकता। कुछ हद तक तो यह सही है, लेकिन मुझे लगता है कि वैश्विक व्यापारिक निर्यात अब भी बहुत बड़ा है। पिछले साल यह 18 खरब डॉलर था। अकेले चीन ने 2.30 खरब डॉलर का निर्यात किया। इन नौकरियों को आकर्षित करने की भारत की उम्मीद ‘व्यवसाय करने की आसानी’ की मुहिम पर निर्भर है। दीवालिया होने संबंधी नया कानून, वाणिज्यिक अदालतें और राष्ट्रीय कंपनी कानून न्यायाधिकरण इसकी अब तक की बड़ी उपलब्धियां हैं। निवेश के लिए राज्यों के बीच स्पर्द्धा में भी सफलता निहित है और इसका फायदा मिल रहा है- राजस्थान, गुजरात, मध्यप्रदेश और आंध्र प्रदेश, इन चार राज्यों ने गंभीर श्रम सुधारों को कानूनी रूप दिया है।

भारत चाहे मैन्यूफैक्चरिंग क्रांति चूक गया हो, लेकिन यह सेवाअों के जरिये ऊंची वृद्धि दर वाली अर्थव्यवस्था बना है और हमें इसे कम करके नहीं आंकना चाहिए। उदाहरण के लिए भारत में बेची गई तीन में से एक कार, ड्राइवर का जॉब पैदा करती है। हर साल 25 लाख कारें बिकती हैं, जिसका अर्थ है ड्राइवर के 8 लाख जॉब। इसमें प्रतिवर्ष व्यावसायिक वाहनों के 7 लाख ड्राइवर और जोड़ें। 2020 तक ई-कॉमर्स बिक्री के संदर्भ में 13 लाख विक्रेताओं के ऑनलाइन होने के साथ 90 अरब डॉलर तक पहुंच जाएगा। प्रत्येक विक्रेता चार सीधे जॉब और भंडारण, डिलिवरी तथा अन्य सहायक सेवाओं में 12 अप्रत्यक्ष नौकरियां निर्मित करता है। कुल-मिलाकर दो करोड़ नौकरियां निर्मित होती हैं। यदि इनमें से आधी चाहे क्रमश: पैदा हो, लेकिन फिर भी एक करोड़ जॉब तो पक्के हैं।

देश में इस समय स्टार्टअप का जुनून छाया हुआ है और सैकड़ों युवा कॉर्पोरेट जॉब छोड़कर आंत्रप्रेन्योर बन रहे हैं। यह पहली सरकार है, जिसने युवा उद्यमियों को बढ़ावा देने का महत्व समझा है। इसके ‘स्टार्टअप इंडिया’ अभियान के तहत नए नियमों की घोषणा की गई है, जो लालफीताशाही पर लगाम लगाएंगे, इंस्पेक्टरों की बजाय स्वप्रमाणीकरण का मतलब है अनुमति लेना आसान होगा।

नए आंत्रप्रेन्योर को किसी दफ्तर जाने की जरूरत नहीं है- सिर्फ एप डाउनलोड करके वह पंजीयन करा सकेगा, मंजूरी ले सकेगा और करों का भुगतान कर सकेगा। राजनेताओं को हमेशा याद दिलाना पड़ता है कि उन्हें क्यों चुना गया था। ‘अच्छे दिन’ नौकरियों और अवसरों का कोड वर्ड है। मोदी ने विदेशी मामलों में अच्छा काम किया है, लेकिन देश ने उन्हें नौकरियां निर्मित करने के लिए चुना है। वे यदि विदेशी दौरे अपनी काबिल मंत्री सुषमा स्वराज पर छोड़कर पूरी एकाग्रता से नौकरियों, आर्थिक वृद्धि और अच्छे दिन पर लग जाएं तो बेहतर होगा।

வேலைவாய்ப்புகளை உருவாக்குங்கள் மோடிஜி!

பிரதமர் மோடிக்கு ‘செய் அல்லது செத்துமடி’ என்பதான ஆண்டு இது. 2016-ல் பொருளாதார நடவடிக்கைகள் கணிசமாக ஏற்பட்டு கோடிக்கணக்கில் வேலைவாய்ப்புகள் உருவாகவில்லை என்றால் ‘அச்சா தின்’ என்பதை மறந்துவிட வேண்டிய துதான். உயர் வளர்ச்சி வேகம்தான் வேலைவாய்ப்புகளைக் குவிக்கும், இந்தியா போன்ற ஏழை நாடு வளர்ச்சி பெற வேண்டும் என்றால் தொழிலாளர்களால் அதிகம் நேரடியாகத் தயாரிக்கப்படும், குறைந்தளவு தொழில்நுட்பம் தேவைப் படும் துறைகளில் வேலை வாய்ப்பு கள் உருவாக வேண்டும். இந்த முறை யில்தான் கிழக்கு ஆசிய, தென் கிழக்கு ஆசிய மற்றும் சீன நாடுகளில் கோடிக்கணக்கான குடும்பங்கள் நடுத் தர வர்க்கமாக முடிந்தது. 60 ஆண்டு களுக்கும் மேலாக இந்தியா இந்தப் பாதையில் பயணப்படத் தவறிவருகிறது.

மோடி தந்த வாக்குறுதி

நரேந்திர மோடியை நாம் தேர்ந் தெடுத்ததற்குக் காரணமே தொழில்துறை உற்பத்தியை நாமும் பெருக்க வேண்டும் என்பதற்காகத்தான்; ஆனால் வேலை வாய்ப்புகள் இதுவரை எதிர்பார்த்தபடி உருவாகவில்லை. 2014 மே மாதம் அவர் தேர்ந்தெடுக்கப்பட்டபோது மக்க ளிடையே எதிர்பார்ப்புகள் உச்சத்தில் இருந்தது. நம் நாட்டின் பொருளாதார நிலைமை சரியில்லை என்று பொரு ளாதார அறிஞர்கள் மோடியிடம் அப்போது எச்சரித்தனர். இயல்பாகவே முதலீட்டுச் சக்கரம் 2 ஆண்டுகளுக்குப் பிறகுதான் மீண்டும் எழுச்சி பெறும் என்று தெரி வித்தனர். மோடி அதைக் காதில் வாங்கிக் கொள்ளவில்லை, எனவே மக்களுடைய எதிர்பார்ப்புகளுக்கு ஏற்ப செயல்பட முடி யாமல் இருக்கிறார். அன்றே அதை அவர் மக்களிடம் விளக்கியிருந்தால் இந்த அள வுக்கு அவநம்பிக்கை ஏற்பட்டிருக்காது.

2 ஆண்டுகளுக்கு முன்பிருந்த அடி நிலையிலிருந்து பொருளாதாரம் மீண்ட தென்னவோ உண்மைதான்; ஆனால் வாங்குவதற்குத்தான் மக்களிடம் ஆர்வ மும், பணமும் குறைவாக இருக்கிறது. பெரு நிறுவனங்கள் அதிகக் கடன் சுமை யில் தள்ளாடுவதால் உற்பத்தி குறை வாக இருக்கிறது. எனவே அவை அதிகம் முதலீடு செய்வதோ, புதியவர்களை வேலைக்கு எடுப்பதோ இல்லை. தொழில் நிறுவனங்கள் தாங்கள் வாங்கிய கடனைத் திருப்பித் தராததால் வங்கிகளின் நிதி நிலைமை வலுவாக இல்லை. எனவே புதிய முதலீட்டாளர்களுக்குக் கடன் தர முடியாத நிலையில் வங்கிகள் இருக் கின்றன.

புதிய முதலீட்டாளர்களுக்குக் கடன் தந்தால் தான் வேலைவாய்ப் பும் பொருள்களுக்கான தேவையும் அதிக ரிக்கும். மோடி அரசு வாக்களித்தபடி செயல்பட முடியாத படி காலம் கடந்து கொண்டே இருக்கிறது. விரைவில் இரண் டாண்டு முடிக்கப் போகிறது. இனி வரும் காலாண்டிலிருந்து தான் உற்பத்தி வேகம் பெற வேண்டும். பொருளாதார வளர்ச்சி இரண்டிரண்டு சதவீதமாக இனி உயர வேண்டும். அப்படி யிருந்தால்தான் ஆண்டுக்கு 1.2 கோடிப் பேருக்கு புதிதாக வேலைவாய்ப்பு கிடைக்கும்.

1991-க்குப் பிறகு சீர்திருத்தவாதிகள், ஆசிய நாடுகளைப் போல இந்தியாவிலும் வளர்ச்சியை ஏற்படுத்த கடும் முயற்சி களை மேற்கொண்டனர். சுமார் 800 வகை தயாரிப்புகளை சிறு தொழில்துறை யில் மட்டும்தான் தயாரிக்க வேண்டும் என்று ‘கோட்டா’ அமல் செய்யப்பட்டது. பிற ஆசிய நாடுகள் அவற்றைத் தொழிற் சாலைகளில் குறைந்த செலவில், செய் நேர்த்தியுடன் தயாரித்து உலகச் சந்தை களில் கொண்டுபோய் மலிவாக விற்றன. இதனால் நம்முடைய உற்பத்திக்கு ஏற்று மதிச் சந்தை கிடைக்கவே இல்லை. மோடி தலைமையிலான அரசு இப்போது இந்தச் சிக்கலைத்தான் போக்கும் நடவடிக் கைகளை எடுத்து வருகிறது. இந்தியாவில் தொழில்களை விரைவாகவும் எளிதாக வும் தொடங்க நடைமுறைகளை மாற்றிக் கொண்டிருக்கிறது.

தொழிற்சாலைகளில் தொழிலாளர் களை ஆயிரக்கணக்கில் நியமித்து தயாரித்த காலம் மலையேறிவிட்டது. இப்போது பெரும்பாலான தயாரிப்பு நடை முறைகள் இயந்திர மயமாகிவிட்டன. மேலை நாடுகளில் ரோபோக்கள் பயன் படுத்தப்படுகின்றன. விவசாயக் குடும்பங் களிலிருந்து எந்தவிதத் தொழிற்பயிற்சியும் இல்லாமல் வரும் தொழிலாளர்களுக்கு இப்போது தொழிற்சாலைகளில் செய் வதற்கான வேலை எதுவுமில்லை. ஆனால் இதுவும் முழுக்க முழுக்க உண்மையல்ல. உலக அளவில் கடந்த ஆண்டு ஏற்றுமதி யான சரக்குகளின் மொத்த மதிப்பு 18 லட்சம் கோடி டாலர்கள்.

அதில் சீனத்தின் பங்கு மட்டும் 2.3 லட்சம் கோடி டாலர்கள். இந்தியாவும் இதில் கணிசமான பங்கைப் பெறுவதற்கு தொழில் தொடங்குவதற் கான நடைமுறைகளும் சூழலும் எளிமைப் படுத்தப்பட வேண்டும். இப்போதைக்கு திவால் அறிவிப்புக்கான புதிய சட்டம், வணிக வழக்குகளை விசாரித்து உடனடி யாகத் தீர்ப்பு வழங்க தனி நீதிமன்றங்கள், தேசிய கம்பெனிகள் சட்ட தீர்ப்பாயம் போன்ற சட்டப்பூர்வ நடவடிக்கைகளை அரசு எடுத்துள்ளது. இவை அனைத்துமே பொது சரக்கு, சேவை வரி (ஜி.எஸ்.டி.) என்ற சீர்திருத்தத்துக்குச் சமமானவை.

சேவைத் துறையால் வளர்ச்சி

Forget the jetsetting, Modiji. Just think jobs in 2016

This is a make or break year for Prime Minister Modi. Unless economic growth picks up significantly in 2016 and jobs come in masses, we can forget about achhe din. The standard recipe for making a poor country rich is to export labour-intensive, low-tech manufactured goods. It transformed East Asia, China and South-East Asia into middle-class societies. But India missed this bus and today is the poorest large economy in the world with ‘less than a sixth of the global per capita income, at a level lower than Laos, Zambia, and Sudan’, as T N Ninan reminds us in The Turn of the Tortoise. We elected Modi because he promised to catch this bus.

In the early 1960s it was becoming clear to the world that Japan was creating a huge number of jobs based on the export of toys, shoes, and simple manufactures. Korea, Taiwan, Hong Kong, and Singapore saw this and quickly followed suit, like flying wild geese who follow the leader in a V-formation. All of them became high-growth economies, wiped out poverty and went on to become First World countries. The countries of South-East Asia realized this in the seventies, and followed this model to become respectable middle-income economies. China was the last to fly in the wild geese formation. It was so successful that it became the world’s factory.

Why did India fail to join the wild geese? Nehru can’t be blamed — he was too much a product of the socialist age to look eastwards. But Indira Gandhi can — she sneered at the World Bank’s suggestion that India might learn something from the Asian tigers. She nationalized banks instead, committed other lunacies, and India lost a whole generation. After 1991, the reformers did try to emulate the Asian model but the overhang of bad socialist policies and red tape defeated them. This is the first government to make a determined attempt to fix the damaging ecosystem.

Where are the jobs going to come from? Some think the manufacturing age is over — it is too automated and can no longer create jobs for unskilled farm workers. But this pessimism is overdone. Global merchandise exports are still huge — $18 trillion last year; China alone did $2.3 trillion. India’s hope of attracting these jobs depends on the ‘ease of doing business’ campaign, whose big achievements so far are the new bankruptcy law, commercial courts, and the national company law tribunal. Taken together they represent as big a reform as the GST. Success also lies in competition between states, and this too is paying off — four states have enacted serious labour reforms: Rajasthan, Gujarat, Madhya Pradesh and Andhra.

India became a high-growth economy via services and we mustn’t undervalue its role. For example, one in three cars sold in India creates a driver’s job. Around 2.5 million cars are sold each year and this means 800,000 jobs for drivers; add to this 700,000 driver jobs annually for commercial vehicles. E-commerce is also creating masses of new jobs. By 2020, it is expected to reach $90 billion in sales with 1.3 million sellers online. Each seller creates four direct jobs and 12 indirect jobs in warehousing, delivery, and support services. This adds to 20 million jobs. Some of these will replace offline jobs,but even if half are incremental, this means 10 million net new jobs.

The country is presently in a startup mania, and like all bubbles, it too will subside. But this is the first government to recognize the importance of nurturing entrepreneurs. Its Startup India campaign has announced new rules that will cut red tape, ease compliance, relying on self-certification instead of inspectors. A new entrepreneur will not need to visit an office — merely by downloading an app, he will be able to register, get approvals, and pay taxes. In the competition to attract startups, states in the south have created incubators and ‘innovation parks’.

Political leaders always need reminding why they were elected. Achhe din was a codeword for jobs and opportunities. Modi has done a good job in foreign affairs but the nation elected him to create jobs. He would do well to give foreign trips a short rest, turn over foreign affairs to the competent Sushma Swaraj, and focus with ekagrata on jobs, growth and achhe din.

Road to smart cities goes via Dharavi, not Chandigarh

Since the Congress party is determined not to let Parliament work, Prime Minister Modi has an unexpected opportunity to focus on executive action. So much can be achieved through good execution, and voters too will generously reward those who visibly improve their lives. Urban reform is one area crying for such vigorous attention.

The intriguing phrase ‘smart cities’ conjures a vision of a technological and sustainable future for an aspiring India. Yet no one quite knows what it means, including those in charge. I believe the Indian city will only become ‘smart’ if it builds around the way Indians actually work and live; and second, if it seizes autonomy from state governments. Until our cities have directly elected, empowered mayors who can raise funds for the city, and to whom municipal commissioners report, urban India will not become ‘smart’.

Since Nehru’s time it has been fashionable to create elitist master plans that were hugely wasteful of land and capital, and ignored the way Indians worked and lived. The plans imposed rigid ideas about separating the workplace from the home, which was reflected devastatingly in a Supreme Court judgement a few years ago that destroyed the livelihoods of lakhs of poor in Delhi. It is the same mindset that encouraged Nehru to create the visually exciting Chandigarh, with its acres of greenbelts, which only served elite bureaucrats and was always hostile to the needs of the masses.

Modi should not make the same mistake. His people talk about smart cities mainly in technological terms. This is fine, but I believe a smart city is also about doing ‘smart things in a city’. One of these is to design it around the livelihoods of the aam aadmi. Such a city should humanely place the urban poor and our informal economy at the centre of its thinking; take inspiration, not from leafy Chandigarh, but from the sprawling slum of Dharavi in Mumbai.

Dharavi teaches how a city grows organically when people move from villages and learn to live and work in the same place. To service their needs, kirana shops, barbers, cycle repair and mobile phone recharging vendors pop up. The strength of Dharavi is its face-to-face sociability where human bonds of inter-dependence are formed with strangers.

Because of historic prejudices, many city regulators do not allow mixed use of land where working and living co-exist. Many do not allow high-rise buildings, which is absurd in a country where land is in short supply. By living vertically we would make horizontal space available for precious common goods — parks, schools, libraries, and public squares — which encourage sociability and friendliness. In a country where the aam admi walks and cycles, we should have generous pavements and bicycle paths. Instead of wasting hundreds of acres on a university for a thousand students, a land-scarce country should have high-rise campuses in the middle of a downtown where students become part of the community.

Most important: a smart city must have freedom, especially autonomy in governance and finances. Today, an Indian city is at the mercy of the state government. The 74th Amendment provides for this political reform but the states have thwarted it. Unless there is an elected mayor accountable to the citizens of a city, the delivery of services to the community will not improve. The municipal commissioner should report to the mayor and not the chief minister. A city should be able to become financially more independent. It must have its ‘own’ sources of revenue, both from taxes and from levying rational user charges for services. It must be entitled to predictable formula-based transfers from state governments as part of revenue-sharing arrangements. It should be able to issue municipal bonds as many cities do around the world.

Modi’s critics call it old wine in a new bottle. They are right — many of the ‘smart city’ ideas were a part of the old JNNURM (UPA’s Jawaharlal Nehru National Urban Renewal Mission). But twenty years from now, which one will you remember: Smart cities or JNNURM? Now that we have a name to rally people around, let us not focus on technology alone but on innovative solutions to transform the future of the Indian city.

The Dharma Of Capitalism

Dharma is a frustrating, almost untranslatable word. Duty, goodness, justice, and law have something to do with it, but they all fall short

Some nations seem to possess a code word, which is like a key — it unlocks the secrets of the country. That word is ‘liberty’ in America’s case. It is égalité, ‘equality’, in the case of France. For India, the code word is ‘dharma’. You wouldn’t know it, though, if you were a member of the India’s english speaking elite, but it resonates in the hearts of the vast majority of ordinary people.

Dharma is a frustrating, almost untranslatable word. Duty, goodness, justice, and law have something to do with it, but they all fall short. Dharma is chiefly concerned with doing the right thing, both in the private and the public life. Dharma provides the underlying norms of society, creating obligations for citizens and rulers, and it thus brings a degree of coherence to our everyday life. What makes dharma different from notions of morality in the other traditions, such as Christianity, is that it does not seek moral perfection. It is pragmatic; hence it is eminently suited to exchanges in the market place and to public policy. This is especially true of rajdharma, or dharma of the king or the state.

At the heart of the market system is the idea of exchange between ordinary, self-interested human beings, who seek to advance their interests peacefully in the marketplace. Dharma places restraints on buyers and sellers and creates a sense of trust between strangers. Since I trust you as a person of dharma, I readily accept a check from you. In the same way a taxi driver stops and takes me in as a passenger because he knows that the restraint of dharma will ensure that he will get paid at the journey’s end. Thus, millions of transactions in the global economy are conducted daily based on this shared trust.

People believe that markets are efficient but they are not moral. The truth is that market is neither moral nor immoral, but people are. However, the market sends powerful signals to people to behave in accordance with dharma. It tends to reward dharmic behaviour and punish adharmic behaviour. This reinforces a sense of trust in society.

I trust the woman who sells fruit to me regularly in Khan Market near my house in Delhi. One day she claimed that she had received exceptionally good mangoes but they were expensive because of their higher quality. I reluctantly bought the mangoes but unfortunately they turned out to be bad. I promptly punished her by shifting my allegiance to her competitor. Not only did she lose my custom but I also told half a dozen friends and neighbours. All of us shared similar stories of her behaviour. As word of mouth spread, she came to be known as a person of low dharma, and lost market share. In this way, the market punished bad behaviour.

Every purchase manager has the temptation to squeeze his supplier. If he does not treat the supplier dharmically and gives him a fair price, his own company will suffer when the supplier delivers sub-standard components. On the other hand, the market rewards good behaviour on the part of a company that treats its employees well. The best will want to join such a firm, and with the influx of talent it will be rewarded with high performance and market share. I know of one such company, a small one, that is able to consistently attract talented people from IITs and IIMs because it has built a reputation for having happy employees fairly. Behaviour in accordance with dharma strengthens a company’s brand.

In the same way, a company which builds a reputation for honesty and for doing good for the community is rewarded. I was recently asked by a large multinational to recommend a partner. I immediately suggested the Tatas. A person or a firm of high dharma is rewarded with a good reputation. Smart businessmen know this and work incessantly to improve their reputation.

These are some of the ways in which markets are not only efficient but they also reinforce good behaviour. The market system depends ultimately not on laws but on the self-restraint of individuals. Dharma provides that restraint in order for people to behave with tolerance and respect. However, there are limits to self-restraint and trust as there are crooks in every society. They have to be punished. Bhishma instructs Yudhishthira in the Mahabharata about the importance of danda, the ‘rod’of the state to punish persons of low dharma. The epic says that when dharma is low in a society, the dependence on danda or intrusive regulation rises. A society where dharma is weak suffers from pervasive corruption of public officials and ineffective public administration.

Such a situation is painfully obvious in contemporary India where public institutions of governance — the bureaucracy, the police and the judiciary —continue to fail to enforce the law. Why should it take fifteen years to get justice in the courts? This is because people of low dharma find ways to manipulate the courts and the police. The reform of these institutions is a key unfinished agenda of reform in India today. Too many tend to blame the market for the pervasive corruption, especially in high places, calling it ‘crony capitalism’. The opposite, in fact, is the case. Corruption exists mainly in the unreformed sectors of the economy where public officials still have discretionary authority over economic decisions.

Although two decades have passed since the reforms of 1991 when Indians began their love affair with free markets, capitalism is still trying to find a comfortable home in India. India reforms by stealth because no political party has bothered to explain the difference between being ‘pro-market’ and ‘pro-business’, leaving people with the impression that liberal reform mostly helps the rich. They do not understand that being pro-market is to believe in competition, which helps keep prices low, raise the quality of products, and leads to a ‘rules based capitalism’ that serves everyone. To be pro-business, on the other hand, means to allow politicians and officials to retain power over licenses, which distorts the market’s authority over economic decisions and this leads to ‘crony capitalism’. This confusion explains the timidity of reform and prevents India from performing to its potential.

Part of the reason, I am convinced, why capitalism is so disliked lies in linguistic confusion. Too many glibly equate capitalism with greed and confuse self-interest with selfishness. When Adam Smith wrote about self-interest he had in mind ordinary people going about making sensible decisions in their day-to-day lives. When I go to buy mangoes in the market, for example, I naturally want the best quality at the lowest price. This is not being selfish; it is merely being self-interested. If it rains, I will carry an umbrella—nothing selfish about that. In buying and selling each person gains by benefiting others, and an “invisible hand”, to use Adam Smith’s famous phrase, ensures that everyone gains from self-interested behaviour.

A selfish or a greedy person, on the hand, is not morally neutral —he promotes his interest at another’s expense, and that is wrong. Selfishness is a social attribute and a selfish person often transgresses on the rights of others. Self-interest, on the other hand, is not a social attribute and can be practiced in solitude on a deserted island. Self-interest is the pursuit of whatever is in one’s interest —a scientist pursues science, a doctor pursues medicine, and an artist pursues art. There is nothing selfish in that, which is why Adam Smith called it rational self-interest. In the Theory of Moral Sentiments, he said that what is rational is not only from the viewpoint of the person involved but also from that of a disinterested rational observer.

There is purpose to economic activity and the ancients in India were acutely aware of this when they posited artha, ‘material well being’, as one of the goals of life. They believed that the pursuit of money is justified to the extent that it leads to the good life. That good life also consists of other goals, in particular, dharma, ‘moral well-being’. Mahabharata reminds us that the goal of artha is subordinate to dharma. In other words, there is a right and a wrong way to pursue wealth. In today’s language, the pursuit of artha is to make the world a better place —to lift the poor out of poverty. Thus, the moral purpose of capitalism is take societies from poverty to prosperity. The problem begins when poverty has been conquered and a society has become prosperous and middle class. Beyond a certain point increased wealth does not make people happier, and they seek other goals. Successes of capitalism produce over time enervating influences when a generation committed to saving is replaced by one devoted to spending. This is a problem which will confront India and China in the next generation. Ferocious competition is another feature of the free market and it can be corrosive. But competition is also an economic stimulant that promotes human welfare.

It is in man’s nature to want more. And dharma seeks to give coherence to our desires by containing them within an ordered existence. Since no amount of regulation will catch all the crooks, self-restraint is needed on the part of each actor in the market place in order to achieve dharma within society. The choice for policy makers is not between unregulated free markets and central planning but in getting the right mix of regulation. Except for communists, hardly anyone in India wants state ownership of production, where the absence of competition corrodes the character even more. Dharma’s approach is not to seek moral perfection, which leads inevitably to theocracy or dictatorship. It offers a modestly coherent world that is also close to our day to day life and hence suited for exchanges in the market place. Self-restraint is one of the meanings of dharma and the trust that self-restraint helps to create in society is I believe the ‘dharma of capitalism’.

Bihar polls over, it’s time to fix those leaky pipes

The circus is over. Another election has come and gone, and it’s time for bread. “Bread and circuses” is an ancient figure of speech from the Roman Empire when politicians neglected the real issues and diverted the people with cheap entertainment. The Bihar election was important but a huge distraction. India is continuously in election mode, and this delays crucial reforms and executive decisions. For the past month, we have had only a part-time Prime Minister. This is clearly wrong in a poor country where the ethical imperative is to create jobs and fulfill the hopes of the young, and this is why we elected Mr Modi in the first place.

The solution to ending the constant distraction of “bread and circuses” is to go in for fixed term elections as most sensible countries have done, the latest being the UK. We need to restore the balance between giving the executive freedom to act and holding it accountable for those acts via elections. Elections should only be held in two fixed time periods every five years — once at the national level and two and half years later, simultaneously in all the states. Should a government fall between those dates in a no-confidence vote, the House should not be dissolved; legislators should be forced to cobble a new government or face President’s rule.

If India is to create jobs, the Prime Minister must begin to see the world through the eyes of a small Indian entrepreneur. On his or her narrow shoulders rests the responsibility for creating the vast majority of jobs. This is especially true in the construction industry, which is the biggest creator of jobs in every country. A builder took his life in Thane last month, and in his suicide note he complained about repeated demand for bribes from politicians. He said he could cope with the slowdown in his business but not the red tape and official harassment.

India’s problems are administrative and managerial, not so much political. Hence, Mr Modi must focus single-mindedly on the unglamourous work of fixing leaky pipes. Successful auctions in mining and spectrum are an example of fixing the plumbing. So is the creating of conditions for the efficient delivery of subsidies via cash transfers through JAM (Jan Dhan Yojana/Aadhar/Mobile banking). Last Tuesday’s liberalization of FDI, which cut red tape for investors by giving them automatic entry into many sectors, is another example. The Arbitration and Commercial Courts Ordinance is yet another. Yes, legislative reforms are important, but don’t underestimate the power of overhauling the plumbing left behind by the “license, permit, inspector raj”. Remember, India experienced its highest growth in history between 2003 and 2012 without the GST or the reform of its labour and land laws.

India has a lot going for it. Economic growth is up and inflation is down. Foreign investment and government revenues are rising and the current account deficit and fiscal deficit are declining. Importantly, interest rates have fallen and the rupee is stable. All this did not happen by accident. Major manufacturers like Foxconn in telecom and GE and Alstom in locomotives have come in; payment banks will soon enter the scene; telecom companies can now share spectrum; the defense sector has emerged as a major driver of growth. Even the Bihar election, contrary to the headlines, was mostly about development. What made the difference is that Nitish had something to show for it, especially in bringing electricity to villages.

However, there is a long way to go. Uneconomic power tariffs have again put the finances of the State Electricity Boards in a colossal mess. State- owned banks have had to be bailed out yet again. Our tax administration continues to diminish us as a nation. State-owned companies like Air India destroy India’s brand image daily. As did the Maggi saga. There is no effort to tackle the real problems in education and health. And more.

India does well when it bets on its people; it does less well when it bets on its government. Hence, the reform of the state — fixing the leaky pipes is even more important than economic reform. It will cut corruption and bring jobs quickly by making India attractive to the small entrepreneur. To stay focused on this agenda is Mr Modi’s and the nation’s priority.

Handle with care: The big takeaway from Nepal fiasco

“Good fences make good neighbours,” said Robert Frost, and by this he meant that neighbourly success depends on respecting each other’s autonomy. This is especially true when those neighbours are as unequal as Nepal and India. The smaller neighbour is invariably suspicious, which is why Mexicans say, “Too close to America; too far from God.” India looms large in the Nepali imagination but Nepal hardly figures in India’s, except as a fantasy wonderland in the Himalayas.

Ten months ago, Prime Minister Modi was a hero in Nepali eyes after his brilliant address to the nation’s lawmakers. India’s stock rose higher after its generous aid to the victims of the April earthquake. Today, the Indian flag is being burned on the streets of Nepal.The trouble began when Nepal announced a new constitution last month. Much awaited, it should have brought joy and celebration. Instead, it brought a revolt among Madhesis in the terai belt bordering India. Forty persons died. Although a third of Nepal, Madhesis have long felt discriminated by the hill elite. The new constitution marginalized them further as many of their districts were merged into the hill states.

Madhesis retaliated by blocking trucks carrying food and fuel from India. As shortages developed and prices shot up, Nepal blamed India for its misery. India claimed innocence — it was a Madhesi blockade. But Nepalis accused India of siding with the Madhesis.True, India had championed their cause during the constitution-making process. A late frantic visit by Indian’s foreign secretary, Jaishankar, had strengthened the perception. Although of Indian origin, Madhesis were Nepalis, and Nepal felt that India had interfered in its domestic affairs. What if Pakistan became India’s adviser on how to treat India’s Muslims, or if Americans instructed us on how to manage Kashmir?

It is never easy for a big country to compel a small one to act in a certain way. It needs finesse and subtlety. India’s national interest is to have a friendly Nepal that does not fall into China’s hands. Diplomacy is the art of friendly persuasion — to align a neighbour’s interest with one’s own. This is where India’s diplomacy has failed.

To their credit, both sides have realized their mistakes. Modi has welcomed Prime Minister K P Oli’s rise to power. Oli has appointed a dissident Madhesi as a deputy prime minister and has promised to sort out Madhesi grievances.

But the anger, the pain of the blockade, and ill-will towards India remain. Our Nepali fiasco, ironically, comes on the heels of India’s triumph with another neighbour, Bangladesh, where a historic accord has recently erased a dispute as old as Kashmir while nudging the subcontinent towards a common market.

There are other lessons in this fiasco. Nepal’s old politicians need to shed their distrust of India. With huge hydroelectric potential, Nepal should not be suffering from constant blackouts. Instead of buying power from India today, it should be selling it to India. But xenophobia prevents it from allowingIndian entrepreneurs to generate power. It could learn from Bhutan, which has achieved the highest GDP per capita in South Asia by selling power to India. In fact, by hitching its economy to India and China, the world’s fastest-growing economies, Nepal could become a Switzerland.

Nepal’s old elite also needs to catch up with a new generation of aspiring, young Nepalis who will no longer put up with the old iniquities against minorities and women. Young Nepali women are deeply offended by an unequal provision in the constitution: children of Nepali men with foreign wives will get citizenship but not those of Nepali women married to a foreign husband. This law is aimed at the Madhesis. Manjushree Thapa, the Nepali author, puts it nicely: “Ruled by a deep-seated xenophobia, Hindu patriarchs fear that Indian men will marry Nepali women, and the children — born of Indian seed! — will populate Nepal. Nepal will then no longer be Nepali.”

India should learn not to take Nepal for granted and respect its autonomy. Nepal would be happier if it shed its unwise fears. It should bear in mind that, unlike China, India has only created empires of the spirit, never of the sword. As Chinese scholar and diplomat Hu Shih said: “India conquered China culturally for 20 centuries without sending a single soldier across her border.”

केंद्रीय मानव संसाधन विकास मंत्री स्मृति ईरानी को दुनिया की सबसे खराब शिक्षा व्यवस्था विरासत में मिली है। भारत में शिक्षा का प्रभार कम गुणवत्ता वाले मंत्रियों को मिलता रहा है। अर्जुन सिंह जैसे लोग भी इस पद पर रहे हैं जिन्होंने व्यवस्था में सुधार की चिंता तो नहीं की, लेकिन ओबीसी आरक्षण कार्ड खेलने में जरूर लगे रहे। यही कारण है कि एक प्रसिद्ध अंतरराष्ट्रीय परीक्षा में भाग लेने वाले भारत के 15 साल के लड़के और लड़कियों को केवल किर्गिस्तान के ऊपर सभी देशों में आखिरी से दूसरा स्थान मिला। हां, सचमुच। विज्ञान और अंकगणित की सामान्य परीक्षा में 2011 में 74 देशों में भारत के बच्चों को 73वां स्थान मिला था। यह परीक्षा पीसा कहलाती है जिसका अर्थ प्रोग्राम फार इंटनेशनल स्टूडेंट असेसमेंट। संप्रग सरकार ने इस तरह के दुर्भाग्यपूर्ण परिणाम के कारणों की वजह जानने की जगह पीसा में फिर भाग न लेने का फैसला किया। दुनिया में आखिरी से दूसरा स्थान उन लोगों के लिए भी सदमा था जो अपनी शिक्षा व्यवस्था में जंग लगने की बात जानते हैं। देश के हर जिले में हर साल सात लाख विद्यार्थियों की अच्छी-खासी संख्या का सर्वे हमें शिक्षा के वार्षिक स्तर की रिपोर्ट (एएसईआर) के रूप में मिलता है। इसने बार-बार दिखाया है कि पांचवीं क्लास के आधे से भी कम बच्चे ही दूसरी क्लास के पाठ्यक्रम से कहानी पढ़ सकते हैं या उस स्तर के अंकगणित के सवाल हल कर सकते हैं।

शिक्षकों का प्रदर्शन और भी बड़ी समस्या है। सिर्फ चार फीसद शिक्षकों ने शिक्षक पात्रता परीक्षा (टीईटी) पास की है और उत्तर प्रदेश तथा बिहार के चार में से तीन शिक्षक पांचवीं क्लास स्तर के प्रतिशत निकालने वाले सवाल तक हल नहीं कर पाए। देश के सर्व शिक्षा अभियान और शिक्षा के अधिकार अधिनियम पर हजारों करोड़ रुपये खर्च करने के बावजूद हाल के वर्षों में सीखने वाले परिणाम गिरते ही गए हैं। अगर मैं स्मृति ईरानी होता तो इस खराब हालत पर सिर झुका लेता और रोता। खूब रो लेने के बाद मैं सवाल पूछता कि गरीब भारतीय मां-बाप अपने बच्चों को उन सरकारी स्कूलों से निकाल लेने को क्यों बेचैन हैं जो नि:शुल्क पढ़ाते हैं और उन निजी स्कूलों में क्यों भेज रहे हैं जहां उन्हें फीस देनी पड़ती है? हो सकता है, फीस कम हो, लेकिन कड़ी मेहनत से कमाए गए पैसे को उस चीज के लिए खर्च करने में उन्हें बेचैनी होनी चाहिए जो नि:शुल्क उपलब्ध है। कुछ गरीब बच्चे गलत हो सकते हैं, लेकिन पूरा देश गलत नहीं हो सकता। एएसईआर के आंकड़े बताते हैं कि बच्चे चिंताजनक दर पर सरकारी स्कूल छोड़ रहे हैं। स्कूल शिक्षक खुद अपने बच्चों को सरकारी स्कूलों में नहीं भेजते हैं।

दुर्भाग्यपूर्ण ढंग से समस्या 2009 में बनाए गए शिक्षा के अधिकार कानून में है। संप्रग सरकार ने मान लिया था कि समस्या आंकड़ों और स्कूल जाने वाले बच्चों की संख्या में है। लेकिन 2009 में 96.5 प्रतिशत बच्चे तो स्कूल में थे ही। आरटीई कानून पढ़ाई जाने वाली चीजों के परिणाम और शिक्षकों की गुणवत्ता पर बिल्कुल मौन है। इसने दूसरी यह गलत बात भी मान ली कि बच्चों की उपलब्धि की समीक्षा का बच्चों पर दबाव पड़ेगा और इस बात ने विद्यार्थियों की परीक्षा को अवैध बना दिया। बच्चों की अच्छाइयों और कमजोरियों के बारे में अभिभावकों की जानकारी के बिना बच्चे अपने आप अगली क्लास में भेजे जाने लगे। परिणाम यह हुआ कि बच्चों के प्रदर्शन के लिए शिक्षकों की कोई जिम्मेदारी नहीं रह गई है।

सरकारी स्कूलों की गुणवत्ता बेहतर करने की जगह आरटीई ने निजी स्कूलों पर भ्रष्ट इंस्पेक्टर राज डाल दिया है और इससे काफी बड़ी संख्या में स्कूल बंद हो गए हैं। पंजाब और हरियाणा उच्च न्यायालय को इसमें दखल देना पड़ा और इस पर रोक लगानी पड़ी। सरकारी स्कूल विफल हो रहे हैं, इस बात को मानते हुए आरटीई ने गरीब परिवारों के बच्चों के लिए 25 प्रतिशत आरक्षण का कोटा निजी स्कूलों पर लाद दिया। अपने आप में यह बुरी बात नहीं है, लेकिन यह इस तरीके से किया जा रहा है कि सरकार ने निजी स्कूलों में दखल देना शुरू कर दिया है। कुछ राज्यों में लॉटरी की जगह राजनेता और नौकरशाह निर्धारित करने लगे हैं कि किस बच्चे को कोटे का लाभ मिलेगा। इसने निजी स्कूलों पर दूसरा ही इंस्पेक्टर राज डाल दिया है।

क्या किया जाना चाहिए? यह आश्वस्त करने वाली बात है कि व्यवस्था में किस तरह सुधार हो, इस बारे में मंत्री स्मृति ईरानी सुझाव मांगते हुए लोगों से संवाद और विचार-विमर्श कर रही हैं। इस संदर्भ में छह ऐसे मजबूत कदम हो सकते हैं जिनके जरिये वे 24 करोड़ स्कूली बच्चों के भविष्य बचा सकती हैं। एक, इस बात को पहचानें कि समस्या पैसे की नहीं, प्रबंधन की है। यह शर्मनाक बात है कि स्कूल में चार में से एक शिक्षक अनुपस्थित रहता है और उपस्थित दो में से एक पढ़ाते हुए नहीं पाए जाते। संप्रग के शिक्षा विशेषज्ञ शिक्षा दर्शन पर बात करने में अच्छे थे, लेकिन शिक्षकों की अनुपस्थिति जैसी वास्तविक समस्या के समाधान के मामूली काम में बुरी तरह विफल रहे। दो, नीति में स्कूल में पढ़ाने से अधिक ज्ञान देने और संख्या से अधिक गुणवत्ता पर जोर देने वाला बदलाव हो। गुजरात के गुणोत्सव कार्यक्रम का अनुसरण हो सकता है जिसमें नियमित रूप से जांचा जाता है कि बच्चे कैसा कर रहे हैं। नियमित राष्ट्रीय परीक्षाओं की शुरुआत हो। राष्ट्रीय उपलब्धि सर्वेक्षण (एनएएस) को इस तरह का बनाया जाए कि वह ज्ञान का बैरोमीटर बने। तीन, महान नेता महान संस्थाएं बनाते हैं। वरिष्ठता के आधार पर प्रधानाध्यापकों की नियुक्ति बंद हो। एक मजबूत प्रधानाध्यापक एक कमजोर स्कूल को भी पूरा बदल सकता है अगर वह सिर्फ प्रशासक नहीं, दिशानिर्देश देने वाला नेता हो। फिर वही बात, गुजरात के शिक्षा मॉडल का अनुसरण किया जाए और प्रधानाध्यापकों के चुनाव के लिए प्रधानाध्यापक योग्यता परीक्षा शुरू की जाए। स्कूल का नेतृत्व करने वालों को तैयार करने वाले प्रशिक्षण केंद्रों की स्थापना हो।

चार, पिछले वेतन आयोग के बाद शिक्षकों का वेतन बेहतर हो गया है। अब शिक्षण में बेहतर प्रतिभा आकर्षित करने के लिए प्रोत्साहन भत्ता शुरू किया जाए। तीसरे दर्जे की शिक्षक प्रशिक्षण संस्थाओं की जगह भारत के अच्छे विश्वविद्यालयों में प्रतिष्ठित शिक्षण संस्थाएं बनाई जाएं। पांच, निजी स्कूलों को न तो परेशान करें, न उनके साथ दुधारू गायों की तरह व्यवहार करें। 'लाइसेंस राज' से मुक्ति पाएं। यह उन वास्तविक शिक्षा उद्यमियों को शिक्षा क्षेत्र में प्रवेश करने को प्रोत्साहित करेगा जो सोचते हैं कि उनका काम पढ़ाना है। छह, चिली, सिंगापुर, स्वीडन, ब्राजील और पोलैंड के सबसे अच्छे तरीकों से सीखना चाहिए। इनमें से कुछ देशों के साथ वही समस्या थी जो हमारे साथ है। लेकिन अपनी शिक्षा व्यवस्थाओं में सुधार के लिए बड़ी ऊर्जा का निवेश कर उन्होंने अपनी समस्याओं का समाधान कर लिया है। स्मृति जी, अगर आप अपने पूर्ववर्तियों से भिन्न होना चाहती हैं तो आइआइटी को सताना, मुख्य स्थानों पर आरएसएस के लोगों को नियुक्त करना और संस्कृत तथा वैदिक गणित पढ़ाना बंद करें। 24 करोड़ स्कूली बच्चों के भविष्य को बचाएं और गर्व महसूस करें।

Smriti Irani, have a good cry. Then give 240m kids a chance

Smriti Irani should begin by asking why 15-year-olds from India who took part in a famous international test came second last — only ahead of Kyrgyzstan. Yes, Indians ranked 73 out of 74 in 2011 in a simple test of reading, science and arithmetic called PISA (Program for International Student Assessment). The response of the UPA government to this shocking result was to refuse to participate again in PISA.

We had been warned. The respected national survey, Annual Status of Education Report (ASER), has repeatedly shown that less than half of Class V students can read a paragraph or do a simple arithmetic sum from a Class II text. Teachers’ performance is worse. Only 4% of teachers pass the Teacher Eligibility Tests (TETs) and three in four teachers cannot do percentage sums from a Class V text in UP and Bihar. Learning outcomes have declined in recent years despite the nation spending tens of thousands of crores on the Sarva Shiksha Abhiyan and Right to Education Act.

I would hang down my head and weep if I were Irani and presiding over one of the world’s worst education systems. After a good cry, I would ask a second question: Why do desperately poor Indian parents pull their children out of government schools, which are free, and send them to low-fee private schools? A parent must be desperate to spend hard-earned income for what is available free. ASER data shows that the share of rural private schools has grown from 19% to 29% in ten years; it is over 50% in urban areas. India now has the largest percentage of children in private schools.

The problem, tragically, lies in the Right to Education Act 2009 (RTE), which assumed the problem was to bring kids into school. But in 2009, 96.5% of children were already in school. The problem was of learning and RTE is silent on learning outcomes or teacher quality. It made another bad assumption — assessing children’s performance is stressful on kids — and made it illegal to test students to find out if they are learning.

Instead of improving the quality of government schools, RTE has unleashed a corrupt inspector raj upon private schools, leading to the closure of many on dubious grounds. The Punjab and Haryana High Court stepped in to stop this. RTE also forced upon private schools a quota of 25% seats for children of poor families. In itself, this is not a bad thing. At least, it’s a chance for the poor.

Irani has recently invited suggestions from the public to mend the system. Here is my response in six simple steps. One, the problem is management, not money. It is an outrage that one in four teachers is absent and one in two, who is present, is found not teaching. UPA’s experts were good at spouting pedagogy but failed miserably to bring accountability. Two, focus on learning, not schooling. Follow Gujarat’s Gunotsav, which measures outcomes.

Establish regular nationwide assessments. Overhaul the National Achievement Survey (NAS), making it a barometer of learning.

Third, great leaders make great institutions. Stop appointing headmasters on the basis of seniority. A strong principal can turn around a weak school if he is an instructional leader, not only an administrator. Again, follow Gujarat and institute a headmaster eligibility test for selecting principals. Set up training centres to create school leaders. Four, since teacher salaries have improved after the last pay commission, create incentives to attract better talent into teaching. Instead of third-rate Teacher Education Institutes (TEI), build prestigious teaching institutes at India’s top 10 universities, while strengthening the State Councils of Educational Research and Training (SCERTs) and District Institutes of Education and Training (DIETs). Five, don’t harass private schools or treat them like cash cows. Get rid of ‘licence raj’, which will encourage genuine entrepreneurs to enter education. Six, learn from the best practices in Chile, Singapore, Sweden, Brazil and Poland which have invested significant energy in reforming education.

India has been historically unlucky in the poor quality of its HRD ministers — in persons like Arjun Singh, who cared only to play the OBC reservations card. If you want to be different, Ms Irani, stop obsessing over IITs, appointing RSS people to key jobs, and teaching Sanskrit and Vedic mathematics. Implement these six steps and save the futures of 240 million schoolchildren, and go to glory.
