Death penalty: Life can be far worse, says the Mahabharata

It has been over a month since we hanged Yakub Memon. Since then many Indians have wondered, what did we achieve? Some are worried that we may have made Yakub into a martyr, especially among a section of Muslims who feel that they are singled out for the death penalty. Others believe that justice was done, sending a powerful signal to terrorists. In a landmark report, the Law Commission, headed by Justice Ajit Prakash Shah, has now recommended abolishing capital punishment, except in terrorist cases. Among its reasons: the state must never be guilty of killing an innocent person; there’s no link between death penalty and the amount of crime; and death sentences are inherently arbitrary, with no principled method to remove arbitrariness. As for me, I believe that keeping a person alive in maximum-security, solitary confinement without the prospect of bail is a far greater punishment than death.

Human beings have long wrestled with the right relationship between crime and punishment. When we lived in tribes, individuals and clans avenged crimes. After we moved into civil society, we gave the state monopoly power to punish crimes under due process of law. However, the idea that ‘if a good person suffers, the bad one should suffer even more’ is embedded in our psyches. We deny it, proclaiming piously ‘I’m not the sort of person who holds grudges’. Yet we applaud when the villain gets what he deserves in life, in novels and movies.

Thirst for revenge is a powerful instinct in human beings. Many psychologists think it bad for it damages the ‘core of the whole being’. Others argue that vindictive emotions are legitimate and bringing criminals to justice restores moral equilibrium in our lives. Thinkers from Plato onwards believed in the legitimacy of retributive justice. Punishment creates moral equality between victim and offender; forgiveness makes the offender superior to the victim.

The other aim of punishment is to deter future crime — provide incentive for a normal person to obey the law. In the past 50 years, public opinion shifted in the West from retribution and deterrence to reforming and rehabilitating criminals. But rehabilitation programmes in prisons mostly failed and criminologists became disillusioned. Today, the global debate is more modest — about ensuring that punishment is fair and proportional to the crime. One is painfully aware, however, how difficult it is to achieve proportionality in practice. Prison sentences vary widely for the same crime in the same country.

Crime and punishment is the central theme of Ashwatthama’s story in the Mahabharata. By all accounts, Ashwatthama was a fine young man —confident, modest and fair-minded. The son of the great teacher, Drona, he grew up in the privileged company of princes. When war is declared, he finds himself on the wrong side. He fights with integrity and in the end accepts the defeat of the Kauravas. He is outraged at the deceitful death of his father, however, and vows revenge. He sets fire to the victorious, sleeping armies of the Pandavas. His night-time massacre is a deed so repulsive that it turns the mood of the epic from martial triumphalism to dark, stoic resignation.

When Draupadi, Pandavas’ queen, learns that all her children died in the night massacre, she cries for vengeance. When Ashwatthama is finally captured, the Pandavas debate over the right punishment for his horrendous crime. Death would be too kind, they agree. Krishna ultimately pronounces the sentence: ‘For three thousand years you will wander on this earth, alone, and invisible, stinking of blood and pus.’

Indians have long felt ambivalent about the death penalty; hence, very few executions have taken place since Independence (57 in 68 years). Most of the world has abolished it — only 36 have not and this includes India and the US. The UN resolution says that it ‘undermines human dignity’. But I am not convinced. I would argue that retaining the death penalty, in fact, enhances human dignity. The most serious argument for its abolition is that it is almost impossible to implement it fairly; why have we not used it, for instance, against the ghastly crimes of the Naxalites? Whether Krishna’s sentence meets the test of proportionality, the Mahabharata has the right idea — keeping a person alive, brooding and suffering over his deed, is a far greater punishment than death.

Trading communities thrive on risks, trust

The much-maligned caste system and the training it provided to budding entrepreneurs may have played a crucial role in India's growth story.

Unlike the mood of diminished expectations in the West, ours is an age of rising expectations. India has risen in the past quarter century on the back of liberal economic reforms. Sixty-four countries, however, made the same reforms as India, but why did India become the world’s second fastest-growing economy? I am not sure if anyone really knows, but my own ‘politically incorrect’ answer is that if you make reforms in a society where there are groups who know how to accumulate and conserve capital, your reforms will have a bigger bang. Historically, India is fortunate to have had its Vaishya or Bania business castes—the Marwaris, Chettiars, Gujarati Bhatias, Sindhis, Khojas, Jains, North Indian Banias, Punjabi Khatris/Aroras, even Parsees, and more—and they have played a major part in India’s growth story. Not surprising then, that year after year, two-thirds of the surnames in the Forbes list of Indian billionaires are Vaishya. Our much-maligned caste system may have actually given us a competitive advantage.

There are many reasons for the extraordinary and continuing success of our ancient trading communities. I shall focus on three: An enormous appetite for risk, the central place of trust (sakh) in their business culture, and a family support system that grooms entrepreneurs. Let me illustrate with stories from one community: The Marwaris.

The virtue of risk taking

The business world rewards those who take risks. ‘You don’t want to compete with a Marwari!’ is the wisdom of the bazaar, partly because of the community’s astonishing risk-taking ability. GD Birla’s colossal success in the market for jute futures during World War I was the result of his extraordinary stomach for risk. It laid the foundation for the great Birla industrial empire.

Less well known is the remarkable story of Ramkrishna Dalmia, who came from arid Rohtak in Haryana, not far from Rajasthan—the homeland of the Marwaris. Although his great-grandfather had been wealthy, Dalmia grew up in penury in Calcutta during the Great Depression of the 1930s. He was 22 when his father died and had to support seven persons in a single room, which he rented for Rs 13 per month. Dalmia was young, adventurous and wanted to get rich quickly. He had speculated in silver, lost, and suffered the humiliation of defaulting on his debts.

Declared insolvent, he was persona non-grata in the marketplace when he received a cable from London informing him that the market for silver was set to rise.

Dalmia rushed to the bazaar and entreated his friends and associates to buy silver, but he was spurned. Friendless, he went to a wealthy astrologer (who had predicted that Dalmia would one day grow very rich) who agreed to purchase silver worth £7,500. Dalmia jumped on a tram and sent off a cable from the General Post Office. But the next day, during his daily dip in the Ganges, he was informed that the astrologer refused to honour the transaction. On returning home, he found a cable confirming the transaction along with the bad news that the market had gone down. He was in serious trouble.

The market, however, turned very quickly in the next few days and since he had not squared his account, he suddenly found that he had made a significant profit. A prudent man would have booked the profit, but Dalmia was a risk-taker. He stole his wife’s only ornament, pawned it for Rs 200 and made a fresh bet through another agent for £10,000. The silver market rose again and he doubled his capital, which he used to buy more silver. Soon his profits had risen seven-fold.

Dalmia wanted to unburden himself and he confided in his mother. She ordered him to square off immediately, retrieve his wife’s ornament and never again earn from stolen capital. She told him to get a job, earning Rs 50 per month, on which they could live comfortably. He complied with his mother’s wishes, cabled his agents to book his profits. But as luck would have it, his cable got garbled in transmission; the market rose again dramatically, and now, his profits were fifteen times his capital and he had become a very wealthy man, which laid the foundation of a vast industrial empire. When I was young, the names Tata-Birla-Dalmia were mentioned in a single breath.

Dalmia seems to have employed intuition, not unlike George Soros, when he bet against the British pound, but most Marwaris will tell you that they have a method and an art in managing risk. Despite their rationalism, the truth is that luck plays a big part.

Trust is at the heart of it

One of the lessons from Dalmia’s story is the central place of trust in business life. When Dalmia defaulted on his debt, he broke a promise, and the market punished him swiftly. By losing the trust of his peers in the market, he turned from a somebody to a nobody, a terrible thing to happen to any human being. In the world of Marwaris and Banias, the word for trust is sakh and it is linked closely to honour. It is a crucial indicator of a merchant’s standing. Sakh is at the heart of creditworthiness and business integrity and means much more than wealth and financial strength. It is acquired through an unblemished record in honouring obligations and being generous to the needy.

The legendary cotton trader Ramvilas Poddar began as a humble broker in raw cotton but soon reached an eminent position in the bazaar by quickly building a reputation for honesty and acquiring sakh within the community. This helped Poddar set up an independent brokerage and encouraged older and established firms to entrust their money to a relative newcomer in the bazaar.

GD Birla confirms the importance of sakh. In describing his life as a jute trader, he tells us that most of his transactions in buying raw jute or selling the finished product were based on the trader’s word. The commodity fluctuated on a daily basis and there were often great swings in the price between morning and evening. Sellers and brokers presented their offers on a rough sheet of paper in the morning, but the mills made their decision in the evening. The offers were invariably honoured no matter how the market had moved during the day.

Raju Kanoria, who also started his life in the jute business and went on to become president of Ficci, the prestigious chamber of commerce, corroborates that at the East India Jute and Hessian Exchange, prices were confirmed through a handshake. He adds that a similar system based on trust operated in the case of finished stock. The jute mills held finished goods in stock for buyers, against Pucca Delivery Orders (PDOs) made months in advance and the mills never dared to default on them. When Kanoria was eighteen, he had the good fortune to meet GD Birla, whose advice to the young man was ‘to trust people if you want to succeed’.

The visible embodiment of sakh is a negotiable financial instrument called the hundi. A centuries-old Bania innovation, it was akin to a bill of exchange: It allowed a merchant in a remote village to remit or receive large sums of money on the basis of trust. A merchant from Gujarat, for example, who sold his raw cotton in distant Bombay could, instead of receiving payment in cash with all the risks during transit, take a hundi of the equivalent amount drawn by the buyer in his favour. He could present the hundi to an agent in his village and collect his money there. This made it possible to transfer funds without having to physically carry money. While the hundi began as a remittance facility, it evolved over time for credit purposes: The lender extended the loan amount at a discount on the value of the hundi and subsequently encashed it at par. In short, the hundi became a negotiable instrument.

We forget that at the heart of the market system is trust between self-interested strangers who come together to exchange in the marketplace. The reason that buyers and sellers are able to trust each other is, in part, due to the underlying belief that the average person acts honestly—that he or she wants to do the right thing—and this gives people a sense of safety when they transact. This is why a seller readily accepts a cheque from a buyer. Millions of transactions in the global economy are conducted daily, based on trust without resorting to contracts.

Community Support System

Indian capitalism has always been family-based, and the extended family and community has always provided strong support.

Not only Marwaris, but other commercial communities apprenticed their young early. They provided them with rigorous training in technical skills. When they came of age, they were encouraged to set out on their own. They gave them venture capital from the corpus of the family or the community. They expected it to be returned after the person made a success in order to become capital for the next generation. When the entrepreneur travelled, he could stay in guest houses (called basas in the case of the Marwaris), run by their community which attended to the traveller’s commercial and other needs in a strange town.

There was also a system of checks. The young person who travelled invariably left his family behind in the care of the community elders, which deterred a young man from absconding abroad with the community’s capital. The community was always extremely mindful of its reputation, for one rotten egg could spoil the reputation not only of the family, but also of the community. This ethic continues even today.

The legacy of India’s business communities is to have historically harnessed the country’s great productive capacity. On the back of economic surplus generated in the home market, they built a rich trading history along a 5,000-mile coastline. As a result, India commanded as much as a quarter of world trade during certain periods and had a positive balance of trade with the world throughout history until the Industrial Revolution.

हम भारतीय पाखंडी कैसे हो गए?

दूसरों से मुझे बचाना तो राज्य का कर्तव्य है, लेकिन मुझे खुद से ही बचाना इसके दायरे में नहीं आता। हमारे संविधान में यही धारणा निहित है, जो जिम्मेदार नागरिक के रूप में मुझ पर भरोसा करता है और राज्य से हस्तक्षेप के बिना मुझे अपनी जिंदगी शांतिपूर्वक जीने की आजादी देता है। इसीलिए पोर्न साइट ब्लॉक करने का सरकार का आदेश गलत था। उसे श्रेय देना होगा कि उसने जल्दी ही अपनी गलती पहचान ली और रुख बदल लिया- इसने वयस्कों की साइट से प्रतिबंध हटा लिया जबकि चाइल्ड पोर्न साइट पर पाबंदी जारी रखी, जो बिल्कुल उचित है। प्रतिबंध के बचाव में केंद्रीय मंत्री रविशंकर प्रसाद ने भारतीय संस्कृति और परंपरा की दुहाई दी थी। यह भी एक गलती थी।

भारत का सांस्कृतिक इतिहास इस मायने में अनूठा है कि इसने यौनेच्छा को मानव का अत्यंत सकारात्मक गुण माना। यदि पश्चिम की यहूदी-ईसाई परंपरा में सृष्टि रचना प्रकाश के साथ शुरू होती है (जब ईश्वर ने कहा, ‘प्रकाश हो जाए और प्रकाश हो गया)।’ भारत में सृष्टि की शुरुआत काम यानी इच्छा से शुरू होती है। ‘काम उस एक के मन में इच्छा का बीज है, जिसने ब्रह्मांड को जन्म दिया (ऋग वेद 10.129)।’ प्राचीन भारतीय भी यह मानते थे कि काम ही सृष्टि, उत्पत्ति और सच कहें तो हर क्रिया का उद्‌गम है। उन्होंने इसे त्रिवर्ग, यानी मानव जीवन के तीन उद्‌देश्यों में शामिल कर ऊंचा स्थान दिया। उन्होंने इसके नाम पर देवता की कल्पना की और इसे लेकर मोहक पौराणिक कथा बुनी। काम को लेकर यह सकारात्मकता भारतीय इतिहास के शास्त्रीय दौर में चरम पर पहुंची। संस्कृति प्रेम काव्य कामसूत्र और गुप्त हर्षवर्द्धन के साम्राज्य के दरबारी जीवन में शृंगार रस की संस्कृति में इसकी परिणति हुई। इसी के बाद खजुराहो और कोणार्क के शृंगार आधारित शिल्प गढ़े गए।

एक दौर के आशावादी और खुले दिमाग वाले भारतीय आज के पाखंडियों में कैसे बदल गए? हमारा झुकाव मुस्लिम ब्रिटिश हमलावरों को दोष देने का रहा है (और कुछ तो उनका संबंध रहा है खासतौर पर ब्रिटिश राज के नकचढ़े विक्टोरियाइयों का), लेकिन हिंदू भी काम को लेकर निराशावादी रहे। काम पर तपस्वियों संन्यासियों ने हमला किया, जिन्हें आध्यात्मिक प्रगति को कुंठित करने की इसकी क्षमता चिंतित करती थी। उपनिषद, बुद्ध और कई प्रकार के संन्यासियों ने इसकी भर्त्सना की और शिव ने तो प्रेम के देवता को ही भस्म कर दिया था। आशावादी और निराशावादियों में फंसा साधारण व्यक्ति भ्रम में पड़ गया। जहां कामेच्छा आनंद का स्रोत थी वहीं, उसने देखा कि यह आसानी से बेकाबू हो सकती है। धम्म की रचनाएं उसकी मदद के लिए आगे आईं और उसे एक राह दिखाई। इसने काम के सकारात्मक गुणों को स्वीकार किया, लेकिन हिदायत दी कि यह विवाह के भीतर संतानोत्पत्ति तक सीमित रहनी चाहिए। इस तरह एकल विवाह का नियम बन गया, लेकिन मानव सिर्फ सहजवृत्ति से ही संचालित नहीं होता। कामेच्छा हमारी इंद्रियों से गुजरकर कल्पना में प्रवेश करती है और फैंटेसी निर्मित करती है। इससे शारीरिक प्रेम का उदय हुआ, जो संस्कृत और प्राकृत के प्रेम काव्य में शृंगार रस के रूप में व्यक्त हुआ और बाद में भक्ति में रूमानी प्रेम के रूप में सामने आया, जिसकी सर्वोत्तम अभिव्यक्ति जयदेव के ‘गीतगोविंद’ में हुई।

काम को लेकर शर्मिंदगी महसूस करने या इसके निराशावादी पक्ष पर ही ध्यान केंद्रित करने या विक्टोरियाइयों की तरह घोर पाखंडी बनने की बजाय रविशंकर प्रसाद और संघ परिवार को काम की हमारी समृद्ध परंपरा की सराहना करनी चाहिए। मुझे संघ परिवार की औपनिवेशिक काल के बाद जन्मी असुरक्षा की भावना पर खेद होता है, जिसके कारण वे इस मामले में 19वीं सदी के अंग्रेजों से भी ज्यादा अंग्रेज बन रहे हैं। धर्म के प्रति भी इसका रवैया समृद्धि, अानंदपूर्ण, बहुलतावादी हिंदुत्व को शुष्क, रसहीन, कठोर और ईसाई या इस्लाम धर्म की तरह एकेश्वरवादी बनाने का रहा है। जब पोर्नोग्राफी की बात आती है, हम सबको तीन जायज चिंताएं हैं- यौन हिंसा, इसकी लत लगना और बच्चों को इससे बचाना। जहां तक पहली चिंता की बात है यौन अपराधों और पोर्नोग्राफी में कोई संबंध नहीं पाया गया है। दुनिया में कई अध्ययन किए गए हैं और इसमें कोई ऐसा सबूत नहीं मिला है। महिलाओं के खिलाफ हिंसा तो उन देशों में बढ़ी जहां पोर्न कानून उदार बना दिए गए और पोर्नोग्राफी पर सेंसरशिप लागू करने पर ऐसे अपराध कम हुए। दूसरी चिंता है लत लगने की तो शराब की भी लत लग जाती है। दशकों के अनुभव से हमने सीखा है कि अल्कोहल पर पाबंदी काम नहीं करती। जब-जब शराबबंदी लगाई गई यह भूमिगत होकर वेश्यावृत्ति जैसे आपराधिक हाथों में चली गई।

जहां तक बच्चों के संरक्षण की बात है, इसकी कुंजी वयस्कों की स्वतंत्रता पर रोक लगाने में नहीं है बल्कि पालकों के स्तर पर सतर्कता बरतने की है। यही वजह है कि सुप्रीम कोर्ट के मुख्य न्यायाधीश जस्टिस एचएल दत्तू ने पिछले माह यह कहकर इंटरनेट साइट्स को सेंसर करने से इनकार कर दिया कि, ‘कोई अदालत में आकर कहेगा कि देखो, मैं वयस्क हूं और आप मुझे मेरे कमरे की चार दीवारों के भीतर इसे देखने से कैसे रोक सकते हैं?’ उन्होंने कहा कि इससे संविधान के अनुच्छेद 21 का उल्लंघन होता है और व्यक्तिगत स्वतंत्रता जीवन के मौलिक आधार का अभिन्न अंग है। पोर्नोग्राफी के नकारात्मक पक्ष से निपटने का सबसे अच्छा समाधान प्रशिक्षित शिक्षकों पालकों द्वारा सेक्स शिक्षा देने में है। जब आप किसी विषय पर खुले में विचार करते हैं तो इससे स्वस्थ व्यक्ति का विकास होता है।

भाजपा के सत्तारूढ़ राजनेताओं ने इस मुद्‌दे पर बहुत गड़बड़ कर दी। गर्मी में सुप्रीम कोर्ट ने इस मामले में सुनवाई की थी। कमलेश वाधवानी ने विभिन्न कारणों से पोर्न साइट्स पर पाबंदी लगाने की मांग की थी। इसमें एक वजह पोर्न यूज़र को उसकी घटिया इच्छाओं से बचाने की अनिवार्यता भी थी। कोर्ट ने समझदारीपूर्वक पाबंदी लगाने से इनकार कर दिया। उसने पाया कि भारत के वयस्क यह निर्णय लेने के काबिल हैं कि उन्हें क्या देखना है, क्या नहीं। सभ्य होने का अर्थ है कि आप कह सकें : मैं बीफ तो नहीं खाता, लेकिन आप के खाने पर मुझे कोई आपत्ति नहीं है। मैं पोर्न तो नहीं देखता, लेकिन आपके देखने पर मुझे कोई आपत्ति नहीं है। एक स्वतंत्र, सभ्य देश में हम उन लोगों का सम्मान करना सीखते हैं, जो हमसे अलग राय रखते हैं। सेंसर करने या प्रतिबंध लगाने की बजाय आइए, अपनी खुली, उल्लास से भरी भारतीय परंपरा से सीखने की कोशिश करें, जिसने सिर्फ काम को सभ्यतागत जगह दी बल्कि प्रेम यौनेच्छा पर महान काव्य कला को प्रोत्साहित किया। आम नागरिक पर भरोसा दिखाकर हम संविधान की भावना पर भी खरे उतरेंगे।

सुधारों के लिए जूझते मोदी

स्वतंत्रता दिवस का अवसर थोड़ा रुकने, रोजमर्रा की घटनाओं पर सोच का दायरा बढ़ाने और पिछले 68 साल के दौरान अपने देश की यात्रा पर नजर डालने का बढिय़ा वक्त होता है। आजाद देश के रूप में अपने भ्रमपूर्ण इतिहास पर जब मैं नजर डालता हूं तो कुहासे में मील के तीन पत्थरों को किसी तरह देख पाता हूं। अगस्त 1947 में हमने अपनी राजनीतिक लड़ाई जीती। जुलाई 1991 में आर्थिक आजादी हासिल की और मई 2014 में हमने सम्मान हासिल किया। मैं आजादी के बाद के आदर्शवादी दिनों में पला-बढ़ा जब हम आधुनिक, न्यायसंगत भारत के जवाहरलाल नेहरू के सपने में यकीन करते थे। लेकिन जैसे-जैसे साल बीतते गए, हमने पाया कि नेहरू की 'मिश्रित अर्थव्यवस्था अंधी गली तक पहुंच रही थी। समाजवाद की जगह हम राज्य नियंत्रणवाद तक पहुंच गए जिसे हमने घृणापूर्वक 'लाइसेंस राज कहा। अंतत: 1991 के सुधारों ने उस वेदना को खत्म किया। कोई ठीक ढंग से नहीं जानता कि एक अरब तीस करोड़ की जनता का अपना हंगामेदार भ्रमित लोकतंत्र कैसे दुनिया की सबसे तेजी से बढ़ती अर्थव्यवस्था बन गया। आखिरकार, साठ देशों ने वैसे ही सुधार लागू किए जैसे भारत ने।

मैं प्रधानमंत्री नरेंद्र मोदी से पूछना चाहूंगा कि उन्हें क्यों चुना गया। अमेरिकी विदेश विभाग के पूर्व अधिकारी डॉ. वाल्टर एंडरसन द्वारा मोदी के भाषणों के कंप्यूटर विश्लेषण के अनुसार, मोदी ने एक बार हिंदुत्व का उल्लेख किया तो पांच सौ बार विकास का। उन्हें चुनने वाले महत्वाकांक्षी युवा के लिए विकास प्रतियोगी बाजार में अवसर का कोड वर्ड था। मोदी ने ऐसा समर्थ वातावरण बनाने का आश्वासन दिया जो दमघोंटू लालफीताशाही और बदनाम 'इंस्पेक्टर राज के बिना व्यवसाय करने का लोगों को मौका देगा। अब तक वे इस वादे को निभाने में विफल रहे हैं। खास तौर से पूर्व प्रभावी कराधान ने व्यापार को सरल बनाने के उनके वादे को नीचा दिखाया है।

प्रधानमंत्री को मेरी सलाह है कि वह स्वतंत्रता दिवस पर किसी नए कार्यक्रम या योजना की घोषणा न करें। इसकी जगह मई, 2014 से घोषित योजनाओं पर अपना विस्तृत रिपोर्ट कार्ड पेश करें। देश खास तौर से 'व्यवसाय करने में सरलता पर प्रगति की प्रतीक्षा कर रहा है। विश्व बैंक की रिपोर्ट जल्द ही आएगी और कई लोगों को आशंका है कि यह अच्छी नहीं होगी। उन आशंकाओं को दूर करने की शुरुआत करना दूरदर्शिता होगी। हमने मोदी को चुना, इसका एक प्रमुख कारण गुजरात में कार्यान्वयन का उनका उत्कृष्ट ट्रैक रिकॉर्ड था। महान नेता सहज बोध से समझ जाते हैं कि काम पूरा करना ही सब कुछ है। इसलिए वे योजना बनाने के दायरे में अपने आपको नहीं रखते, बल्कि काम पूरा करने के महत्वपूर्ण पहलू में जाते हैं। वे दखलंदाजी नहीं करते, लेकिन अपने अधीनस्थों को प्रेरित करते हैं और उनके अवरोधों को हटाते हैं।

व्यवसाय की दृष्टि से भारत को कम अवरोधों वाला बनाने के लिए मोदी को उसी तरह बाजार को पूरी ताकत से 'बेचने की जरूरत है जिस तरह ब्रिटेन में मारग्रेट थैचर और चीन में देंग शियाओ पिंग ने किया। बहुत सारे भारतीय अब भी मानते हैं कि बाजार 'धनी को और धनी तथा गरीब को और गरीब बनाता है और इससे भ्रष्टाचार और क्रोनी कैपिटलिज्म को बल मिलता है। 'बाजार समर्थक और 'व्यापार समर्थक के बीच अंतर बताने के लिए मन की बात आदर्श मंच है। बाजार समर्थक होना प्रतियोगिता में यकीन करना है जो कीमत को नीचे रखने, उत्पादों की गुणवत्ता बढ़ाने में मदद करता है और ऐसे 'नियम आधारित पूंजीवाद की ओर ले जाता है जो सबको फायदा पहुंचाता है। दूसरी तरफ 'व्यापार समर्थक होने का मतलब आर्थिक फैसलों पर अधिकार बनाए रखने की राजनीतिज्ञों और अधिकारियों को अनुमति देना है और यह 'क्रोनी कैपिटलिज्म की ओर ले जाता है। दूसरा अधूरा एजेंडा है जनता को संविधान, खास तौर से कानून के शासन के बारे में जागरूक करना। कानून का शासन नैतिक सर्वसम्मति पर आधारित है जो 'तहे दिल से रोजाना प्रकट की जाती है। लोग इसलिए कानून का पालन नहीं करते कि उन्हें दंड का डर रहता है, बल्कि इसलिए करते हैं कि वे सोचते हैं कि यह उचित और न्यायसंगत है और यह आदत और स्वनियंत्रण का तरीका बन गया है। दुर्भाग्यवश आजाद भारत के नेता संविधान के उदार विचारों को फैलाने में विफल रहे हैं।

शासन में सुधार पुनर्जीवित भारतीय नैतिक मर्म से निकलना चाहिए। स्वतंत्रता आंदोलन की शुरुआत में मोहनदास करमचंद गांधी ने पाया कि संवैधानिक नैतिकता की पश्चिमी उदार भाषा का जनता के साथ तादात्म्य नहीं बैठता, लेकिन धर्म की नैतिक भाषा यह काम कर देती है। उन्होंने साधारण धर्म के वैश्विक नीतिशास्त्र को पुनर्जीवित किया। यह बौद्ध सम्राट अशोक से भिन्न तरीका था जिन्होंने धर्म पर आधारित नए स्तूपों का निर्माण किया। पूर्व आधुनिक भारत में धर्म का अभिप्राय नैतिक मर्म को थोपना और जनता के जीवन में सामंजस्य बिठाना, अनिश्चितता को कम करना और आत्मनियंत्रण था। इसने राजधर्म के जरिये सत्ता की शक्ति को नियंत्रित किया। इसी वजह से हमारे संविधान के निर्माताओं ने अपने भाषणों में धर्म की बात कही और यहां तक कि नए राष्ट्र के झंडे में धर्म चक्र-अशोक चक्र को स्थान दिया। गांधीजी भले ही अस्पृश्यता खत्म नहीं कर पाए, लेकिन उन्होंने स्वतंत्रता आंदोलन को अपने जीवन में आत्मसात किया। उसी तरह हमें विस्तृत नागरिकता योजना के हिस्से के तौर पर युवाओं के बीच संविधान को नैतिक आईने के विचारों के तौर पर तब तक प्रचारित करना चाहिए जब तक यह उनके 'दिल की गहराइयों में न उतर जाए। भारत का उदय सिर्फ हमारे लिए ही नहीं, पूरी दुनिया के लिए शुभ समाचार है। जब पश्चिम पूंजीवादी व्यवस्था से संतप्त है, ऐसे वक्त में राजनीतिक और आर्थिक स्वतंत्रता पर आधारित एक देश पूर्व में उग रहा है। यह फिर साबित हो रहा है कि खुला समाज, मुक्त व्यापार और वैश्विक अर्थव्यवस्था में बहुआयामी संबंध दीर्घकामी समृद्धि और राष्ट्रीय सफलता के मार्ग हैं।

Elusive tryst with destiny: Sixty-eight years into Independence, the market still remains in chains

An approaching Independence Day is a good time to pause, extend our circle of concern beyond day-to-day events, and reflect upon our nation`s journey over the past 68 years as a free nation. As i look back on our confused history as an independent nation, i discern in the fog three great milestones: in August 1947 we won our political freedom; in July 1991 we gained economic liberty; and in May 2014 we attained dignity.

The landslide victory of last year invited us to be more imaginative in thinking about the nature of human dignity and to question our prejudices. The election affirmed the aspirations of millions that had pulled themselves up through their own efforts in post-reform decades into the middle class. It forced us to challenge our bias against panwallas, auto-rickshawallas, and other street occupants. That anyone can aspire to the middle class is changing the master narrative of our society.

I grew up in the idealistic days after Independence when we passionately believed in Jawaharlal Nehru’s dream of a modern, just India. We were all socialists then. But as the years went by, we found that Nehru’s ‘mixed economy’ was leading to a dead end.

Instead of socialism we had ended with statism, which we sardonically called ‘licence raj’. Reforms in 1991 finally ended that agony. Since then India has risen relentlessly, enabled by two institutions of liberty — democracy and free markets. Nehru laid the foundations for our vibrant democracy but prosperity only began to spread once Nehru’s over-regulating state stepped out of the way.

No one quite understands how our noisy, confused democracy of 1.3 billion people has become one of the world’s fastest-growing economies. After all, 60 countries implemented the same reforms India did. Clearly, suppressed energy burst out after 1991, but did not imagine that our entrepreneurs would respond brilliantly to create innovative, red-blooded firms, who would compete brutally at home and then stomp onto the global stage.

The rise of India is importantly their story. India is a ‘bottom up’ success, unlike China’s ‘top down’ triumph, orchestrated by a technocratic elite in an authoritarian state. The stubborn persistence of democracy over the past 68 years is even more bizarre. Time and again, India has shown itself to be resilient and enduring — giving a lie to the old prejudice that the poor are incapable of the kind of self-discipline and sobriety that make for self-government.

As we come to present moment, i would ask Prime Minister Narendra Modi to remember why he was elected. During his campaign, he mentioned vikas 500 times for each time he mentioned Hindutva. For the aspiring young who elected him, vikas was a code word for opportunity in the competitive market.

Modi promised to create an enabling environment that would allow people to do business without stifling red tape and notorious ‘inspector raj’. So far, he has failed to deliver on that promise. Continuing retrospective taxation, in particular, has undermined his promise to improve the ease of doing business. India remains a hostile place to do business.

My advice to the PM is not to announce any new programme or scheme on Independence Day. Instead, give us a detailed report card on the overabundance of schemes that have been announced since May 2014. In particular, the nation awaits progress on ‘ease of doing business’.

The World Bank Report will soon be out and many people fear that it will not be good. It would be prudent to start managing those fears. An important reason we elected Modi was his stellar track record of implementation in Gujarat.

Great leaders instinctively understand that execution is everything. Hence, they don’t confine themselves to policy-making but get into the nitty-gritty of execution — not to interfere but to motivate and break barriers for their subordinates.

To make India a less hostile place to do business, Modi needs to vigorously ‘sell’ the market as Margaret Thatcher did in Britain and Deng Xiaoping in China. Too many Indians still believe that the market makes ‘the rich richer and the poor poorer’ besides leading to corruption and crony capitalism.

Despite the market having generated broad spread prosperity over two decades, people distrust it and the nation continues to reform by stealth. Mann ki Baat is an ideal forum to explain the difference between being ‘pro-market’ and ‘pro-business’.

Pro-market is to believe in competition, which helps keep prices low, raise the quality of products, and leads to a ‘rules based capitalism’ that serves everyone. To be ‘pro-business’, on the other hand, means to allow politicians and officials to retain power over economic decisions and this leads to crony capitalism.

The rise of India has been the defining event of my life. It is not only good news for us but also for the rest of the world. At a time when the West is agonising over the capitalist system, a large nation is rising in the East based on political and economic liberty, proving once again that open societies, free trade and multiplying connections to the global economy are pathways to lasting prosperity and national success.

Porn, prudes and the parampara of optimism

The state has a duty to protect me from others but not from myself. This is the premise behind our Constitution, which reposes trust in me as a responsible citizen and gives me freedom to pursue my life in peace without interference from the state. Hence, the government was wrong in banning 857 pornography sites last weekend. To its credit, it realized its mistake by Tuesday and reversed its stand: it unbanned adult sites while rightly retaining the ban on child pornography.

In defending its ban, Union minister Ravi Shankar Prasad appealed to India’s culture and tradition. This was also a mistake. India’s cultural history is almost unique in recognizing sexual desire as a highly positive quality in human beings and celebrates it. If creation begins with light in the Judeo-Christian tradition of the West (when God says “let there be light”), in India it begins with kama, ‘desire’. “Kama is the seed of desire in the mind of the One, which gave birth to the cosmos” (Rig Veda, 10.129).

Early on, ancient Indians understood that kama is the source of creation, procreation and, indeed, all action. They elevated it to trivarga, one of the three goals of the human life. They even created an intoxicating deity in its name and built a charming mythology around it. Kama optimism reached its zenith in the classical period of Indian history, culminating in Sanskrit love poetry, the Kamasutra, and a culture of erotic sringara rasa in the courtly life of the Gupta Empire and of Harsha. The erotic temple sculptures at Khajuraho and Konark logically followed.

How did the once open-minded, optimistic Indians become today’s prudes? We tend to blame Muslim and British invaders (and they did have something to do with it — particularly, prissy Victorians of the British Raj). But Hindus were also pessimistic about kama. The attack against kama came from renouncers and ascetics who worried about its power to undermine spiritual progress. The Upanishads, Buddha, and sundry sanyasis denounced it and Shiva, the erotic ascetic, even burned the god of love.

Caught between optimists and pessimists, the ordinary person was confused. While desire was a source of joy, he realized that it could easily get out of hand. The dharma texts came to his rescue and offered a compromise. They accepted kama’s positive qualities but decreed that it must be confined to procreation within marriage. Thus, monogamy became the norm. But human beings are not governed by instinct alone. Desire travels from our senses to our imagination, creating a fantasy around a specific person. This gave rise to sexual love, which was expressed first as sringara rasa in Sanskrit and Prakrit love poetry and later as romantic love in bhakti, finding its greatest expression in Jayadeva’s Gitagovinda.

Instead of feeling ashamed about kama or focusing solely on its pessimistic side or turning super-prudish like the English Victorians, Minister Prasad and the Sangh Parivar should celebrate our rich kama heritage. When it comes to pornography, however, there are three legitimate concerns — sexual violence, addiction, and protecting children. As to the first, no link has been found in studies between sexual crimes and pornography. Second, porn is addictive but so is alcohol. The answer to the third lies not in curbing the freedom of adults but in exercising parental caution.

Hence, Chief Justice H L Dattu refused last month to censor internet sites, saying, “Somebody can come to the court, and say, ‘Look, I am an adult and how can you stop me from watching it within the four walls of my room?'” It violates Article 21 of the Constitution, he added, and personal liberty is integral to the fundamental right to life.

To be civilized is to be able to say: I do not eat beef but I do not object to you eating it. I do not watch porn but I do not object to your watching it. In a free, civilized country we learn to respect those who differ from us and give them plenty of breathing space. Instead of censoring and banning, let us learn from our open, exuberant parampara, which not only created a civilized space for kama but encouraged great poetry and art about love and sex. By trusting the average citizen, we shall also be true to the spirit of our Constitution.

ये पांच चुनाव सुधार तत्काल हों

हमारे गणतंत्र के साथ कुछ बहुत ही गलत हो गया है। हाल ही में शुरू हुए संसद के मानसून सत्र पर अपशकुन के बादल मंडरा रहे हैं। सांसदों को हमारी नाजुक अर्थव्यवस्था को पटरी पर लाने के बारे में गहरी चिंता होनी चाहिए, हर महीने 10 लाख रोजगार कैसे लाएं यह सोचना चाहिए और वे हैं कि अगले घोटाले के बारे में सोच रहे हैं। जहां विपक्षी सांसदों का ध्यान इस बात पर केंद्रित है कि संसद को कैसे ठप किया जाए, सत्ता पक्ष के सांसद घबराए खरगोशों की तरह भाग रहे हैं। दोनों भूल रहे हैं कि उन्हें क्यों निर्वाचित किया गया था।

जब संसद नहीं चल रही थी एक सांसद दुर्घटना-स्थल से भाग जाती है, जहां एक बच्ची की मौत हुई है, व्यापमं मुद्‌दे की जांच कर रहा पत्रकार मारा जाता है तो मंत्री उसे ‘मूर्खतापूर्ण’ मुद्‌दा बता देता है। चेन्नई मेट्रो में एक नेता यात्री को थप्पड़ लगा देता है और उत्तरप्रदेश में तो मंत्री असुविधाजनक लग रहे पत्रकार को जलाकर मार ही डालता है। इस बीच, शेष सारा राजनीतिक वर्ग लगभग तीन हफ्ते तक टीवी पर उत्तेजना के साथ नवीनतम सीरियल ‘ललित गेट’ के ताजे एपिसोड पर आंखें गड़ाए बैठा रहा। सीरियल का निर्देशक, पटकथा लेखक और हीरो कोई ललित मोदी था, जिसने दूर बैठकर दो मुख्य दलों के राजनेताओं और बेचारे खबरिया चैनलों की रैटिंग को अपने हिसाब से नचाया। अब इससे भी गंभीर और खतरनाक व्यापमं घोटाला उस पर हावी हो गया है। यह घोटाला भाजपा की प्रतिष्ठा को ज्यादा नुकसान पहुंचाएगा। कांग्रेस ने चेतावनी दे ही दी है कि जब तक सत्तारूढ़ दल के मंत्री इस्तीफा नहीं देते वह संसद के मानसून सत्र को अपनी अराजकता से पंगु बना देगी। किंतु भाजपा नेताओं की निगाहें बिहार के चुनाव पर हैं। वे नुकसान कम करने में लगे हैं।

निश्चित ही भारत बेहतर राजनीति का हकदार है। पहली बात तो यह है कि देश लगातार चुनाव के माहौल में ही रहता है और इससे महत्वपूर्ण सुधार और फैसलों में देरी हो जाती है। कैसे आधारभूत ढांचे का निर्माण करें या लालफीताशाही खत्म कर बिज़नेस करना आसान बनाए, इस पर बहस करने की बजाय भाजपा नेतृत्व सिर्फ बिहार चुनाव के पहले ललित गेट और व्यापमं से हुए नुकसान को नियंत्रित करने को लेकर ही चिंतित है। दूसरी बात, विपक्ष को भी राष्ट्रीय एजेंडा पटरी से नहीं उतारने दिया जाना चाहिए। भाजपा ने पिछली पर यही किया और अब कांग्रेस ‘जैसे को तैसा’ का वादा कर रही है। जब तक सांसद के रूप में मेरा वेतन दोगुना होता रहेगा, जनता जाए भाड़ में। जीएसटी लागू होने में विलंब या भू-अधिग्रहण कानून या बेरोजगार युवाओं की जिंदगी की किसे परवाह है। घर में बैठकर गुस्सा जताने की बजाय हमें अपने सांसदों से कुछ आसान से राजनीतिक सुधार लागू करने की मांग करनी चाहिए ताकि संसद व सरकार बेहतर ढंग से काम कर सकें।

दोनों सदनों के स्पीकर अपनी जिम्मेदारी नहीं निभा रहे हैं। उपद्रवी सांसदों को अनुशासित करने के लिए उन्हें अपने अधिकारों का इस्तेमाल करना चाहिए। ब्रिटेन में आयरलैंड के सांसदों को मार्शलों से उठवाकर सड़क पर फेंक दिया जाता था। आखिर उन्हें अहसास हुआ कि यह सजा बहुत महंगी पड़ती है। दूसरी बात, हमें सांसदों को अधिक समय तक काम करने के लिए मजबूर करना चाहिए। जब ब्रिटिश संसद साल में 150 दिन और अमेरिकी कांग्रेस 200 दिन काम करती है तो भारतीय संसद वर्ष में सिर्फ 67 दिन ही क्यों काम करती है? हमारा मानसून सत्र तीन हफ्तों का ही क्यों होता है, तीन महीनों का क्यों नहीं? यदि दो-तिहाई सांसद चाहें तो संसद सत्र बुलाने की अनुमति क्यों नहीं होनी चाहिए, जैसा कि ब्रिटेन में होता है। विपक्ष को अपनी भड़ास निकालने का मौका दीजिए और फिर काम का एजेंडा तय कीजिए। ब्रिटेन में विपक्ष का नेता 150 में से 20 दिन का एजेंडा तय करता है।

तीसरी बात, भारत को भी तय अवधि वाली चुनाव पद्धति अपना लेनी चाहिए, जैसा कि ब्रिटेन ने हाल ही में किया है और अन्य लोकतंत्रों ने बहुत पहले ही कर लिया है। यह सरल-सा कदम चुनी हुई सरकार को बिना चुनाव की चिंता किए काम करने की सहूलियत देगा। इससे हमारी शासन पद्धति की क्षमता बढ़ेगी। संविधान ने पांच वर्ष की अवधि वाले चुनावी चक्र की कल्पना की है, लेकिन राज्य सरकारें तो पांच साल पूरे होने के पहले ही गिरती रही हैं और इससे पांच साल का चक्र टूट गया है। यदि सांसद-विधायकों की अवधि तय रहेगी तो वे बहुमत दल के नेता की मनमानी के बंधक नहीं बनेंगे। चुनाव दो तय तारीखों पर होंगे। हर पांच साल बाद केंद्र में और हर ढाई साल बाद राज्यों में। यदि अविश्वास प्रस्ताव से सरकार गिर गई तो सदन भंग नहीं होगा। विधायकों को नई सरकार बनाने के लिए मजबूर किया जाएगा या फिर उन्हें राष्ट्रपति शासन का सामना करना होगा।

चुनाव तिथियों की अनिश्चितता को दूर करने का विचार नया नहीं है। प्रशासनिक सुधार आयोग ने इसका सुझाव दिया था। लालकृष्ण आडवाणी ने इस खेद के साथ इसका समर्थन किया था कि देश के दूरदराज के क्षेत्र में होने वाला चुनाव भी दिल्ली में निर्णय प्रक्रिया को पंगु बना देता है। शरद पवार ने उत्साह से इसका स्वागत कर इसे एनसीपी के घोषणा-पत्र में भी शामिल कर लिया था। मनमोहन सिंह और प्रणब मुखर्जी को भी विचार पसंद था, लेकिन यूपीए ने इसे लागू नहीं किया, शायद इसलिए कि यह लालकृष्ण आडवाणी की ओर से आया था। अब नचिअप्पन समिति सुधारों का परीक्षण कर रही है। हालांकि, आडवाणी केंद्र व राज्यों में एक साथ चुनाव कराने के पक्ष में थे, मुझे लगता है कि पांच वर्ष की अवधि के मध्य की अंतरिम तिथि खराब व खतरनाक सरकार के खिलाफ संरक्षण की दृष्टि से ठीक रहेगी।

चौथा सुधार यह हो कि मौजूदा ‘अविश्वास प्रस्ताव’ की जगह जर्मनी की तरह ‘रचनात्मक अविश्वास प्रस्ताव’ लाया जाना चाहिए। इसका मतलब है आप सरकार को तब गिरा सकते हैं , जब आपके पास इसका कोई विकल्प हो। इससे विधायकों व सांसदों में अधिक अनुशासन आएगा और सरकार को स्थिरता मिलेगी। पांचवां सुधार जनप्रतिनिधियों को खेल संस्थाओं से दूर रखने का हो। यदि जनप्रतिनिधि चुने जाते ही खेल संस्था से इस्तीफा देने का कानून होता तो ललित गेट नहीं होता। आखिर में सफल लोकतंत्र तो वही है, जो लोगों की जरूरतों के मुताबिक विकसित होता रहे। अब वक्त आ गया है कि हम सांसदों-विधायकों की आंखों में आंखें डालकर उन्हें याद दिलाएं कि हमने उन्हें क्यों चुना है। उनसे काम करने की अपेक्षा है, लोगों का पैसा व वक्त बरबाद करने की नहीं। सबसे बड़ी बात तो यह है कि वे जनसमर्थन को यूं ही मानकर न चलें।

Wanted: Vyapam reforms to overhaul our democracy



Something has gone terribly wrong with our republic. There are ominous clouds over the approaching monsoon session of Parliament. When MPs should be deeply concerned with the fragile nature of our economic recovery, debating how to create a million jobs a month, they are straggling back to work in a stupor having forgotten why they were elected. Meanwhile, an MP drives away from a car accident where a child has been killed; a minister calls the death of a journalist probing Vyapam a ‘silly issue'; a politician slaps a passenger on the Chennai Metro; and a UP minister has an inconvenient journalist burned to death. The rest of the fraternity is glued to the TV set watching an endearing puppeteer manipulate the fortunes of a foreign minister and a chief minister. But Lalitgate has been overtaken by the more serious and sinister Vyapam scam. The Congress party has threatened to throw Parliament’s monsoon session into chaotic paralysis unless ministers of the ruling party resign. The BJP’s leaders have their eyes only on the approaching Bihar election.

Surely, India deserves better politics. First, the country is continuously in election mode, and this delays crucial reforms and executive decisions. Instead of worrying about jobs, BJP’s leadership is concerned only about controlling the damage of Lalitgate and Vyapam before the Bihar election. Secondly, legislators are in double training on how to jump into the well, disrupt Parliament and drown the nation’s agenda. The BJP did it the last time and the Congress is promising tit for tat. The people be damned — no one cares about the delay in the GST or the land acquisition law or the lives of the jobless young — as long my salary as an MP is doubled.

Instead of wringing our hands in dismay, we can implement some fairly simple political reforms. First, force our Speakers to exercise powers that they already possess in order to discipline rowdy, disruptive members. Irish MPs in Britain used to be physically picked up by marshals and thrown out onto the street until they realized that the punishment was too costly. Second, make MPs work longer. Why does India’s Parliament meet for 67 days in a year when Britain’s meets for 150 days and the US Congress for 200? Why is our monsoon session only for three weeks and not three months? Allow Parliament to be summoned if two-thirds of the members want it, as in the UK. Give the opposition a chance to let off steam and set the work agenda. In the UK, leader of the opposition sets the agenda for 20 out of 150 days.

Third, India should adopt fixed-term elections, as the UK has just done and other democracies did long ago. Whereas the Constitution envisaged a five-year electoral cycle, state governments have insisted on falling, upsetting the cycle. If legislatures had a fixed term, they would not be hostage to the whims of the leader of the majority party. Elections would be held on two fixed dates, every five years at the Centre and every two-and-half years in the states. If a government fell in a no-confidence vote, the House would not be dissolved; legislators would be forced to cobble a new government or face President’s rule. LK Advani suggested fixed-term elections; Sharad Pawar endorsed it and included it in the Nationalist Congress Party’s manifesto. Manmohan Singh and Pranab Mukherjee liked the idea but the UPA did not implement it. Today, the Nachiappan Committee is seriously examining it. Although Advani wanted simultaneous state and central elections, I think an interim date, halfway through the five years, gives some protection against an unusually foul government.

The fourth reform is to replace the present ‘no-confidence motion’ with a ‘constructive vote of non-confidence’ as in Germany, which means you can only bring down the government if you have an alternative in place. This will also bring more stability. Finally, separate legislators from sports bodies. Lalitgate may not have happened if sports officials had to resign by law on the day that they became legislators. A successful democracy is, in the end, a daily performance and it is time we looked our legislators in the eye, reminding them that pigs can’t fly nor walk on two legs, and do not take us for granted.

बांग्लादेश के साथ हुआ समझौता ऐतिहासिक है। इससे कश्मीर जितना ही पुराना विवाद तो हल हुआ ही, उपमहाद्वीप को साझा बाजार की ओर बढ़ने में भी मदद मिली है। व्यापार और निवेश पर प्रधानमंत्री नरेंद्र मोदी की अथक कूटनीति का ताजगीदायक फोकस है। सत्ता में आने के बाद से ही हमारे पड़ोसियों की जरूरतों पर उन्होंने बहुत निकटता से गौर किया है, जिसका फल अब सामने आ रहा है। हालांकि, समझौते पर बरसों से काम हो रहा था, लेकिन इतिहास इसका श्रेय मोदी को देगा। अन्य किसी भारतीय नेता की तुलना में उनमें यह सहज समझ है कि सत्ता धान के कटोरे से आती है न कि बंदूक की नली से, जैसा कि माओ का विश्वास था। इस संदर्भ में वे प्राचीन परंपरा का ही अनुसरण कर रहे हैं, जिसने भारत को एक महान व्यापारिक राष्ट्र बना दिया था, जो अपने व्यापारिक जहाजों पर अपनी अद्‌भुत सॉफ्ट पावर विदेश ले जाता था।

हालांकि, भू-सीमा संबंधी समझौते के अलावा अन्य समझौते भी उतने ही महत्वपूर्ण थे। आज भारत के मालवाही पोत सिंगापुर होते हुए तीन हफ्ते में बांग्लादेश पहुंचते हैं, समझौते के बाद वे एक हफ्ते में ही पहुंच जाएंगे। भारतीय कंपनियां बिजली बेचेंगी और बांग्लादेश के विशेष आर्थिक क्षेत्र में उत्पादन करेंगी। इससे न सिर्फ बड़े पैमाने पर नौकरियां पैदा होंगी बल्कि बांग्लादेश के साथ व्यापार घाटा कम करने में भी मदद मिलेगी। इस समझौते से नेपाल, श्रीलंका और पाकिस्तान को संदेह की राजनीति से हटकर समृद्धि के अर्थशास्त्र की ओर बढ़ने के फायदे का इशारा मिला है। सबसे महत्वपूर्ण तो यह है कि यह ऐतिहासिक समझौता भारत के अद्‌भुत व्यापारिक भूतकाल पर आधारित है। भारतीय यह भूल गए हैं कि पांच हजार मील लंबी तटीय रेखा के साथ भारत का समृद्ध व्यापारिक इतिहास रहा है। एक दौर तो ऐसा भी रहा जब विश्व व्यापार के चौथाई हिस्से (आज के दो फीसदी की तुलना में) पर इसका प्रभुत्व था। यदि आप दो हजार साल पहले केरल के प्रसिद्ध मुझिरिस बंदरगाह पर खड़े होते तो आपको सोने से लदे जहाज लौटते दिखाई देते। रोज एक जहाज रोमन साम्राज्य से दक्षिण भारत के तट पर आता और उस पर आला दर्जे का कपड़ा, मसाले और विलासिता की चीजें लादी जातीं। उधर, रोमन सीनेटर शिकायत करते कि साम्राज्य की महिलाएं विलासिता की भारतीय चीजें, मसाले और ऊंचे दर्जे का कपड़ा इतना इस्तेमाल करती हैं कि रोम का दो-तिहाई सोना-चांदी भारत चला जाता है। (खेद है कि तमिल संगम काव्य में जिसे मुसिरी कहा गया है, वह मुझिरिस 14वीं सदी की पेरियार बाढ़ में बह गया और उसकी जगह आधुनिक कोच्चि ने ली।

पंद्रह सौ साल बाद पुर्तगालियों की भी यही शिकायत थी : दक्षिण अमेरिका से कमाया उनका सोना-चांदी व्यापार में भारत चला जाता है। ब्रिटिश संसद में इसकी गूंज 17वीं सदी में सुनाई दी। भारतीय कपड़े और मसालों ने दुनिया भर में कपड़े पहनने व खाने-पीने की आदतें ही बदल दी थीं। यूरोप के लोगों ने 17वीं सदी में तब अंतर्वस्त्र पहनने शुरू किए जब उन्हें ईस्ट इंडिया कंपनी द्वारा लाए मुलायम व सस्ते भारतीय कपड़े का पता चला। मुल्तान में पंजाबी खत्री 16वीं से 19वीं सदी तक अपने सामानों का कारवां हिमालय के आर-पार ले जाया करते थे, जिससे फारस से लेकर रूस तक जीवन-शैली में काफी बदलाव आया। एक फ्रांसीसी भिक्षुक ने ईरान के सफाविद साम्राज्य की तुलना दो दरवाजे वाली सराय से की थी। सोना-चांदी पश्चिमी दरवाजे से अंदर आते और पूर्वी दरवाजे से भारत की ओर निकल जाते। सोने के प्रति भारत का प्रेम ऐतिहासिक रूप से सकारात्मक व्यापार संतुलन पर आधारित रहा है। जब तक कि 19वीं सदी में इंग्लैंड की औद्योगिक क्रांति ने इसे बदल नहीं दिया और लंकाशायर की मिलों ने हमारे हथकरघा उद्योग को तकनीक के स्तर पर बेकार नहीं कर दिया। चूंकि भारत दुनिया अग्रणी कपड़ा निर्यातक था, भारतीय बुनकरों को सबसे ज्यादा नुकसान पहुंचा। भारतीय राष्ट्रवादियों ने बुनकरों के हश्र का दोष व्यापार को दिया, जो गलत था, क्योंकि कारण तो नई टेक्नोलॉजी थी। स्वतंत्रता के बाद हमने अपना व्यापारिक भूतकाल भुला दिया। ‘इंपोर्ट सब्स्टीट्यूशन’ के फर्जी विचार के नाम पर अपनी सीमाएं बंद कर लीं और अंतरराष्ट्रीय व्यापार की समृद्धि से खुद को वंचित कर लिया। हमने अपने दरवाजे 1991 में जाकर खोले। आज मोदी भूतकाल के इस नुकसान की भरपाई करने में लगे हैं। मगर उन्हें आरएसएस के स्वदेशी जागरण मंच जैसे संरक्षणवादियों के विरोध का सामना करना पड़ रहा है, जिन्हें यह नहीं समझ में आता कि व्यापार ऐसी गतिविधि है, जिसमें खरीदने व बेचने वाले दोनों को फायदा होता है।

भारत की शक्ति हमेशा से ही ‘सॉफ्ट’ रही है, जो सैन्य विजयों से नहीं बल्कि सामानों व विचारों के निर्यात में व्यक्त होती रही है। संस्कृत के महान विद्वान शेल्डन पोलॉक हमें याद दिलाते हैं कि चौथी और पांचवीं सदी भारत का प्रभाव दक्षिणपूर्व और मध्य एशिया में चारों तरफ फैल गया था। व्यापक क्षेत्र में संस्कृत दरबारों, सरकारों और साहित्य की भाषा बन गई थी। कुलीन वर्ग विभिन्न भाषाएं बोलता था, लेकिन सीमा पार संपर्क के लिए संस्कृत का प्रयोग करता था। यह तो पक्का पता नहीं कि भारतीय संस्कृति विदेशों में कैसे पहुंची पर प्रबल संभावना यही है कि ऐसा व्यापार के जरिये ही हुआ होगा। तमिल साहित्य में ऐसे वर्णन बहुत हैं, जिसमें समुद्री व्यापारी सोने की तलाश में जावा जैसे सुदूरवर्ती क्षेत्रों में जाते थे। ये लंबी समुद्री यात्राएं हुआ करती थीं और व्यापारी अपने साथ ब्राह्वणों व बौद्ध भिक्षुओं को ले जाते थे ताकि विदेशी भूमि पर भी उनके नाविक अपनी धार्मिक रीति-रिवाजों को पूरा कर सकें। इतिहासकार माइकल वुड ने कहा है, ‘इतिहास तलवारों के बल पर साम्राज्य खड़े करने के उदाहरणों से भरा पड़ा है पर भारत ऐसा अकेला देश है, जिसने संस्कृति व अध्यात्म का साम्राज्य निर्मित किया।’

स्वतंत्रता के इन 68 वर्षों में हमारे पड़ोसी हमें नापसंद करने लगे। हमारी विदेश सेवा के अधिकारी उनके साथ तिरस्कारपूर्ण व्यवहार करते। वे हम पर संदेह करते हैं और कहते कि वे ‘भारत के बहुत निकट और ईश्वर से बहुत दूर हैं।’ हालांकि, उनके प्रति मोदी का रवैया भिन्न रहा है और उनकी उत्साहपूर्ण कूटनीति ने बांग्लादेश समझौते के रूप में पहला इनाम हासिल किया है। इसने संभावनाओं के नए युग का द्वार खोला है। यदि वे इसी प्रकार जोर देते रहे और हमारे प्रशासन उसका फॉलो-अप लेते रहे तो पड़ोसियों के साथ भारत के रिश्ते बदलेंगे और हमारा देश फिर उस वर्णन का हकदार हो जाएगा, जो 7वीं सदी के चीनी यात्री ह्वेनसांग ने किया था : ‘दूर के स्थानों और विविध परंपराओं के लोग आमतौर पर उसी भूमि का उल्लेख करते हैं, जिसकी वे इंडिया कहकर सराहना करते हैं।’

Modi is building on India’s wondrous trading past

Last week’s historic accord with Bangladesh erased a dispute as old as Kashmir while nudging the subcontinent towards a common market. Trade and investment have been the refreshing focus of Prime Minister Narendra Modi’s diplomacy. He understands instinctively that power emanates from a bowl of rice, not from the barrel of a gun. In this respect, he is following an ancient tradition that once made India a great trading nation that carried its amazing soft power on merchant ships.

Although the land boundary agreement was the most visible victory during Modi’s visit, other accords were equally significant. Indian goods travel via Singapore to reach Bangladesh in three weeks; now they will go directly to Bangladeshi ports in a week. Indian companies will sell electricity and make goods in special economic zones across the border, creating masses of jobs while helping reduce Bangladesh’s trade deficit. The accord signals to Nepal, Sri Lanka and Pakistan the benefits of moving from the politics of suspicion to the economics of prosperity.

If you had stood at the famous port of Muziris in Kerala 2,000 years ago, you would see a ship arriving laden with gold. Every day a ship from the Roman Empire landed in a South Indian port where it picked up fine Indian cottons, spices, and luxuries. But Indians did not care for what the Romans brought, and since accounts had to be settled, they were settled with gold and silver. Back home, Roman senators grumbled that their women used too many Indian luxuries, spices and fine cottons and two-thirds of Rome’s bullion was being lost to India. One South Indian king even sent an embassy to Rome to discuss the empire’s balance of payments problems.

Fifteen hundred years later, the Portuguese had the same complaint: their gold and silver from South America was being drained in the trade with India. The British parliament echoed this refrain in the 17th century. Indian textiles and spices changed culinary tastes and clothing habits around the world. Europeans began to wear underwear only in the 17th century when they discovered soft and affordable Indian cloth brought by the East India Company. In antiquity, the flowing togas of upper class Romans were made from Indian cloth. Punjabi Khatris in Multan led caravans across the Himalayas from 16th to 19th centuries, changing the lifestyle of the people all the way to Russia.

With a 5,000-mile coastline, India has historically been a great trading nation and in some periods, commanded as much as 20% share of world trade (compared to 2% today). It always had a positive balance of trade with the world until the Industrial Revolution in 19th-century England when the mills of Lancashire made our handloom textiles technologically obsolete. After Independence we forgot our trading past, closed our borders in the name of a bogus idea called ‘import substitution’, denying ourselves the prosperity of international trade. We only opened up in 1991. Today, Modi is trying to recover that past while quietly burying the foolish protectionism of RSS’s Swadeshi Jagran Manch, even as he promotes ‘Make in India’.

India’s power has always been ‘soft’, not expressed through military conquest but in the export of goods and ideas.The great Sanskrit scholar, Sheldon Pollock, reminds us that between the fourth and 12th centuries the influence of India spread across Southeast and Central Asia. Across the vast area, Sanskrit became the language of the courts, government and literature. much like Latin in medieval Europe.The elite spoke different languages but used Sanskrit to communicate across the border. We are not sure exactly how Indian culture travelled but most likely it was through trade. Tamil literature describes seafaring merchants sailing to distant places like Java in search of gold. The historian, Michael Wood, summed it up well: “History is full of Empires of the Sword, but India alone created an Empire of the Spirit.”

In recent times our neighbours have grown suspicious of us and declare that they are ‘too close to India and too far from God.’ However, Modi’s economic diplomacy is creating new possibilities. If he is successful, India may become once again become worthy of the seventh-century Chinese traveller, Xuanzang’s description: “People of distant places with diverse customs generally designate the land they admire as India.”

साहसी फैसले न होने से निराशा

राजनीति थोड़े वक्त का खेल होता है, जबकि अर्थव्यवस्था लंबे समय का। दोनों आखिर में मिलते हैं, लेकिन बीच के समय में वे विपरीत दिशाओं में जाते लगते हैं। इस विरोधाभास के कारण ज्यादातर लोगों का निराश होना अपरिहार्य है। अपनी सरकार की पहली वर्षगांठ पर प्रधानमंत्री नरेंद्र मोदी की यही समस्या है। अच्छे रेकॉर्ड के बावजूद वे अपने समर्थकों की असाधारण रूप से ऊंची अपेक्षाओं को मैनेज करने में नाकाम रहे। मुख्य प्राथमिकताओं पर निगाह न रख पानेे से योजनाएं अमल में लाने की उनकी योग्यता संदेह के घेरे में आ गई। संघ परिवार लगातार सरकार के लिए शर्मनाक स्थिति पैदा करता रहा है। सबसे बड़ा आश्चर्य तो यह रहा कि वे साहसी सुधारक की बजाय व्यावहारिक व धीरे-धीरे सुधार लाने वाले प्रधानमंत्री बन गए। दक्षिणपंथ से राजनीतिक मध्य में आकर उन्होंने अपने ज्यादातर मतदातावर्ग को नाराज कर दिया है।

अर्थव्यवस्था एक वर्ष पहले की तुलना में बेहतर है, हालांकि यह इसकी असली क्षमता के आस-पास भी नहीं पहुंच सकी है। जीडीपी वृद्धि दर ने रुख बदल लिया है। भारत अगले साल तक चीन को पीछे छोड़कर दुनिया की सबसे तेजी से बढ़ती प्रमुख अर्थव्यवस्था बन जाएगा। मुद्रास्फीति 18 माह की तुलना में आधी रह गई है। पिछले सालभर रुपया सबसे स्थिर मुद्राओं में से एक रहा है। सरकार की वित्तीय सेहत अच्छी है। वित्तीय व चालू खाता, दोनों काबू में हैं- और बाहर से पूंजी का आना 91-92 के बाद सबसे अधिक है। बीमा तथा रक्षा क्षेत्र का उदारीकरण और डीजल को नियंत्रण मुक्त कर दिया गया है। कोयले का उत्पादन तो 8.3 फीसदी बढ़ा है, 23 साल में सर्वाधिक, जिससे कई पावर प्लांट फिर शुरू हो गए हैं। परियोजनाओं को मंजूरी देने में अनिर्णय की स्थिति खत्म हो गई है। आम और रेलवे बजट निवेश बढ़ाने वाले थे। पिछले 12 महीने में कोई घोटाला सामने नहीं आया है और देश में घोटालों का युग खत्म होने की हल्की-सी उम्मीद बंधी है। कोयले और स्पेक्ट्रम की नीलामी पारदर्शी रही। आवेदन और मंजूरी ऑनलाइन होने से घूसखोरी की गुंजाइश नहीं रही। और मोदी की व्यक्तिगत कूटनीति के कारण दुनिया में देश का रुतबा बढ़ा है। नेपाल- यमन में सक्रियता ताजे उदाहरण हैं।

इस ठोस रेकॉर्ड के बाद भी लोगों में असंतोष क्यों खदबदा रहा है? जब आप आर्थिक गिरावट से उबर रहे होते हैं तो नौकरियां लाने में वक्त तो लगता है। बाजार में मांग अब भी कमजोर है। कंपनियों के नतीजे अच्छे नहीं हैं। अर्थव्यवस्था के विस्तार का कोई कारण नहीं है और इसीलिए नौकरियों का परिदृश्य धूमिल है। खेती के लिए यह बुरा साल था और कमजोर मंत्री होने से स्थिति सुधारने में मदद नहीं मिली। निर्माण के क्षेत्र में धीरे-धीरे ही रोजगार लौटेगा, क्योंकि पिछली सरकार ने मंजूरी देने में जो अनिर्णय दिखाया उससे ढांचागत निर्माण में लगी कंपनियां चौपट हो गई थीं।

पिछली सरकार की निर्णयहीनता से तंग आकर तथा नरेंद्र मोदी का क्रियान्वयन कौशल देखकर लोगों ने उन्हें चुना। अब तक तो उन्होंने इसके पर्याप्त उदाहरण नहीं दिए हैं। हां, जनधन योजना अमल में लाने के स्तर पर सफल रही है। साल भर पहले तो किसी को कल्पना नहीं थी कि हर भारतीय परिवार कभी बैंक खाता होने की उम्मीद कर सकता है। अब आधार और मोबाइल फोन के माध्यम से गरीबों तक फायदे पहुंचाने के मामले में ऐतिहासिक बदलाव की पृष्ठभूमि तैयार हो गई है। इसके अलावा बैंक खातों से जुड़ी तीन योजनाएं शुरू की गई हैं। कम लागत पर दुर्घटना बीमा, जीवन-बीमा और वरिष्ठ नागरिकों के लिए पेंशन योजना। तीनों के प्रीमियम बहुत ही कम हैं। हालांकि, अमल में लाने के मामले में जन-धन योजना जैसे उदाहरण कुछ ही हैं। यदि ‘बिज़नेस करने में आसानी’ पर मोदी ने ध्यान केंद्रित किया होता तो अब तक कई सरकारी प्रक्रियागत अड़चनें दूर हो गई होतीं। अच्छे नेता क्रियान्वयन के ब्योरों में जाते हैं और यदि उन्होंने यह किया होता तो भाजपा शासित राज्यों में मीलों लंबा लालफीता कट चुका होता और ये राज्य ज्यादा प्रतिस्पर्द्धी और निवेश लायक हो चुके होते। इसी तरह यदि उनके पास नगर निगमों के साथ मिलकर काम करने वाली मजबूत क्रियान्वयन टीम होती तो स्वच्छ भारत अभियान अब तक दूसरों के लिए सफलता का मॉडल बन चुका होता।

शायद, ‘न्यूनतम सरकार, अधिकतम शासन’ देने में सबसे बड़ी नाकामी कर विभाग के कारण है। जहां मोदी निवेशकों को आकर्षित करने का प्रयास कर रहे हैं और वित्त मंत्री अरुण जेटली बिज़नेस अनुकूल माहौल बनाने का वादा कर रहे हैं, यह बात चौंकाने वाली है कि कर विभाग अब भी पिछली तारीख से वसूली में लगा है। विदेशी संस्थागत निवेशक ताजा मांग से इतने ख़फा हुए कि उन्होंने भारतीय शेयर बेचना शुरू कर दिए और शेयर बाजार धराशायी होने लगा। भारतीय करदाता के लिए भी जमीनी हकीकत यही है कि निर्दोष और ईमानदार करदाताओं को कर अधिकारियों की ओर से परेशान किया जाना जारी है। यही वजह है कि लोगों के दिमाग में परंपरागत नौकरशाही की छवि बनी हुई है।

राजनीति के मध्यमार्ग पर आकर मोदी ने लगता है हर किसी को नाराज कर दिया है। बिज़नेसमैन को लगता नहीं है कि वे वैसे व्यवसाय हितैषी रह गए हैं, जैसे वे गुजरात में थे। आर्थिक दक्षिणपंथी और महत्वाकांक्षी युवा पीढ़ी निराश हैं, क्योंकि वे ज्यादा साहसी सुधार लागू करके तेजी से नौकरियां नहीं लौटा पाए हैं। धर्मनिरेपेक्षवादी नाराज हैं कि वे अल्पसंख्यकों के प्रति दुर्भाग्यपूर्ण बयानबाजी रोकने के लिए ज्यादा कुछ नहीं कर पाए हैं। संघ परिवार के उनके अपने समर्थक और सांस्कृतिक दक्षिणपंथी नाराज हैं कि उनका भगवा रंग धुंधला पड़ा है और ईसाई व मुस्लिम समुदाय के प्रति वे नरम रुख दिखा रहे हैं। विदेशी निवेशक तो ‘कर आतंकवाद’ से नाराज हैं ही। वामपंथियों को चिंता है कि गरीबों के हितैषी बनकर वे कहीं उनका मतदातावर्ग न झपट लें।

किंतु नरेंद्र मोदी की नज़र अगले आम चुनाव पर है। वे जानते हैं कि वोट तो राजनीतिक मध्यमार्ग पर चलने से ही मिलेंगे। मौजूदा अंसतोष तो खत्म हो जाएगा, क्योंकि अंतत: राजनीति व अर्थनीति का मिलन होना ही है। यद्यपि उनके सारे समर्थक आज उनसे नाराज हैं, मोदी व्यावहारिकता के मध्यमार्ग पर चलने की फसल चार साल बाद काटेंगे और 2019 के चुनाव जीतेंगे। कुल-मिलाकर प्रधानमंत्री ने वोटर के चुनाव को सही साबित किया है। राहुल गांधी या अरविंद केजरीवाल की तुलना में उन्होंने कहीं बेहतर प्रदर्शन किया है। मई 2014 में यही दो अन्य विकल्प भारतीय मतदाता के सामने थे। उनकी सरकार के पास काफी उपलब्धियां हैं, लेकिन इसमें कोई संदेह नहीं कि वे और भी बेहतर कर सकते थे यदि वे अपनी प्रमुख आर्थिक प्राथमिकताओं पर फोकस रखते और क्रियान्वयन पर कड़ी नज़र रखते।

बेहतरी के बीच बेचैनी

राजनीति अल्पअवधि की चीज है, जबकि अर्थशास्त्र दीर्घकालिक। दोनों का झुकाव एक ही लक्ष्य की तरफ होता है, लेकिन तात्कालिक तौर पर दोनों विपरीत दिशा में काम करते हैं। इस बेमेल स्वभाव के कारण अधिकांश लोग निराश होते हैं।

अपनी सरकार की प्रथम वर्षगांठ पर यही बात प्रधानमंत्री मोदी के लिए समस्या भी है। हालांकि मोदी का रिकॉर्ड अच्छा है, लेकिन वह अपने समर्थकों की असाधारण अपेक्षाओं को नियंत्रित कर पाने में असफल रहे हैं। कुछ मुख्य प्राथमिकताओं को पूरा न कर पाने के कारण उनकी क्रियान्वयन क्षमता पर भी सवाल खड़े हुए हैं। संघ परिवार लगातार सरकार के समक्ष अड़चनें पैदा करता रहा है, लेकिन एक बड़े आश्चर्य की बात यही है कि मोदी अब व्यावहारिक हो चुके हैं और तीव्र व साहसिक सुधारों के बजाय क्रमिक आधुनिककर्ता के रूप में दिख रहे हैं। राजनीतिक मध्य मार्ग के प्रति झुकाव के कारण उन्होंने अपने अधिकांश समर्थक समूहों को नाखुश किया है।

एक वर्ष पहले की अपेक्षा अर्थव्यवस्था बेहतर हालत में है, लेकिन अभी भी यह अपनी वास्तविक क्षमता से दूर है। जीडीपी विकास में उल्लेखनीय प्रगति हुई है और अगले वर्ष तक भारत चीन को पछाड़कर दुनिया की सबसे तेजी से बढ़ती अर्थव्यवस्था बन जाएगा। महंगाई 18 महीने पहले की तुलना में इस समय आधी है। पिछले एक वर्ष से रुपया सर्वाधिक स्थिर मुद्रा है।

सरकारी वित्त की स्थिति बेहतर है। राजकोषीय और चालू खाते का घाटा नियंत्रण में है और 1991-92 की तुलना में पूंजी का प्रवाह सर्वाधिक है। बीमा और रक्षा क्षेत्र को अपेक्षाकृत उदार किया गया है और डीजल को विनियंत्रित कर दिया गया है। कोयला उत्पादन 8.3 फीसद बढ़ा है, जो पिछले 23 वर्षो में सर्वाधिक है। इससे कई बिजली संयत्रों को फिर से शुरू किया जा सका है। परियोजनाओं की स्वीकृति में व्याप्त अपंगता खत्म हुई है। आम बजट और रेलवे बजट, दोनों ही नए सिरे से निवेश उन्मुख हैं। पिछले 12 महीनों में घोटाले की एक भी घटना नहीं हुई है।

इससे उम्मीद जगी है कि भारत में बड़े घोटालों का समय खत्म हो गया है। पारदर्शी तरीके से कोयले और स्पेक्ट्रम की नीलामी हुई। ऑनलाइन आवेदन और स्वीकृतियां दी जा रही है, जिससे रिश्वतखोरी की संभावना कम होती है। आज दुनिया में भारत की साख और स्थिति बेहतर हुई है। व्यक्तिगत कूटनीति के लिए मोदी को धन्यवाद दिया जाना चाहिए। नेपाल और यमन में चलाए गए आपदा अभियान राहतकारी रहे हैं। इस ठोस रिकॉर्ड को देखते हुए आखिर कुछ लोग असहज क्यों हैं?

जब आप खस्ताहाल अर्थव्यवस्था के दौर से वापस निकलते हैं तो स्थिति को सुधारने में समय लगता है। उपभोक्ता मांग अभी भी कमजोर है, कंपनियों के परिणाम ज्यादा अच्छे नहीं हैं, जिस कारण रोजगार सृजन भी कमजोर है। कृषि के लिए यह एक खराब वर्ष रहा और एक कमजोर मंत्री मददगार साबित नहीं हुआ। विनिर्माण क्षेत्र में नौकरियों की गति धीमी रही, क्योंकि पिछली सरकार ने परियोजनाओं की स्वीकृति में देरी की, जिसके चलते इन्फ्रास्ट्रक्चर कंपनियों की बैलेंस शीट खराब हो गई। इन कंपनियों को बड़ी मात्र में बैंकों को पैसे का भुगतान करना पड़ा जिससे वे दिवालिया हो गईं।

अपने पिछले बजट में सरकार ने कंपनियों की वित्तीय स्थिति में सुधार होने तक इन्फ्रास्ट्रक्चर में सीधे खर्च करने की बात कही थी। ऐसा होने के बावजूद रोजगार सृजन वापस पटरी पर लौटने में समय लगेगा। पिछली सरकार की नीतिगत अपंगता के चलते मतदाताओं ने मोदी की क्रियान्वयन क्षमता को देखते हुए उनका चुनाव किया था। हालांकि वह अभी इस दिशा में अपनी स्पष्ट छाप नहीं छोड़ सके हैं। हां, यह अवश्य है कि जनधन योजना बेहद सफल रही।

एक वर्ष पूर्व कोई कल्पना नहीं कर सकता था कि प्रत्येक भारतीय परिवार के पास एक बैंक खाता हो सकता है। आधार कार्ड और मोबाइल फोन की वजह से अब गरीबों को सीधे नकदी हस्तांतरण हो सकेगा। यह एक ऐतिहासिक बदलाव है। इससे सब्सिडी में धांधली को रोका जा सकेगा। जनधन बैंक खाते से जुड़ी तीन योजनाओं को घोषित किया गया है जिनमें से एक बहुत कम कीमत पर दुर्घटना बीमा की सुविधा है, दूसरी जीवन बीमा है और तीसरी वरिष्ठ नागरिकों के लिए पेंशन योजना है। इनके लिए बहुत कम वार्षिक प्रीमियम देना होगा। महज 12 रुपये में दो लाख की दुर्घटना बीमा योजना, 60 वर्ष की आयु पूरी होने पर पेंशन सुविधा का लाभ मिलेगा और 330 रुपये के वार्षिक प्रीमियम पर दो लाख रुपये की जीवन बीमा योजना सुविधा दी जाएगी।

यदि मोदी व्यापार में सहूलियत वाला माहौल बनाने के लिए प्रतिबद्ध हैं तो उन्हें नौकरशाही की तमाम अनावश्यक प्रक्रियाओं को खत्म करना होगा। लालफीताशाही को खत्म करने की दिशा में भाजपा शासित राज्यों को पहल करनी होगी और अधिक प्रतिस्पर्धी तथा निवेश उन्मुख होना होगा। इसी तरह स्वच्छता अभियान की दिशा में भी उन्हें दूसरों को प्रेरित करना होगा कि किस तरह नगर-कस्बों की सफाई की जाए। संभवत: मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेस में सबसे बड़ी विफलता टैक्स विभाग है।

जहां मोदी निवेशकों को प्रेरित-प्रोत्साहित कर रहे हैं, वित्तमंत्री अरुण जेटली पूर्वानुमान योग्य और गैर प्रतिकूल माहौल निर्मित करने की बात रहे हैं वहीं यह आश्चर्यजनक है कि कर विभाग रेट्रोस्पेक्टिव टैक्स (पिछली तिथि से कर लागू करना) को लेकर अभी भी अडिग है। इससे विदेशी संस्थागत निवेशक अत्यधिक नाराज हैं और उन्होंने भारतीय शेयरों को बेचना शुरू कर दिया है, जिससे शेयर बाजार में तेज गिरावट की स्थिति बनी है। भारतीय करदाता भी परेशान हैं, क्योंकि निदरेष तथा ईमानदार करदाताओं को भी कर अधिकारी लगातार परेशान कर रहे हैं।

इससे भारतीय नौकरशाही के रवैये में कोई बदलाव नहीं होने की धारणा लोगों के मन-मस्तिष्क में बनी हुई है। 1व्यावसायियों का भी यह विश्वास टूटा है कि एक गुजराती होने के कारण वह व्यावसायिक माहौल के लिए प्रतिबद्ध हैं। आर्थिक समूहों के साथ आकांक्षी युवा भी साहसिक तरीके से बाजार सुधारों की दिशा में नहीं बढ़ने से निराश हैं, क्योंकि वह तेजी से रोजगार सृजन चाहते हैं। सेक्युलरवादी नाखुश हैं कि उन्होंने अल्पसंख्यकों के खिलाफ हिंदूवादी बयान देने वालों को रोकने के लिए कुछ विशेष नहीं किया। उनके अपने समर्थक और संघ परिवार नाखुश हैं कि वह ईसाइयों और मुस्लिमों के प्रति अधिक नरम हैं।

मोदी की नजर आगामी चुनावों पर है। वह जानते हैं कि वर्तमान असंतोष गुजर जाएगा, क्योंकि राजनीति और अर्थशास्त्र अंत में मिल जाते हैं। कुल मिलाकर प्रधानमंत्री मोदी ने राहुल गांधी अथवा केजरीवाल से बेहतर प्रदर्शन किया है, जो मई 2014 में भारतीय मतदाताओं के समक्ष दो अन्य विकल्प थे। साख की दृष्टि से उनकी सरकार ने बेहतर सफलता हासिल की है, लेकिन निश्चित रूप से यदि वह मुख्य आर्थिक प्राथमिकताओं पर केंद्रित रहते तो और अधिक बेहतर कर सकते थे।

One-year itch: Modi shift to political centre angers both right and left

Politics is a short game while economics is a long one. Both tend to converge in the end but in the interim they pull in opposite directions. Because of this mismatch, most of the people are invariably disappointed. This is Prime Minister Modi’s problem on the first anniversary of his government. Although his record is reasonably good, he has neither met the extraordinary expectations of his supporters nor followed through on key priorities. Surprisingly, he has turned out to be a pragmatic gradualist — by shifting towards the political centre, he has left all his constituencies unsatisfied.

The economy is in far better shape than a year ago, although nowhere near its full potential. GDP growth has turned around and India is set to surpass China next year to become the world’s fastest growing major economy. Inflation is down. Government finances are healthy — both fiscal and current account deficits are under control — and capital inflows have been the highest since ’91-92. Insurance and defence sectors have been liberalized and diesel decontrolled. Coal production has grown 8.3%, the highest in 23 years, allowing many power plants to restart. The paralysis afflicting project approvals is over. Both the general and railway budgets were refreshingly investment oriented.

There has been no corruption scandal in the past 12 months, raising the hope that the age of grand larceny may be over. Auctions for coal and spectrum were transparent. Applications and approvals are moving online where there is less scope for bribery. In addition, India’s standing in the world has improved thanks to Modi’s personal diplomacy, and recent actions to alleviate distress in Nepal and Yemen have reinforced this new stature.

Given this fair record, why is discontent brewing? When you are coming out of such a low economic ditch, it takes time for jobs to come back. When consumer demand is still weak, company results are poor; the producer is shy of investing and jobs prospects are bleak. It’s also been a bad year for agriculture and a weak minister hasn’t helped. Construction jobs are slow to come back because balance sheets of infrastructure companies were destroyed by approval paralysis of the past government.

Frustrated by that paralysis, voters brought in Modi because of his ability to act. But he has not given enough evidence of his execution skills. Yes, the Jan Dhan Yojana is a success. A year ago, no one imagined that every Indian family could aspire to a bank account. This is precisely what is happening. The stage is now set for a historic change in benefits delivery to the poor via cash transfers through Aadhar identity and mobile phones, which will cut subsidy fraud dramatically.

There are not enough implementation successes, however. Good leaders get into the messy details of execution. If Modi had focused on executing his ‘ease of doing business’ project, more bureaucratic processes would have been eliminated by now and the BJP-ruled states at least would have cut miles of red tape and become more competitive. Similarly, stronger implementation with municipalities by the Swachch Bharat Mission could have created some real models of success by now about how to clean up a town.

Perhaps, the biggest failure in the delivery of ‘minimum government, maximum governance’ is the tax department. While Modi has been wooing investors and FM Jaitley promising to create a predictable, non-adversarial environment, the tax department shockingly persists with unfair retrospective demands. The reality on the ground is that the innocent taxpayer continues to be harassed by tax officials. Hence, the image of an unreformed bureaucracy persists.

By moving towards the political centre, Modi seems to have displeased everyone. Businessmen think he is no longer as pro-business as he was in Gujarat. The cultural right is upset that he has turned out to be less sectarian, and even soft on Christians and Muslims. The economic right is disappointed that he has not implemented market reforms more boldly. His enemies on the left find that he has turned pro-poor, and stolen their fire. But with his eyes on 2019, he knows in his heart that votes reside in the political centre and he will win in the long run. The present discontent will also pass because politics and economics will converge in the end.

Ten steps that can put the railways back on track

Once upon a time we used to proudly call Indian Railways the ‘nation’s lifeline’. Today, we are embarrassed by it. Every Indian had an impossibly romantic railway memory. Today these memories have faded as successive politicians have played havoc with a grand old institution. The root problem is that railways is a state monopoly, starved by politics of investment and technology, and prevented by a pernicious departmental structure from becoming a modern, vibrant enterprise. As a result, it is hard to get a ticket as capacity is short; service is shoddy, callous and unsafe, despite the railways being hopelessly over-manned.

Indian Railways remains one of the last state railway monopolies. Almost all democratic countries have broken their monopolies, and with spectacular results, disproving the old myth that the railway is a natural monopoly. Indians, too, have learned since 1991 that monopolies are bad. Before their eyes competition has created a telecom revolution. Who would have imagined that even the poorest would have a phone — India now has 99 crore telephones compared to 50 lakh in 1990. Competition has lowered prices, improved services, engendered innovation, and diminished corruption. Similar benefits have accrued in breaking other monopolies — for example, of Air India/Indian Airlines in air travel and Doordarshan in television.

Fortunately, there is real hope for the railways. Prime Minister Modi is determined to modernize it, and he has in Suresh Prabhu a capable, dynamic railway minister. What needs to be done is also clear from a series of expert committees, the latest being the Bibek Debroy committee, which has posted its interim report online on March 31 for comments from the public. Based on lessons learned from the reform of other railways and the world’s best practices, here are ten steps to restore the glory of a great institution.

One, create distance between the owner and the manager, as in all professional enterprises. The owner, in this case the ministry, should only lay down policy for the rail sector and give operating autonomy to those who run trains. Two, unbundle Indian Railways into two organizations — one responsible for the track and infrastructure and another to operate trains in competition with others. Each will have its own board with independent and executive directors. Three, establish an umpire or regulator to ensure fair and open access to the track, set access charges, establish tariffs, and ensure safety. Four, open up both freight and passenger trains to competition with Indian Railways. An independent regulator and track organization are essential to attract private competition.

Five, to be competitive, Indian Railways must focus only on core activity of running trains and divest all peripheral activities — running schools, hospitals, police forces, printing presses, bottling water — which fritter away resources and distract employees. Six, grant autonomy to production and construction units so that they can independently raise capital from the market and compete for business from railway companies in India and abroad. Seven, give general and divisional managers greater autonomy and accountability in all functions, including tendering, procurement, and finance.

Eight, move to modern, commercial accounting for better decision-making and raising funds from investors. Today, it is impossible to assess real profitability or real return on investment. Nine, let suburban and local passenger services which lose money be run as joint ventures with state governments, who must bear the cost of subsidy in the spirit of cooperative federalism. Ten, leverage land banks, airspace above stations, and other assets to raise capital with the help of investment banks to become a healthy, commercial enterprise.

In the ideal world, governments should govern and not run businesses. But given political realities, it is sensible not to privatize but create competition within the rail sector. Competition will lead to better, cleaner, safer services and happier customers. It will mean more motivated, accountable railway employees, insulated from politicians, and whose bonuses are linked to profitability, while pensions are protected by the state. And the nation will be saved the incalculable cost of transport shortages. The ball is now in Prabhu’s court. If there is anyone who can implement these ten steps, it is he.

Land agitators forget even a farmer’s son needs a job

India elected Narendra Modi to control inflation, restrain corruption and bring back jobs. Inflation has come under control; there has been no corruption scandal in the past ten months; but jobs are nowhere in sight. Modi is banking on his ambitious ‘Make in India’ programme to revive manufacturing and deliver a million new jobs that are needed each month. But the problem is that manufacturing is precisely the sector that has historically let India down. Since 1991, India’s growth has been driven largely by services. Can Modi reverse this unhappy trend and usher in a genuine industrial revolution that has lifted 400 million people out of poverty in China?

Pessimists think not. With the coming of robotics, 3D printing, and digitally controlled lasers, manufacturing is so automated now that it is no longer possible for an unskilled farm labourer to aspire to a factory job. Moreover, manufacturing jobs, which are presently leaving China because of rising costs, are likely to go elsewhere — Southeast Asia, Mexico, and even Bangladesh. India remains unattractive because of its notorious red tape and poor infrastructure — made worse by UPA’s ‘tax terrorism’ and an impossible land acquisition law that has stopped land transactions. Thus, India has missed the bus.

Optimists, on the other hand, believe that even though industry is no longer the royal road to high income, India can benefit hugely from a resurgence in manufacturing. Our manufacturing share in GDP (16%) is so low — roughly half of other emerging economies — that India still has great potential to shift sizeable labour from farms to small, low-tech factories. Recent experience proves this. During the boom decade of 2002 to 2012, an impressive 5.1% workers per year moved to organized-sector jobs and delivered five times higher productivity. This revolution was reflected in all-round rise in labour wages, including rural wages. Because of rigid labour laws, growth in ‘informal’ jobs in the organized sector was greater, but at least informal jobs are better than no jobs.

I am with the optimists. Railways and defence sectors have suddenly emerged as new engines of industrialization in India, thanks to two highly capable men in Modi’s Cabinet. The first evidence came in Suresh Prabhu’s visionary railway budget, which was the best in memory. Manohar Parrikar’s vision of transforming India from the world’s largest arms importer to a more self-reliant military power has already begun to bring Indian companies and foreign technology providers to make defence equipment in India. A third engine is the revolution in e-commerce which holds the potential to create ten million jobs in the next three years, and might result in India skipping the supermarket stage, jumping from the kirana store to online retailing, much in the way many Indians skipped landlines and moved to cellphones.

The most important reason to believe that Modi will succeed is progress in the ‘ease of doing business’ campaign. The Centre and states are working closely to cut red tape to achieve the vision of one paper, one payment, one point of contact for the investor — all online. For imports and exports, the number of forms has been cut from nine to three. Maharashtra has decided to abolish half the approvals for starting a business. Punjab has taken power away from its departments and physically housed all approvals in a single office. But the best in class are Andhra and Telangana. An impressive e-biz portal is already up, tracking 14 different services/approvals. Rivalry between states will culminate this summer when the Prime Minister will announce statewise rankings in the ‘ease of doing business’ based on an extensive survey.

Never before in India’s history has there been so much urgency and determination to create jobs. The Budget has done its bit to kickstart investment in infrastructure. But vested interests are fighting back. So is the Opposition, which has taken to the streets against the land ordinance, pitting farmers versus industry, and forgetting two things: 1) Even the farmer’s son needs a job; 2) The ordinance is mainly trying to undo the red tape in the 2013 law — the hundred-odd signatures and 50 months required to buy an acre of land. If Modi eventually succeeds, two prizes are waiting at the end: India may finally experience an industrial revolution plus a demographic dividend.

दिल्ली चुनाव को भूल जाएं मोदी

जिस दिन आम आदमी पार्टी दिल्ली में चौंकाने वाली जीत दर्ज कर रही थी, उसी दिन मैं पाकिस्तानी लेखक शाहिद नदीम के लाजवाब नाटक दारा का आनंद उठा रहा था। इसका मंचन हाल ही में लंदन के नेशनल थियेटर में किया गया था। तमाम स्कूली छात्र औरंगजेब और दारा शिकोह के बीच चल रही खूनी जंग के बारे में जानते हैं, लेकिन यह नाटक केवल उत्ताराधिकार की लड़ाई तक ही सीमित नहीं है। इसमें दिखाया गया है कि भारत क्या था, क्या बन गया और क्या होना चाहिए था। यह आज की जनता को संबोधित था और इसमें नाखुश पाकिस्तान और भारत के प्रधानमंत्री नरेंद्र मोदी को गंभीर नसीहत देता है। इसमें यह नसीहत भी है कि पिछले दिनों दिल्ली चुनाव में भाजपा को जो झटका लगा है भविष्य में वैसे झटकों से कैसे बचा जा सकता है। मानव इतिहास में अनेक क्रांतिकारी परिवर्तन देखने को मिले हैं। सबसे हृदयविदारक घटनाओं में से एक है जब मुगल बादशाह शाहजहां के बड़े बेटे और गद्दी के उत्ताराधिकारी दारा शिकोह का सिर कलम कर दिया गया था। तबसे भारतीयों को एक सवाल कचोटता रहता है कि अगर कट्टरपंथी और असहिष्णु औरंगजेब के बजाय दारा शिकोह भारत की गद्दी पर बैठता तो इतिहास की क्या दशा-दिशा होती। भारत के आखिरी वायसरॉय लॉर्ड माउंटबेटन की कुख्यात गैरजिम्मेदारी के कारण 1947 में विभाजन का जो दंश झेलना पड़ा था, उसके बीज दारा शिकोह के जीवनकाल में ही रौप दिए गए थे।

दारा का संबंध अतीत से ही नहीं है। तमाम ऐतिहासिक नाटकों की यह भी आज के जमाने में प्रासंगिक है। जहां लंदनवासी सीरिया में आइएस के भयावह इस्लामिक उग्रवाद को लेकर भौचक थे, मैं मोहन भागवत और राष्ट्रीय स्वयंसेवक संघ की भारत को हिंदू राष्ट्र में तब्दील करने की परियोजना को लेकर चिंतित था। जहां दारा की तरह मोदी भारत पर तमाम भारतीयों के लिए शासन करना चाहते हैं, वहीं मोहन भागवत भारत को बदनसीब पाकिस्तान में बदल देना चाहते हैं। संपूर्ण संघ परिवार को यह नाटक देखना चाहिए। कोई भी दिल्ली में आम आदमी पार्टी की सुनामी को नहीं समझ पा रहा है, और केजरीवाल तो सबसे कम। निश्चित तौर पर यह भारत के ढुलमुल लोकतंत्र की जीत है। किंतु असल मुद्दा यह है कि भारत के राजनेता इसकी किस तरह व्याख्या करेंगे। प्रधानमंत्री नरेंद्र मोदी को गलत सबक नहीं सीखने चाहिए। यह उनके विकास और सुधार एजेंडे के खिलाफ जनादेश नहीं है। उन्हें लोकलुभावन नीतियों से बचना होगा। असल में यह जनादेश संघ परिवार की विभाजनकारी नीतियों का खंडन है। आप की भारी-भरकम जीत बताती है कि दिल्ली के बहुत से मतदाता, जिन्होंने मई 2014 में मोदी के पक्ष में वोट दिया था, अब भाजपा से छिटक गए हैं। इनमें खासतौर पर अल्पसंख्यक मतदाता शामिल हैं। इसलिए मोदी को दारा पर ध्यान देने की जरूरत है।

दारा शिकोह एक अद्भुत और शानदार व्यक्तित्व थे। 1526 में मुगल शासन की शुरुआत से 1857 में इसके अंत तक जितने भी मुगल राजकुमार हुए, उनमें वह सबसे अलग और अनोखे थे। उनके अंदर दो महान पूर्वजों हुमायूं और अकबर के गुण थे। उनके जीवन का महान ध्येय था हिंदुओं और मुसलमानों के बीच शांति और भाईचारा कायम करना। वह एक सूफी बुद्धिजीवी बने, जिसका मानना था कि हर किसी के लिए भगवान की तलाश समान है। उन्होंने अपना जीवन वेदांतिक और इस्लामिक अध्यात्म में समन्वय बैठाने में समर्पित कर दिया। वह मानते थे कि कुरान में अदृश्य किताब-किताब अल-मकनन, वास्तव में उपनिषद थे। उन्होंने संस्कृत सीखी और उपनिषद, भगवतगीता और योग वशिष्ठ का फारसी में अनुवाद किया। इसमें उन्होंने बनारस के पंडितों की मदद ली। अकबर और कबीर के पदचिह्नों पर चलते हुए उन्होंने सिख गुरु हर राय का अध्ययन किया। उन्हें अमृतसर में गोल्डन टेंपल की आधारशिला स्थापित करने के लिए आमंत्रित किया गया। संभवत: वह भारतीय सांस्कृतिक समन्वय का सबसे अच्छा उदाहरण हैं। वर्ह ंहदू और इस्लाम की रहस्य परंपराओं को एक दूसरे से जोड़ते रहे।

1657 में शाहजहां बीमार पड़ गए और औरंगजेब गद्दी के उत्ताराधिकारी अपने बड़े भाई दारा शिकोह के खिलाफ खड़ा हो गया। वह एक कट्टर मुसलमान था और दारा के विचारों को गलत मानता था। साथ ही वह अवसरवादी भी था। उसने सत्ता पर कब्जा जमाने के लिए दारा को रास्ते से हटाने का फैसला किया। उसने इस्लामिक मौलवियों और उलेमाओं की उच्चस्तरीय परिषद की बैठक बुलाई। इस परिषद में उसने अपनी मित्रमंडली और समर्थकों को भरा हुआ था। इस परिषद ने दारा शिकोह को शांति भंग करने और इस्लाम के प्रति गद्दारी का दोषी पाया और 30 अगस्त, 1659 की रात को मौत के घाट उतार दिया। अगर दारा इस सत्ता संघर्ष में जीत जाते तो भारत का भविष्य कुछ और ही होता। कुछ इतिहासकारों का मानना है कि मुगल साम्राज्य इसलिए पतन के गर्त में गिरने लगा क्योंकि दारा शिकोह की मौत के समय औरंगजेब को महान सूफी संत और फारसी के प्रसिद्ध कवि सरमद ने श्राप दिया था।

सिंहासन पर बैठते ही औरंगजेब ने गैर-मुस्लिम भारत पर कड़ा शरिया शासन थोप दिया। विडंबना यह है कि अपने भाइयों, भतीजों और खुद के बच्चों के हत्यारे औरंगजेब को पाकिस्तान में मुसलमानों का नायक माना जाता है और दारा शिकोह को फुटनोट में ही जगह मिल पाई है। सौभाग्य से पाकिस्तान और भारत दोनों ही देशों में उदारवादी लेखकों ने दारा की अद्भुत विरासत को जिंदा रखा। कुछ वषरें के अंतराल पर उनके जीवन पर कोई न कोई किताब सामने आ जाती है। अगले सप्ताह 28 फरवरी को भारत सरकार बजट लाने जा रही है। हमें देखना होगा कि दिल्ली चुनावों में आप की जीत से मोदी ने क्या सबक लिए हैं। अगर वह इस जीत का कारण मुफ्त उपहार बांटना मानते हैं और सुधारों व ढांचागत विकास के कठिन रास्ते से हट जाते हैं तो यह शर्मनाक होगा। यही एकमात्र रास्ता है जिससे भारत में रोजगार पैदा होंगे और आर्थिक भविष्य सुनहरा होगा। अगर वह दिल्ली के चुनावों की पुनरावृत्तिनहीं चाहते तो उन्हे हिंदुओं के दक्षिणपंथी उभार पर अंकुश लगाना होगा। उन्हें औरंगजेब के कट्टरपंथ, असहिष्णु आचरण के बजाय दारा के विचारों से प्रेरणा लेनी होगी।

दिल्ली में गुरु गोबिंद सिंह इंद्रप्रस्थ यूनिवर्सिटी में आज भी दारा शिकोह द्वारा स्थापित किया गया पुस्तकालय मौजूद है। आप समय निकाल कर इसमें जाएं। अब यह भारतीय पुरातत्विक सर्वे द्वारा संचालित एक संग्रहालय के रूप में है। आप अपने दिमाग को दारा के विचारों की लौ प्रेरणा लेने दें कि धर्म सत्य, सौंदर्य, प्रेम और न्याय की शांतिपूर्ण तलाश है। जो सत्ता की हवस के लिए धर्म का इस्तेमाल करते हैं वे इतिहास के खलनायक हैं।

एक त्रासदी का मानवीय पहलू

पिछले छह हफ्तों से लेखक राजनेता शशि थरूर उस अजीब से चलन के शिकार हैं, जिसे मीडिया ट्रायल का नाम दिया जाता है। जब जिंदगी बुरा मोड़ लेती है तो मीडिया निष्ठुर भी हो सकता है। एक दिन तो यह सेलेब्रिटी को आसमान की बुलंदियों पर ले जाने में खुशी महसूस करता है और उतनी ही खुशी से यह अगले ही दिन उन्हें धड़ाम से नीचे लाकर पटक देता है। थरूर की पत्नी की त्रासदीपूर्ण मौत को एक साल से कुछ ज्यादा अरसा हो गया है। 1 जनवरी 2014 को सुनंदा ने अपने पति पर पाकिस्तानी पत्रकार के साथ अंतरंग संबंधों का आरोप लगाया था। जल्द ही दिल्ली के पांच सितारा होटल में उनकी मौत हो गई। कहा गया कि यह खुदकुशी थी। परंतु पिछले महीने पुलिस ने हत्या का मामला दायर किया और दिल्ली पुलिस के प्रमुख बीएस बस्सी ने कहा कि सुनंदा पुष्कर की मौत जहर से हुई।

2010 में विवाह के बाद से थरूर पति-पत्नी ‘ड्रीम कपल’ माने जाते थे। वे आक्रामक मीडिया के फोकस में अपनी ईर्ष्याजनक खुशनुमा जिंदगी जी रहे थे। सुनंदा आकर्षक थीं और शशि अच्छे वक्ता, करिश्माई अंदाज और बौद्धिक स्तर पर प्रेरक व्यक्तित्व वाले व्यक्ति हैं। परंपरागत भारतीय राजनेता की छवि में यह स्वागतयोग्य परिवर्तन था। आज दिल्ली पुलिस हत्या के मामले में शशि थरूर से पूछताछ कर रही है।

मानव की प्रवृत्ति त्रासदी के गहरे कारणों को तलाश करने और उन्हें समझने की कोशिश करने की बजाय पक्ष लेने की होती है। ‘किसने किया’ इस बारे में अटकलें लगाना निरर्थक है। वह पुलिस का काम है। अारोप लगाने की बजाय मानवीय तृष्णा (काम) की प्रकृति, इसकी अस्पष्ट सीमाएं और क्यों यह हम सबको एेसे संकट में डाल देती है, इसे समझना शायद उपयोगी होगा। खुद को त्रासदी के शिकार व्यक्ति की जगह रखकर शुरुआत करना ठीक होगा। ईसाई धर्म वाले पश्चिम में सृष्टि निर्मिति प्रकाश से शुरू हुई। बाइबल के अनुसार ईश्वर ने कहा- ‘प्रकाश हो जाए।’ प्राचीन भारतीय परंपरा कहती है कि प्रारंभ में तृष्णा (काम) थी। ऋग्वेद के अनुसार उस ‘एक’ के मन में ‘काम’ वह पहला बीज था, जिसकी ‘विशाल तृष्णा’ संसार की उत्पत्ति का कारण बनी। इस तरह ब्रह्मांड का जन्म आदिम जैविक ऊर्जा से हुआ। परंतु वह ‘एक’ को अकेलापन महसूस हुआ और उसने अपने शरीर को दो में विभाजित किया, जिससे स्त्री-पुरुष अस्तित्व में आए। उपनिषद में वर्णित यह आदिम विभाजन इशारा करता है कि मानव की मूल स्थिति अकेलेपन की है। हम दुनिया में अकेले आए थे और अकेले ही जाएंगे। अकेलापन दूर करने के लिए आदिम पुरुष ने आदिम स्री से संयोग किया और मानव जाति का प्रादुर्भाव हुआ। ‘काम’ की शारिरिक अंतरंगता हमारी एकाकीपन की भावनाअों पर काबू पाने में मददगार होती है।

चूंकि काम ही सबकुछ है- जीवन का स्रोत, क्रिया का मूल और सारी गतिविधियों का कारण, हमारे प्राचीन ऋषियों ने इसे ‘त्रिवर्ग’ में प्रतिष्ठित किया। जीवन के तीन लक्ष्य। इसके बाद भी भारतीय काम को लेकर दुविधा में ही रहे। वजह यह थी कि तृष्णा अंधी, उन्मत्त और इतनी आवेशयुक्त होती है कि उसे काबू में करना कठिन होता है। धोखाधड़ी, विश्वासघात, ईर्ष्या और अपराधबोध इसके चारों तरफ मंडराते रहते हैं। इस मामले में सुनंदा पुष्कर की ईर्ष्या के कारण यह त्रासदी हुई।

अपने मिश्रित स्वभाव के कारण ‘काम’ के अपने आशावादी और निराशावादी रहे हैं। आशावादी काम के दूसरे अर्थ ‘सुख’ पर ध्यान केंद्रित करते हैं। वे मानते हैं कि हमारे अल्प और रूखे जीवन में किसी प्रकार के सुख की अपेक्षा करने में कुछ गलत नहीं है। इसी विचार ने ‘कामसूत्र’ जैसी रचना, उद्‌दीपक कलाओं और प्रेम-काव्य को जन्म दिया, जो गुप्त साम्राज्य के दरबारों में खूब फले-फूले। निराशावादी प्राथमिक रूप से तपस्वी संन्यासी थे, जिनके लिए तृष्णा उनके आध्यात्मिक लक्ष्य में बाधक थी। भ्रम में पड़े संसारी लोग इन दो अतियों में मंडराते रहते और इनके उत्तर धर्म ग्रंथों में खोजते हैं। धर्मशास्त्रों ने काम के सकारात्मक गुणों को स्वीकार किया, लेकिन साथ ही इसे एकल विवाह तक सीमित कर दिया, लेिकन स्त्री-पुरुषों ने एकल विवाह के अतिक्रमण करने के तरीके खोज लिए, जिससे अवैध प्रेम का उदय हुआ।

महाकाव्यों के कवियों ने काम और धर्म में अंतर्निहित विरोधाभास के कारण इसमें निहित त्रासदी की आशंका को देख लिया था। यदि धर्म दूसरों के प्रति हमारा कर्तव्य है तो काम स्वयं के प्रति कर्तव्य है। महाकाव्यों में अामतौर पर धर्म, काम को मात दे देता है, क्योंकि हम यह मानते हैं कि अपने आनंद के लिए दूसरों को आहत करना गलत है। पुरुष सत्ता और यौन संबंधों में असमानता के कारण (सुनंदा जैसी) महिला के लिए त्रासदी की ज्यादा संभावना है। महाभारत में द्रौपदी का चीरहरण पुरुष सत्ता का सबसे जाना-पहचाना प्रदर्शन है।

पुष्कर-थरूर मामले के पीछे नैतिकता की कहानी है। केवल थरूर को ही अपनी अंतरात्मा में उनके विवाह में काम धर्म के अपरिहार्य संघर्ष और जिन सीमाओं का उल्लंघन हुआ उनका सच मालूम होगा। खुद के प्रति कर्तव्य और दूसरों के प्रति कर्तव्य के बीच राह निकालना आसान नहीं है। आप चाहे शारिरिक रूप से इसका उल्लंघन भी करें, हममें से कई दिल ही दिल में तो ऐसा करते हैं।

मशहूर शख्सियतों के ऐसे सेक्स स्कैंडल मीडिया के लिए बिन मांगी मुराद पूरी होने जैसा है, लेकिन यह घटना इससे कहीं आगे मनुष्य के गिरते नैतिक स्तर की ओर इशारा करती है। ‘काम’ केवल सृजन का कारक और परिणाम ही नहीं है, यह हर अच्छे आैर बुरे कर्म की जड़ में है। एक ओर यह प्रेम, प्रसन्नता और सृजन का कारण है तो ईर्ष्या, क्रोध और हिंसा के पीछे भी यही है। क्या इन दोनों पहलुअों को अलग नहीं किया जा सकता? क्या दर्द के बिना खुशी मिलना संभव है? क्या हिंसा के बिना सृजन हो सकता है? इस कहानी में हमारे युवाओं पर मध्यवर्गीय नैतिकताएं थोपने के लिए हमेशा तैयार हिंदू राष्ट्रवादियों के लिए राजनीतिक संदेश भी है। वे 19वीं सदी में विक्टोरियाकालीन इंग्लैंड के ईसाई मिशनरियों जैसा बर्ताव करते हैं। वे कामेच्छा की अनुमति नहीं देते या इसे पाप बताते हैं। इससे आम इंसान खुद को दोषी समझने लगता है। वे याद रखें कि हमारी शास्त्रीय परंपराओं में काम के सृजनात्मक पहलुओं को मान्यता हासिल है। विक्टोरियाइयों ने काम संबंधी इच्छाओं के लिए पाखंड का सहारा लिया, जबकि प्राचीन भारतीय इसके बारे में सहज रहे। आज इसका उल्टा हो रहा है। पश्चिमी समाज जहां इसके प्रति सहज और आधुनिक रवैया अपना चुका है, दक्षिणपंथी हिंदू समाज वेलेंटाइन डे जैसे आयोजनों का विरोध कर ज्यादा पाखंडी और असहनशील बनता जा रहा है।

AAP staged PM must heed a Mughal prince

On the fateful day that the Aam Aadmi Party won a stunning victory in Delhi’s state election, I was captivated by the tragedy of ‘Dara’, a superb play by Pakistani writer Shaheed Nadeem, which opened recently at the National Theatre in London. Schoolchildren across India know all about the murderous rivalry between Aurangzeb and Dara Shikoh for the Mughal throne but this play is not only about a war of succession; it is about what India was, what it became, and what it might have been. It speaks to us today and offers some sobering advice both to unhappy Pakistan and to Prime Minister Modi, including how to avoid shocking reverses such as the one delivered by Delhi’s voters this week.

There are turning points in human history. One of the most poignant in India’s history was the beheading of the Mughal emperor Shah Jahan’s eldest son and heir-apparent, Dara Shikoh. Ever since then Indians have been haunted by the tantalizing question: what would have been the course of our history had Dara become emperor instead of his orthodox and intolerant younger brother, Aurangzeb? The seeds of the violent partition of India in 1947 — carried out with disgraceful lack of responsibility by the last viceroy of India, Lord Mountbatten — were planted by events in Dara’s life, which led to the greatest mass migration in human history.

‘Dara’ is not only about the past. Like all great historical plays, it is about our present. While Londoners were drawing parallels with Islamic extremism of the IS in Syria, I was thinking about Mohan Bhagwat and the Rashtriya Swayamsevak Sangh’s project to convert India into a ‘Hindu rashtra’. Whereas Modi, like Dara, wants to rule India for all Indians, Bhagwat wants to change India into ill-fated Pakistan. All of the RSS, indeed the entire Sangh Parivar, should see this play.

No one quite understands the tsunami unleashed in Delhi by AAP, least of all Arvind Kejriwal. It is certainly a victory for India’s fickle democracy. But the nub is how will politicians interpret it. Prime Minister Modi should not learn the wrong lessons. It is not a negative verdict on his development and reform agenda — he should resist the temptation to turn populist. Instead, it is a rejection of the Sangh Parivar’s divisive politics. The magnitude of AAP’s victory suggests that many Delhi voters (especially the minorities), who had voted for Modi in May, deserted the BJP now. Hence, Modi needs to heed Dara.

Dara Shikoh (1615-1659) was a gentle Sufi intellectual, who believed that the search for God is the same for everyone and devoted his life to synthesizing Vedantic and Islamic spirituality. Thinking that the ‘hidden book’ in the Quran, ‘Kitab al-Maknun’, is in fact the Upanishads, he learned Sanskrit and translated the Upanishads, Bhagavad Gita, and Yoga Vasishtha into Persian with the help of the pundits of Banaras. Following in Akbar’s footsteps, he cultivated the Sikh guru, Har Rai, and was invited to lay the foundation stone of the Golden Temple in Amritsar. All this did not go well with the orthodox bigot Aurangzeb, who declared Dara a threat to public peace and a traitor to Islam. And so, Dara was put to death and Aurangzeb succeeded to the throne to establish a harsh Sharia rule over an overwhelmingly non-Muslim India. Ironically, today it is Aurangzeb — the killer of his brothers, nephews, and his own children — who is a Muslim hero in Pakistani history while Dara has been reduced to a footnote. Fortunately, liberal writers both in Pakistan and India keep his wonderful legacy alive by coming up with a new play or a book on his life every few years.

In a couple of weeks the government will announce its budget and we shall find out the sort of lessons that Modi has drawn from AAP’s victory. It would be a shame if he saw it as a victory for giveaways and handouts, and backs off from the difficult path of reforms and infrastructure building — the only sure way to create jobs and secure India’s economic future. If he does not want another repeat of what happened in Delhi, he must muzzle the Hindu right, teaching it not to emulate the intolerant, fanatical Aurangzeb but to be inspired by Dara’s idea of India.

हिंदुत्व नहीं, नौकरियां लाएं मोदी

2014 का वर्ष भाजपा के लिए शानदार रहा! मोदी की बहुत बड़ी उपलब्धि ने उनकी पार्टी को सुसंगत आर्थिक नीति दी, जो रोजगार निर्मित करने और आर्थिक वृद्धि के लिए बाजार पर निर्भर होती है। ऐसा करके, मोदी बड़ी संख्या में ऐसे महत्वाकांक्षी भारतीयों को भाजपा के दायरे में लाए, जो दो दशकों से ज्यादा के आर्थिक सुधारों के दौर में अपने प्रयासों से आगे बढ़े हैं। यह समूह अब भाजपा का ‘आर्थिक दक्षिण पंथ’ बन गया है। अपने प्रयासों से ऊपर उठने के बाद वे कांग्रेस की रियायतें व तोहफे बांटने की वामपंथी कल्याणकारी नीतियों के कारण उत्तरोत्तर बेचैन होते जा रहे थे। इन लोगों में से कई भाजपा के हिंदुत्व को पसंद नहीं करते। मोदी ने आर्थिक दक्षिणपंथ के लिए स्थान बनाकर अपनी पार्टी के ‘आर्थिक दक्षिणपंथ’ और ‘सांस्कृतिक दक्षिणपंथ’ के बीच तनाव पैदा कर दिया है।

संकट कुछ माह पूर्व ‘लव जेहाद’ की बात के साथ शुरू हुआ, लेकिन भाजपा के उत्तरप्रदेश उपचुनाव हारते ही वह सब खत्म हो गया। फिर मुस्लिमों के खिलाफ संसद में योगी आदित्यनाथ की टिप्पणियां आईं। स्मृति ईरानी केंद्रीय विद्यालयों में जर्मन के स्थान पर संस्कृत लाने का प्रयास करने के मामले में मुश्किल में फंसीं। फिर साध्वी निरंजन ज्योति ने गैर-हिंदुओं की वैधता पर सवाल उठाया। भाजपा के एक अन्य सांसद महोदय ने महात्मा गांधी के हत्यारे को ‘देशभक्त’ बता दिया। राज्यसभा जिस बात से ठप हुई वह था राष्ट्रीय स्वयंसेवक का थोक धर्मांतरण का कार्यक्रम ‘घर वापसी’ और मोहन भागवत का यह बयान की भारत ‘हिंदू राष्ट्र’ है। साध्वी प्राची व अन्य नेताओं ने हिंदुओं के कितने बच्चे होने चाहिए, इस पर बयानबाजी शुरू कर दी।

अचानक भाजपा के आर्थिक एजेंडे के हिंदुत्व के सांस्कृतिक एजेंडे में डूब जाने का खतरा पैदा हो गया। हफ्तों तक राज्यसभा ठप रही और विपक्ष ने महत्वपूर्ण आर्थिक सुधार रोककर सरकार को मुश्किल में डाल दिया। एक पल के लिए तो ‘शक्तिशाली’ मोदी, ‘कमजोर’ डॉ. मनमोहन सिंह जैसे दिखाई देने लगे। जिसे दुनियाभर में स्ट्रॉन्गमैन के रूप में स्वीकार किया गया हो उसका अचानक कमजोर दिखाई देना अजीब लगा। डॉ. सिंह इसी तरह तब कमजोर दिखाई दिए थे जब सोनिया गांधी की राष्ट्रीय सलाहकार परिषद (एनएसी) के ‘आंदोलनकारियों’ ने अजीब-सा और नुकसान पहुंचाने वाला भू-अधिग्रहण कानून बना डाला था। इससे भू-हस्तांतरण ठप हो गया और उद्योग, किसान व नौकरियों को बड़ा नुकसान हुआ। राजनीतिक दल तब चुनाव जीतते हैं जब वे उदारवादी मार्ग अपनाते हैं। चुनाव में मोदी की चमत्कारिक जीत का यही कारण है।

किंतु उनकी इस नीति ने पुराने अतिवादियों और वफादारों को असंतुष्ट कर दिया। सफल नेता जानता है कि उन्हें कैसे समायोजित किया जाए। रोनाल्ड रेगन ने अमेरिका में रिपब्लिकन पार्टी के सांस्कृतिक गुट पर लगाम लगाकर रखी, क्योंकि वे अर्थव्यवस्था पर अनवरत फोकस बनाए रखना चाहते थे। रिपब्लिकन पार्टी के पिछले प्रत्याशी मिट रोमनी इसलिए नाकाम रहे, क्योंकि वे पार्टी के सांस्कृतिक दक्षिणपंथियों को पुचकारते रहे। इंग्लैंड में कंज़र्वेटिव पार्टी के नेता डेविड कैमरन इस वक्त इसीलिए नाकाम हो रहे हैं, क्योंकि वे अपनी पार्टी के ‘सांस्कृतिक दक्षिणपंथी’ और उनकी यूरोप विरोधी नीति को संभाल नहीं पा रहे हैं। इसके विपरीत टोनी ब्लेयर लेबर पार्टी के वामपंथी यूनियनों और अतिवादियों को हाशिये पर डालने में सफल हुए थे। भारत में सोनिया गांधी अपने अतिवादियों को काबू में लाने में नाकाम रहीं। उन्होंने यूपीए-1 में वामपंथी सहयोगियों और यूपीए-2 में राष्ट्रीय सलाहकार परिषद के आंदोलनकारियों को सरकारी एजेंडा तय करने दिया।

मोदी को अच्छी तरह मालूम है कि लोगों ने उन्हें नौकरियां और आर्थिक तरक्की लाने के लिए वोट दिए हैं, इसीलिए उन्हें संघ परिवार के उच्छृंखल अतिवादियों को काबू करना ही होगा। यह आसान नहीं होगा, क्योंकि भविष्य के चुनावों के लिए उन्हें आरएसएस की पैदल सेना की जरूरत होगी। पर ऐसा वे पहले भी कर चुके हैं। गुजरात के मुख्यमंत्री के रूप में न सिर्फ उन्होंने आरएसएस बहुल मंत्रिमंडल को बर्खास्त कर दिया था बल्कि पूरे आरएसएस संगठन को हाशिये पर पहुंचा दिया था। संस्कृत में एक अद्‌भुत शब्द है ‘एकाग्रता’, जिसे पतंजलि ने अपने योग सूत्र में आध्यात्मिक उन्नति के लिए आवश्यक बताया है। भौतिक प्रगति के लिए भी एक बिंदु पर एकाग्र होना जरूरी होता है।

आप सरकार में ‘िवकास’ की बात करके संगठन में ‘धर्मांतरण’ की चर्चा नहीं कर सकते। नौकरियां आएंगी यदि व्यवसाय करने के मामले में भारत मौजूदा 142वें स्थान से उठकर 50वें स्थान पर आ जाए, लेकिन इसके लिए सांस्थानिक परिवर्तन जरूरी होगा। भारत में कोई व्यवसाय शुरू करने के लिए 65 मंजूरियां जरूरी क्यों होनी चाहिए जब हमारे प्रतिस्पर्द्धियों के यहां 10 मंजूरियां ही काफी हैं? कर विभाग में हर दूसरा अधिकारी भ्रष्ट समझा जाता है। यह सब बदलने के लिए शीर्ष पर पूरी एकाग्रता जरूरी है।

आर्थिक सुधार शुरू होने के दो दशकों के बाद चुपके से सुधार लाना भारत के लिए अच्छा नहीं होगा। मोदी को अपने सुधार ‘गले उतारने’ होंगे खासतौर पर अपनी पार्टी के ‘सांस्कृतिक दक्षिणपंथियों’ के। उन्हें मनमोहन सिंह की गलती टालनी होगी, जो अपनी पार्टी यहां तक कि सोनिया गांधी तक का दृष्टिकोण बदलने में नाकाम रहे! अब जब सरकार ने अध्यादेश के जरिये बीमा व कोयला सुधारों की घोषणा कर ही दी है तो मोदी के सामने चुनौती उसके फायदों के बारे में लोगों को शिक्षित करने की है और फायदे काफी हैं। यदि वे राष्ट्रवादी दक्षिणपंथ की भाषा इस्तेमाल करते हैं तो उन्हें काफी मदद मिलेगी। उन्हें भारत के महान व्यापारिक भूतकाल की याद दिलानी चाहिए, जब रोज एक रोमन जहाज भारतीय बंदरगाह पर पहुंचता था। उन्हें अमूर्त शब्दों में बाजार की बात नहीं करनी चाहिए। उन्हें तो हम्पी के प्रसिद्ध बाजारों की बात करनी चाहिए। करों की निम्न दर को समझाने के लिए उन्हें ‘अर्थशास्त्र’ का सहारा लेना चाहिए, जहां राजधर्म ‘ शतभाग’ (या 15 फीसदी टैक्स दर) देने को कहता है।

‘आर्थिक दक्षिणपंथ’ अपने बूते चुनाव नहीं जीत सकता, क्योंकि चुनाव में मुक्त बाजार को गले उतारना मुश्किल है। जब हर व्यक्ति अपने हित को साधने में लग जाता है तो परोक्ष रूप से पूरे समाज को ही इसका फायदा पहुंचता है। महान अर्थशास्त्री एडम स्मिथ ने कहा है कि ‘अदृश्य हाथों’ से हर किसी को फायदा पहुंचता है। मुश्किल यह है कि मतदाता को यह हाथ नजर नहीं आता और इसीलिए वह आमतौर पर ऐसे लोक-लुभावन प्रत्याशी के फेर में पड़ जाता है, जो मुफ्त की बिजली और भोजन के वादे करता है।

‘सांस्कृतिक दक्षिणपंथी’ भी अपने बूते चुनाव नहीं जीत सकते, क्योंकि उनके संदेश उदारवादी वोटर को अतिवादी लगते हैं। प्रधानमंत्री मोदी के सामने काम स्पष्ट है- उन्हें सांस्कृतिक अतिवादियों की चिंताएं दूर करनी होगी और साथ ही उन्हें नौकरियां पैदा करने के एजेंडे पर पूरी एकाग्रता से लगे रहना होगा। हर पार्टी के अपने अतिवादी होते हैं और अच्छे नेता को उन पर काबू पाना होता है।
