हिंदुत्व नहीं, नौकरियां लाएं मोदी

2014 का वर्ष भाजपा के लिए शानदार रहा! मोदी की बहुत बड़ी उपलब्धि ने उनकी पार्टी को सुसंगत आर्थिक नीति दी, जो रोजगार निर्मित करने और आर्थिक वृद्धि के लिए बाजार पर निर्भर होती है। ऐसा करके, मोदी बड़ी संख्या में ऐसे महत्वाकांक्षी भारतीयों को भाजपा के दायरे में लाए, जो दो दशकों से ज्यादा के आर्थिक सुधारों के दौर में अपने प्रयासों से आगे बढ़े हैं। यह समूह अब भाजपा का ‘आर्थिक दक्षिण पंथ’ बन गया है। अपने प्रयासों से ऊपर उठने के बाद वे कांग्रेस की रियायतें व तोहफे बांटने की वामपंथी कल्याणकारी नीतियों के कारण उत्तरोत्तर बेचैन होते जा रहे थे। इन लोगों में से कई भाजपा के हिंदुत्व को पसंद नहीं करते। मोदी ने आर्थिक दक्षिणपंथ के लिए स्थान बनाकर अपनी पार्टी के ‘आर्थिक दक्षिणपंथ’ और ‘सांस्कृतिक दक्षिणपंथ’ के बीच तनाव पैदा कर दिया है।

संकट कुछ माह पूर्व ‘लव जेहाद’ की बात के साथ शुरू हुआ, लेकिन भाजपा के उत्तरप्रदेश उपचुनाव हारते ही वह सब खत्म हो गया। फिर मुस्लिमों के खिलाफ संसद में योगी आदित्यनाथ की टिप्पणियां आईं। स्मृति ईरानी केंद्रीय विद्यालयों में जर्मन के स्थान पर संस्कृत लाने का प्रयास करने के मामले में मुश्किल में फंसीं। फिर साध्वी निरंजन ज्योति ने गैर-हिंदुओं की वैधता पर सवाल उठाया। भाजपा के एक अन्य सांसद महोदय ने महात्मा गांधी के हत्यारे को ‘देशभक्त’ बता दिया। राज्यसभा जिस बात से ठप हुई वह था राष्ट्रीय स्वयंसेवक का थोक धर्मांतरण का कार्यक्रम ‘घर वापसी’ और मोहन भागवत का यह बयान की भारत ‘हिंदू राष्ट्र’ है। साध्वी प्राची व अन्य नेताओं ने हिंदुओं के कितने बच्चे होने चाहिए, इस पर बयानबाजी शुरू कर दी।

अचानक भाजपा के आर्थिक एजेंडे के हिंदुत्व के सांस्कृतिक एजेंडे में डूब जाने का खतरा पैदा हो गया। हफ्तों तक राज्यसभा ठप रही और विपक्ष ने महत्वपूर्ण आर्थिक सुधार रोककर सरकार को मुश्किल में डाल दिया। एक पल के लिए तो ‘शक्तिशाली’ मोदी, ‘कमजोर’ डॉ. मनमोहन सिंह जैसे दिखाई देने लगे। जिसे दुनियाभर में स्ट्रॉन्गमैन के रूप में स्वीकार किया गया हो उसका अचानक कमजोर दिखाई देना अजीब लगा। डॉ. सिंह इसी तरह तब कमजोर दिखाई दिए थे जब सोनिया गांधी की राष्ट्रीय सलाहकार परिषद (एनएसी) के ‘आंदोलनकारियों’ ने अजीब-सा और नुकसान पहुंचाने वाला भू-अधिग्रहण कानून बना डाला था। इससे भू-हस्तांतरण ठप हो गया और उद्योग, किसान व नौकरियों को बड़ा नुकसान हुआ। राजनीतिक दल तब चुनाव जीतते हैं जब वे उदारवादी मार्ग अपनाते हैं। चुनाव में मोदी की चमत्कारिक जीत का यही कारण है।

किंतु उनकी इस नीति ने पुराने अतिवादियों और वफादारों को असंतुष्ट कर दिया। सफल नेता जानता है कि उन्हें कैसे समायोजित किया जाए। रोनाल्ड रेगन ने अमेरिका में रिपब्लिकन पार्टी के सांस्कृतिक गुट पर लगाम लगाकर रखी, क्योंकि वे अर्थव्यवस्था पर अनवरत फोकस बनाए रखना चाहते थे। रिपब्लिकन पार्टी के पिछले प्रत्याशी मिट रोमनी इसलिए नाकाम रहे, क्योंकि वे पार्टी के सांस्कृतिक दक्षिणपंथियों को पुचकारते रहे। इंग्लैंड में कंज़र्वेटिव पार्टी के नेता डेविड कैमरन इस वक्त इसीलिए नाकाम हो रहे हैं, क्योंकि वे अपनी पार्टी के ‘सांस्कृतिक दक्षिणपंथी’ और उनकी यूरोप विरोधी नीति को संभाल नहीं पा रहे हैं। इसके विपरीत टोनी ब्लेयर लेबर पार्टी के वामपंथी यूनियनों और अतिवादियों को हाशिये पर डालने में सफल हुए थे। भारत में सोनिया गांधी अपने अतिवादियों को काबू में लाने में नाकाम रहीं। उन्होंने यूपीए-1 में वामपंथी सहयोगियों और यूपीए-2 में राष्ट्रीय सलाहकार परिषद के आंदोलनकारियों को सरकारी एजेंडा तय करने दिया।

मोदी को अच्छी तरह मालूम है कि लोगों ने उन्हें नौकरियां और आर्थिक तरक्की लाने के लिए वोट दिए हैं, इसीलिए उन्हें संघ परिवार के उच्छृंखल अतिवादियों को काबू करना ही होगा। यह आसान नहीं होगा, क्योंकि भविष्य के चुनावों के लिए उन्हें आरएसएस की पैदल सेना की जरूरत होगी। पर ऐसा वे पहले भी कर चुके हैं। गुजरात के मुख्यमंत्री के रूप में न सिर्फ उन्होंने आरएसएस बहुल मंत्रिमंडल को बर्खास्त कर दिया था बल्कि पूरे आरएसएस संगठन को हाशिये पर पहुंचा दिया था। संस्कृत में एक अद्‌भुत शब्द है ‘एकाग्रता’, जिसे पतंजलि ने अपने योग सूत्र में आध्यात्मिक उन्नति के लिए आवश्यक बताया है। भौतिक प्रगति के लिए भी एक बिंदु पर एकाग्र होना जरूरी होता है।

आप सरकार में ‘िवकास’ की बात करके संगठन में ‘धर्मांतरण’ की चर्चा नहीं कर सकते। नौकरियां आएंगी यदि व्यवसाय करने के मामले में भारत मौजूदा 142वें स्थान से उठकर 50वें स्थान पर आ जाए, लेकिन इसके लिए सांस्थानिक परिवर्तन जरूरी होगा। भारत में कोई व्यवसाय शुरू करने के लिए 65 मंजूरियां जरूरी क्यों होनी चाहिए जब हमारे प्रतिस्पर्द्धियों के यहां 10 मंजूरियां ही काफी हैं? कर विभाग में हर दूसरा अधिकारी भ्रष्ट समझा जाता है। यह सब बदलने के लिए शीर्ष पर पूरी एकाग्रता जरूरी है।

आर्थिक सुधार शुरू होने के दो दशकों के बाद चुपके से सुधार लाना भारत के लिए अच्छा नहीं होगा। मोदी को अपने सुधार ‘गले उतारने’ होंगे खासतौर पर अपनी पार्टी के ‘सांस्कृतिक दक्षिणपंथियों’ के। उन्हें मनमोहन सिंह की गलती टालनी होगी, जो अपनी पार्टी यहां तक कि सोनिया गांधी तक का दृष्टिकोण बदलने में नाकाम रहे! अब जब सरकार ने अध्यादेश के जरिये बीमा व कोयला सुधारों की घोषणा कर ही दी है तो मोदी के सामने चुनौती उसके फायदों के बारे में लोगों को शिक्षित करने की है और फायदे काफी हैं। यदि वे राष्ट्रवादी दक्षिणपंथ की भाषा इस्तेमाल करते हैं तो उन्हें काफी मदद मिलेगी। उन्हें भारत के महान व्यापारिक भूतकाल की याद दिलानी चाहिए, जब रोज एक रोमन जहाज भारतीय बंदरगाह पर पहुंचता था। उन्हें अमूर्त शब्दों में बाजार की बात नहीं करनी चाहिए। उन्हें तो हम्पी के प्रसिद्ध बाजारों की बात करनी चाहिए। करों की निम्न दर को समझाने के लिए उन्हें ‘अर्थशास्त्र’ का सहारा लेना चाहिए, जहां राजधर्म ‘ शतभाग’ (या 15 फीसदी टैक्स दर) देने को कहता है।

‘आर्थिक दक्षिणपंथ’ अपने बूते चुनाव नहीं जीत सकता, क्योंकि चुनाव में मुक्त बाजार को गले उतारना मुश्किल है। जब हर व्यक्ति अपने हित को साधने में लग जाता है तो परोक्ष रूप से पूरे समाज को ही इसका फायदा पहुंचता है। महान अर्थशास्त्री एडम स्मिथ ने कहा है कि ‘अदृश्य हाथों’ से हर किसी को फायदा पहुंचता है। मुश्किल यह है कि मतदाता को यह हाथ नजर नहीं आता और इसीलिए वह आमतौर पर ऐसे लोक-लुभावन प्रत्याशी के फेर में पड़ जाता है, जो मुफ्त की बिजली और भोजन के वादे करता है।

‘सांस्कृतिक दक्षिणपंथी’ भी अपने बूते चुनाव नहीं जीत सकते, क्योंकि उनके संदेश उदारवादी वोटर को अतिवादी लगते हैं। प्रधानमंत्री मोदी के सामने काम स्पष्ट है- उन्हें सांस्कृतिक अतिवादियों की चिंताएं दूर करनी होगी और साथ ही उन्हें नौकरियां पैदा करने के एजेंडे पर पूरी एकाग्रता से लगे रहना होगा। हर पार्टी के अपने अतिवादी होते हैं और अच्छे नेता को उन पर काबू पाना होता है।

Dharma vs desire, therein hangs a morality tale

For the past few weeks Shashi Tharoor, the celebrated writer and politician, has been the victim of a phenomenon called trial by media. The me dia can be unkind when life takes a bad turn. It delights in raising celebrities to the sky on one day, and with equal glee brings them crashing down the next. If you live your life under the glare of publicity, you must be pre pared to be tried by the public.
It has been just over a year It has been just over a year since the tragic death of Tharoor’s wife, Sunanda Pushkar. Earlier this month, the police filed a case of murder. Since their marriage in 2010, the Tharoors had been a ‘dream couple’. They fell in love and married equally publicly.They were the toast of the town, living their enviably happy life under the spotlight of a ravenous media. She was attractive and vivacious; he was eloquent, charismatic and intellectually stimulating -a welcome change from the traditional Indian politician.
Human beings prefer to take sides rather than try and understand the deeper causes understand the deeper causes of tragedy. There is no point speculating about the ‘whodunnit’ -that is a job for the police. Rather than apportion blame, it is more useful to focus on the nature of human desire, its am biguous boundaries, and why it gets us into such trouble. The correct place to begin is em pathy -it could have happened to you or me.
In the beginning was kama – desire. Unlike the Judaic-Christian tradition where creation began with light in Genesis, the ancient Indian cosmos is born from kama, the primal biological energy. Kama was the first seed in the mind of the One, whose ‘great desire’ led to the cre ation of the universe, according to the Rig Veda. But the One felt alone, and it split its body into two, giving rise to man and woman. This primordial division, described in the Up anishads, suggests that the fundamental hu man condition is loneliness. To overcome it, primordial man copulated with woman and from their union the human race was born. Physical intimacy helps to overcome some of our feelings of isolation.
Hindu nationalists should remember our civilization’s roots before their next prudish outburst. Because kama is everything – the source of life, the root of all activity – it was elevated to trivarga, one of the three goals of life. Despite that, Indians have remained ambivalent. The reason is that desire can be blind, insane and infuriatingly hard to manage. Deception, betrayal, jealousy and guilt hover around it.
Because of its ambivalent nature, kama has had its optimists and pessimists. The optimists focused on the other meaning of kama – pleasure – believing it not unreasonable to expect some sort of pleasure in our short, dreary lives.This led to the Kama Sutra, erotic arts and love poetry which flowered in the courts of the Gupta empire. The pessimists were primarily renouncers and sanyasis, for whom desire was an obstacle to their spiritual project. The confused householder oscillated between the extremes and sought answers in the dharma texts. The dharma shastras accepted kama’s positive qualities but decreed that it had to be confined to marriage and procreation. Although monogamy was integrated into the rules of dharma, men and women found ways to transgress, giving rise to illicit love.
The epic poets grasped kama’s three-fold nature – it is procreative; capable of ecstatic pleasure; and wildly uncontrollable. They saw its potential for lable. They saw its potential for tragedy because of an inherent conflict between kama and dharma. If dharma is our duty to others, kama is our duty to ourselves. Dharma usually trumps kama in the epics because we recognize that it is wrong to hurt another in pursuit of pleasure. A woman (like Pushkar) is generally more vulnerable to tragedy because of patriarchic inequality, as Draupadi would have testified at her disrobing in the Mahabharata.
Behind the Pushkar-Tharoor tragedy is a morality tale. Only Shashi Tharoor’s conscience knows the truth about the inevitable conflicts between kama and dharma in their marriage and the limits that were transgressed. It is not easy to navigate between one’s duty to oneself and the duty to another. Even if one doesn’t transgress physically, one does so in one’s heart. Desire is infuriating and this, alas, is the bewildering human condition.

संस्कृत पर अधूरी बहस

एक समय था जब मैं विश्वास करता था कि मैं एक वैश्विक नागरिक हूं और इस पर गर्व अनुभव करता था कि घास की एक पत्ती बहुत कुछ दूसरी पत्ती की तरह ही होती है। लेकिन अब मैं पाता हूं कि इस धरती पर घास की प्रत्येक पत्ती का अपना एक विशिष्ट स्थान है, जहां से वह अपना जीवन और ताकत पाती है। ऐसे ही किसी भी व्यक्ति की जड़ उस जमीन में होती है जहां से वह अपने जीवन और उससे संबंधित धारणा-विश्वास को अर्जित करता है। जब कोई अपने अतीत की तलाश करता है तो उन जड़ों को मजबूत करने में मदद मिलती है और खुद में आत्मविश्वास आता है। इतिहास को भूलने का मतलब है खुद अपने आपको भुलाने का खतरा। अपनी इस धारणा के तहत ही मैंने कुछ वषरें पूर्व संस्कृत को पढ़ना आरंभ किया था। अपने कॉलेज के दिनों से थोड़ी बहुत संस्कृत की जानकारी मुझे थी, लेकिन अब मैं महाभारत को पढ़ना चाहता था। इसके पीछे मेरा कोई धार्मिक अथवा राजनीतिक उद्देश्य नहीं था, बल्कि यह एक साहित्यिक लगाव था। इस पुस्तक को पूरी सजगता के साथ मैं अपने वर्तमान के लिए पढ़ना चाहता था जो हमारे जीवन को अधिक अर्थपूर्ण बनाता है। मैंने एक पंडित अथवा शास्त्री की तलाश की, लेकिन कोई भी मेरी इस जिज्ञासा को साझा करने के लिए तैयार नहीं हुआ। इस प्रकार मुझे इसके लिए शिकागो यूनिवर्सिटी की ओर रुख करना पड़ा। मुझे संस्कृत पढ़ने के लिए इसलिए विदेश का रुख करना पड़ा, क्योंकि भारत में प्राय: यह एक कटु अनुभव साबित होता है। हालांकि हमारे यहां दर्जनों की संख्या में संस्कृत विश्वविद्यालय हैं, बावजूद इसके हमारे प्रतिभाशाली छात्र संस्कृत अध्यापक अथवा विद्वान नहीं बनना चाहते हैं।

दरअसल मध्य वर्ग इस विषय की पढ़ाई करके नौकरी को लेकर खुद को असुरक्षित महसूस करता है। इसका एक कारण यह भी है कि संस्कृत विषय को खुले तौर पर, जिज्ञासु रूप में और विश्लेषणात्मक मानसिकता से नहीं पढ़ाया जाता। आज संस्कृत के विद्वानों में आजादी के पूर्व की पीढ़ी का कोई ऐसा उत्ताराधिकारी नहीं है जो इस विषय का विशिष्ट ज्ञान रखता हो और वह अंतरराष्ट्रीय जिज्ञासुओं के लिए कुछ लिखने-बताने की क्षमता रखता हो। प्राचीन ज्ञान की महान परंपरा भी अब खतरे में पड़ती दिख रही है।

वर्तमान विवाद में हमारे स्कूलों में संस्कृत की शिक्षा को लेकर कोई बहस नहीं हो रही है, जो अनिवार्य रूप से होनी चाहिए। शिक्षा का प्राथमिक उद्देश्य यह नहीं है कि किसी भाषा को पढ़ाया जाए अथवा कुछ तथ्यों को रटाया जाए, बल्कि इसका उद्देश्य विचार की क्षमता को बढ़ाना, प्रश्न करना, विषयों की व्याख्या करना और हमारी बोध क्षमताओं को विकसित करना है। इसका दूसरा उद्देश्य प्रेरणा भरना और युवाओं में मूल्यों का विकास है। केवल एक लगनशील व्यक्ति ही कुछ भी हासिल करने की क्षमता रखता है। ऐसा व्यक्ति ही अपनी पूर्ण मानवीय क्षमताओं को समझ सकता है और उन्हें हासिल कर सकता है। इन दोनों ही लक्ष्यों को हासिल करने के लिए हमें लगनशील अध्यापकों की जरूरत है और यही कमी भारतीय शिक्षा की समस्याओं की मूल जड़ है। तमाम अभिभावकों और छात्रों का मानना है कि शिक्षा केवल जीने का एक जरिया है, जबकि वास्तविकता यह है कि यह हमारे जीवन को बनाती है अथवा उसे आकार देती है। निश्चित ही बाद में शिक्षा हमारे कॅरियर को भी बनाती है, लेकिन शुरुआती शिक्षा हममें खुद अपने बारे में विचार करने, कल्पना करने और सपने देखने का आत्मविश्वास भरती है। संस्कृत की उपयुक्त शिक्षा हममें आत्मबोध और मानवीयता की भावना का विकास करती है, जैसा कि लैटिन और ग्रीक की पढ़ाई ने पीढ़ी दर पीढ़ी यूरोपीय लोगों के लिए किया है। वे अपनी जड़ों को पुराने रोम और यूनान में पाते हैं। यह उन लोगों के लिए एक उत्तर है जो पूछते हैं कि आखिर क्यों हम संस्कृत जैसी एक कठिन भाषा की पढ़ाई पर खर्च करें, जबकि हम इकोनामिक्स और कॉमर्स जैसे विषयों की पढ़ाई से अपने जीवन की संभावनाओं को बेहतर बना सकते हैं? वास्तव में संस्कृत भी यह काम कर सकती है और किसी के लिए भी अवसरों को बढ़ा सकती है। इस भाषा के व्याकरण नियमों को सीखने के लिए की गई कठिन मेहनत हमें अपने विचारों को गढ़ने और उन्हें अभिव्यक्त करने की क्षमता दे सकती है। स्कूलों में त्रिभाषा फार्मूले के तहत संस्कृत का अध्ययन विफल रहा। बेहतर अध्यापकों की कमी और खराब पाठ्यक्रम के कारण यह युवाओं का ध्यान आकर्षित नहीं कर पाई। पौराणिक कामिक बुक्स जैसे कि अमर चित्रकथा और संस्कृत में टीवी कार्टूनों के माध्यम से बच्चों में संस्कृत के प्रति रुचि जगाई जा सकती है। संस्कृत को लेकर मीडिया में चल रही बहस के मुताबिक स्कूलों में संस्कृत की शिक्षा अनिवार्य करना गलत है। संस्कृत को रटाने और इसे अनिवार्य बनाने के बजाय इसकी बेहतर शिक्षा पर जोर दिया जाना चाहिए।

वर्तमान बहस में दोनों ही पक्षों में गंभीरता का अभाव दिखता है, जो केवल अज्ञानता और उन्माद पर आधारित हैं। हिंदुत्ववादियों और सेक्युलरवादियों दोनों को ही समझना चाहिए कि आखिर क्यों आधुनिक युवा संस्कृत से दूर हैं? प्राचीन भारत में हवाई जहाज, स्टेम सेल शोध और प्लास्टिक सर्जरी के आडंबरपूर्ण दावों के कारण संस्कृत की वास्तविक उपलब्धियों और इसकी विश्वसनीयता की उपेक्षा हुई है। उदाहरण के लिए गणितीय दशमलव पद्धति को लिया जा सकता है। हिंदुत्ववादी पक्ष में खुलेपन का अभाव है, जबकि हमारे पूर्वज साहित्य, दर्शन, नाट्य रचना, विज्ञान और गणित को लेकर बहुत ही रचनात्मक और खुले विचारों वाले थे। राष्ट्रवादियों के इन नारों कि भारत एक हिंदू राष्ट्र है अथवा भगवद्गीता को राष्ट्रीय ग्रंथ घोषित किया जाना चाहिए, ने लोगों को निराश किया है, क्योंकि ऐसा करके भारत को पाकिस्तान के साथ खड़ा किया जा रहा है। दूसरी तरफ वामपंथी चाहे वे मा‌र्क्सवादी हों, नारीवादी हों या पर्यावरणवादी, भी इतिहास को वर्ग, जाति और लैंगिक संघर्ष के संदर्भ में देखने के दोषी हैं। वे उत्तर उपनिवेशवादी इतिहास को औपनिवेशिक दमन के नजरिये से देखते हैं। 18वीं और 19वीं शताब्दी में संस्कृत के प्रति पश्चिमी विद्वानों का योगदान अमूल्य है। उन्होंने ही प्राचीन पांडुलिपियों के गूढ़ रहस्यों को बताया और अतीत के दरवाजों को खोला।

हमें भारत में संस्कृत के भविष्य की परवाह इसलिए करनी चाहिए ताकि हमारे बच्चे अच्छा जीवन व्यतीत कर सकें। इससे कुछ सर्वाधिक आधारभूत प्रश्नों का जवाब हासिल किया जा सकता है जैसे कि जीवन का क्या अर्थ है? इतिहास के ज्ञान से हम अधिक परिपक्व और आत्मविश्वासी व्यक्ति बनते हैं। यदि हम पिछले 3000 वर्षों के ब्यौरों को पढ़ने की योग्यता खो देंगे तो मानव जीवन के लिए जरूरी कुछ अनिवार्य और आधारभूत चीजों को भी खो देंगे। संस्कृत को पुनर्जीवित करते समय हमें अनिवार्य रूप से इसे धर्म से अलग करना चाहिए। यह राजनीतिक कार्यक्रम न होकर, सभी चिंतनशील भारतीयों की चिंता होनी चाहिए। संस्कृत को पुनर्जीवित करने को लेकर ताजा विवाद अच्छी बात होगी यदि भारत में संस्कृत को पढ़ाने और इसे सीखने की गुणवत्ता में इजाफा हो।

धारावी से प्रेरणा लेकर शहर बनाएं

प्रधानमंत्री नरेंद्र मोदी जल्द ही हमारे शहरों को पुनर्जीवित करने वाले महत्वाकांक्षी कार्यक्रम की शुरुआत ‘स्मार्ट सिटी’ के बैनर तले करने वाले हैं। हालांकि, भारतीय शहर स्मार्ट तब बनेंगे जब इन्हें उन वास्तविक परिस्थितियों को केंद्र में रखकर बनाया जाएगा, जिनमें भारतीय काम करते हैं और उन्हें लालची राज्य सरकारों के चंगुल से छुड़ाकर स्वायत्तता दी  जाएगी। जब तक शहरों में सीधे चुने गए ऐसे मेयर नहीं होंगे, जिन्हें शहर के लिए पैसा जुटाने की आज़ादी हो और म्यूनिसिपल कमिश्नर जिनके मातहत हों, तब  तक शहरी भारत स्मार्ट होने वाला नहीं।
‘स्मार्ट सिटी’ जुमला हमारी कल्पना को आकर्षित करता है और महत्वाकांक्षी भारत के सामने टेक्नोलॉजी पर आधारित टिकाऊ शहरी भारत का विज़न रखता है। आज़ादी के बाद मोदी पहले ऐसे राजनेता हैं, जो शहरों के बारे में सकारात्मक ढंग से बोल रहे हैं। अब तक नेताओं ने पैसे के लिए शहरों का दोहन तो किया है पर उसमें निवेश कुछ नहीं किया। सरल-सा कारण था, वोट तो गांवों में ही थे। मोदी को अहसास है कि भारत का भविष्य शहरों में लिखा जाएगा। एक-तिहाई भारत तो पहले से ही वहां रह रहा है और देश का दो-तिहाई रोजगार व संपदा वहां पैदा हो रही है। 2030 तक हमारे शहर देश की प्रति व्यक्ति आय में चार गुना इजाफा करेंगे।

आज भारतीय शहर संकट में है। भीड़भरे, शोर-गुल, प्रदूषण और हिंसा। शहरों की भद्‌दी वास्तविकता के कारण हम गांवों के रूमानी सपनों में खो जाते हैं। शहर से ही आए महात्मा गांधी ऐसे ही आत्म-निर्भर गांवों की कल्पना करते थे, जब तक कि डॉ. भीमराव आंबेडकर ने उनके दृष्टिकोण को नहीं सुधारा। उन्होंने कहा, ‘गांव स्थानीयवाद के कूड़ेदान, अज्ञान के अड्‌डे, संकुचित मानसिकता और सांप्रदायिकता के सिवाय है क्या? ’ नेहरू भी गांवों को लेकर दुविधापूर्ण मनस्थिति में थे। उनका संदेह इस समाजवादी विचार से उपजा था कि  शहर, गांवों से आने वाले गरीब कामगारों का शोषण करते हैं। 1940 और 1950 के दशक की हिंदी फिल्मों ने भी ‘गुणवान’ गांवों और ‘अनैतिक’ शहरों की यह छवि पुष्ट की थी।

नेहरू के समय से ही शहरों के लिए कुलीनवादी मास्टर प्लान बनाने का फैशन था। इसमें जमीन, पूंजी और पानी की भारी बर्बादी होती और इसमें भारतीय हजारों वर्षों से जिस तरह रह रहे हैं, उसे नजरअंदाज कर दिया जाता है। ये सख्त मास्टर प्लान कामकाजी और रहने की जगहों को अलग करने के उच्च वर्ग के विचार पर आधारित होते हैं। यह बहुत विनाशक तरीके से कुछ साल पहले सुप्रीम कोर्ट के एक फैसले में व्यक्त हुआ, जिसने दिल्ली के लाखों गरीबों की आजीविका खत्म कर दी।

इसी मानसिकता ने नेहरू को पंजाब व हरियाणा की राजधानी के रूप में चंडीगढ़ स्थापित करने को प्रेरित किया, जिसमें कई एकड़ आकर्षक ग्रीन बेल्ट मौजूद है। चंडीगढ़ मुख्यत: नौकरशाहों के लिए हैं और आम आदमी की आजीविका के विरुद्ध है। अब मोदी ने हमारी शब्दावली में ‘स्मार्ट सिटी’ जुमला और ला दिया है। मैं समझता हूं कि यह पर्यावरण के अनुकूल, टेक्नोलॉजी से एकीकृत और समझदारी से नियोजित शहर है, जिसका जोर सूचना प्रौद्योगिकी के जरिये शहरी मुश्किलें दूर करने पर है।

किंतु शहर तब तक ‘स्मार्ट’ नहीं हो सकता जब तक यह आम आदमी की आजीविका को केंद्र में रखकर डिजाइन नहीं किया जाता। इसके लिए मानवीय दृष्टिकोण से हमारे शहरी गरीबों और अनौपचारिक अर्थव्यवस्था को केंद्र में रखकर सोचना चाहिए। हमें हरे-भरे चंडीगढ़ से नहीं, मुंबई की कुख्यात झुग्गी बस्ती धारावी से प्रेरणा लेनी चाहिए। यह हमें बताती है कि जब गांवों के लोग आजीविका की तलाश में शहरों में आते हैं और काम की जगह के पास ही रहने की जगह खोज लेते हैं तो किस प्रकार शहर का संगठित रूप से विकास होता है।

उनकी जरूरतें पूरी करने के लिए किराना, हेयर कटिंग सैलून, साइकिल रिपेयर और मोबाइल फोन रिचार्जिंग की दुकानें पैदा हो जाती हैं। धारावी की ताकत सड़कों पर दिखाई देने वाली सामाजिकता है, जहां अजनबियों के साथ परस्पर निर्भरता के रिश्ते बन जाते हैं। सड़कों की यह जिंदगी हर भारतीय शहर के लिए महत्वूपूर्ण है। यह अमेरिका में 1950 के बाद से गायब हो गई, जब ऑटोमोबाइल के विकास के साथ लोग उपनगरों में रहने चले गए। दुर्भाग्य से बड़ी संख्या में भारतीय इस अमेरिकी उपनगरीय जीवन-शैली से अभिभूत हैं। नतीजा यह है कि कई शहरी नियामक संस्थाएं जमीन के मिश्रित उपयोग की अनुमति नहीं देतीं कि एक ही कॉलोनी में कामकाजी और रहवासी दोनों क्षेत्रों का साथ में अस्तित्व हो।

कई बहुमंजिला इमारतों को इजाजत नहीं देते। ऐसे देश में यह बेतुका है, जहां जमीन की कमी हो। जिस देश में लोग पैदल चलते हों और साइकिल की सवारी करते हों, वहां सड़क बनाते समय सबसे पहले फुटपाथ और साइकिल पथ के बारे में सोचा जाना चाहिए। इसकी बजाय हमारी कुलीनवादी मानसिकता हजार छात्रों के लिए सैकड़ों एकड़ क्षेत्र वाली यूनिवर्सिटी बनाने की अनुमति देती है, जबकि समझदारी तो इसके लिए शहर के मध्य में बहुमंजिला इमारत बनाने में होती। वहां छात्र जनता का हिस्सा होते और रोज लोगों से उनका संपर्क रहता।

स्मार्ट सिटी को शासन और आर्थिक मामलों में स्वायत्त होना जरूरी है। आज भारतीय शहर राज्य सरकारों की दया पर निर्भर हैं। इसके लिए 74वां संविधान संशोधन लाया गया था, लेकिन राज्यों ने इसमें अड़ंगा डाल दिया। जब तक लोगों के प्रति जवाबदेह मेयर नहीं होगा, सेवाओं में सुधार भी नहीं होगा। म्यूनिसिपल कमिश्नर मुख्यमंत्री के नहीं, मेयर के मातहत होना चाहिए। पैसा जुटाने के इसके अपने संसाधन होने चाहिए। वह टैक्स के अलावा दी जा रही सेवाओं के बदले तर्कसंगत शुल्क वसूल करे। राजस्व बंटवारे के तहत राज्य के साथ ऐसी व्यवस्था होनी चाहिए कि पहले से ही पता हो कि कितना पैसा मिलने वाला है। दुनिया के कई शहरों की तरह इसे म्यूनिसिपल बांड जारी करने की अनुमति होनी चाहिए। मोदी को श्रेय दिया जाना चाहिए कि वे शहरों को पुनर्जीवित करने को केंद्र के एजेंडे में ले आए।

उन्हें जल्दबाजी न कर, सावधानी से कार्यक्रम विकसित करना चाहिए। जब वे स्मार्ट सिटी का कार्यक्रम लाएंगे तो लोग उन पर शोशेबाजी या नई बोतल में पुरानी शराब का आरोप लगाएंगे। एक अर्थ में यह सही भी है, क्योंकि यह विचार पुरानी सरकार के जेएनएनयूआरएम का हिस्सा रहा है। किंतु 20 साल बाद आप क्या याद रखेंगे, जेएनएनयूआरएम या स्मार्ट सिटी? बेशक, यह ऐसा नाम है, जो लोगों को इसके लिए एकजुट करेगा। कामना है कि यह वाकई ऐसा कार्यक्रम साबित हो, जो भारत के भविष्य को रूपांतरित कर दे।

Sanskrit, taught well, can be as rewarding as economics

There was a time when I used to believe like Diogenes the Cynic that I was a citizen of the world, and I used to strut about feeling that one blade of grass is much like another.

Now I feel that each blade has its unique spot on the earth from where it draws its life and strength. So is a man rooted to a land from where he derives his life and his faith. Discovering one’s past helps to nourish those roots, instilling a quiet self-confidence as one travels through life. Losing that memory risks losing a sense of the self.

With this conviction I decided to read Sanskrit a few years ago. I knew a little from college but now I wanted to read the Mahabharata. Mine was not a religious or political project but a literary one. But I did not want to escape to ‘the wonder that was India’. I wanted to approach the text with full consciousness of the present, making it relevant to my life. I searched for a pundit or a shastri but none shared my desire to ‘interrogate’ the text so that it would speak to me. Thus, I ended up at the University of Chicago.

I had to go abroad to study Sanskrit because it is too often a soul-killing experience in India. Although we have dozens of Sanskrit university departments, our better students do not become Sanskrit teachers. Partly it is middle-class insecurities over jobs, but Sanskrit is not taught with an open, enquiring, analytical mind. According to the renowned Sanskritist, Sheldon Pollock, India had at Independence a wealth of world-class scholars such as Hiriyanna, Kane, Radhakrishnan, Sukthankar, and more. Today we have none.

The current controversy about teaching Sanskrit in our schools is not the debate we should be having. The primary purpose of education is not to teach a language or pump facts into us but to foster our ability to think — to question, interpret and develop our cognitive capabilities. A second reason is to inspire and instill passion. Only a passionate person achieves anything in life and realizes the full human potential. And this needs passionate teachers, which is at the heart of the problem.

Too many believe that education is only about ‘making a living’ when, in fact, it is also about ‘making a life.’ Yes, later education should prepare one for a career, but early education should instill the self-confidence to think for ourselves, to imagine and dream about something we absolutely must do in life. A proper teaching of Sanskrit can help in fostering a sense of self-assuredness and humanity, much in the way that reading Latin and Greek did for generations of Europeans when they searched for their roots in classical Rome and Greece.

This is the answer to the bright young person who asks, ‘Why should I invest in learning a difficult language like Sanskrit when I could enhance my life chances by studying economics or commerce?’ Sanskrit can, in fact, boost one’s life chances. A rigorous training in Panini’s grammar rules can reward us with the ability to formulate and express ideas that are uncommon in our languages of everyday life. Its literature opens up ‘another human consciousness and another way to be human’, according to Pollock.

Teaching Sanskrit under the ‘three-language formula’ has failed because of poor teachers and curriculum. Mythological comic books such as Amar Chitra Katha and TV cartoons in Sanskrit with captions might at least catch the imagination of children. But the debate is also about choice. Those who would make teaching Sanskrit compulsory in school are wrong. We should foster excellence in Sanskrit teaching rather than shove it down children’s throats.

The lack of civility in the present debate is only matched by ignorance and zealotry on both sides. The Hindu right makes grandiose claims about airplanes and stem cell research in ancient India and this undermines the real achievements of Sanskrit. The anti-brahmin, Marxist, post-colonial attack reduces the genuine achievements of Orientalist scholars to ‘false consciousness’. Those who defend Sanskrit lack the open-mindedness that led, ironically, to the great burst of creative works by their ancestors. In the end, the present controversy might be a good thing if it helps to foster excellence in teaching Sanskrit in India.

मुक्त बाजार का मंत्र

बहुत से भारतीयों की धारणा अभी भी यही है कि बाजार धनी लोगों को और अधिक धनी तथा गरीबों को और अधिक गरीब बनाता है तथा यह भ्रष्टाचार एवं क्रोनी कैपिटलिज्म को बढ़ावा देता है। वास्तव में यह एक गलत धारणा है। वास्तविकता यही है कि पिछले दो दशकों में व्यापक तौर पर समृद्धि बढ़ी है और तकरीबन 25 करोड़ लोग गरीबी रेखा से बाहर निकले हैं। बावजूद इसके लोग अभी भी बाजार पर अविश्वास करते हैं। आंशिक तौर पर इसके लिए आर्थिक सुधारकों को दोष दिया जा सकता है, जो प्रतिस्पर्धी बाजार की विशेषताओं अथवा धारणा को ब्रिटेन की मार्गरेट थैचर की तरह आम लोगों को नहीं बता सके। सौभाग्य से हमारे पास अब नरेंद्र मोदी जैसा श्रेष्ठ सेल्समैन उपलब्ध है जो हमारी राजनीतिक अर्थव्यवस्था को पूरी तरह से बदलने में समर्थ है। कुछ सप्ताह पूर्व जब सरकार ने डीजल के दामों को विनियंत्रित किया तो मोदी ने यह बताने का मौका खो दिया कि क्यों प्रतिस्पर्धी बाजार अधिक बेहतर है जो कि राजनेताओं के बजाय बाजार द्वारा निर्धारित होता है। उन्हें लोगों को याद दिलाना चाहिए कि 1955 से 1991 के बीच समाजवादी अर्थव्यवस्था वाले अंधकारपूर्ण वर्षों, जिसे हम लाइसेंस राज के रूप में याद करते हैं, के समय हमारा जीवन नियंत्रित कीमतों द्वारा प्रभावित होता था।

राजनीतिक तौर पर निर्धारित की गई कीमतें उत्पादकों को उनकी लागत निकालने की अनुमति नहीं देती थीं, जिससे अभाव की स्थिति बनी रहती थी और कालाबाजारी को बढ़ावा मिलता था। मुझे अभी भी याद है कि मेरा पारिवारिक घर वर्षों तक अधूरा रहा, क्योंकि मेरे पिता सीमेंट की कुछ अतिरिक्त बोरियों के लिए रिश्वत देने को तैयार नहीं हुए। इस राजनीतिक मूल्य व्यवस्था के कारण 1989 में शक्तिशाली सोवियत संघ भी ढह गया। कम्युनिस्ट सरकार का सभी फैक्टियों और उत्पादन के अन्य साधनों पर स्वामित्व था। क्या उत्पादन किया जाना है, कितना उत्पादन होना है और कीमतें क्या होंगी, यह सभी कुछ सोवियत संघ के नौकरशाह तय करते थे, न कि बाजार। इसने लोगों को बर्बाद करने का काम किया। रूस की दुर्गति को देखते हुए दुनिया ने यही सीखा कि सरकार का काम बिजनेस नहीं है और उसे वृहद आर्थिक नीतियों के मामले में न्यूनतम हस्तक्षेप करना चाहिए। भ्रष्टाचार कीमतों में हेरफेर का अनिवार्य परिणाम है। इसके कारण डीजल में केरोसिन की मिलावट को बढ़ावा मिला। इस बारे में पूर्व सरकारी तेल समन्वय समिति ने एक चौंकाने वाला आंकड़े पेश करते हुए तकरीबन 40,000 करोड़ रुपये के घोटाले का अनुमान व्यक्त किया। जांच में यह बात भी सामने आई कि इस रैकेट का खुलासा करने वाले तमाम मुखबिरों को मौत के घाट उतार दिया गया। खाद्य कीमतों को नियंत्रित करने के लिए सार्वजनिक वितरण प्रणाली के माध्यम से लोगों को एक रुपये प्रति किलो अनाज मुहैया कराने के लिए राष्ट्र को वास्तव में 3.65 रुपये खर्च करने पड़ते हैं। कोई आश्चर्य नहीं कि आधा अनाज खराब हो जाता है, जिससे राष्ट्र को प्रति वर्ष 50,000 करोड़ रुपये का नुकसान होता है।

बिजली के मामले में भी चोरी कीमत नियंत्रण का स्वाभाविक परिणाम है। इससे राज्य बिजली बोर्डों को वित्तीय नुकसान होता है। रेलवे को दूसरी श्रेणी के प्रति टिकट पर हर किलोमीटर के हिसाब से 24 पैसे का नुकसान होता है। यह तब है जबकि कुछ महीने पहले ही रेल किरायों में 15 फीसद की बढ़ोतरी की गई है। रेलवे को यात्री किराये से 26000 करोड़ रुपये का नुकसान होता है। यात्री किराये में होने वाले घाटे की भरपाई मॉल भाड़े में बढ़ोतरी से की जाती है। यही मुख्य वजह है जिस कारण भारतीय रेल अपना आधुनिकीकरण नहीं कर पा रही है और शेष दुनिया की तुलना में भारत पीछे है। मोदी लोगों को समझाएं कि एक दक्ष और भ्रष्टाचारमुक्त अर्थव्यवस्था राजनेताओं को कीमतें निर्धारित करने की अनुमति नहीं देती। इससे उन्हें लोगों को यह समझाने में भी मदद मिलेगी कि जन धन योजना वाले खातों में नकदी धन हस्तांतरण बेहतर है और इस तरह गैस सिलेंडरों पर मिलने वाली सब्सिडी, पीडीएस खाद्यान्न और बिजली आदि के लिए चलाई जा रही योजनाओं में भ्रष्टाचार घटेगा।

भ्रष्टाचार रोकने के मामले में लोकपाल के बजाय बाजार अधिक बेहतर काम कर सकता है। इस बात को अरविंद केजरीवाल और अन्ना हजारे नहीं समझ सके। डीजल की कीमतों को विनियंत्रित करने के कुछ सप्ताह बाद ही सरकार ने कोयला खनन के लिए प्रतिस्पर्धी निविदा की घोषणा की। यह एक अच्छा निर्णय है। यह खुली निविदा उन्हीं तक सीमित है जो कोयले का उपयोग करते हैं, जैसे कि बिजली कंपनियां। इससे राज्यों को कई गुना अधिक राजस्व अर्जित होगा और कोयला बाजार अधिक प्रतिस्पर्धी होगा। इससे कोल इंडिया का एकाधिकार खत्म होगा, जो कि एक प्रमुख समस्या बन चुका है। एयरलाइंस, टेलीफोन और टेलीविजन में प्रतिस्पर्धा को बढ़ाने की जरूरत है ताकि विकल्पों की उपलब्धता बढ़े और अधिक स्वतंत्रता कायम हो। एक अन्य हास्यास्पद बात यह है कि भारतीय सोचते हैं कि वे अपने गौरवमयी लोकतंत्र के कारण आजाद हैं, लेकिन आर्थिक तौर पर वे अभी भी पराधीन हैं। मोदी बार-बार कहते हैं कि सरकार का काम बिजनेस नहीं शासन संचालन है, लेकिन वह अपने कड़े निर्णयों का प्रचार नहीं कर सकते, जो आगामी कुछ महीनों में अवश्यंभावी हैं। उन्हें समझना होगा कि सब्सिडी, मूल्य नियंत्रण और सरकारी एकाधिकार से विकृति पैदा हो रही है और इससे जरूरतमंद आम लोगों को नुकसान उठाना पड़ रहा है। बाजार प्रतिस्पर्धा से कीमतें नियंत्रित होंगी, उत्पादों की गुणवत्ता बेहतर होगी और आम आदमी की आजादी बढ़ेगी। दुनिया भर में उपलब्ध साक्ष्य बताते हैं कि बिजनेस करने की स्वतंत्रता का उल्टा संबंध भ्रष्टाचार सूचकांक से है। इसका आशय यही है कि सर्वाधिक भ्रष्ट देश वह हैं जहां सरकारें बिजनेस पर नियंत्रण रखती हैं अथवा बाजार पर उनका बहुत अधिक हस्तक्षेप है। 2011 में दुनिया के 10 में से 7 सबसे कम भ्रष्ट देश बिजनेस फ्रीडम वाले देशों की सूची में शीर्ष 10 में शामिल थे। इनमें न्यूजीलैंड, सिंगापुर, डेनमार्क, कनाडा, स्वीडन और फिनलैंड शामिल हैं। 10 सर्वाधिक भ्रष्ट देश इस सूची में सबसे निचले पायदान पर हैं। भारत को इसमें बहुत ही खराब 167वां स्थान मिला और भ्रष्टाचार सूचकांक में भी भारत 95वें स्थान पर है।

स्कैंडिनेवियाई देशों जहां से भारत ने लोकपाल की धारणा ली है, में सर्वाधिक बिजनेस स्वतंत्रता है और वे सबसे कम भ्रष्ट हैं। बावजूद इसके भारतीय सोचते हैं कि वे अपने गौरवपूर्ण लोकतंत्र के कारण आजाद हैं। अंत में प्रधानमंत्री मोदी का आकलन रोजगार निर्माण, महंगाई पर नियंत्रण और भ्रष्टाचार पर रोक लगाने से होगा। बाजार व्यवस्था पूर्ण नहीं है, लेकिन किसी भी अन्य विकल्प से बेहतर है। यदि मोदी हमारी राजनीतिक अर्थव्यवस्था को बदलने में कामयाब हुए तो अभिलाषी भारत समाजवादी पाखंड की छाया से अंतत: मुक्त हो सकेगा और बाजारवादी व्यवस्था पर भरोसे की शुरुआत होगी।

Can our best salesman sell us the free market?

Too many Indians still believe that the market makes “the rich richer and the poor poorer” and leads to corruption and crony capitalism. This is false, of course. Despite the market having generated broad-spread prosperity over two decades — lifting 250 million poor above the poverty line — people still distrust the market and the nation continues to reform by stealth. The blame lies partly with our reformers who have not ‘sold’ the competitive market as Margaret Thatcher did in Britain. But fortunately, we now have in Narendra Modi an outstanding salesman of ideas who could transform the master narrative of our political economy.

When the government decontrolled the price of diesel two weeks ago, Modi lost the opportunity to explain why the competitive market is far better at discovering prices than politicians. He could have reminded people that during our socialist licence raj, price controls pervaded our lives. Political prices did not allow producers to recover costs and this led to scarcities, black markets, and controllers. Our family home, I recall, remained half complete for years because my father was unwilling to bribe the cement controller for a few extra bags of cement. The mighty Soviet Union also collapsed partly because of political pricing.

Corruption is the inevitable result of tampering with prices. It has led to adulterating diesel with kerosene, a scam estimated at a shocking Rs 40,000 crore per year by KLN Shastri, formerly of the government’s Oil Coordinating Committee, plus the murder of whistleblowers who tried to expose the racket. In controlling food prices, the nation actually spends Rs 3.65 to deliver a rupee worth of grain through the PDS system — no wonder, half the grain ‘leaks’ out. In the case of power, theft is the natural outcome of price control. The Indian Railways actually loses 24 paisa per kilometre on every second-class ticket, which prevents it from from modernizing.

Modi must employ his considerable rhetorical skills to persuade Indians that an efficient, corruption-free economy does not allow politicians to set prices. It will also help him to convince people that direct cash transfers into Jan Dhan Yojana bank accounts is a more efficient, less corrupt way to deliver welfare. The market does a far better job of preventing corruption than even the Lokpal, a lesson that has escaped Arvind Kejriwal and Anna Hazare.

A few days after decontrolling diesel prices, the government announced competitive bidding in coal mining. It was a good decision as marketbased auctions are the right way to discover the price of natural resources. But it did not go far enough — it restricted open bidding only to users of coal, such as power companies. Had it opened coal mining for free sale, it would have brought much higher revenues to the state and led to a competitive coal market, breaking Coal India’s monopoly that is the root cause of the nation’s coal troubles. Allowing competition in airlines, telephones, and television has greatly increased choice and freedom in India. There is an irony here: Indians think they are free because of their proud democracy, but economically they are still quite unfree.

Modi has repeatedly said that the government’s job is not to run business but to govern. But such general statements will not help him to sell the tough decisions that are coming in the next few months. He needs to go the extra mile to persuade Indians that subsidies, price controls, and government monopolies create distortions and harm the very people they are meant to serve. Market competition keeps prices low, raises the quality of products, and increases the aam aadmi’s freedom. It is when politicians are allowed to make economic decisions that crony capitalism enters the system.

In the end, Prime Minister Modi will be judged for creating jobs, controlling inflation, and stopping corruption. All three of these happy outcomes depend on moving decisions that are still in the discretionary hands of politicians to the impersonal market. Like democracy, the market is imperfect but it is better than any other alternative. If Modi succeeds in changing the narrative, an aspiring India may finally shed its socialist hypocrisy and begin to trust the market.

स्वच्छता की नींव पर राष्ट्र निर्माण

राष्ट्रीय स्वयंसेवक हमें यह याद दिलाने से कभी नहीं चूकता कि भारतीयों में राष्ट्रीय गौरव की भावना थोड़ी और होनी चाहिए। हालांकि, नरेंद्र मोदी ने नागरिक होने के गौरव को अधिक महत्वपूर्ण बताकर आरएसएस को ही नसीहत दे डाली है। सच में यह राष्ट्रवाद की अधिक मजबूत व टिकाऊ नींव है। नागरिकों को नागरिकता के मूल्य सिखाने के लिए स्वच्छ भारत अभियान देश का सबसे महत्वाकांक्षी कार्यक्रम है। केजरीवाल के अस्थिर हाथों से झाड़ू छीनकर और कांग्रेस के आलिंगन से गांधी को छुड़ाकर मोदी ने देश के इतिहास में राष्ट्र की सफाई का सबसे बड़ा अभियान छेड़ा है।

नागरिकता बोध मानव में प्राकृतिक रूप से नहीं आता। इसे लगातार याद दिलाना जरूरी होता है तथा भारत से ज्यादा कहीं और इसकी जरूरत नहीं है, जो अब भी अपने यहां नागरिक निर्मित करने के लिए संघर्ष कर रहा है।

नागरिकता के ख्याल से प्रेरित नागरिक हमेशा पड़ोसियों के बारे में सोचता है फिर चाहे उनकी जाति या वंश कुछ भी क्यों न हो। ऐसे व्यक्ति को ‘लव जेहाद’ जैसे अभियानों से चोट पहुंचती है, जिसके कारण भाजपा ने उत्तरप्रदेश के हाल के उपचुनावों में 11 सीटों में से 8 सीटें खो दीं, जो उचित ही था। मोदी के आधुनिकीकरण के विचार और आरएसएस के बीच विभाजन पैदा हो रहा है। यह ठीक वैसा ही है, जैसा वाजपेयी व आरएसएस के बीच था। मैं शर्त लगा सकता हूं कि अंत में जीत प्रधानमंत्री की ही होगी।

आधुनिकीकरण की इस परियोजना में मोदी को टेक्नोलॉजी के कारण सफलता की उम्मीद है, जिसमें महात्मा गांधी और पूर्ववर्ती सरकारें विफल रहीं हैं। उन्हें लगता है कि देशभर में स्वच्छता, देशभर में वाई-फाई जैसी बात है। वे कहते हैं कि विकास सिर्फ वृद्धि दर की बात नहीं है पर साथ में वे लोगों के जीवन में गुणवत्ता लाने की बात भी करते हैं और साफ-सुथरा वातावरण इस दिशा में मददगार है। अब नगर पालिकाओं के सामने कम लागत वाली टेक्नोलॉजी उपलब्ध है, लेकिन वे तब सफल होंगी जब हमारे नागरिक प्रयास करेंगे और इसीलिए हमारे प्रधानमंत्री लोगों का नज़रिया बदलने का प्रयास कर रहे हैं।

मोदी सिंगापुर के महान नेता ली कुआन यू का अनुसरण कर रहे हैं, जिन्होंने यह साबित किया कि स्वच्छता के नैतिक मूल्य पर राष्ट्र निर्माण संभव है। हालांकि, यदि भारत को इस अभियान का शोर व जोर ठंडा होने के बाद भी स्वच्छ रहना है तो मोदी को भी वही करना होगा, जो सिंगापुर ने किया। उन्हें कचरा फैलाने के खिलाफ सख्त कानून बनाने होंगे। आरोग्य व लोक स्वास्थ्य पर सतत निवेश जरूरी होगा और यह पैसा सही जगह खर्च होगा।

यदि किसी एक शब्द से भारत के शहरों व कस्बों को वर्णित किया जाए तो वह शब्द है गंदगी। हममें से कई लोग यह सोचते हैं कि गरीबी व गंदगी का चोली-दामन का साथ है, लेकिन बात ऐसी नहीं है। कोई गरीब होकर भी साफ-सुथरा हो सकता है। भारत में सबसे गरीब घर में प्राय: सबसे स्वच्छ रसोईघर होते हैं। द्वितीय विश्वयुद्ध के बाद जापान गरीब हो गया था, लेकिन इसके शहर अत्यधिक स्वच्छ थे। वास्तव में पूर्वी एशिया हमेशा से ही दक्षिण एशिया की तुलना में अधिक स्वच्छ रहा है। भारत में भी उत्तर की तुलना में दक्षिण भारतीय समुदाय अधिक स्वच्छ हैं (तब भी जब वे तुलनात्मक रूप से ज्यादा गरीब थे।)

महात्मा गांधी का भी विश्वास था कि नागरिक मूल्य और स्वच्छता राष्ट्रवाद की नींव हैं। लाहौर के प्रसिद्ध कांग्रेस अधिवेशन में वे पूर्ण स्वराज्य की बजाय कांग्रेस प्रतिनिधियों की गंदगी फैलाने की आदतों पर अंतहीन बोलते रहे। जब लोगों ने उनसे पूछा कि उन्होंने स्वराज पर उत्तेजनापूर्ण भाषण क्यों नहीं दिया, तो उन्होंने कहा कि स्वतंत्रता पाने के लिए व्यक्ति को इसके लायक बनना होता है और योग्य बनने के लिए भारतीयों को व्यक्तिगत अनुशासन और साफ-सफाई के मामले में सुधार लाना होगा। मोदी की तरह गांधी का भरोसा था कि नागरिक दायित्व और स्वच्छता राष्ट्रीय गौरव के आधार हैं। मोदी और गांधी में अंतर यह है कि मोदी हमारी दिन-प्रतिदिन की समस्याएं सुलझाने के लिए टेक्नोलॉजी की शक्ति में भरोसा करते हैं। उन्हें भरोसा है कि मेट्रो परिवहन व्यवस्था के साथ स्मार्ट शहर नए नागरिक मूल्य स्थापित करेंगे। मैं कभी-कभी दिल्ली की मेट्रो में सवार होता हूं और मैंने इसे हमेशा स्वच्छ, शांत और कुशल पाया। इसकी वजह से अचानक अजनबियों के बीच भी रिश्ता कायम हो जाता है। मैंने देखा कि लोगों में वह मैत्री व गरिमा पैदा हो गई, जो वे आमतौर पर अपने रिश्तेदारों व मित्रों के बीच दिखाते हैं। मैं ट्रेन में बैठे हर व्यक्ति से खुद को जुड़ा हुआ महसूस करता हूं। जैसे ही मैं ट्रेन से बाहर सड़क पर आता हूं, चारों ओर वहीं गंदगी पाता हूं। अचानक मैं खुद को अलग-थलग महसूस करने लगता हूं।

इससे ज्यादा सद्‌भावनापूर्ण, ज्यादा मानवीय कुछ नहीं हो सकता कि गहराई में हम यह महसूस करें कि हम एक-दूसरे से जुड़े हुए हैं। हमें ऐसे अवसर निर्मित करने होंगे जहां लोग कंधे से कंधा भिड़ाकर काम करके एक-दूसरे के प्रति सहानुभूति और आदर पैदा कर सकें। मोदी की बात में दम है, क्योंकि दिल्ली मेट्रो ने बता दिया है कि आप शहर की संस्कृति बदल सकते हैं। परिवहन का नया साधन नागरिक क्रांति लाने का शक्तिशाली जरिया हो सकता है।

जब कई ज्वलंत समस्याएं सामने हों तो कचरे के बारे में शिकायत करना अजीब लग सकता है। हालांकि, ली कुआन यू ने दुनिया को बता दिया था कि स्वच्छता के मानक पर राष्ट्र निर्माण किया जा सकता है। द्वितीय विश्वयुद्ध के पहले सिंगापुर किसी भी भारतीय शहर जितना ही गंदा था, लेकिन आज यह धरती का सबसे स्वच्छ शहर है। सिंगापुर ने बड़ी संख्या में कूड़ादान रखवाए और बहुत सारे टॉयलेट का निर्माण करवाया। इसके साथ उन्होंने जुर्माने की कड़ी व्यवस्था उतनी ही शिद्‌दत से लागू करवाई। कोई भी भारतीय शहर यह कर सकता है। हमारे सुधारों का यही तो निचोड़ है : संस्थाओं की प्रोत्साहन व्यवस्था को लोकहित से जोड़ा गया तो शासक और शासित दोनों का व्यवहार सुधर सकता है। हमारे सार्वजनिक स्थल गंदे क्यों हैं? यह शिक्षा का काम है या यह सांस्कृतिक समस्या है? निश्चित ही अपनी निजी जगहों पर हम तुलनात्मक रूप से स्वच्छ होते हैं। हम रोज नहाते हैं, हमारे घर साफ होते हैं और किचन तो निश्चित ही चमचमाते होते हैं। हमारी राष्ट्रीय छवि ऐसे भारतीय परिवार की है, जो बड़े गर्व से अपना घर साफ करता है और फिर गंदगी दरवाजे के बाहर फेंक देता है। इसकी संभावना नहीं है कि मोदी देश को स्वच्छ करने को लेकर हमें शिक्षित करना छोड़ दें। यदि वे चाहते हैं कि हम हमारी बची हुई जिंदगी में रोज साफ-सफाई करें, तो उन्हें अपने अगले भाषण में यह कहना होगा : मेरे हमवतन देशवासियो, यदि हम अपना दायरा घर के दरवाजे से एक मीटर आगे बढ़ा दें और उस एक मीटर में कचरा फेंकने की बजाय हम उसे चकाचक साफ कर दें तथा सारा देश ऐसा करने लगे तो भारत स्वच्छ हो जाएगा। यह कोई हवा में किला बनाने वाली बात नहीं है। विदेशों में कुछ जगह लोग घर के बाहर के फुटपॉथ रोज धोकर स्वच्छ करते हैं। एक हजार मील की यात्रा, पहले मीटर से शुरू होती है।

An idiot-proof and swachh guide to nationalism

Civic virtue seldom comes naturally to human beings. It needs constant, relentless reminding and nowhere more than in India, which is still struggling to create citizens out of its people. The word ‘civic’ comes from ancient Greece and is related to ‘city’ and ‘civility’. A ‘citizen’ lived in a city and a ‘civilized’ person was expected to show concern for his fellow citizens. In this kindly act ‘civilization’ was born. Those without civic virtue were called idiots in Greece, which is, indeed, the origin of the word ‘idiot’.

Swachh Bharat Abhiyan is India’s most ambitious programme to teach civic virtue to its citizens. Snatching the jhadoo from Arvind Kejriwal’s uneasy hands and Mahatma Gandhi from Congress’ anxious embrace, Narendra Modi has launched what is billed as the biggest drive in India’s history to clean the nation. He hopes to succeed in this modernizing project where the Mahatma and previous governments failed partly because of technology. In his mind, universal cleanliness is on par with universal Wi-Fi. Vikas is not only about growth rates, he says, but also about improving the quality of peoples’ lives — and clean spaces help to do that.

Frustrated by the lack of market reforms, liberals are realizing that Modi is a pragmatic modernizer, not a liberal reformer like Margaret Thatcher. He wants to transform India by changing attitudes and improving the functioning of the state — through better execution and efficient delivery of services. Without worrying about the colour of the cat (as long as it catches mice), he will reform pragmatically like Deng.

He is following Singapore’s modernizing Lee Kuan Yew, who proved that nations could be built upon an ethic of cleanliness. If India is to remain clean after the hype is over, Modi too will have to institute litter laws and deterrent fines. Cleanliness will also require relentless and persistent investments in sanitation and public health, and it will be money well spent.

Modi is lucky when it comes to vikas. While he has been circling the globe, inflation at home has been falling steadily, growth has begun to recover mildly, the trade deficit is declining, forex reserves are rising, the rupee is holding up, and thanks to the drop in oil prices and better returns expected from PSU disinvestments in a bullish stock market, it looks as though he will achieve his ambitious fiscal deficit target.

Hence, India’s credit rating has inched up, and it is now time for the RBI to cut interest rates. The RSS never fails to remind us that Indians ought to have more national pride. Modi is, however, turning the tables on the RSS by teaching that civic pride is more important. It is, in fact, a stronger, more durable foundation for nationalism. Indeed, a civic-minded citizenry is considerate of its neighbours no matter of which caste or creed. It will not tolerate campaigns like “love jihad“ which rightly lost the BJP eight out of 11 seats in Uttar Pradesh in the recent byelections. A divide is growing between the ideas of Modi and the RSS — similar to the one that grew between Atal Bihari Vajpayee and the RSS — and my bet is that the PM will prevail.

Modi is unlikely to stop tutoring us on cleaning India. By launching his campaign in Delhi’s Valmiki Colony, he realizes that India will have to negotiate the formidable reality of caste and the truth about who cleans India and who doesn’t. But smart cities will be his allies —Delhi’s Metro has shown that clean surroundings can help to create opportunities for rubbing shoulders with fellow citizens, and build empathy and respect for them. If he wants us to clean India every day for the rest of our lives, he ought to say this in his next speech: My fellow citizens, if only we would extend the circle of our concern by only one metre beyond the door or the gate of our home; if instead of throwing dirt over that alien one metre, we would absent-mindedly sweep it clean; and if all Indians did that, India would turn clean. This is not a pipe dream — in some cities abroad, citizens actually wash the footpath outside their home daily. A journey of a thousand miles begins with the first metre.

The $74m Mars mission benefits India every bit as much as clean water

Last week India sent a satellite into orbit around Mars,with a low-cost, nimble mission that has stunned the world. At $74m over three years, the cost was roughly one-ninth that of the latest (also successful) US mission, which took six years. And in reaching the red planet on its first attempt, India’s space agency succeeded where many other leading powers – including the US, Russia,China and Japan– failed.

To reach Mars, Mangalyaan (or “Mars craft” in Hindi) had initially to execute a complex slingshot trajectory, swinging around the Earth several times to generate speed using the planet’s gravity field. Once it arrived at its destination, its dormant systems and engines were awoken, programming delicate remote manoeuvres while the craft operated on battery power on the planet’s dark side. It was not the shoestring budget alone but also the quality of the pictures transmitted that excited scientists around the world.

Many argue the money would have been better spent on clean water and toilets in what remains in many places a desperately poor country,and they have a point. But in assuming that spending on space is a hobby of rich countries alone, they fail to realise that nation building entails the memory of heroic achievements such as this one, which will go on to inspire generations of children to pursue careers in pure and applied sciences.The value of this inspiration is incalculable in developing the sort of talent that can disproportionately benefit a nation.

The investment in the project was less than the $100m budget for the film Gravity, or even a Bollywood blockbuster. How did Indian scientists succeed so economically? It is not simply that people costs are lower, or that homemade technologies are cheaper than imports. It is because project managers focused on a few crucial objectives and executed them brilliantly. This is what impresses international scientists such as Britain’s Professor Andrew Coates, who will be a principal investigator on Europe’s 2018 Mars rover mission.

Mangalyaan will confine itself to measuring methane in the atmosphere, perhaps the most important research subject because it relates to the possibility of life on Mars. Western scientists are excited over the Indian probe, since it will dovetail nicely with US and European efforts. “It means we’ll be getting three-point measurements, which is tremendous,” says Prof Coates.

No one understands the modernising value of the Mars mission better than Narendra Modi, India’s prime minister. In a society beset by middle-class insecurities, science is increasingly neglected in favour of more practical careers in business, law and engineering. This is a valuable chance to revive its popularity. This mission reminded the nation of an earlier generation that had produced outstanding scientists, some of them Nobel Prize winners, who are remembered for world-famous contributions such as the Raman effect, the Saha equation and the Chandrasekhar Limit. As Mangalyaan entered the red planet’s orbit last week, Mr Modi urged every college and school to spend five minutes savouring the moment, just as they would a cricket victory.

The next day he launched his “Make in India”campaign, aimed at persuading companies to invest in the country and at bolstering its unsuccessful manufacturing industry. The satellite’s success was the result of a “can do” attitude, he said.

More of that approach is needed in a country that has performed below its potential,too often held back by red tape and corruption. The Mars mission has provided at least a temporary boost to the image of India’s public sector. It is reassuring to Mr Modi, who has disappointed liberals like me, frustrated by the lack of market reforms. We are beginning to realise that Mr Modi is a pragmatic, nationalist moderniser, not a liberal reformer such as former UK prime minister Margaret Thatcher. He plans to transform India by improving the functioning of the state–through better execution and efficient delivery of services. Like China’s Deng Xiaoping, he will reform pragmatically–without worrying about the colour of the cat, as long as it catches mice.

लव जेहाद नहीं, मॉडर्न मिशन जरूरी

हमारे सामने मजेदार दृश्य है। एक तरफ ‘मॉडर्न’ प्रधानमंत्री हैं, जो केवल विकास की बात करते हैं जबकि दूसरी ओर उनके सहयोगी वोट हासिल करने के लिए मतदाताओं में ‘अन-मॉडर्न’ धार्मिक आशंकाओं को हवा देते हैं। आधुनिकता के गुणों में धर्म और राज्य का पृथक अस्तित्व भी एक गुण है, जहां धर्म आधुनिक व्यक्ति के निजी जीवन तक सीमित होता है। नरेंद्र मोदी के आधुनिक विकासवादी एजेंडे को पटरी से कोई चीज उतार सकती है तो वह है आरएसएस जैसे हिंदू राष्ट्रवादी संगठनों की ‘अन-मॉडर्न’ मानसिकता, जो अब भी सार्वजनिक जीवन में हिंदुत्व एजेंडा भरने में लगा है। उत्तरप्रदेश विधानसभा के उपचुनाव में भारतीय जनता पार्टी को इससे होने वाले नुकसान का पहला संकेत मिला है, जिसमें पार्टी 11 सीटों में से 3 सीटें ही जीत सकी।

कई लोग मानते हैं कि भाजपा ने ‘लव जेहाद’ जैसी अजीब-सी बात फैलाकर आत्मघाती गोल कर लिया है। पार्टी के उत्तरप्रदेश अध्यक्ष लक्ष्मीकांत बाजपेयी इसे लेकर ज्यादा ही आगे बढ़ गए और जब तक नई दिल्ली का नेतृत्व उनकी खिंचाई करता, बहुत देर हो चुकी थी। ‘लव जेहाद’ और योगी आदित्यनाथ के अतिवादी बयानों ने राज्य का सांप्रदायिक ध्रुवीकरण कर दिया और समाजवादी पार्टी ने मुस्लिमों का संरक्षक बनकर इस स्थिति का फायदा उठा लिया। भाजपा यह भूल गई कि उसने उत्तरप्रदेश की 80 में से 71 लोकसभा सीटें अच्छे शासन और आर्थिक विकास के वादे पर जीती थीं, सांप्रदायिक ध्रुवीकरण के बल पर नहीं।

‘लव जेहाद’ यह जुमला भारतीय शब्दावली में 2009 में आया जब केरल व कर्नाटक में बड़े पैमाने पर धर्मांतरण की खबरें आईं। हिंदू राष्ट्रवादियों ने दावा किया कि मुस्लिम पुरुष फुसलाकर हिंदू लड़कियों से विवाह कर उनका धर्म बदल रहे हैं। इसके पीछे भारत को मुस्लिम बहुसंख्या वाला देश बनाने का दीर्घावधि लक्ष्य है। तब दो मुस्लिम युवकों को इस आरोप में जेल में डाल दिया गया था कि उन्होंने यूनिवर्सिटी की दो गैर-मुस्लिम छात्राओं को िववाह का वादा कर धर्मांतरण के इरादे से फांस लिया। अदालत में दोनों युवतियों ने मुस्लिम युवाओं के खिलाफ गवाही दी। एक युवती ने बताया कि वह कॉलेज में वरिष्ठ छात्र के प्रेम में पड़कर उसके साथ भाग गई थी। उन्हें विवाह अपेक्षित था, लेकिन इसकी बजाय मुस्लिम केंद्र ले जाया गया, जहां उनका इस्लामी अतिवादी प्रचार से सामना हुआ। केरल हाईकोर्ट ने पुलिस से इन शिकायतों की जांच करने को कहा। पुलिस जांच का निष्कर्ष यह था कि कुछ असामाजिक पुरुषों द्वारा ऐसी घटनाएं अंजाम देने की इक्का-दुक्का घटनाएं हुई हैं, लेकिन धर्मांतरण के उद्‌देश्य से व्यापक साजिश के कोई सबूत नहीं मिले।

उत्तरप्रदेश में भी पुलिस को पिछले तीन माह में मिली ‘लव जेहाद’ की छह में से पांच रिपोर्टों में बलपूर्वक धर्मांतरण या इसके प्रयास के कोई सबूत नहीं मिले। प्रदेश के पुलिस प्रमुख एएल बनर्जी ने बताया ‘ज्यादातर मामलों में हिंदू युवती व मुस्लिम युवक के बीच प्रेम था और उन्होंने परिवार वालों की मर्जी के खिलाफ विवाह किया था। ये लव मैरिज के मामले थे लव जेहाद के नहीं।’ मुझे तो लव जेहाद कुछ हिंदू राष्ट्रवादियों की अति-सक्रिय और आत्म-विश्वासहीन कल्पना की उपज लगता है।

चूंकि मतदाता मूर्ख नहीं हैं, भाजपा को हाल के उपचुनाव में इसका खमियाजा भुगतना पड़ा। वास्तविक जोखिम तो यह है कि लव जेहाद जैसी मूर्खताएं मुस्लिमों को और अलगाव का अहसास कराएंगी और वे पाकिस्तान में बैठे अल कायदा के कमांडर अयमान अल-जवाहिरी और मध्यपूर्व के इस्लामिक स्टेट की अपीलों के शिकार बन सकते हैं। हमें तो संघ परिवार के काल्पनिक लव जेहाद की बजाय इन आतंकवादियों के लव-लैस जेहाद की ज्यादा चिंता करनी चाहिए।

लव जेहाद की फैंटेसी के पीछे पितृसत्तात्मक व्यवस्था का पुरातनपंथी विचार है, जिसमें महिलाओं को पुरुषों की संपत्ति समझा जाता है और संपत्ति की रक्षा करना पुरुषों का दायित्व। ज्यादातर परंपरागत धर्मों में यह विचार पाया जाता है, लेकिन 21वीं सदी में महिलाओं के बारे में ऐसा सोचना उनका अपमान है। लव जेहाद के पीछे महिलाओं के बारे में यह नकारात्मक विचार है कि वह जिम्मेदार नहीं है, उसकी अपनी कोई सोच नहीं होती और इसीलिए उसे पुरुषों के संरक्षण की जरूरत है। यदि हमें आधी आबादी की कोई परवाह है तो हमें इस पुरुषवादी मानसिकता पर प्रहार करना चाहिए, जो महिला को अधीनता में रखना चाहती है। धर्मशास्त्रों के जरिये इस मानसिकता को हजारों वर्षों में खाद-पानी मिला है। मनु कहते हैं कि स्वभाव से ही महिलाएं चंचल, बुरी और इच्छाओं के वशीभूत होती हैं। ‘स्त्रीधर्मपद्धति’ के लेखक त्र्यंबक जोर देकर कहते हैं कि महिलाएं वफादार नहीं होतीं, उन पर भरोसा नहीं किया जा सकता और उन्हें लेकर सचेत रहना पड़ता है। किंतु शास्त्रों को इस बात का भी अहसास है कि महिला में मातृत्व के गुण हैं और परिवार बनाने व पुत्र होने के लिए वे आवश्यक हैं। इस प्रकार महिला के बेलगाम स्वभाव (स्त्रीभावना) और परिवार व समाज की आवश्यकताओं के बीच द्वंद्व है, इसलिए धर्मशास्त्रों ने ‘स्त्री-धर्म’ यानी परिवार व समाज के प्रति उसके कर्तव्य सिखाने और उनमें जिम्मेदारी की भावना विकसित करने का फैसला किया। यह सीख देने की कोशिश की कि अविवाहित महिला का कर्तव्य है पवित्र बने रहना और विवाहित महिला को पति के प्रति वफादार रहना चाहिए।

इस मानसिकता का नतीजा यह होता है कि जिस दिन बेटी युवावस्था में पहुंचती है, परंपरागत भारतीय परिवार नैतिक संत्रास में पहुंच जाता है। उस दिन के बाद पालक धीमी आवाज में योग्य लड़का खोजने के बारे में बातें करते हैं ताकि उसकी शादी कर दी जाए। अपनी जाति का लड़का हो तो बेहतर। यदि वे ब्राह्मण हैं तो वे उसे वाराणसी के विश्वनाथ मंदिर में पूजा के लिए ले जाते हैं ताकि उसे योग्य वर मिल सके। लड़कियां पालकों को खुश रखने के लिए सोमवार का व्रत रखने लगती हैं, लेकिन आयु बढ़ने के साथ वह कॉलेज जाती है और वहां उसे आकर्षक युवा दिखाई देते हैं। रोमांस फलता-फूलता है और प्राय: प्रेम विवाह हो जाते हैं। युवती खुद ही युवक के साथ भाग जाने का निर्णय तक ले सकती है।

देश को खतरा बाहर से नहीं, भीतर से है। भारतीय मुस्लिम दुनिया का सबसे कम कट्‌टर मुस्लिम है। यह भारत के लोकतंत्र और हिंदू धर्म की बहुलता का असर है। भारत का इस्लाम भी उतना कट्‌टर नहीं है और यह गुणवत्ता में सूफी जैसा है। आरएसएस और संघ परिवार हिंदू धर्म का इस्लामीकरण करने का प्रयास कर रहे हैं और इसे कट्‌टर बना रहे हैं। वे भारत को तकलीफ में फंसे पाकिस्तान में बदलना चाहते हैं। लव जेहाद और इस जैसी पागलपनभरी बातों से मुस्लिम असुरक्षित महसूस करने लगेगा और अयमान अल-जवाहिरी और आईएसआईएस के बहकावे में उसके आने की आशंका बढ़ेगी। मोदी की जिम्मेदारी है कि वे इस भटकाव को रोकें ताकि वे चुने जाने के बाद किए अपने तीन वादे पूरे कर सकें- रोजगार पैदा करना, महंगाई पर लगाम लगाना और भ्रष्टाचार रोकना। लोगों ने भाजपा को विकास और सुशासन के लिए चुना है, लव जेहाद में पड़ने के लिए नहीं।

मजबूत नेतृत्व का असर

आम जनता की अपेक्षाओं के लिहाज से मोदी सरकार के अब तक के कार्यकाल पर निगाह डाल रहे हैं गुरचरण दास
भारत के लोगों ने नरेंद्र मोदी का चुनाव बड़े पैमाने पर रोजगार का सृजन करने, बेहतर शासन देने और महंगाई पर लगाम लगाने के लिए किया। अभी यह कहना बहुत जल्दबाजी होगी कि वह इन तीनों ही वादों को पूरा कर सकेंगे। उनके कार्यकाल के शुरुआती तीन-साढ़े तीन माह यही दर्शाते हैं कि वह किस तरह इन लक्ष्यों को पूरा करना चाहते हैं। लोगों की अपेक्षाओं को देखते हुए सरकार को बहुत सजग रहना होगा। आज की तिथि तक मोदी का उल्लेखनीय योगदान यही है कि सरकार में सभी स्तरों पर कार्यो के निपटारे में चमत्कारिक सुधार आया है। कांग्रेस शिकायत कर रही है कि मोदी सरकार के पास नए विचारों का अभाव है और वह संप्रग सरकार के विचारों की नकल कर रही है। हालांकि सच्चाई यही है कि विचार किसी के भी पास हो सकते हैं, लेकिन उनका क्रियान्वयन कुछ लोग ही कर सकते हैं।
जो लोग मोदी सरकार द्वारा बड़े सुधार न किए जाने से निराश हैं वे यह नहीं समझ पा रहे हैं कि भारत की सबसे बड़ी समस्या विचारों, नीतियों और कानूनों का अभाव नहीं, बल्कि इनका खराब क्रियान्वयन है। क्रियान्वयन में कमजोरी ही वह मुख्य कारण जिससे भारत की विकास दर पिछले तीन वर्षो में गिरती गई। पहले दिन से ही मोदी ने अपेक्षाओं को काफी ऊंचा रखा। उन्होंने सुरक्षित रास्ते का अनुसरण करने से इन्कार किया और इस वर्ष के लिए राजकोषीय घाटे पर नियंत्रण पाने का ऊंचा लक्ष्य तय किया और कहा कि वह इसे हासिल कर सकते हैं। वह निर्धारित लक्ष्य हासिल कर पाएंगे, इसमें संदेह है, लेकिन उद्देश्य को लेकर एक नई सोच आई है तथा केंद्र समेत तमाम राज्यों और यहां तक कि सार्वजनिक क्षेत्र के उपक्रमों के रुख में स्पष्ट बदलाव परिलक्षित होने लगा है। इसका प्रमाण प्रोजेक्ट मॉनिटरिंग ग्रुप अथवा परियोजना निगरानी समूह के गठन से लगाया जा सकता है, जो सैकड़ों की संख्या में रुकी पड़ी परियोजनाओं के अवरोधों को हटाने का प्रयास करेगा। इससे केंद्रीय मंत्रालयों के अधिकारी, राज्य सरकारें और बिजनेस वर्ग भी काफी उत्साहित है। हालांकि इसका गठन पहले ही हो गया था, लेकिन इस समूह को ऊर्जा तब मिली जब मोदी सत्ता में आए। ऐसी रिपोर्ट हैं कि पिछली सरकार में जो अधिकारी परियोजनाओं को रोकने में बाधक बन रहे थे और उदासीन रवैया अपनाए हुए थे अब वही अधिकारी जोशपूर्वक इन्हें आगे बढ़ा रहे हैं और लंबित परियोजनाओं को स्वीकृति दे रहे हैं।
अब चुनौतियां और बाधाएं खत्म हो रही हैं। एक समय इन्फ्रास्ट्रक्चर परियोजनाएं वर्षो तक रुकी रहने के कारण उद्यमी दिवालिया होने के कगार पर पहुंच गए थे और बैंकों को भी काफी नुकसान उठाना पड़ता था। स्थिति कुछ ऐसी थी कि पर्यावरण मंत्रालय से मंजूरी मिलने के बाद भी बैंक वित्तीय मदद देने से इन्कार कर देते थे। नए भूमि अधिग्रहण कानून ने भी तमाम मुश्किलों को खड़ा करने का काम किया। तमाम राज्यों ने जानकारी दी कि नया कानून अस्तित्व में आने के बाद सभी तरह की भूमि की खरीद-बिक्री का काम बुरी तरह प्रभावित हुआ है। जब आप सैकड़ों की संख्या में रुकी परियोजनाओं के संदर्भ में इस समस्या का आकलन करते हैं तो आप सोचने को विवश होंगे और संप्रग सरकार की घटिया विरासत को लेकर देश की दुर्दशा पर रोएंगे या दुखी होंगे। इस मामले में हमें एक नई सकारात्मक ऊर्जा का प्रसार करने वाली मोदी सरकार को धन्यवाद देना चाहिए कि उसने हाथ खड़े करने के बजाय अधिकारियों को उत्तर खोजने के लिए प्रेरित किया और नतीजा यह हुआ कि सब कुछ चलता है की प्रवृत्ति वाले नौकरशाह अब उल्लेखनीय काम कर रहे हैं। मोदी द्वारा हाथ में ली गईं महत्वाकांक्षी परियोजनाओं को आगे बढ़ाने की दिशा में एकल खिड़की का प्रावधान बड़ा बदलाव लाने में सहायक होगा। भारत में कोई उद्योग शुरू करने के लिए तकरीबन 60 क्लीयरेंस लेने की जरूरत पड़ती है, इनमें से 25 केंद्र के स्तर पर और 35 राज्य स्तर पर होती हैं, लेकिन डिजिटलीकरण के बाद यह सारे काम एक ही परियोजना निगरानी समूह द्वारा संभव होंगे। पूर्ण डिजिटलीकरण के बाद उद्यमी इसके लिए ऑनलाइन आवेदन कर सकेंगे और अपने काम की प्रगति की जानकारी इंटरनेट पर देख सकेंगे। इससे यह भी पता चलेगा कि कौन अधिकारी फाइलों को रोक रहा है। इस तरह उद्यमियों के लिए एकल खिड़की का सपना साकार हो सकेगा। तीव्र क्रियान्वयन से रोजगार सृजन भी तेज होगा। एक रिपोर्ट के मुताबिक 2014 में नियुक्तियों में 20 फीसद की बढ़ोतरी हुई है जो पिछले पांच वर्षो में बेहतरीन प्रदर्शन है।
मोदी भाग्यशाली रहे कि अप्रैल से जून तिमाही में जीडीपी विकास दर बेहतर रही। यह अर्थव्यवस्था में बढ़ोतरी और उच्च विकास को दर्शाती है। स्पष्ट है कि रोजगार का अधिक सृजन होगा। मोदी को तेज क्रियान्वयन के खतरे के प्रति भी सजग रहना होगा। जन-धन योजना एक बेहतरीन कार्यक्रम है, जिससे सभी भारतीयों को बैंक खाते की सुविधा मिलेगी और निर्धन वर्ग से संबंधित योजनाओं के लिए नकदी हस्तांतरण के माध्यम से बड़ी मात्रा में सरकारी धन की बचत होगी। हालांकि यह योजना बैंकों पर अत्यधिक निर्भर है, जो गरीबों का खाता खोलने के लिए बहुत इच्छुक नहीं हैं। बैंक तभी रुचि लेंगे जब सब्सिडी की वर्तमान व्यवस्था को खत्म किया जाए और धन का प्रवाह गरीबों के लिए खुले इन खातों में किया जाए। इसमें समय लगेगा।
जहां तक मोदी की ओर से शासन में सुधार, क्लीयरेंस में पारदर्शिता के माध्यम से जवाबदेही के वादे की बात है तो निश्चित रूप से इससे लालफीताशाही खत्म होगी। सिंगापुर, अमेरिका जैसे तमाम देशों में बिजनेस शुरू करने में 3 से 5 दिन लगता है, जबकि भारत में 75 से 90 दिन। इसी कारण बिजनेस रैंकिंग रिपोर्ट में भारत का स्थान 134वां है। तीसरा मुद्दा महंगाई पर नियंत्रण का है। मोदी सरकार अतिरिक्त पड़े भंडारों से खाद्यान्नों को बेच रही है जिससे इनके दाम गिरे हैं, लेकिन यदि आयात शुल्क घटाए जाते हैं और महत्वपूर्ण खाद्यान्नों व सब्जियों आदि पर से गैर टैरिफ बाधाओं को खत्म किया जाता है तो वह इस तीसरे लक्ष्य को भी हासिल कर सकेंगे। पेट्रोलियम पदार्थो के दाम कम हुए हैं और मानसून का बहुत खराब न रहना मोदी के लिए लाभदायक है। यदि वह सरकारी खर्चो में कटौती कर सके तो महंगाई और कम होगी। ध्यान रहे संप्रग सरकार में सरकारी खर्च महंगाई बढ़ने की एक मुख्य वजह थी।
मोदी कार्यकाल के तीन महीने बताते हैं कि कैसे एक प्रभावी नेतृत्व बेहतर क्रियान्वयन के माध्यम से सरकार की क्षमता को बढ़ा देता है। कम महंगाई के साथ उच्च विकास को बनाए रखने के लिए मोदी को दूसरी पीढ़ी के आर्थिक सुधारों पर अमल करना होगा। भ्रष्टाचार पर प्रहार करने और बेहतर शासन के लिए उन्हें नौकरशाही, पुलिस और न्यायपालिका में सुधार करना होगा। सबसे महत्वपूर्ण बात, मोदी को केसरिया ब्रिगेड पर नियंत्रण करना होगा, जो उनके तीन वादों को पूरा करने में अनावश्यक अड़चन पैदा कर सकती है।

Cautious optimism is the verdict on Modi’s 100 days

Indians elected Narendra Modi to create masses of jobs, give good governance, and control inflation. It is too soon to tell if he will keep his three promises. The first hundred days indicate how he intends to pursue these three objectives. The verdict so far leaves us cautiously optimistic.

Modi’s defining contribution to date is to dramatically improve execution at all levels of the government. The Congress carps about the lack of new ideas. But anyone can have ideas – only a few can implement them. Those frustrated by the lack of big-bang reforms do not realize that India’s great deficit is not ideas, policies, or laws but the poor execution of existing ones. Executional paralysis was one of the main reasons for India’s growth rate plummeting in the past three years.

From day one, Modi set high expectations. He refused to accept a safer, more achievable fiscal deficit target for this year, arguing that people perform to expectations. Whether he will achieve the target is doubtful but there is a new sense of purpose and a visible change in attitude at many levels in the government. Tangible evidence has emerged from the Cabinet Secretariat’s Project Monitoring Group, which is attempting to debottleneck hundreds of stalled projects. It is vigorously engaged with officials from central ministries, the states and businesses. It reports that the same officials who were obstructive or indifferent and blocked hundreds of projects in the last government are now upbeat, motivated and are clearing the massive backlog.

The challenge is daunting. When an infrastructure project has been stalled for years, the entrepreneur is generally bankrupt, having caused massive pain to the banks. Even if the environment ministry clears it now, the banks refuse to finance it. Add to this the impossible hurdle imposed by the new land acquisition law.Many states report that all land transactions have come to a halt since the new law was enacted. When you multiply this by hundreds of stalled projects, you can only sit down and cry over this appalling legacy of the UPA. It is a tribute to the new, positive energy released by Modi that instead of throwing up their hands, officials are trying to find answers – even the chalta hai civil servant is doing some remarkable things.

The systemic solution to this mess is an ambitious project tasked by Modi which could transform the clearance process. The same Project Monitoring Group is digitizing on a common platform 60 clearances required for setting up an industry in India – 25 at the centre and 35 in the states. When completed, entrepreneurs will be able to file applications online and track their progress transparently on the net. The world will also get to know who the offending official sitting on my file is, and entrepreneurs will come close to realising their dream of a single window.

Superior execution will go some ways to lift growth and create jobs but only significant reforms will achieve Modi’s first objective. Transparency in clearances will create accountability and slash India’s notorious red tape. But Modi would have got higher marks for furthering governance if he had tasked the group to cut down the sixty clearances to ten, and India’s dismal ranking would also have jumped on the Ease of Doing Business. When it comes to controlling food inflation, Modi’s government has been selling grain from excess reserves and this has brought down grain prices. But India’s food basket has changed and if he had cut import duties and removed non-tariff barriers on higher value foods, especially key vegetables, he would have scored higher on his third objective. Modi is lucky, however. The petroleum price has fallen and the monsoon is not disastrous, and if he is able to realize savings in government expenditure, it will help lower inflation.

In our obsession with accountability we have forgotten that the state was created to act. Modi’s three months teach us how an effective leader is able to enhance state capacity through outstanding implementation. To achieve his three objectives, however, Modi will have to bite the bullet and execute the second generation reforms and begin the reform of governance institutions.Importantly, he must rein in the saffron brigade which is becoming an unnecessary distraction to keeping his three promises

उम्मीद जगाने वाले 10 कदम

हम सब स्वतंत्रता दिवस पर नरेंद्र मोदी के भाषण से बहुत प्रभावित हुए। जवाहरलाल नेहरू के बाद से हमने लाल किले से ऐसा ताजगीभरा, उत्साह बढ़ाने वाला और ईमानदारी जाहिर करता भाषण नहीं सुना। मोदी हिंदू राष्ट्रवादी की तरह नहीं, भारतीय राष्ट्रवादी की तरह बोले। आदर्शवाद की ऊंची-ऊंची बातें नहीं कीं, कोई बड़ी नीतिगत घोषणाएं नहीं कीं और न खैरात बांटीं। आमतौर पर हमारे नेता बताते हैं कि वे हमें क्या देने वाले हैं। उन्होंने बताया कि हमें कौन-सी चीजें राष्ट्र को देनी चाहिए।
मोदी की शैली को वर्णित करने के लिए श्रेष्ठ शब्द हैं, व्यावहारिक, तथात्मक, गैर-आदर्शवादी और कार्यक्षम। वे नई नीतियों की घोषणा की बजाय नीतियों को अमल में लाने पर अधिक जोर देते हैं। जिन लोगों को बजट में धमाकेदार सुधारों की अपेक्षा थी, उन्हें निराशा हाथ लगी और जिन्हें असहिष्णु हिंदू तानाशाही के पुनरुत्थान की आशंका थी, वे आश्वस्त हुए हैं।
कांग्रेस ने हमें याद दिलाया कि मोदी सरकार तो सिर्फ यूपीए सरकार के एजेंडे की नकल कर रही है। अच्छे विचारों की नकल करना कोई बुरी बात नहीं है, यदि आप उन्हें अमल में लाकर दिखाएं। यूपीए सरकार के पास कई बेहतरीन विचार थे, लेकिन वह उन्हें अमल में लाने में नाकाम रही। मनमोहन सिंह वाकई आधारभूत ढांचे के क्षेत्र में बहुत कुछ करना चाहते थे, लेकिन उनमें अमल में लाने की काबिलियत नहीं थी।
यूपीए ने ‘वित्तीय समावेश’ का शोर तो बहुत मचाया पर इस दिशा में बहुत कम हासिल कर दिखाया। मुझे लगता है कि मोदी सरकार यह कर दिखाएगी। नौकरशाही के विरोध के बावजूद मोदी ने समझदारी दिखाकर यूपीए की आधार योजना को स्वीकार कर लिया। मोबाइल से भुगतान को जोड़ने वाली यह बायोमेट्रिक प्रणाली जल्द ही हर भारतीय को बैंक खाता खोलने में मददगार होगी। गरीबी रेखा के नीचे के लोगों को सब्सिडी की राशि नगद मिलेगी। इससे भ्रष्टाचार थमेगा।
सरकार का फोकस ‘बातें करने’ की बजाय ‘करने’ में है, इसके दस उदाहरण दिए जा सकते हैं। नजर आने वाला सबसे बड़ा परिवर्तन तो केंद्रीय नौकरशाही में पैदा हुआ आशावाद है। दिल्ली में बाबू लोग दफ्तरों में जल्दी आने लगे हैं, यह दूसरा बदलाव है। जनता को मिलने का समय जल्दी मिल रहा है, अधिकारियों का रवैया अधिक सहयोगभरा है, बैठकें वक्त पर शुरू हो रही हैं, कुछ तो जल्दी सुबह 9 बजे ही हो जाती हैं। तीसरा उदाहरण केरल की नर्सों को इराकी युद्ध क्षेत्र से 48 घंटों के भीतर घर लौटा लाने का है। इसने प्रशासन में नए पेशेवर अंदाज के दर्शन कराए।
चौथा, बरसों से ठप पड़ी परियोजनाओं को मंजूरी देने में दिखाया जा रहा उत्साह और ऊर्जा है। पांचवां, पड़ोसियों से रिश्ते सुधारने की दिशा में विदेश मंत्रालय में दिखाई जा रही सोदेश्यता व जोश है। यह हमारी बाहरी सुरक्षा का रूपांतरण कर सकता है। छठा, जन्म प्रमाण-पत्र, अंक सूची और इस जैसे अन्य दस्तावेजों के स्व-प्रमाणीकरण (सेल्फ अटेस्टेशन) की तरफ चुपचाप बदलाव। गांव में रहने वाली किसी गरीब विधवा को होने वाले फायदे की कल्पना कीजिए, जिसे पड़ोस के शहर में किसी अफसर से मिलने के लिए चक्कर लगाने पड़ते और आखिर में अपना काम कराने के लिए किसी दलाल या नोटरी को पैसे देने पड़ते थे। मूल दस्तावेजों की अंतिम चरण में जरूरत होगी, पर मीलों लंबा लाल फीता काट दिया गया है ।
सातवां कदम तीन प्रमुख श्रम सुधार हैं। हालांकि, इस मामले में केंद्र सरकार उतनी आगे नहीं गई है, जितनी राजस्थान सरकार, लेकिन इसने श्रम सुधारों की दिशा में दरवाजें खोल दिए हैं। इन सुधारों से हमारे आधे कारखानों पर सकारात्मक प्रभाव पड़ेगा। कर्मचारियों का ज्यादा फायदा होगा और बिज़नेस करना आसान हो जाएगा। प्रशिक्षु रखने के खिलाफ भयानक कानून के खात्मे से कंपनियों के लिए प्रशिक्षु हासिल करना आसान बना देगा। इससे रोजगार देने वाले प्रवासियों खासतौर पर गांव से आने वाले लोगों को प्रशिक्षण देने के लिए प्रोत्साहित होंगे।
आठवां, श्रम मंत्रालय में इन्सपेक्शन को लेकर नए नियमों ने तो ‘इंस्पेक्टर राज’ पर चुपचाप प्रहार किया है। हम सब जानते हैं कि इंस्पेक्टर छोटी उत्पादन इकाइयों को परेशान करते हैं, लेकिन अब उन्हें ऊपर से अनुमति लेनी होगी और अपनी टिप्पणियां वेबसाइट पर डालनी होंगी। भ्रष्ट लेबर इंस्पेक्टर रातोंरात तो नहीं बदल जाएगा पर उसके व्यवहार पर अब कड़ा नियंत्रण होगा।
नौवां, सरकार ने भारतीय खाद्य निगम के गोदामों से अनाज बेचना शुरू कर दिया है और इससे बाजार में अनाज के दाम गिरने लगे हैं। दसवां, महंगाई से निपटने की एक पहल बजट में कृषि उपज विपणन समितियों द्वारा संचालित मंडियों का एकाधिकार तोड़ने संबंधी घोषणा है। इस पहल से आढ़तियों और थोक व्यापार के मठाधीशों में भय पैदा हुआ है, जिनके एकाधिकारवादी कमीशन अनाज की बढ़ती कीमतों के लिए आंशिक रूप से जिम्मेदार है। शीतगृहों की शृंखला निर्मित करने के निर्णय से किसानों को फायदा मिलेगा और उपभोक्ता के लिए कीमतें कम होंगी। केंद्र की ओर से किसान समर्थन मूल्य की सीमा तय करने का फैसला भी उत्साहवर्द्धक है। विडंबना यह है कि इससे भाजपा शासित मध्यप्रदेश और छत्तीसगढ़ को ही सबसे ज्यादा चोट पहुंची है, जहां किसानों के वोट हासिल करने के लिए उन्हें जरा ज्यादा ही प्रीमियम दिया जा रहा था।
भारतीयों ने नरेंद्र मोदी को नौकरियां बढ़ाने, महंगाई घटाने और सुशासन के उनके वादे के कारण चुना है। उन्होंने लाखों नौकरियां निर्मित करने का वादा किया था। निवेश आने लगा है। निवेशकों में भरोसा पैदा होने से पूंजी बाजार में उछाल आया है। निर्माण क्षेत्र में रौनक लौटी है। यानी मोदी ने रोजगार बढ़ाने की दिशा में अच्छी शुरुआत की है।
महंगाई घटाने की बात है तो ऊपर बताए नौवें व दसवें महंगाई से लड़ने वाले ही कदम हैं। हालांकि, उन्हें और आगे जाने की जरूरत है। देश को परंपरा स्थापित कर देनी चाहिए कि कुछ जीवन आवश्यक चीजों की कीमतें यदि नाजायज तरीके से बढ़ रही हैं तो उनका नियमित रूप से आयात किया जाए। इससे आपूर्ति सुनिश्चित कर खाद्य पदार्थों में महंगाई से निपटने का सरकार का संकल्प जाहिर होगा। सबसे बड़ी बात, मोदी को सरकारी खर्च (खासतौर पर सब्सिडी) में कटौती करनी होगी, जो महंगाई का महत्वपूर्ण कारण है।
और आखिर में, मोदी ने ‘छोटी सरकार, बड़ा शासन’ का वादा किया था। इस मोर्चे पर उन्होंने कितना काम किया है? ऊपर बताए 1,2,6 और 7वें कदम सुशासन को लक्षित है। मोदी लोगों की अपेक्षाओं पर खरे उतरेंगे या नहीं, इस बारे में कुछ कहना अभी जल्दबाजी होगी, लेकिन उन्होंने बिना बड़ी गलतियां किए अच्छी शुरुआत तो कर ही दी है।

बदलाव की बड़ी तस्वीर

मोदी सरकार को सत्ता में आए करीब ढाई माह हो चुके हैं। इतने कम समय में किसी निश्चित निष्कर्ष पर पहुंचना अभी बहुत जल्दबाजी होगी, लेकिन बदलाव के संकेत दिखने लगे हैं और एक बड़ी तस्वीर स्पष्ट होने लगी है। हां, इतना अवश्य है कि जहां लोगों को आमूलचूल बड़े परिवर्तन की अपेक्षा थी वहां निरंतरता पर आधारित छोटे-छोटे बदलाव नजर आ रहे हैं। बजट में बहुत बड़े बदलाव की अपेक्षा पाले बैठे लोगों को भी कुछ निराशा हुई है। इसी तरह जो लोग अनुदार हिंदू तानाशाही के उभार का डर पाले हुए थे वे ऐसा कुछ न होने के प्रति आश्वस्त हुए हैं। प्रधानमंत्री न तो अधिक तेजी से अपने प्रशंसकों की तमाम बड़ी अपेक्षाओं को पूरा कर सकते हैं और न ही अपने दुश्मनों के डर को समूल खत्म कर सकते हैं। इससे पता चलता है कि भारत में किस तरह सत्ता का संचालन होता है। इस निरंतरता की सकारात्मक व्याख्या यही है कि यह भारतीय राज्य के दिनोंदिन अधिक परिपक्व होने को दर्शाता है। इसका नकारात्मक पहलू यह है कि मोदी भी शासन में रातोंरात बड़ा बदलाव शायद नहीं कर सकते। प्रधानमंत्री ने स्वयं भी इससे अपनी मौन सहमति जताई है। वह अधूरे पड़े कामों को पूरा करने में जुटे हैं और यह कोई खराब बात नहीं है। जैसा कि वह कहते भी हैं कि काम करने वाले ज्यादा बोलते नहीं।

इस सरकार द्वारा किए गए थोड़े बहुत किए गए कार्य यही बताते हैं कि मोदी सरकार का मंत्र मौन क्रियान्वयन है। इस संदर्भ में जो महत्वपूर्ण बदलाव हुआ है वह केंद्रीय नौकरशाही के रुख-रवैये से संबंधित है। रिपोर्ट बताती हैं कि वही पुराने अफसर आम लोगों से अधिक आसानी से मिल रहे हैं, उनके फोन उठा रहे हैं और काम कर रहे हैं। समय पर मीटिंग हो रही हैं और यहां तक कि सुबह के नौ बजे भी अधिकारी बैठक कर रहे हैं। इराक में युद्ध क्षेत्र से जिस तरह 48 घंटों के भीतर केरल की नसरें को वापस उनके घर पहुंचाया गया वह प्रशासन के नए तौर तरीकों को दर्शाता है। दूसरा काम बुनियादी ढांचे से जुड़ी परियोजनाओं में तेजी दिखाने का है, जिससे नए रोजगार अवसरों के सृजन की शुरुआत हुई है। तीसरा संकेत विदेश मंत्रालय में आए नए उत्साह और उद्देश्यपरकता का है। पड़ोसी देशों से संबंध सुधारे जा रहे हैं, जिससे हमारी सुरक्षा सुदृढ़ होगी। नेपाल, बांग्लादेश और भूटान के लोगों का नजरिया भारत के प्रति बदला है। इसी तरह एक और बड़ा प्रशासनिक बदलाव लोगों को प्रमाणपत्रों के प्रशासनिक अधिकारियों के द्वारा सत्यापन से निजात दिलाना है। अब जन्म प्रमाणपत्र, अंकपत्र आदि के सत्यापन के लिए राजपत्रित अधिकारियों के हस्ताक्षर अथवा नोटरी से हलफनामे की आवश्यकता नहीं होगी। आप गांवों में रहने वाली उन विधवाओं के बारे में कल्पना कीजिए जो सरकारी लाभ पाने के लिए एक अधिकारी से हस्ताक्षर कराने के लिए पूरे दिन यात्रा करने को विवश होती हैं और इसके लिए अंतत: उन्हें रिश्वत देनी पड़ती है। वास्तविक दस्तावेजों की आवश्यकता अब भी होगी, लेकिन लालफीताशाही खत्म होगी और ब्रिटिश राज की औपनिवेशिक मानसिकता से मुक्ति मिलेगी।

इस क्त्रम में श्रम से संबंधित तीन बड़े सुधार किए गए हैं। हालांकि सरकार द्वारा इस दिशा में उठाए गए कदम पर्याप्त नहीं हैं, लेकिन इससे श्रम कानून में सुधार का रास्ता खुला है। इन सुधारों से कर्मचारी लाभान्वित होंगे और उद्योग-व्यापार कार्य अधिक आसान बनेगा। कंपनियों को नए कर्मचारियों की भर्ती करने में आसानी होगी और नियोक्ता नए लोगों को कौशल प्रशिक्षण देने के लिए प्रोत्साहित होंगे, विशेषकर ग्रामीण क्षेत्रों में। इसी तरह निरीक्षणों के संबंध में श्रम मंत्रालय के नए कानूनों से छोटी विनिर्माण इकाइयों को श्रम निरीक्षकों के भय से निजात मिलेगी। हमारे निरीक्षकों को याद होना चाहिए कि यह प्रणाली 1880 में अपनाई गई थी। उस समय निरीक्षण के दो प्रकार थे। एक संदिग्ध के खिलाफ, जिसमें उसकी खामियों-कमियों को खोजा जाता था ताकि उन्हें ठीक किया जा सके। दूसरा काम मित्रवत मार्गदर्शन का था, जिसकी सदिच्छा चीजों को ठीक करने की होती थी। यह सही है कि भ्रष्ट श्रम निरीक्षक रातोंरात बदल नहीं जाएंगे, लेकिन उनके व्यवहार को अब कड़ाई से नियंत्रित अवश्य किया जा सकता है। जहां तक महंगाई की बात है तो सरकार ने एफसीआइ के गोदामों में पड़े 50 लाख से एक करोड़ टन खाद्यान्नों को बेचने की बात कही है। महज इसकी घोषणा से बाजार में खाद्यान्न कीमतों में गिरावट आ गई। इस कदम को दूसरी अन्य महत्वपूर्ण चीजों के मामले में भी अपनाया जा सकता है। सब्जियों के मामले में भी अधिक तेजी से हवाई जहाजों के माध्यम से रणनीतिक आयात के द्वारा सरकार आपूर्ति बढ़ाकर महंगाई को नियंत्रण में ला सकती है। कृषि उत्पाद बाजार समितियों अथवा एपीएमसी के एकाधिकार को खत्म करने के लिए निजी किसान मंडियों का सहारा लिया जा सकता है। बजट में शीतभंडारण गृहों की श्रृंखला स्थापित करने की बात कही गई है, इससे किसानों को लाभ होगा और उपभोक्ता वस्तुओं की कीमत में कमी आएगी।

संप्रग सरकार के समय में शुरू की गई आधार योजना अधिक तर्कसंगत बनाने की बात कही गई है, जो अच्छा कदम है। भुगतान के लिए बायोमीट्रिक तकनीक को मोबाइल फोन से जोड़े जाने से हजारों करोड़ की बचत होगी। इस तरह जवाबदेह प्रशासनिक कामकाज से आम लोगों को लाभ होगा। कुछ नकारात्मक बातें भी हुई हैं। मेरे विचार से डब्ल्यूटीओ वार्ता में भारत को विघ्नकर्ता की भूमिका नहीं निभानी चाहिए। भारत कृषि का बड़ा निर्यातक देश है और यह हमारे हित में है कि लालफीताशाही कम हो और सीमा शुल्क संबंधी औपचारिकताएं तर्कसंगत हों। भारत कमजोर बहुपक्षीय प्रणाली को कमतर आंक रहा है, जिससे अंतत: हमें ही सर्वाधिक लाभ होना है। कुल मिलाकर मोदी सरकार के कामों और उनकी कार्यशैली को देखते हुए हम कह सकते हैं कि नया मंत्र मौन क्रियान्वयन है। बहुत अधिक बातें और काम बहुत थोड़ा करने वाले हमारे देश में यह कार्यप्रणाली एक ताजी हवा की तरह है। जो लोग 15 अगस्त को प्रधानमंत्री से एक दूरदर्शी भाषण की अपेक्षा कर रहे हैं उनका इंतजार आज खत्म होगा।

Two months on, mantra’s clear: Less talk, more action

It’s been a little over two months since the Modi sarkar came to power. Too soon, perhaps, for a definitive assessment, but there are signs of change; patterns are emerging; and even hints of a larger picture. Where we had expected discontinuity there is surprising continuity. This may say something about the evolution of authority, a maturing of the Indian state. Those who expected big bang reforms are disappointed and those who feared an intolerant autocracy are reassured. Modi himself has been remarkably silent. He has been busy getting things done — those who act often say little. Here is a brief inventory with positive and negative examples.

The most palpable change is an upbeat mood in the central bureaucracy. No straggling in at 11 am. There are reports of quick appointments to the public; the same arrogant officer comes on the phone line, and is more helpful; meetings begin on time, some as early as 9 am. The manner in which nurses from Kerala were brought home from Iraq’s war zone in 48 hours showed a new professionalism. Another change is the quiet way that infrastructure projects have got going and begun to create jobs. There is a sense of purpose and vigour in repairing relations with our neighbours that could transform our security.

The noiseless shift to self-attestation is a major administrative reform. Documents — such as birth certificates, mark sheets etc — no longer require to be attested by gazetted officers or affidavits by notaries. Imagine the benefit to a poor village widow who travelled a whole day to find an officer and finally ended up paying a tout or a notary. Original papers are still needed but miles of red tape have been cut, and a 150-year-old process decolonized.

Three archaic labour laws are about to be scrapped, enhancing employee benefits and making it easier to do business. New rules on inspections have also struck a quiet blow against the dreaded inspector raj. Merely the announcement that five to ten million tons of grain from the FCI stockpile will be sold has reduced grain prices. Tactically importing a few planeloads of vegetables will underline the resolve to fight food inflation through augmenting supply. The announcement to break the monopoly of the feared Agricultural Produce Marketing Committees (APMCs) through private mandis is also antiinflationary and has instilled fear among wholesale warlords. So is the courageous cap on farmer support prices that has offended both BJP-ruled MP and Chhattisgarh.

The pragmatic restoration of Aadhar, despite the BJP’s and the bureaucracy’s hostility, is an example of continuity. This biometric technology linked to payments through mobile phones will save thousands of crores and lead to clean, accountable governance while easing the aam aadmi’s life. With its focus on implementation, this government will fix its minor glitches and cover the whole country in two years. Now to a few negatives. India should not have played ‘spoiler’ in the recent WTO talks. India is a major agriculture exporter and it is in our interest to cut red tape and harmonize customs formalities. By insisting on linking trade facilitation to food security issues, India has undermined the fragile multilateral system that benefits India the most. By not applying its mind, the Modi government became a victim of bureaucratic capture.

While it is virtuous to act rather than speak, Modi should have spoken boldly in the recent spate of Hindutva incidents. He should have countered the Goa minister’s claim — India is not a Hindu rashtra, which is why it is different from Pakistan; condemned the Shiv Sena goons for force-feeding a Muslim during Ramzan; and publicly distanced himself from the vision of ‘akhand Bharat’ in Batra’s textbooks that risk undoing his government’s fine work in building trust with our neighbours.

This is not an exhaustive list but it points to a mantra of quiet execution, which matters in a country with too much talk and too little action. Those expecting visionary statements should wait for August 15.

कई बातें स्पष्ट कर सकते थे जेटली

नरेंद्र मोदी को प्रधानमंत्री बने दो माह हो गए और यह बिल्कुल स्पष्ट हो गया है कि यह एक 'मोदी सरकार' है। उन्होंने सरकारी दफ्तरों के शीर्ष पर बैठे सभी प्रमुख सचिवों से सीधा संपर्क स्थापित कर लिया है। वे उन्हें फैसले लेने और यदि कुछ गड़बड़ हो जाता है तो उनसे संपर्क करने के लिए प्रोत्साहित कर रहे हैं। सचिवों और प्रधानमंत्री के बीच मंत्रियों की दुविधापूर्ण स्थिति है, कैबिनेट के साधारण दर्जे को देखते हुए यह शायद अच्छा ही है। मंत्री तो खुश हो नहीं सकते। उन्हें रिश्तेदारों को नौकरियां देने की मनाही है। वे फैसलों में व्यक्तिगत हित नहीं देख सकते।
महीनों की बातों के बाद अब हम कुछ होता देखना चाहते हैं। यह मौका पिछले हफ्ते आया जब इस सरकार ने अपना पहला बजट पेश किया। मोदी ने वित्तीय अनुशासन कायम करने के लिए जरूरी 'कड़े' फैसलों की बात कही थी। ऐसे फैसले, जिनके कारण लोगों की नाराजी का जोखिम था। हालांकि, बजट में ऐसा कुछ नहीं हुआ। कड़े फैसले लेने का मौका सरकार ने गंवा दिया।
बजट में ऐसे भारत के लिए नरेंद्र मोदी का रणनीतिक विज़न कहीं नजर नहीं आया, जिसे तेजी से आगे बढ़ने और सभी के लिए अवसर निर्मित करने की जरूरत है। यह बजट तो ऐसा लगा जैसे यूपीए सरकार के पुराने नौकरशाहों ने तैयार किया हो, कि किसी विज़नरी नई सरकार ने। बजट में निरंतरता दिखाई दी जबकि जरूरत बदलाव की थी। वित्तमंत्री अरुण जेटली को अपने पहले बजट का इस्तेमाल पांच साल का विज़न रखने में करना चाहिए था। उन्हें बताना चाहिए था कि क्यों यूपीए शासन में आर्थिक वृद्धि आधी रह गई और इसे पटरी पर लाने के लिए कौन से कड़े फैसले करने होंगे। उन्होंने यह नहीं किया और एक बड़ा मौका खो दिया।
भाजपा ने इस साल फरवरी में पेश चिदंबरम के अंतरिम बजट के आंकड़ों को हकीकत से दूर और हासिल करने में असंभव बताया था। मगर अब जेटली ने उन्हीं आंकड़ों को स्वीकार कर लिया है। नई सरकार को बजट संबंधी खातों पर स्पष्ट बात करने का मौका मिला। फिर चाहे इसका मतलब ऊंचे वित्तीय घाटे को स्वीकार करना ही क्यों हो। जेटली के कुछ आकड़े उतने ही खोखले नजर आते हैं, जितने चिदंबरम के थे। करों से होने वाली अामदनी 17.4 फीसदी से बढ़ने की बात कही गई है, लेकिन इस पर भरोसा नहीं होता। जीडीपी वृद्धि में मामूली इजाफे से यह आंकड़ा 13 से 14 फीसदी (9 फीसदी तो मुद्रास्फीति प्लस 5 फीसदी वास्तविक जीडीपी वृद्धि) से ज्यादा जाने की संभावना नहीं है। फिर सालाना वित्तीय घाटे का 45 फीसदी तो इस वित्तीय वर्ष की पहली तिमाही में ही हो गया है।
भारतीय अर्थव्यवस्था के लिए यह असाधारण रूप से बुरा वक्त है। मुद्रास्फीति (महंगाई) तो बहुत बढ़ गई है और आर्थिक वृद्धि बहुत कम है। ऊंचा वित्तीय घाटा महंगाई की स्थिति को और भी खराब बना रहा है। इसके कारण निजी क्षेत्र निवेश करने से कतरा रहा है। चालू खाते के घाटे को तो वृद्धि ठप होने और सोने के आयात पर नियंत्रण रखकर काबू में रखा गया है। मानसून बहुत खराब रहने का अनुमान व्यक्त किया गया है। इससे कीमतें और बढ़ने की आशंका है। दुनिया की स्थिति देखते हुए कह सकते हैं कि कच्चे तेल की कीमतें भी अासमान छू सकती हैं। शेयर बाजार जरूरत से ज्यादा ऊंचा जा रहा है और यदि कोई बुरी खबर आई तो पूंजी बाहर जाने लगेगी और इसे धराशायी होते देर नहीं लगेगी। इस बजट में ऐसी सब आपात स्थितियों का अनुमान लगाकर इन धक्कों को बर्दाश्त करने की व्यवस्था की जानी चाहिए थी। इसकी बजाय बजट से वित्तीय संतोष झलकता दिखाई देता है।
हो सकता है मैं कुछ कठोर बातें कर रहा हूं और अधैर्य जता रहा हूं। क्योंकि यह सच है कि सरकार को अस्तित्व में आए सिर्फ दो ही महीने हुए हैं और उठाए जाने वाले कई कदमों में से ये शुरुआती कदम ही हैं। िवत्तमंत्री जेटली ने यह जरूर माना कि यह बजट दिशा देने वाला है। इसमें कोई विस्तृत ब्ल्यू प्रिंट नहीं है। नई सरकार को विज़न को साकार करने के लिए वक्त देना होगा।
बजट में कई अच्छी चीजें हैं। आधारभूत ढांचे और रीयल एस्टेट को वाकई प्रोत्साहन गति दी गई है। इन दोनों क्षेत्रों का संबंध निर्माण श्रम से है और इससे बड़ी संख्या में रोजगार पैदा होगा। महंगाई रोकने के कदम भी इसमें हैं। जेटली की जगह यदि मैं होता तो बताता कि कैसे यह बजट रोजगार पैदा करेा और महंगाई को काबू में लाएगा। ये दो मुद्दे ही तो लोगों के दिमाग पर छाए हुए हैं। यह मौका भी गंवा दिया गया।
‌मोदी और जेटली को पूर्ववर्ती सरकार की गलतियों से सीखना चाहिए और जोर देकर आर्थिक सुधारों का माहौल तैयार करना चाहिए। उन्हें लगातार राष्ट्र को इस बारे में शिक्षित करना चाहिए कि सुधारों और नौकरियों, आगे बढ़ने के मौकों और समृद्धि के बीच क्या संबंध है। उन्हें लोगों को बताना चाहिए कि स्पर्द्धा आधारित बाजार और नियमों पर आधारित पूंजीवाद ही समृद्धि का वाहक हो सकता है। उन्हें नियम कायदों पर चलने वाले पूंजीवाद और दोस्ती-यारी पर चलने वाले पंूजीवाद (क्रोनी कैपिटलिज्म) में फर्क बताना चाहिए। उन्हें बताना चाहिए कि सरकारी खैरात बांटने से नहीं, आर्थिक सुधारों से अच्छे दिन आएंगे।
अब अगले कदम क्या होने चाहिए? यदि यह सरकार वित्तीय घाटे को निशाना बनाना चाहती है तो इसे जल्दी से सार्वजनिक क्षेत्र की कंपनियों और बैंकों का विनिवेश शुरू कर देना चाहिए। अपना लक्ष्य हासिल करने के लिए यह विनिवेश के जरिये 60,000 करोड़ रुपए की राशि खड़ी कर सकती है। पिछली सरकार ने पिछले तीन साल में जो हासिल किया है यह उससे तीन गुना अधिक है। इसे अनावश्यक सब्सिडी की भी कटौती शुरू कर देनी चाहिए। जेटली ने एक व्यय अायोग गठित करने की घोषणा की है। इस आयोग को जल्दी रिपोर्ट देनी चाहिए ताकि जेटली सब्सिडी में कटौती से आधे साल में संभव बचत पर गौर कर सकें। मोदी की कैबिनेट को जल्दी से भू-अधिग्रहण के नए नियम बनाने चािहए, जिनके अभाव में बहुत से मैन्यूफैक्चरिंग प्रोजेक्ट अटके पड़े हैं। इसी प्रकार श्रम कानूनों के कारण औपचारिक नौकरियां निर्मित नहीं हो पा रहीं। इस सरकार को केंद्र में श्रम कानूनों में सुधार की शुरुआत करनी चाहिए (जो राजस्थान सरकार राज्य स्तर पर कर रही है)।
जेटली के निराशाजनक प्रदर्शन से भविष्य के वित्तमंत्रियों के लिए एक सबक है। पूर्ववर्ती वित्तमंत्री लंबे भाषण देकर िवस्तृत ब्योरे देकर मतदाताओं के हर वर्ग को खुश करने का प्रयास करते थे। जेटली ने िजतने भी मतदाता वर्ग की कल्पना की जा सकती है, उन सबके लिए छोटी-छोटी परियोजनाओं की घोषणा की। वित्तमंत्री को हर 100 करोड़ के उस प्रोजेक्ट के बारे में बताने पर दो घंटे बर्बाद करने की जरूरत नहीं है, जो वह आगे अमल में लाने वाला है। उसे तो आधे घंटे में सरकार का विज़न स्पष्ट कर यह बताना चाहिए कि किस प्रकार बजट इस विज़न को पूरा करेगा। सरकार के बजट को लोगों तक पहुंचाने का यह है राजनीतिज्ञ जैसा तरीका।

After months of talk, it’s go time for new PM

John Ruskin, the 19th century British art critic, once re marked that the greatest contribution that an aristocratic duke could make to the modern world would be to take a job as a grocer. This apparently bizarre suggestion goes to the heart of middle-class dignity -an idea that I identified in my last column to explain the significance of Narendra Modi’s victory. In our unequal, hierarchical Indian society, we need to correct our misguided notion about what constitutes a dignified life. Much like Ruskin’s Victorian society, Indians believe that dignity is not compatible with being a petty kiranawallah. When so many people work in shops, this prejudice is cruel and destructive -it cuts off decent, hardworking people from the respect of others and from self-respect.

Modi’s landslide victory invites us to be more imaginative in thinking about the nature of human dignity , to move from prejudice to a question. By electing a chai-wallah’s son, who affirmed the aspirations of the millions who have pulled themselves up in the post-reform decades through their own efforts into the middle-class, we are forced to challenge our assumption that selling vegetables is socially degrading. If an upper-class zamindar, who takes time off from his idle life of breeding race horses to stand behind a counter in the belief that supplying people with good vegetables at a fair price, or driving them to their destination in a three-wheeler, is inherently worthwhile, the prejudice might give way to a fairer assessment of human worth.

Ruskin is not only challenging how we judge shopkeepers; he also wants shopkeepers to take their own dignity more seriously . Modi’s victory has made us believe that: 1) anyone can aspire to middle-class status; 2) if one imbibes its values of thrift, ambition, industry and prudence; and 3) a middle-class society is a good society.

Narendra Modi has now been prime minister for six weeks and it is abundantly clear that this is a “Modi Sarkar“. He has established direct contact with secretaries at the head of government departments, encouraging them to take decisions and get in touch with him if things go sour. Ministers have an ambiguous place in this setup, which is probably a good thing considering the mediocre level of his cabinet. Ministers could not be happy -they have been forbidden to hire relatives or introduce personal considerations in their decisions.

Otherwise, this has been a period of welcome silence and calm after the din and clatter of the election. Now we need to see some action after months of talk. In one respect Modi should not be silent. He should learn from his predecessor’s mistake and insistently make a compelling political case for economic reform. He must keep educating Indians about the link between reforms, jobs, opportunities and prosperity . He needs to explain that only the competitive market (not giveaways) can deliver a middle-class society and that a rules-based capitalism leads to dignity, not crony capitalism. Unfortunately, he frittered away a golden opportunity to do this in the disappointing address of the President.

Modi has spoken about “tough“ decisions that are urgently needed to enforce financial discipline, and they risk losing popular good will. With this warning he has set the stage for a hard-nosed budget on Thursday. When it comes to price increases, he would do well to follow TN Ninan’s advice -take price increases in small bites and frequently, and avoid the fiasco over the increase in railway fares.

Achche din aane wale hain (Good days are coming), was Modi’s response to his victory.

Those few words carry a massive burden of aspirations but with a clear majority in the Lok Sabha and supremacy in his own party , he is the first Indian leader in a long time to have the freedom to act on his convictions. He is getting plenty of advice -the politico-bureaucratic system is trying to co-opt him, attempting to make him one of its own. He is being advised to be prudent, to make incremental changes and not unsettle the system. But he must not forget that an aspiring nation has elected him precisely because he is an outsider and wants him to shake up the system. So, he must not listen too much to others and follow his own dharma.

It Is All about Execution

Narendra Modi's defining qualities are a sense of purpose.

If there is one lesson we have learned about leadership in recent years, it is that we overvalue intelligence and undervalue determination. When choosing our leaders we betray an instinctive bias for thought over action even though history teaches us that great leaders were great doers, not great thinkers. Outstanding leaders have always had the qualities of resolve, purpose and determination in abundance, and this helped them to change the world. With a PhD from Oxford University, our last prime minister was probably the leader most generously endowed with intelligence and academic credentials. But he failed. He neither had the willpower to prevail over events, nor the ability to translate thought into action. Sickened by the drift and paralysis of the last government, the Indian voter has now chosen the opposite type of leader.

Narendra Modi's defining qualities are a sense of purpose, accompanied by attention to detail, and backed by plenty of grit and fierce determination. These are quintessential abilities of an implementer, someone who knows how to get things done. These qualities were on generous display during his election campaign and if he runs the country as well as his campaign we have good reasons to be hopeful. The answers to India's problems have less to do with new ideas and new laws and more to do with implementing old ideas and old laws. Modi reminded us of this truth time and again during the past year, and those who know him well have said the same thing-his strength lies in execution. It is time we had an executive in charge of our country, someone capable of delivering results. It is for this reason that I-a liberal, secular Indian who does not find Hindutva or BJP particularly appealing-voted for him.

Indians do well in strategy, lag in execution

McKinsey & Co, the respected management consulting company, discovered in a famous global study in the 1990s that high performing companies distinguished themselves by execution. Its data on India reinforced the bias for action. In its sample of 35 major Indian companies, based on interviews with more than 600 executives, it concluded: "While many Indian companies perform well on strategy, they are lagging in execution.

Foreigners sometimes remind us that Indians are bright. But they are too polite to add that they can also be 'over-smart'. Indians think and argue too much, see too many angles, and don't act enough. It makes hiring and recruiting talent particularly difficult, for we come out sounding good in interviews, and how do you separate the doers from the talkers? The gap between thought and action is so pervasive in Indian life that I sometimes despair if weak execution is, in fact, a deficit in character.

My experience as a practising manager and later as a board member or consultant confirms that while most managers usually achieve a reasonably robust strategy, they implement poorly. I am also associated with a private equity fund that has invested in many Indian companies over the past 10 years, and it has reinforced this conclusion: The best firms are not the ones with the best business model but the best execution ability.

The story of Narendra Modi's climb from serving chai to passengers on the railway platform of a sleepy Gujarat town to 7, Race Course Road illustrates many things, including his leadership style. As he rose in life to take on positions of increasing responsibility in the RSS and later in the Gujarat government, Modi was not content with laying broad policies. Unlike our previous prime minister, he did not abdicate responsibility for implementation to those below him. He surrounded himself with people with execution ability like himself, set clear, measurable goals, and created small 'implementation' teams. Instead of pronouncing on strategy, he got into the messy details of a project, monitored day-to-day performance, removing obstacles for those who were implementing it, staying close to them and motivating them. He recognised those who took initiative and risks, and punished those who played safe and behaved like bureaucrats. And he did all this without appearing to be interfering or micro-managing. Thus, he got fairly ordinary Gujaratis to do pretty extraordinary things.

I first heard Narendra Modi speak at Shri Ram College of Commerce in Delhi in February 2013, and it opened a window to his leadership abilities. It was his first speech in a long campaign to be prime minister, and he declared his ambition right away. Unlike coy Rahul Gandhi and the Congress party, who danced coquettishly around the subject, Modi sent an unambiguous message that he was hungry for the job. He was off to a head start, and his clarity of purpose was refreshing for the Indian voter.

Modi was also unambiguous about his specific goal-it was to gain a clear majority for the BJP. The chattering classes laughed each time he said it and thought he was mad. They did not know that impossible ambitions drive successful leaders. Managers call these 'stretch' targets, and their purpose is to rally troops around difficult tasks. Impossible targets have a way of motivating soldiers who forget their differences. They feel they 'own' the goal and the battle. Thus, charismatic leaders are known to achieve astonishing commonness of purpose among their subordinates-what business managers prosaically refer to as 'alignment'.

Great leaders are not nice people

Related to this, was another feature I observed about Modi's campaign-the importance of a unified team. Great leaders are not 'nice' people who seek popularity, and certainly not ones you would invite to a polite dinner party. Narendra Modi had to ensure unified command and had to get rid of rivals and sceptics, which explains why he had to marginalise L.K. Advani, Jaswant Singh and others. And why, at the same time, he had to move his most trusted lieutenant, the ambiguous Amit Shah, to perform the miracle of turning Uttar Pradesh around. And why, despite opposition from inside the party, he tied up with unsavoury, blemished politicians B.S. Yeddyurappa and Ram Vilas Paswan.

The word executive comes from 'one who executes'. The hallmark of an effective executive is good planning and attention to detail, which is an important lesson I learned at the company where I worked for many years, Procter & Gamble. (The other lesson was how to write a crisp one-page memo because you were not allowed a second page). Modi, as I have said, is an implementer, and hence planning and detail come naturally to him. What we saw on television was great oratory but behind the scenes was months of planning with dozens of karyakartas, who worked with discipline to orchestrate each event minute by minute.

Finally, Modi is a flawed individual, not unlike most of us. In his place, I would have expressed remorse a dozen times for the events in 2002, without of course, incriminating myself. I would have had a powerful think tank to feed me data, especially on economic and foreign policy issues. I could go on and on about his deficits. But at the end, his positive attributes clearly outweigh his faults. If there is one truth I would underline it is that without realising it, Narendra Modi seems to follow the British scientist Jacob Bronowski's advice. He believes that the world is not understood by contemplation but by action-"the hand is the cutting edge of the mind, as Bronowski put it.
