The Dharmic Economy

The road to sustainable markets

THE IDEA THAT an ancient Indian concept, dharma, might offer insight into the nature of the competitive market is, on the face of it, bizarre. But this is precisely what I intend to show in this essay. Dharma is a difficult word to translate into English. Duty, goodness, justice, law, and religion have something to do with it, but they all fall short. For our purposes, however, think of dharma as doing the right thing, both in private and public life. The market system depends ultimately not on laws but on the self-restraint of individuals and dharma provides that restraint. It provides people with shared norms that encourage them to transact with mutual respect and thus reinforces trust between them. Many business communities in India have a word for this crucial concept of trust—Marwaris call it ‘sakh’, for example.

At the heart of the market system is the idea of exchange between ordinary, self-interested human beings, who seek to advance their interests peacefully in the marketplace. Dharma places limits on buyers and sellers and this allows strangers in the marketplace to trust each other. Because of a shared notion of dharma, I readily accept a cheque from you. In the same way a taxi driver takes me in as a passenger because he knows that the curbs of dharma will ensure he will get paid at the end of the journey. Thus, millions of transactions are conducted daily based on the self-control of human beings in the global economy without written contracts or judges and policemen to enforce them. Dharma acts like invisible glue between transacting persons in the marketplace, allowing them to trust each other. The same glue also holds society together, bringing a degree of coherence and predictability to our uncertain lives.

I trust the woman who sells fruit to me regularly in Khan Market near my house in Delhi. She claimed one day that she had received exceptionally good man goes but they were expensive because of their higher quality. I reluctantly bought the mangoes, but unfortunately they turned out to be bad. I promptly punished her by shifting my allegiance to her competitor. Not only did she lose my custom, but I also told half a dozen friends and neighbours. All of us shared similar stories about her behaviour. As word-of-mouth spread, she came to be known as a person of low dharma, and lost market share. There is thus an underlying dharma that guides the marketplace, and it punished the fruit seller without the need for judges and policemen.

Every purchase manager has the temptation to squeeze his supplier. If he does not treat the supplier with dharma and give him a fair price, his own company will suffer when the supplier delivers sub-standard components. On the other hand, the market rewards good behaviour on the part of a company that treats its employees well. The best will want to join such a firm, and with the influx of talent, it will be rewarded with high performance and market share. A person or a firm that consistently behaves with dharma is rewarded in the end with a good reputation. Smart businessmen know this and work incessantly to improve their reputation. Thus, markets are not only efficient but they also reinforce good behaviour, thanks to dharma.

DHARMA DERIVES FROM the Sanskrit root dhr, meaning to ‘sustain’ or ‘hold up’ (somewhat in the way that foundations support a building). Dharma provides the underlying rules or norms of society, creating obligations between citizens and between citizens and rulers, and it thus brings a degree of coherence to our everyday life. It is the moral law that provides the foundation for the good life of an individual and of a good society.

Because dharma is pragmatic (unlike, for example, the absolute morality of the Judeo-Christian tradition), it is eminently suited to comprehend exchanges in the marketplace and public policy. Dharma’s approach is not to seek moral perfection, and its world of moral haziness is thus far closer to our experience as ordinary human beings. It is also suited far better for public policy in a democracy than the narrow and rigid moral positions in a theocracy or a dictatorship, which are based on fundamentalist notions.

The word ‘dharma’ is employed 64 times in the first text on the Indian Subcontinent, the Rig Veda, created around 1500 BCE, and its meaning has evolved though history. (I have described this historical evolution at the end of my book, The Difficulty of Being: On the Subtle Art of Dharma). Although the Sanskrit word ‘dharma’ appears at times to be synonymous with the English word ‘moral’—and up to a point, it is—dharma, in fact, carries many connotations that go beyond the English word. It contains suggestions of ‘cosmic harmony’ (a bit like maat in ancient Egypt), ‘trust’, ‘legality’, ‘balance‘, restraint’, ‘justice’ and ‘religious merit’. Some of these can help in deepening our understanding of the market. From its original Vedic root of ‘holding up’, it carries connotations of balance, harmony, and moral well-being, both for an individual and society. Hence, it was elevated to one of the four goals of the good life in classical India, along with artha, ‘material well-being’, kama, ‘sexual well being’, and moksha, ‘spiritual well-being.’

When individuals behave with dharma, they create trust in society and harmony in the cosmic order. ‘The God Indra then showers sweet rain and the seasons follow; harvests are bountiful, and the people thrive.’ (Mahabharata 1.58.14). The ideal that continues to exist in the Indian imagination is that of a ruler guided by dharma. Hence, the outraged reaction of the Indian people to corruption scandals during the Congress-led UPA-II Government, which was captured in a Dainik Bhaskar headline thus: ‘Dharma has been wounded.’

However, dharma has its limits because every society has its crooks. Therefore, Bhishma instructs Yudhishthira in the Mahabharata about the importance of danda, the ‘rod’ of the state to punish those of low dharma. Even the most peaceful, dharmic ruler must then exercise force. The epic says that when dharma is low in a society, the dependence on danda or intrusive regulation rises. A society where dharma is weak suffers from pervasive corruption of public officials and ineffective public administration.

THAT INDIA IS rising in the 21st century on the back of free markets is not surprising. It has a long tradition of encouraging and promoting markets. Since ancient times, the merchant was a respected member of society, one of the three ‘twice-born’ higher varna in the social hierarchy. Merchants and bazaars emerged early as centres of exchange in the towns of the Indus Valley (3300–1500 BCE), possibly even earlier in the Neolithic age, soon after Indians first engaged in agriculture and there was a surplus.

India historically had a weak state but a strong society, unlike China, which had a strong state and a weak society. India’s history is a story of warring kingdoms, unlike China’s, which is a history of empires. Early on dharma placed limits on the power of Indian rulers. In China, the emperor was the source and interpreter of the law; in India, dharma (meaning ‘law’ in this context) existed prior to the king, and the king was expected to ‘uphold dharma for the benefit of the people’; the Brahmin, not the raja, was the interpreter of dharma; thus a ‘liberal’ division of powers was created early in Indian history which placed a check on state power, and weakened the power of the state. Oppression did not generally come from the state, but from society (particularly from Brahmins). And the answer to that oppression was a guru, like the Buddha, who came along periodically to deliver the people from oppression.

Because the state was weak, regulation in India was generally light. An exception to this was the heavily regulated state in the political economy text, the Arthashastra. The king’s dharma, we are told in the Mahabharata, was to nurture the productive forces in society, including the market: ‘The king, O Bharata, should always act in such a way towards Vaishyas (merchants and farmers) so that their productive powers may be enhanced. Vaishyas increase the strength of a kingdom, improve its agriculture, and develop its trade. A wise king levies mild taxes upon them’ (Mahabharata, XII.87). Practical advice, indeed; otherwise, the epic goes on to suggest, Vaishyas will shift to neighbouring kingdoms and the king will lose his tax base. ‘Shat bhaga’ or one-sixth was considered by the dharma texts, as well as by the Arthashastra to be the fair share of the king for maintaining peace and infrastructure. Thus, 15 per cent was considered the optimal tax rate, which roughly is the tax rate of Singapore today. Mughal rulers were castigated for charging 40 per cent, an excessive tax in people’s eyes.

There was purpose to economic activity and the ancients were acutely aware of it when they posited artha as one of the goals of life. They believed that the pursuit of money was proper because it created the material conditions for the pursuit of other goals. But dharma, ‘moral well-being’, was generally considered a higher goal than artha. This meant that there was a right and a wrong way to pursue wealth and the constraints of dharma were meant to guide artha. Premchand Roychand, the cotton king of Bombay, is one of many businessmen who internalised this message. He made his fortune by stepping in to supply long-staple cotton to the mills of Lancashire when the American Civil War broke out in the 1860s and their supply of raw cotton was cut off. When the war was over, Bombay’s cotton market crashed, and with it came down the Bank of Bombay that Roychand controlled. Roychand was bankrupt, but he proudly recounted many years later that he slowly paid back the loans of his depositors and investors, beginning with widows—a true act of dharma.

The merchant has generally been well regarded in Indian history. He is often the hero in the animal and human stories of the Panchatantra, Hitopadesha and the Kathasaritsagara, which travelled to the West via the Arabs, some of them becoming part of Aesop’s Fables. In them, the merchant is sometimes a figure of sympathy and other times of fun. The Mahabharata speaks of Tuladhara, a respected trader of spices and juices in Varanasi, who instructs surprisingly an arrogant, high Brahmin on dharma and how to live. Speaking modestly, he compares his life as a merchant to a ‘twig borne along in a stream that randomly joins up with some other pieces of wood, and from here and there, with straw, wood and refuse, from time to time’ (XII.253.35 ff). The analogy of the twig brings to mind the picture of a real-life trader in a competitive market who has multiple suppliers and buyers; he does not fix the price—the market determines the price; his gains and losses are not entirely under his control but depend on the impersonal forces of the market.

There is an irony here—a petty trader is teaching a high-caste Brahmin how to live. The worldly merchant, who presumably ought to covet wealth, is being held up as a model of behaviour for a forest dwelling ascetic. Tuladhara is happy to go with the flow like a twig, suggesting in this case that a person who is distrustful of worldly achievement is less likely to step on the toes of others and be less violent.

OUR ANCIENTS BELIEVED that the pursuit of artha was meant to make the world a better place. The word, laabh, ‘profit’, was not a dirty word. In one of the dharma texts dealing with commercial law, Vijnaneshbara says, ‘Business is buying and selling for the sake of laabh. According to Naradashastra, ‘Profit is the desired and legitimate end of business’ (8.11). Contrast this with Jawaharlal Nehru’s statement to JRD Tata over lunch at Teen Murti in the mid 1950s. JRD had gently reminded Nehru that the public sector was also expected to make a profit. Nehru replied: “Jeh, profit is a dirty word. Let’s not spoil our lunch by thinking about it.” The point is that the socialist period between 1950 and was an aberration in Indian history. Socialists tended to confuse laabh (profit) and lobh (greed) in believing that only greed motivates business. Adam Smith clarified the distinction when he distinguished legitimate ‘self-interest’ and illegitimate ‘selfishness’. When it rains, I carry an umbrella. It is a self-interested act—nothing selfish about it. Lobh often harms another and thus it is selfish—example, a banker who bilks a debtor by keeping a loan outstanding.

The reforms after 1991 have been trying to recapture the old social contract of our society. They are grounded in the belief that artha makes a better world. Most thoughtful persons no longer believe in state ownership of the means of production and generally support the free market. They believe that the purpose of business is to lead society from poverty to prosperity. The first four decades after Independence is increasingly remembered as a dark period of India’s economic history, often labelled as ‘license, permit, inspector raj’ after the coinage of C Rajagopalchari. People increasingly think that India needs markets to bring prosperity, but they also understand that markets need to be embedded in institutional structures that make both the market and the state genuinely democratic and accountable.

It is a work in progress, however. Too many Indians still think that reforms make the rich richer and the poor poorer. They still confuse being ‘pro-market’ with being ‘pro-business’. They still conflate capitalism with ‘crony capitalism’. Hence, India continues to reform by stealth. The fault lies mainly with the reformers. No one has bothered to sell the market system. (Margaret Thatcher used to say that she spent only 20 per cent of her time doing the reforms and 80 per cent selling them.) No one has explained to Indians that a competitive market lowers costs and prices and improves the quality of products, and this tends to help everyone, not only the rich; in a reformed, competitive economy, business persons do not get special favours—that happens in socialist economies where the government retains the power to give out licences and permits. Yes, the market system has a tendency towards inequality, but at this stage in India’s development, Indians should be concerned more with opportunity than inequality. The market system combined with an outstanding education and health system will do more to create opportunities than state ownership of production.

SOME NATIONS SEEM to possess a code word which, like a key, unlocks the secrets of the country. That word is ‘liberty’ in America’s case; égalité, ‘equality’, in the case of France; for India, it is ‘dharma’. Some of the best and the worst deeds in these nations can only be understood when seen through the lens of its code word. (Example: the gun lobby defends itself in the name of liberty in the US; the ‘35 hour work’ law lobby defends itself in the name of equality in France; Hindu conservatives still justify caste inequality on the basis of ‘swa-dharma’.)

Just as America’s founding fathers were obsessed with liberty, so were many of India’s founders attached to dharma, so much so that they placed the dharmachakra, ‘the wheel of dharma’ in the centre of the nation’s flag, and the great scholar PV Kane referred to the Constitution as a ‘dharma text’. For these men and women, nation building was a profoundly moral project. The ideal that continues to exist in the Indian imagination is that of a ruler guided by dharma. The rage against the corruption scandals during the UPA-II’s tenure related to the wounding of dharma. The English-speaking elite in India has, however, forgotten the nation’s code word. Mahatma Gandhi was the last person who tried to sell the Enlightenment ideals of our Constitution—liberty and equality—in the language of sadharana dharma. Unfortunately, Gandhi died just after Independence and Nehru was too much of a Westernised liberal to connect with the people. Hence, the nation has been slow to internalise the rule of law and there is pervasive corruption. To sell the Constitution as a ‘dharma text’ remains an unfinished project. Only when the Constitution’s ideals are transformed into ‘habits of the heart’ (in the words of a wise Frenchman, Alexis de Tocqueville, who wrote the best book on democracy) will governance truly improve.

Most people think that markets are efficient but not moral. The market is neither moral nor immoral. Only human beings are. I have tried to show that there is an underlying foundation of dharma that supports both the market system and democracy. The market constitutes a school of dharma that provides the opportunity and incentive for people to cooperate with one another for the sake of mutual gain. While the market does impose its own socialising discipline to some degree, the larger theme of this essay is that dharma does not simply emerge spontaneously once the state retreats. The ability to cooperate socially is dependent on prior habits, traditions, and norms. Hence, a successful market economy, like a successful democracy, is dependent on dharma, understood as the glue of trust between people. If dharma is abundant, then both markets and democratic politics will thrive, and the market can in fact play a role as a school of dharma that reinforces both markets and the state.

मेडिकल शिक्षा में क्रांतिकारी बदलाव की पहल

एमसीआई को नया रूप देने की तैयारी, दुनिया की श्रेष्ठतम यूनिवर्सिटी में पढ़े पेशेवर आमंत्रित किए

दिल्ली के गलियारों में एक ताजा हवा बह रही है, जो तूफान में बदल सकती है। यह मंत्रालयों में नहीं, नीति आयोग में बह रही है, जिसने हाल ही में दुनिया की सर्वश्रेष्ठ यूनिवर्सिटी में पढ़े 50 पेशेवरों की सेवाएं ली हैं। इसका पहला स्वागतयोग्य प्रयोग भारतीय चिकित्सा परिषद (एमसीआई) के अामूल परिवर्तन के हिस्से के रूप में मेडिकल कॉलेजों में होगा। विद्यार्थी क्या सीख रहे हैं, इस क्रांतिकारी रेग्यूलेटरी फिलॉसॉफी पर यह आधारित होगा। अभी हम फीस, प्राध्यापकों के वेतन, टॉयलेट आदि आधारभूत चीजों में उलझे हैं। इसमें अध्यापन की गुणवत्ता व छात्र क्या सीख रहे हैं, इसकी उपेक्षा कर दी जाती है। यदि सुधार सफल रहे तो अधिक और बेहतर प्रशिक्षत डॉक्टर मिलेंगे। यदि यह पद्धति शेष भारत की शिक्षा को प्रभावित करती है तो हमारे यहां बेहतर ढंग से शिक्षित आबादी होगी।

मेडिकल शिक्षा की सारी बुराइयों की जड़ भ्रष्टाचार की पर्याय एमसीआई में है। इसके पूर्व प्रमुख तो जेल भी हो आए हैं। एमसीआई ने अवैध केपिटेशन फीस पर आधारित प्रवेश पद्धति निर्मित की। मेडिसिन के क्षेत्र में प्रगति होने के बाद भी पाठ्यक्रम में कोई बदलाव नहीं किया। गुणवान डॉक्टरों का अभाव निर्मित किया और योग्यता व नैतिक मानदंडों का अवमूल्यन किया। प्रस्तावित विधेयक ये सारी बुराइयां दूर करने का प्रयास करेगा। अनिवार्य राष्ट्रीय योग्यता परीक्षा में छात्र कितना अच्छा प्रदर्शन करता है, उसी से प्रवेश तय होगा। विद्यार्थी ने क्या सीखा यह कॉमन लाइसेंशिएट एग्जिट एग्जाम से तय होगा और उसी से कॉलेज की रैंकिंग तय होगी। धोखेबाज, कमजोर रेटिंंग वाले कॉलेजों को स्तर सुधारने पर मजबूर किया जाएगा या फिर उन्हें बंद कर दिया जाएगा। कॉलेज से निकलने के पहले परीक्षा देने पर ही प्रैक्टिस का लाइसेंस मिलेगा और यही स्नातकोत्तर पाठ्यक्रम के लिए प्रवेश का टिकट होगा।

दुनिया की श्रेष्ठतम पद्धतियों पर आधारित बिल के मसौदे में सरकार को फीस, अध्यापकों का वेतन, पाठ्यक्रम और टॉयलेट के साइज जैसी बातों की ओर अत्यधिक ध्यान देने की जरूरत नहीं होगी। इसकी बजाय रेग्यूलेटर छात्रों के शिक्षण पर निगरानी रखेगा और इसी का प्रचार करेगा कि इस मामले में कॉलेज का प्रदर्शन कितना अच्छा है। एक बार पारदर्शी, योग्यता आधारित प्रवेश पद्धति वजूद में आ जाए तो कॉलेजों को फीस, वेतन और सीटें बढ़ाने पर लगे मनमाने नियंत्रणों से मुक्त कर दिया जाएगा। 40 फीसदी सीटें गरीब, लेकिन योग्य छात्रों के लिए पूर्ण छात्रवृत्ति पर होंगी। प्राध्यापकों के वेतन को मुक्त करने से ‘बड़े नाम’ वाले डॉक्टर अंशकालीन रूप में ही सही, पढ़ाने की अोर आकर्षित होंगे। पाठ्यक्रम मुक्त करने से श्रेष्ठतम कॉलेज इनोवेटिव कोर्स शुरू कर सकेंगे।

दूसरी समस्या अच्छे कॉलेजों की है। आज 11 लाख छात्र मेडिकल कॉलेजों की 55 हजार सीटों के लिए संघर्ष करते हैं। भारत में 30 लाख डॉक्टरों की कमी है। आज हम जिस रफ्तार से डॉक्टर निर्मित कर रहे हैं, उससे यह कमी दूर करने में 50 साल लग जाएंगे। यह अप्रिय स्थिति इस समाजवादी चिंतन का नतीजा है कि सिर्फ सरकार को ही शिक्षा मुहैया करानी चाहिए। सरकार ने अनिच्छा से निजी क्षेत्र के प्रवेश को मंजूर किया, लेकिन इसे लाइसेंस, परमिट, इंस्पेक्टर राज की भयावह बेडियों से जकड़ दिया। इससे ईमानदार लोग कॉलेज स्थापित करने के प्रति हतोत्साहित हुए, जबकि भ्रष्ट नेताओं को प्रोत्साहन मिला। बाधाएं हटने से गुणवत्तापूर्ण मेडिकल कॉलेजों में नाटकीय वृद्धि होगी। डॉक्टरों के अभाव की समस्या भी दूर होगी।

मुझे बिल में दो ही खामियां नज़र आती हैं : एक, ग्रामीण या बेयरफुट डॉक्टरों के लिए प्रावधानों का अभाव और दो, डॉक्टरों के अनाचार के खिलाफ रोगी को संरक्षण का अभाव। इस नए कानून को पारित करना आसान नहीं होगा। एमसीआई से जुड़े डॉक्टर बहुत प्रभावशाली हैं और डॉक्टरों की संख्या बढ़ाने के किसी भी प्रयास का वे विरोध करेंगे। उन्हें बूढ़े होते समाजवादियों का समर्थन मिलेगा, जो अब भी मानते हैं कि सरकार को ही शिक्षा मुहैया करानी चाहिए। सौभाग्य से एमसीआई के आमूल बदलाव पर संसद, न्यायपालिका और कार्यपालिका में दुर्लभ सहमति है। प्रस्तावित विधेयक संसद की स्थायी समिति की सिफारिशों की भावना के अनुरूप है। यदि यह कानून का रूप लेने में कामयाब रहा तो नतीजों पर आधारित रेग्यूलेटरी फिलॉसॉफी देश में हर प्रकार की शिक्षा को रेग्यूलेट करने के लिए जबर्दस्त मिसाल होगी। यही बुराइयां देश में बच्चों की शिक्षा के संकट के लिए जिम्मेदार हैं। प्राथमिक शिक्षा संकट में है, क्योंकि शिक्षा का अधिकार (आरटीई) बच्चा क्या सीख रहा है, इस पर ध्यान नहीं देता। यह शिक्षकों की गुणवत्ता का भी आकलन नहीं करता। भारतीय बच्चे पढ़ने, विज्ञान और गणित की पिसा (प्रोग्राम फॉर इंटरनेशनल स्टूडेंट्स असेसमेंट) नाम की 2011 में हुई प्रतिष्ठित परीक्षा में 74 में से 73वें स्थान पर रहे थे। वार्षिक एएसईआर रिपोर्ट बताती है कि कक्षा पांच के आधे से भी कम छात्र कक्षा दो के पाठ्यक्रम का कोई पैराग्राफ पढ़ पाते हैं या साधारण जोड़-घटाव कर पाते हैं। केवल चार फीसदी शिक्षक टीचर्स एलिजिबिलिटी टेस्ट (टीईटी) पास कर पाते हैं और उत्तरप्रदेश व बिहार में चार शिक्षकों में से तीन कक्षा पांचवीं के प्रतिशत के सवाल हल नहीं कर पाते। यदि आप सीखने का आकलन नहीं करेंगे तो शिक्षक जवाबदेह कैसे होंगे? दुनिया के श्रेष्ठतम स्कूल पद्धतियों ने यह पहचान लिया है कि शिक्षक ही सबकुछ है। उन्होंने राष्ट्रीय आकलन की प्रक्रिया स्थापित की है और शिक्षकों के प्रशिक्षण के लिए कठोर कार्यक्रम बनाया है।

यह मानना गलती है कि अच्छे शिक्षक पैदा होते हैं। सच यह है कि वे तैयार किए जाते हैं। पर्याप्त प्रशिक्षण के बाद कोई भी अच्छा शिक्षक बन सकता है। किंतु सतत व कठोर ट्रेनिंग शिक्षक के पूरे कॅरिअर में चलनी चाहिए। शिक्षा पद्धति का गंदा सच यह है कि शिक्षक जवाबदेह नहीं हैं- चार सरकारी शिक्षकों में से एक अनुपस्थित रहता है और जो उपस्थित होते हैं उनमें दो में एक पढ़ा नहीं रहा होता है। यदि नतीजों पर आधारित यह नई रेग्यूलेटरी फिलॉसॉफी भारत के सारे शिक्षा संस्थानों पर लागू कर दी जाए तो एक क्रांति हो जाएगी। मेडिकल शिक्षा में यह सुधार, ठीक वे संस्थागत सुधार हैं, जिनकी हमने तब उम्मीद की थी, जब नरेंद्र मोदी ने अच्छे शासन और भ्रष्टाचार को मात देने का वादा किया था।

Army’s surgical strikes did more than save India’s izzat

The terrorist killing of sleeping soldiers at Uri on September 18 revolted me. It reminded me of Ashvatthama’s night-time massacre of the sleeping Pandava armies, which turned the mood of the Mahabharata from heroic triumphalism to dark, stoic resignation. Soldiers are ready to give their lives in battle but they don’t expect to die while asleep in peacetime. For ten days I felt uneasy and angry. On September 29, India retaliated with surgical strikes against terrorist camps across the border in Pakistan-occupied Kashmir. With that I calmed down, feeling somehow that justice had been done and the nation’s honour had been restored. I am now convinced that India’s national interest was also furthered by the surgical strikes.

As I think back to my feelings during those intervening ten days, I realize that I was wrong in being guided by emotions of revenge, honour, and ‘justice’. Revenge is a sort of wild justice that runs in the human heart. If a good person suffers, then the bad one must suffer even more — this idea is embedded in our psyche. Consciously one denies it, proclaiming, ‘I’m not that sort of person.’ Yet unconsciously one applauds when a villain gets his due. We love happy endings in movies and novels for this reason. Revenge fulfils a legitimate human need, bringing profound moral equilibrium to our hearts.

But nations cannot afford to act like flawed human beings. Hence, political thinkers, beginning with Machiavelli, and strategists like Metternich in the 19th century, formulated theories of national interest. They argued that if nations were to act according to cold-blooded calculations of their own interest, adversaries could predict their reactions, and this would lead to a more stable, peaceful world. I learned this lesson as an undergraduate in college from Henry Kissinger, the keenest modern proponent of national interest theory.

Prime Minister Modi appears to act instinctively like a pupil of Machiavelli and Metternich. In an inspiring speech at Kozhikode, he presented a fine formulation of India’s national interest. He said that India’s interest lay in creating jobs, wiping out poverty and illiteracy. He told the people of Pakistan, “Let’s see who wins…who is able to defeat poverty and illiteracy first, Pakistan or India.” He offered a vision of the subcontinent as a developed, prosperous society. Considerations of national honour and izzat, he suggested, were against the national interest of both nations.

The September 29 surgical strikes have, indeed, furthered India’s national interest. They have smashed the conventional wisdom that crossing the line of control (LoC) would inevitably escalate into war, eventually a nuclear war. Pakistan has promoted this myth. India has bought it wholesale; hence, it becomes paralysed after each terrorist attack. Even after the terrible Mumbai attack in 2008, India responded only by cancelling talks, and this emboldened Pakistan to carry out more terror attacks. The surgical strikes across the LoC have given a different signal — there will be heavy costs to future terrorism.

By denying the surgical strikes, Pakistan, in effect, behaved rationally and de-escalated the conflict. If it had retaliated it would have led to a war.

India helped it by not making the videos public, letting the Pakistani public believe its government’s version, and reducing pressure on its leadership to escalate. This has broken a second myth — of an irrational Pakistani leadership itching for war. Modi’s other moves, prior to the surgical strikes — a rethink on the use of Indus waters, Most Favoured Nation trading status, and a Saarc without Pakistan — have all added to a sense of unease in a complacent Pakistan leadership. It has reinforced in Pakistani minds that they are dealing with a different India, which may not succumb to nuclear blackmail in the future.

This is not to say that Pakistan will not respond. It will and soon. But its response will be calibrated and rational — not mad escalation, as we once believed. Pakistan is a military state whose narrative of humiliation and hatred fuels its identity. It will always be tempted by bloodlust, revenge and national honour. India, however, must never stoop to its level. It must always choose national interest over national honour. This will not be easy because revenge and honour fulfil a legitimate human need, bringing profound moral equilibrium to our hearts. But India has no choice because it needs peace to fulfil its manifest destiny.

Saved by the bill? Reform aims to fix India’s medical education

A fresh breeze is blowing in Delhi’s corridors and it could well turn into a squall. It is whooshing about, not in the ministries but in Niti Aayog, which has recently hired 50 professionals, educated at the world’s best universities. The first institution to experience the welcome showers will be medical colleges as part of an overhaul of the (MCI).
What is fresh, even revolutionary, in this reform is a new regulatory philosophy with a focus on outcomes — what the student is learning. The old thinking was fixated on inputs — student fees, teacher salaries, toilets — and neglected the quality of teaching and learning. If the reform succeeds, we shall have more and better-educated doctors. If this outcome-based approach infects the rest of India’s education, we shall indeed have a better-educated population.

The ills of medical education lie at the doors of a rotten MCI. It is synonymous with corruption and its former head has even spent time in jail. The MCI created an admission system based on illegal capitation fees; froze a teaching curriculum despite advances in medicine; created shortage of quality doctors, and devalued merit and ethics. The proposed bill tries to fix these ills. How well a student performs in a statutory national merit exam will now decide who gets into a college. What students learn will be measured in a common licentiate exit exam that will also decide the college’s ranking and its ability to attract students. Since rankings will be online, students and parents will be able to make an informed choice. Dodgy, poorly rated colleges will be forced to improve standards or face extinction. Passing the exit exam will be mandatory for a licence to practice and will be the entry ticket for post-graduate work.

Based on the world’s best practices, the draft bill does not want the state to micromanage student fees, teacher salaries, curriculum, and size of toilets. Instead, regulators will monitor and publicize how well the college performs in student learning. Once the transparent, merit-based admission system is in place, colleges will be freed from arbitrary controls on fees, salaries, and the expansion of seats. Up to 40% of the seats will be on full scholarship for poor but meritorious students. Freeing teacher salaries should attract ‘big name’ doctors to teaching, at least on a part-time basis. Freeing the curriculum will allow the best colleges to offer innovative courses.

The other problem is the supply of good colleges. Today 11 lakh students are chasing 55,000 seats in medical colleges. India is short by 30 lakh doctors. At the rate we are producing doctors, it will take 50 years to clear the backlog — a terrible, unacceptable sacrifice of two generations.

This unhappy state of affairs is the result of a socialist belief that only the state should provide education. Since the Indian state has never had enough money to do all that the socialists wanted, it has grudgingly accepted the entry of the private sector, but shackled it with the horrific controls of licence-permit-inspector raj. This has discouraged honest individuals from starting colleges but encouraged corrupt politicians to get into the act. Our attachment to state-run colleges is bizarre when private universities abroad are among the best in the world. By removing barriers to entry, the new bill expects a dramatic growth of quality medical colleges, which should, hopefully, solve the problem of the supply of doctors. In the end, I could find only two lacunae in the bill: (1) the lack of provision for village or barefoot doctors and (2) the absence of protection of patients against doctor malpractice.

Passing this new law will not be easy because doctors associated with the MCI are powerful and will fight any attempts to expand doctor supply. They will have the support of ageing socialists who still believe that only government should provide education.

Fortunately, there is rare unanimity in Parliament, judiciary and the executive for a drastic overhaul of MCI. The proposed bill, in fact, follows the spirit of the parliamentary standing committee’s recommendations. The bill itself is available for public consultation. If it succeeds in becoming law, its regulatory philosophy based on outcomes will create a potent precedent for regulating all types of education in India. This is exactly the sort of institutional reform that we had hoped for when Narendra Modi promised to usher in good governance and beat corruption.

जीएसटी का पारित होना असली राष्ट्रवाद

कुछ माह पहले मैं दिल्ली में एक आयोजन में गया था, जिसमें नफासत से वस्त्र पहने, वक्तृत्व में माहिर भारतीय और कुछ विदेशी मौजूद थे। वहां एक अलग से युवा ने प्रवेश किया। किसी ने पहचाना कि यह तो किसी हिंदी टेलीविजन से है। ऐसा लगा कि वह वहां ज्यादातर उपेक्षित ही रह गया, जब तक कि किसी ने उसे उकसा नहीं दिया। उसके बाद तो जेएनयू विवाद पर ऊंची आवाज में कर्कश बहस छिड़ गई। उसने हिंदू राष्ट्रवादी रुख का बहुत भावावेश के साथ बचाव किया, लेकिन उसे जल्दी ही शोर मचाकर चुप कर दिया गया। खुद को अपमानित महसूस कर वह जल्दी ही वहां से चला गया। उसके जाते ही ‘धर्मनिरपेक्ष-उदारवादियों’ ने राहत महसूस की, लेकिन इससे पहले उन्होंने ‘सनकी विचारों’ वाले ‘निम्नस्तरीय’ उस व्यक्ति पर जमकर गुस्सा उतारा।

मैं उसकी राष्ट्रवाद संबंधी दलीलों से सहमत नहीं था, लेकिन अपना दृष्टिकोण रखने के उसके अधिकार का मैंने पूरा बचाव किया। उसके साथ जो हुआ वह मुझे अच्छा नहीं लगा। बेशक, अल्पसंख्यकों के प्रति वह संकुचित मानसिकता, कट्‌टरपंथ दिखा रखा था, लेकिन वह भी तो सारी कमजोरियों के साथ एक मानव था। उसे उतनी अच्छी शिक्षा नहीं मिली। उसकी कमजोर अंग्रेजी ने सामाजिक स्तर पर उसकी स्थिति नाजुक बना दी थी। उसे सहानुभूति की बजाय खुद को महत्वपूर्ण समझने वाले उदारवादियों की ओर से दंभपूर्ण तिरस्कार िमला। यह वर्ग, पहचान की विविधता को तो प्रोत्साहित करता है, लेकिन विचारों की विविधता के प्रति असहिष्णु है।

पिछले दो वर्षों में यह दुखद विभाजन बढ़ा है, जिसकी अपेक्षा हमने प्रधानमंत्री मोदी के ‘सबका साथ, सबका विकास’ के नारे के साथ चुने जाने के बाद नहीं की थी। मैं उदारवादी हूं और हिंदू राष्ट्रवादियों के मुस्लिम विरोधी पूर्वग्रहों से इत्तेफाक नहीं रखता। मैं गोमांस नहीं खाता, लेकिन किसी के खाने के अधिकार का पूरा बचाव करूंगा। दादरी में हिंसा से मैं व्यथित था और प्रधानमंत्री के देरी से प्रतिक्रिया देने पर विचलित हुआ। स्वामी आदित्यनाथ द्वारा अखलाक के परिवार को गोहत्या के आरोप में गिरफ्तार करने की अजीब मांग ने तो मुझे रोष से भर दिया। गुजरात में दलितों के खिलाफ गोरक्षकों की हिंसा की मैंने निंदा की। इस सबके बावजूद मेरे साथी उदारवादियों के अहंकार ने भी मुझे दुखी कर दिया। सहिष्णुता के नाम पर उन्होंने उन लोगों के साथ उतनी ही असहिष्णुता दिखाई, जिनके विचार उनसे भिन्न हैं। शायद यही वजह है कि उदारवाद देश में बढ़ नहीं रहा है।

हम धर्मनिरपेक्ष उदारवादी समान एलीट स्कूलों व यूनिवर्सिटी में जाते हैं, जहां पढ़ाने वाले उदारवादी और वामपंथी रुझान वाले होते हैं। किसी हिंदू राष्ट्रवादी के लिए एलीट कॉलेज में छात्र या शिक्षक के रूप में प्रवेश पाना कठिन ही होता है। संभव है कमजोर अंग्रेजी इसकी वजह हो, लेकिन इसमें संदेह नहीं कि उदारवादी एकाधिकार के लिए पक्षपात तो है (अजीब है कि आरक्षण के कारण दलित या ओबीसी के लिए एलीट रैंक में प्रवेश पाना तुलनात्मक रूप से आसान है)। यदि आप भी मेरी तरह मानते हैं कि हिंदुत्व विचारधारा सैद्धांतिक रूप से गलत जमीन पर टिकी है, तो हमें इसके समर्थकों को शीर्ष विश्वविद्यालयों में जाकर बहस में भाग लेने के लिए प्रोत्साहित करना चाहिए। केवल इसी तरह भारत में वास्तविक कंजर्वेटिव बुद्धिजीवी पैदा होंगे, जिनकी दलीलें पुराणों से ली गई टेक्नोलॉजी फेंटसी की बजाय पुष्ट किए जा सकने वाले तथ्यों पर आधारित होंगी। उन्हें विद्रुप बनाकर पेश करने और उनके साथ हावी होकर पेश आने से हम उनके विद्वेष को और मजबूत करते हैं और उन्हें हिंदुत्व में और गहरे झोंक देते हैं। नतीजे में उदारवादी विचारधारा छोटे कुलीन वर्ग तक ही सीमित रह जाती है।

धर्मनिरपेक्ष उदारवादियों का अहंकार न सिर्फ नैतिक रूप से गलत है, यह खराब चुनाव रणनीति भी है। यदि कांग्रेस या वाम दल मतदाता को उदारवादी विचारधारा में लाना चाहते हैं, तो टेलीविजन के परदे पर हर रात प्रवक्ताओं की ओर से तिरस्कारपूर्ण बातों से वे सफल नहीं होंगे। उदारवादी अपना घोष वाक्य याद रखें, ‘अापकी बात से मैं सहमत नहीं हूं, लेकिन जान देकर भी मैं इसे कहने के अापके अधिकार की रक्षा करूंगा।’ इसकी बजाय वे ‘आपकी बात से मैं असहमत हूं इसलिए चुप बैठो, मूर्ख।’ जैसा व्यवहार करते हैं, जो लोगों को दूर करता है। उदारवादी आदर्श इतना कीमती है कि इसे किसी राजनीतिक दल या अभिमानी बुद्धिजीवियों के भरोसे नहीं छोड़ा जा सकता। यह दक्षिण बनाम वाम का भी मामला नहीं है। सारे भारतीयों को उदारवादी और बहुलतावादी भारत के विचार को अपनाना चाहिए।

पिछले एक साल में बाहर दुनिया में भी असहिष्णुता बढ़ी है। यह राष्ट्रवाद से जुड़ी है और बहुत नुकसान कर रही है। यह लोगों को विदेशियों के खिलाफ कर रही है, आव्रजकों के लिए सीमा बंद करने की पक्षधर और मुक्त व्यापार के खिलाफ है। यह विश्व को शांत व समृद्ध बनाने वाली 70 साल की शानदार विरासत पर पानी फेरने पर तुली हैै। भारत में इस राष्ट्रवाद ने लोगों को अपनी भारतीयता की बजाय हिंदू, मुस्लिम और दलित पहचान के प्रति जागरूक बनाया है।

राष्ट्रवाद के कारण ब्रिटेन यूरोपीय संघ से बाहर हुआ, अमेरिका में डोनाल्ड ट्रम्प व समर्थक इसी वजह से विदेशियों व आव्रजकों के खिलाफ बोल रहे हैं। वे चीन को नौकरिया छीनने वाला बताकर उससे आयात रोकना चाहते हैं। हम प्राय: राष्ट्रवाद को सकारात्मक रूप में लेते हैं, लेकिन यह न भूलें कि इसने दुनिया को बहुत नुकसान पहुंचाया है। 19वीं सदी में इसके कारण यूरोपीय देशों ने एशिया व अफ्रीका के भारत जैसे देशों को गुलाम बनाया। 20वीं सदी में दो विश्वयुद्ध हुए। हिटलर गंदे राष्ट्रवाद का सबसे नाटकीय उदाहरण है। उसे अार्यों की श्रेष्ठता का मुगालता था और यहूदियों को निम्न मानकर उसने गैस चैम्बरों में 80 लाख यहूदियों की हत्या की।

यदि हम वाकई सहिष्णु, उदारवादी भारतीय समाज चाहते हैं तो हमें एक-दूसरे को समान समझना होगा- चाहे हम हिंदू, मुस्लिम या दलित क्यों न हों। एक अच्छा राष्ट्रवादी अपने देश की महानता बताने के लिए नारे नहीं लगाता, उसमें एक शांतिपूर्ण आत्म-विश्वास होता है। उसे देश की ताकत व कमजोरियों का पता होता है। भारतीय राष्ट्रवाद का सर्वश्रेष्ठ उदाहरण तो 2 अगस्त, बुधवार की ऐतिहासिक रात को नज़र आया जब सारे दलों ने असहमति परे रखकर भारतीय टैक्स इतिहास के सबसे बड़े सुधार के पक्ष में वोट दिया। यह ताकतवर व समृद्ध भारत बनाएगा और यह निर्धनतम भारतीय के लिए भी मददगार होगा।

રાષ્ટ્રવાદી અને દેશભક્ત અલગ હોઈ શકે?

હાલમાં આપણે ગર્વભેર સ્વતંત્રતા દિવસ મનાવ્યો. ભારતીય હોવું એટલે શું તે દર્શાવવાનો શ્રેષ્ઠ દિવસ છે પંદરમી ઓગસ્ટ. છેલ્લા એક વરસમાં ભારત સહિત દુનિયાભરમાં રાષ્ટ્રવાદનો ઉદય જોવા મળ્યો છે. નવા પ્રકારનો રાષ્ટ્રવાદ ભારે ખાનાખરાબી સર્જી રહ્યો છે. નવો રાષ્ટ્રવાદ લોકોને વિદેશીઓ પ્રત્યે તિરસ્કાર કરવા પ્રેરે છે, રાષ્ટ્રવાદ બહારના લોકો માટે સરહદોને તાળાબંધ કરવા માગે છે, તે મુક્ત વેપારનો પણ વિરોધ કરે છે. રાષ્ટ્રવાદ છેલ્લા 70 વર્ષના ઈતિહાસમાં વિશ્વએ મેળવેલા ઉત્તમ વારસાની અસરને ભૂંસી નાખવા માગે છે. વારસાએ વિશ્વને વધુ સમૃદ્ધ અને શાંત બનાવ્યું હતું. ભારતની વાત કરીએ તો રાષ્ટ્રવાદ લોકોને ભારતીય હોવા પ્રત્યે સભાન બનાવવાના બદલે તેમને હિંદુ, મુસ્લિમ કે દલિત તરીકેની ઓળખને વળગી રહેવા પ્રેરે છે.

સામાન્ય વાતચીતમાં આપણે મોટેભાગે બે શબ્દોને લઈને ગેરસમજ કરીએ છીએ. શબ્દો છે રાષ્ટ્રવાદ અને દેશભક્તિ. આપણે શબ્દોનો બેફામપણે ઉપયોગ કરીએ છીએ અને ઘણી વખત અયોગ્ય રીતે. આપણે ભૂલી જઈએ છીએ કે બન્ને શબ્દો પરસ્પર વિરુદ્ધ વિચારો વ્યક્ત કરે છે. 21મી સદીમાં ભારતીય હોવું એટલે શું તે સમજવું હશે તો આપણે બન્ને શબ્દો વચ્ચેનો ભેદ પારખવો પડશે. દેશભક્ત પોતાના દેશને ચાહે છે. દેશે મેળવેલી સિદ્ધિઓ તથા તેના ઈતિહાસ માટે તેને ગર્વ છે પણ તે પોતાના વિચારો અન્ય લોકો પર થોપતો નથી. ‘રાષ્ટ્રવાદી’ પણ પોતાના દેશને ચાહે છે પણ તે સત્તા અને પ્રતિષ્ઠાથી દોરવાયેલો હોય છે. તે માને છે કે એનો દેશ અન્ય લોકોના દેશ કરતાં મહાન છે. તેથી તે અન્ય દેશો કરતાં વધારે શક્તિશાળી હોવો જોઈએ. રાષ્ટ્રવાદી પોતાના વિચારો, માન્યતાઓ અન્ય પર થોપવાનો પ્રયાસ કરે છે.

મારો જન્મ સ્વતંત્રતાના થોડા સમય પહેલાં થયો હતો. અમે જે હવામાં ઉછર્યા તે દેશભક્તિની હવા હતી. હિટલર, સ્ટાલિન અને માઓ જેવા સરમુખત્યારોના પડછાયા હેઠળ 1947માં ભારતનો જન્મ થયો. એવા આપખુદો હતા જેઓ રાષ્ટ્રવાદનો ઉપદેશ આપતા અને રાષ્ટ્રવાદના નામે લોકોને ઉશ્કેરતા. બીજી તરફ ભારતનું ઘડતર મહાત્મા ગાંધી જેવા સંતના હાથે થયું. તેમણે આપણને સાચી દેશભક્તિ શીખવી. તેઓ આપણને ભારતીય બનાવવા માગતા હતા-હિંદુ કે મુસ્લિમ નહીં. જર્મનીમાં હિટલર, રશિયામાં સ્ટાલિન અને ચીનમાં માઓના રાષ્ટ્રવાદે લાખો લોકોનો જીવ લીધો હતો, જ્યારે મહાત્મા ગાંધીની દેશભક્તિએ લોહી રેડ્યા વિના દેશને આઝાદી અપાવી.

છેલ્લા એક વર્ષમાં બન્ને શબ્દોને લઈને સર્જાયેલી ગેરસમજના કારણે વિશ્વને વ્યાપક નુકસાન થયું છે. બ્રિટનમાં રાષ્ટ્રવાદીઓએ દેશભક્તિના નામે લોકોને દોરીને દેશને યુરોપિયન યુનિયનમાંથી બહાર કઢાવ્યો. રીતે અમેરિકાની પ્રમુખપદની ચૂંટણીમાં ડોનાલ્ડ ટ્રમ્પ તથા અન્ય ઉમેદવારોએ ચૂંટણી અભિયાન દરમ્યાન વિદેશીઓ સામે ઝેર ઓક્યું. ડોનાલ્ડ ટ્રમ્પે અન્ય દેશમાંથી આવતા વસાહતીઓ સામે પગલાં ભરવાનું અને ચીન જેવા દેશોમાંથી ચીજવસ્તુઓની આયાત રોકવાનું વચન આપ્યું. ટ્રમ્પનું માનવું છે કે ચીનમાંથી થતી આયાતોએ અમેરિકનોને બેકાર બનાવી દીધા છે.

ભારતમાં બે શબ્દોના લીધે થયેલી ગેરસમજના કારણે ફેબ્રુઆરીમાં જવાહરલાલ નેહરુ યુનિવર્સિટીમાં કન્હૈયા કુમારનો વિવાદ સર્જાયો હતો. તેના કારણે દેશદ્રોહની ચર્ચામાં પરસ્પર કિચડ ઉછાળવામાં આવ્યો હતો. કન્હૈયા પોતાને દેશભક્ત માનતો હતો, પણ રાષ્ટ્રવાદીઓ તેને દેશદ્રોહી ઠેરવવા મરણિયા બન્યા હતા, ભારતમાં દેશભક્તો અને રાષ્ટ્રવાદીઓ બન્ને સફળ થવા માગતા હતા પણ દેશભક્ત બધા ભારતીયોને સફળ જોવા ઈચ્છે છે જેમાં લઘુમતિ પણ સામેલ છે. રાષ્ટ્રવાદીઓની ચિંતા માત્ર દેશની સત્તા પૂરતી છે અને સામાજિક ન્યાય સાથે તેમને કોઈ નિસ્બત નથી. રાષ્ટ્રવાદી બીજી બધી બાબતો કરતાં પોતાના દેશને ઉપર માને છે. અને તેને એવો ખ્યાલ છે કે મારો દેશ ક્યારેય ખોટો હોઈ શકે નહીં. જ્યારે દેશભક્ત પોતાના દેશને ચાહે છે પણ તેની નિષ્ફળતાઓ પ્રત્યે આંગળી પણ ચીંધે છે. તે સામાજિક ન્યાય અને સમાનતાના મુદ્દે પોતાના દેશની ટીકા પણ કરે છે. જ્યારે રાષ્ટ્રવાદી પોતાના દેશની ટીકાને જરાય સહન કરી શકતો નથી, કારણ કે તે પોતાના દેશને સર્વાંગસંપૂર્ણ માને છે.

સામાન્યપણે આપણે સૌ રાષ્ટ્રવાદને હકારાત્મક બાબત માનીએ છીએ, પણ વિશ્વના ઈતિહાસમાં તેણે અત્યંત વિધ્વંસક ભૂમિકા ભજવી છે. 19મી સદીમાં યુરોપિયન રાષ્ટ્રવાદે એશિયા તથા આફ્રિકા (ભારત સહિત)ના દેશોને ગુલામ બનાવ્યા હતા તથા દેશોને યુરોપના ખંડિયા બનાવી દીધા. 20મી સદીનો રાષ્ટ્રવાદ બે વિશ્વયુદ્ધોમાં પરિણમ્યો હતો. હિટલરનું જર્મની વરવા રાષ્ટ્રવાદનું સૌથી નાટકીય ઉદાહરણ છે. હિટલર 1939થી 1945 વચ્ચે લડાયેલા બીજા વિશ્વયુદ્ધનું મુખ્ય કારણ હતો. તે વિશ્વવિજેતા બનવા માગતો હતો. હિટલર આર્ય કૂળની સર્વોપરિતામાં માનતો હતો. તેણે 90 લાખ યહુદીઓને ગેસ ચેમ્બરોમાં ભૂંજી દીધા હતા. કારણ કે તે એમને ઉતરતી કક્ષાના માનતો હતો.

ત્રીજી ઓગસ્ટે બુધવારની રાતે રાજ્યસભામાં ગુડ્ઝ એન્ડ સર્વિસ ટેક્સનો ખરડો પસાર થયો ત્યારે ભારતના દેશભક્તો અને રાષ્ટ્રવાદીઓ બન્ને ખુશખુશાલ હતા. રાષ્ટ્રવાદીઓ ખુશ હતા કારણે કે તેમનું માનવું હતું કે જીસએટી તેમના દેશને વધુ સમૃદ્ધ અને શક્તિશાળી બનાવશે. દેશભક્તો એટલા માટે રાજી હતા કારણ કે જીએસટી દેશના ગરીબમાં ગરીબ માણસને મદદરૂપ બનશે. રાષ્ટ્રવાદી ગર્વભેર દેશની મહાનતાના નારા પોકારે છે, જ્યારે દેશભક્ત પોતાના દેશની ક્ષમતા અને નબળાઈઓથી વાકેફ હોવાથી ખપ પૂરતું બોલવાનું પસંદ કરે છે. રાષ્ટ્રવાદી સતત પોતાને અસુરક્ષિત અનુભવે છે અને તેનામાં આત્મસન્માનની ભાવના ઓછી હોય છે. જ્યારે દેશભક્ત અંદરખાને નિરાંત અનુભવે છે. દરેક રાષ્ટ્રવાદી ભવ્ય ભૂતકાળનાં ગીત ગાય છે-એ ભૂતકાળ જ્યારે તેનો દેશ સ્વર્ગ સમાન હતો. અમેરિકામાં ડોનાલ્ડ ટ્રમ્પ અને બ્રેક્ઝિટની તરફેણમાં મતદાન કરનાર બ્રિટનના રાષ્ટ્રવાદીઓ બન્નેને પોતાના દેશના ભૂતકાળ બદલ અભિમાન છે જેમાં તેમનો દેશ વિશ્વ પર વર્ચસ્વ ધરાવતો હતો. હિંદુ રાષ્ટ્રવાદીઓ પણ પૂર્ણ આર્ય ભૂતકાળના સપના સેવે છે અને પ્રાચીન ભારતની મહત્તા ફરી સ્થાપવા ઈતિહાસનું પુનરાવર્તન કરવા માગે છે. તેઓ મુસ્લિમ શાસકો પૂર્વેના ભારતને ફરી જોવા માગે છે. તેમના માટે ભારતનો ઈતિહાસ એટલે એવો યુગ જ્યારે હિંદુઓ દેશના મૂળ નિવાસીઓ હતા. તેઓ ભારતને હિંદુ રાષ્ટ્ર બનાવવા માગે છે. તમે ચોક્કસપણે ધાર્યું હશે કે હું દેશભક્ત છું. રાષ્ટ્રવાદી નથી. મને વાતને લઈને દુ:ખ છે કે બન્ને વચ્ચે કોઈ પ્રકારનો અર્થપૂર્ણ સંવાદ થતો નથી. કારણોસર આજે ઘણા લોકશાહી દેશોનું ધ્રુવીકરણ થઈ રહ્યું છે. હું મારા દેશની કુદરતી સંપત્તિ અને માનવસર્જિત સિદ્ધિઓ બદલ આનંદ અનુભવું છું. જ્યારે હું મારા દેશને ચાહુ છું ત્યારે હું અન્ય લોકોને કચડવાની વૃત્તિને ચાહતો નથી. મારું માનવું છે કે હું પ્રથમ એક માનવ છું અને પછી ભારતનો નાગરિક છું.

நீங்கள் தேசியவாதியா, தேசப்பற்றாளரா?

இன்று இந்தியா சுதந்திரம் பெற்ற தினம். இந்த நாளில் இந்தியன் என்று பெருமை கொள்வதன் அர்த்தத்தை ஆழமாக அலசிப் பார்ப்பது அவசியமாகிறது. கடந்த ஓராண்டு காலத்தில் தேசியவாதத்தின் எழுச்சியால் இந்தியா உட்பட உலகம் முழுவதும் பல்வேறு பிரச்சினைகள் பூதாகரமாக வெடித்தன. புதிதாய், புதிராய் பிறந்த தேசியவாதத்தால் ஏராளமான இழப்புகள் நேரிட்டன.

பொதுவாகவே நமது அன்றாட பேச்சு வழக்கில் தேசியவாதம், தேசப்பற்று ஆகிய இரண்டையும் குழப்பத்துடன் புரிந்தும் புரியாமல் பயன்படுத்தி வருகிறோம். இரண்டும் நேர் எதிரிகள் என்பது நமக்கு எளிதில் புரிவது இல்லை. இரண்டுக்கும் உள்ள வேறுபாட்டை இன்றைய இந்தியனுக்கு தெளிவுபடுத்துவது அவசியமாகிறது.

தேசப்பற்றாளர் தனது நாட்டை நேசிக்கிறார். மக்களின் வாழ்க்கை முறை, நாட்டின் சாதனைகள், வரலாற்றில் பெருமிதம் கொள்கிறார். அதேநேரம் அவர் தனது கருத்துகளை அடுத்தவர் மீது திணிக்க முற்படுவது இல்லை.

தேசப்பற்றாளரை போலவே தேசியவாதியும் தனது நாட்டை நேசிக்கிறார். ஆனால் அவரை அதிகார மமதையும் கர்வமும் ஆட்டிப் படைக்கிறது. தனது நாடு மற்ற நாடுகளைவிட மேலானது, பலம் வாய்ந்தது என்று தம்பட்டம் அடிக்கிறார். தனது கருத்துகளை அடுத்தவர் மீது திணிக்க முற்படுகிறார்.

இந்தியா 1947-ம் ஆண்டில் சுதந்திரம் அடைந்தது. அந்த காலகட்டத்தில் ஹிட்லர், ஸ்டாலின், மாவோ ஆகிய சர்வாதிகாரிகளின் தேசியவாத கொள்கைகள் உலகம் முழுவதும் நிழலாடிக் கொண்டிருந்தன. அதேநேரம் மகாத்மா காந்தி போன்ற அஹிம்சைவாதிகள் இந்தியாவில் உண்மையான தேசப்பற்றை விதைத்தனர். நாம் இந்துக்கள், முஸ்லிம்கள் என வாழக்கூடாது, இந்தியர் களாக வாழ வேண்டும் என்று கற்றுக் கொடுத்தனர்.

ஹிட்லர், ஸ்டாலின், மாவோ ஆகியோரின் தேசியவாதத்தால் ஜெர்மனி, ரஷ்யா, சீனாவில் கோடிக்கணக்கான மக்கள் கொல்லப்பட்டனர். இந்தியாவிலோ காந்தியின் தேசப்பற்று கொள்கையால் ஒரு லிட்டர் ரத்தம்கூட சிந்தாமல் நாம் சுதந்திரக் காற்றை சுவாசித்தோம்.

கடந்த ஓராண்டாகவே தேசியவாதத்தால் உலகம் மிகப் பெரிய இழப்புகளைச் சந்தித்து வருகிறது. பிரிட்டனில் தேசப்பற்று என்ற பெயரில் தேசியவாதிகள் நடத்திய பிரச்சாரத்தால் ஐரோப்பிய ஒன்றியத்தில் இருந்து அந்த நாடு வெளியேறி உள்ளது. அமெரிக்காவில் குடியரசு கட்சி அதிபர் வேட்பாளர் டொனால்டு ட்ரம்ப் தனது தேர்தல் பிரச்சாரத்தில் வெறுப்பை உமிழ்ந்து வருகிறார். அமெரிக்காவில் இருந்து வெளிநாட்டினரை, அகதிகளை அடித்து விரட்டுவேன் என்று மிரட்டுகிறார். சீனா உள்ளிட்ட நாடுகளில் இருந்து இறக்குமதியை நிறுத்துவேன், அமெரிக்கர்களின் வேலைவாய்ப்புகளை அந்நியர் தட்டிப் பறிப்பதை தடுப்பேன் என்று சபதம் செய்கிறார். பிரிட்டனின் தேசியவாதிகள், அமெரிக்காவின் டொனால்டு ட்ரம்ப் ஆகியோர் தங்கள் நாடுகளின் ஆதிக்கத்தை நிலைநாட்ட விரும்புகின்றனர்.

கடந்த பிப்ரவரியில் டெல்லி ஜவஹர்லால் நேரு பல்கலைக்கழக மாணவர் சங்கத் தலைவர் கண்ணையா குமார் விவகாரத்தில் தேசியவாதமும் தேசப்பற்றும் இந்தியர்களைக் குழப்பத்தின் உச்சிக்கு கொண்டு சென்றன. தேசத் துரோகம் குறித்த விவாதங்கள் அதிர்வலைகளை ஏற்படுத்தின. கண்ணையா குமார் தன்னை தேசப்பற்றாளர் என்று அறிவித்தார். ஆனால் தேசியவாதிகள் அவர் தேசத்துரோகி என்று முத்திரை குத்தினர்.

தேசப்பற்றாளர்களும் தேசியவாதிகளும் நமது நாடு வெற்றிப் பாதையில் பயணிக்க வேண்டும் என்றே விரும்புகின்றனர். தேசப்பற்றாளரை பொறுத்தவரை சிறுபான்மையினர் உட்பட அனைத்து சமூகத்தினரும் ஒருசேர முன்னேற வேண்டும் என்று விரும்புகின்றனர். தேசியவாதிகளைப் பொறுத்தவரை சமூகநீதியில் அவர்களுக்கு அக்கறை இல்லை. நாட்டின் வலிமையை பறைசாற்ற வேண்டும் என்பதில் மட்டுமே அக்கறை காட்டுகின்றனர்.

ஒரு தேசியவாதி எல்லாவற்றுக்கும் மேலாக நாட்டை தூக்கிப் பிடிக்கிறார். தனது நாடு தவறே செய்யாது என்று வாதிடுகிறார். தேசப்பற்றாளரோ தனது நாட்டை நேசிக்கும் அதே நேரத்தில் அதன் நிறை, குறைகளையும் சுட்டிக் காட்டுகிறார். சமூகநீதி, சமஉரிமைக்கு பங்கம் ஏற்படும்போது மனம்திறந்து விமர்சனம் செய்கிறார். ஆனால் தேசியவாதியால் தனது நாடு குறித்து யாரும் விமர்சனம் செய்வதைக்கூட சகித்துக் கொள்ள முடியாது.

தேசியவாதம் மூலமே நாட்டை முன்னேற்றப் பாதையில் அழைத்துச் செல்ல முடியும் என்று பலரும் நினைக்கலாம். ஆனால் உலக வரலாற்றை திரும்பிப் பார்த்தால் தேசியவாதத்தால் ஏற்பட்ட அழிவுகளைக் கண்கூடாக பார்க்கலாம். 19-ம் நூற்றாண்டில் ஐரோப்பாவில் வியாபித்து பரவிய தேசியவாதத்தால்தான் ஆசியா, ஆப்பிரிக்க கண்டங்களின் நாடுகள் அடிமைப்படுத்தப்பட்டன. இந்தியா பிரிட்டனின் காலனி நாடாக மாறியது. 20-ம் நூற்றாண்டில் எழுந்த தேசியவாதத்தால் 2 உலகப் போர்கள் உலகையே தலைகீழாகப் புரட்டிப் போட்டின.

தேசியவாதத்தின் மிக மோசமான உதாரணம் ஹிட்லர். 2-ம் உலகப் போருக்கு வித்திட்ட அவர், ஆரியர்களே உலகில் உயர்ந்த இனம் என்று வாதிட்டார். பல நாடுகளை ஆக்கிரமித்தார். 80 லட்சத் துக்கும் மேற்பட்ட யூதர்களைக் கொன்று குவித்தார்.

கடந்த ஆகஸ்ட் 3-ம் தேதி மாநிலங்களவையில் சரக்கு, சேவை வரி மசோதா (ஜிஎஸ்டி) நிறைவேறியது. அப்போது தேசப்பற்றாளர்களும் தேசியவாதிகளும் மகிழ்ச்சியில் திளைத்தனர். இந்தியாவை வல்லரசாக, அசைக்க முடியாத சக்தியாக மாற்ற ஜிஎஸ்டி வழிவகுக்கும் என்று தேசியவாதிகள் ஆனந்த தாண்டவமாடினர். அதேநேரம் ஜி.எஸ்.டி. மசோதாவால் கடைக்கோடி ஏழைக்கும் பயன் கிடைக்கும் என்று தேசப்பற்றாளர்கள் மகிழ்ச்சி ஆரவாரம் செய்தனர்.

பிரிட்டனின் தேசியவாதிகளும் அமெரிக்காவின் டொனால்டு ட்ரம்பும் தற்போது இனவாதத்தை முன்னிறுத்தி பிரச்சாரம் செய்கின்றனர். தங்கள் நாடுகளின் கடந்த காலப் பெருமைகளைக் கதை, கதையாக பேசுகின்றனர். இதேபாணியில் இந்து தேசியவாதிகளும் கடந்த கால ஆரிய நாகரிகத்தின் பெருமைகளைப் பேசுகின்றனர். இந்தியா இந்துக்களின் பூர்விக பூமி என்று பிரகடனம் செய்கின்றனர். இந்தியாவை இந்து தேசமாக மாற்ற வேண்டும் என்று கோஷமிடுகின்றனர். அதன்மூலம் பூர்வகால உரிமைகளை மீட்டெடுக்க முடியும் என்று நம்புகின்றனர்.இப்போது நீங்கள் தெளிவாக புரிந்து கொண்டிருப்பீர்கள். நான் ஒரு தேசப்பற்றாளன், தேசியவாதி அல்ல என்பதை. ஒரு விஷயம் என்னை சோகத்தில் ஆழ்த்துகிறது. இந்தியாவில் தேசியவாதிகளும் தேசப்பற்றாளர்களும் இதுவரை அர்த்தமுள்ள விவாதங்களில் பங்கேற்றதே இல்லை.

என்னைப் பொறுத்தவரை எனது நாட்டின் இயற்கை அழகில் மூழ்கித் திளைக்கிறேன். இந்தியர்களின் எண்ணற்ற சாதனைகளை எண்ணி மகிழ்கிறேன். நாட்டின் வரலாற்றில் பெருமிதம் கொள்கிறேன். எனது நாட்டை நேசிக்கிறேன். அந்த நேசத்தால் அடுத்தவர்களுக்கு எந்த பாதிப்பும் ஏற்படக்கூடாது என்பதில் கவனமாக இருக்கிறேன். எனது அன்பும் நேசமும் எல்லைகளைத் தாண்டி பயணம் செய்கிறது. அதற்கு காரணம் முதலில் நான் மனிதன், அதன் பிறகுதான் இந்தியக் குடிமகன்.

Independence Day quiz: Are you a patriot or a nationalist?

It was a rare afternoon in Delhi’s August. The rain had stopped and an occasional nimbus cloud punctuated the astonishingly blue sky. A quiet breeze sent me on a walk into Lodhi Gardens on the way to meet an old friend in Khan Market. Our conversation over chai was halting and uneasy and we kept returning to the ill-fated rise of nationalism in the world. We wished for a world with more patriots and less nationalists like Donald Trump. Both of us had grown up on this distinction, made by one of our school heroes, George Orwell. He wrote, “By ‘patriotism’ I mean devotion to a particular place and a particular way of life, which one believes to be the best in the world but has no wish to force on other people…Nationalism, on the other hand, is inseparable from the desire for power and prestige,” and (I might add) wishes to impose one’s ideas on others.

Tomorrow is the day of our independence, and a good time to reflect on Orwell’s words. The past year has challenged our old understanding of what it means to be Indian. I was born just before Independence when the air we breathed was the air of patriotism. India was born in the shadows of Hitler, Stalin, and Mao, and was created by saints (as Andre Malraux put it). Those saints taught us that our patriotism could only be Indian, not Hindu or Muslim — hence, Partition was such a tragedy. Compared to the nationalism of Hitler, Stalin and Mao, which brought killing and death, our patriots brought us freedom without shedding an ounce of blood.

Since Orwell’s time, we have tended to use both words, nationalism and patriotism, vaguely and interchangeably, and we forget that they reflect opposing ideas. Confusion between the two may have brought about the surprising exit of Britain from the European Union and has also marred America’s election campaign for the presidency. In India, a similar confusion resulted in Kanhaiya Kumar’s troubles in February at Jawaharlal Nehru University, followed by a muddled debate over sedition. Both patriots and nationalists wish for a successful India but the patriot wants all Indians to succeed, especially its minorities, while the nationalist is mainly concerned with the whole. A nationalist places his country over everything; a patriot is likely to choose justice over his country.

Indian patriots and nationalists were both happy a few weeks ago, on the historic Wednesday night of August 3 when the momentous goods and services tax passed in the Rajya Sabha. The nationalist was happy because it would make for a stronger, more prosperous, more powerful nation; the patriot was cheerful because it would also help the poorest Indian.

The nationalist tends to shout slogans to proclaim his country’s greatness; the patriot is quietly confident, aware of his nation’s strengths and weaknesses. In wanting to holler, the nationalist reflects insecurity, low self-esteem, even a feeling of inferiority; the patriot is comfortable in his skin. “Every nationalist is haunted by the belief that the past can be altered,” wrote Orwell. Donald Trump in America and the nationalists in Britain who voted to leave the European Union are both driven by the utopian vision of a pure past when they ruled the world and their countries were not beset with irritating immigrants. The Hindu nationalist also dreams of a pure Aryan past — he wants his history to prove the glory of ancient India and its later decline under Muslim rule; he seeks “a simple narrative of Hindus having been the original inhabitants of a land later known as British India and…the creation of a Hindu state is projected as a legitimate return to a rightful inheritance,” writes the historian, Romila Thapar, in a recent slim and elegant volume of essays, On Nationalism. Thus, nationalist history is driven by power and hatred for the Other.

You may have guessed — I am a patriot, not a nationalist. But I do feel sad that there is no meaningful dialogue between the two, and this is responsible for the terrible polarization in most democracies today. As for me, I cherish my country’s natural beauty, its man-made achievements, and its history. While I love my country, I don’t want that love to oppress others. I even wonder why my love has to stop at the border. In the end, I regard all wars as civil wars because we are first human beings and only second, citizens of nations.

மனிதவள மேம்பாட்டு துறையில் இருந்து ஸ்மிருதி இரானியை நீக்கியது வரலாற்று நிகழ்வு?

‘பிளஸ் 2 பொதுத் தேர்வை மாணவர்கள் திருப்தியாக ஏன் எழுதவில்லை. விளக்கம் கொடுங்கள்’ என்று கேட்டு, 240 பள்ளி முதல்வர்களுக்கு கேந்திரிய வித்யாலயா சங்காத்தன் உத்தரவிட்டுள்ளது. நமது பள்ளிகளின் செயல்பாடுகள், மாணவர்களின் கற்றல் திறன் குறித்து பிரதமர் மோடி கவலை கொண்டுள்ளார். ஒருமுறை பேசும்போது, ‘‘மாணவர்கள் என்ன எதிர்பார்க் கிறார்களோ அதை வகுப்பறைகள் பிரதிபலிக்க வேண்டும். பெற்றோர்களும் தங்கள் குழந்தை களுக்கு எங்கு உதவி வேண்டும் என்பதை தெரிந்து வைத்திருக்க வேண்டும்’’ என்று பேசினார்.

இந்த விஷயமே ஸ்மிருதி இரானியை மனித வள மேம்பாட்டுத் துறை அமைச்சர் பதவியில் இருந்து நீக்கியதற்கு காரணமாக இருக்கலாம். இது இந்திய வரலாற்றில் மிக முக்கியமான நிகழ்வாக இருக்கும்.

பள்ளி அளவில் கல்வியின் தரம் குறித்து இந்திய அரசியல்வாதிகள் அக்கறை செலுத்துவது வழக்கத்துக்கு மாறானது. கல்வி என்பது மாநில அரசு சம்பந்தப்பட்டது என்றாலும், செயல்பாடுகளின் அடிப்படையில் மத்திய அமைச்சரை மாற்றியது, பல மாநிலங்களில் தூங்கிக் கொண்டிருக்கும் கல்வித் துறை அமைச்சகத்தை தட்டியெழுப்பி உள்ளது.

மிகப்பெரிய மாற்றம் என்பது ஸ்மிருதிக்குப் பதில் பிரகாஷ் ஜவடேகரை மனிதவள மேம்பாட்டுத் துறை அமைச்சராக நியமித்ததுதான். இந்தியாவை பொறுத்தவரை கல்வி அமைச்சகத்துக்கு திறமை யில்லாத அமைச்சர்கள் இருந்து வருவது துரதிருஷ்டவசமானது. அந்த வகையில் ஸ்மிருதியும் தவறான தேர்வுதான்.

தற்போது ஜவுளித் துறை அமைச்சராக ஸ்மிருதி நியமிக்கப்பட்டுள்ளார். மற்றவர்கள் நினைப்பது போல் இந்த மாற்றம் ஸ்மிருதிக்கு பதவி இறக்கம் அல்ல. இந்தியாவில் வேலைவாய்ப்பு களை அதிக எண்ணிக்கையில் உருவாக்க கூடிய மிகப்பெரிய வாய்ப்பு ஜவுளித் துறையில் உள்ளது. எனவே, புதிய கொள்கைகளை திறம்பட அமல்படுத்தினால், லட்சக்கணக்கான வேலைவாய்ப்புகளை ஸ்மிருதி யால் உருவாக்க முடியும். அதன்மூலம் மனிதவள மேம்பாட்டுத் துறையில் இழந்த அல்லது அவர் செய்த தவறுகளில் இருந்து மீண்டு பெயர் எடுக்கலாம்.

மனிதவள மேம்பாட்டுத் துறை ஜூனியர் அமைச்சர் பதவியில் இருந்து ராம் சங்கர் கத்தாரியாவும் நீக்கப்பட்டுள்ளார். இதுவும் சரியான நடவடிக்கைததான். கல்வியை காவிமயமாக்கும் முனைப்புடன் அவர் செயல்பட்டார். அத்துடன் முஸ்லிம்களுக்கு எதிராக சர்ச்சைக்குரிய கருத்துகளை அவ்வப்போது வெளியிட்டு வந்தார்.

அமைச்சரவை மாற்றத்தில் மிகப்பெரிய இழப்பு, ஜெயந்த் சின்காவை நிதியமைச்சகத்தில் இருந்து சிவில் விமானப் போக்குவரத்துத் துறைக்கு மாற்றியதுதான். முதலீட்டாளர்களிடம் நம்பிக் கையை ஏற்படுத்தினார். ரிசர்வ் வங்கியில் இருந்து ரகுராம் ராஜன் விலகியதன் மூலம், நம்பிக்கைக் குரிய 2 பேரை இப்போது இந்தியா இழந்துவிட்டது.

எனினும், அதிர்ஷ்டவசமாக உள்கட்டமைப்பு விஷயத்தில் செயல்திறன்மிக்க 3 பேரை மோடி வைத்திருக்கிறார். சாலை, நெடுஞ்சாலை, துறைமுகத் துறை அமைச்சர் நிதின் கட்கரி, நிலக்கரி, எரிசக்தி, சுரங்கத் துறை அமைச்சர் பியூஷ் கோயல் மற்றும் ரயில்வேயில் சுரேஷ் பிரபு ஆகிய 3 பேர் இருக்கின்றனர்.

சில ஆண்டுகளுக்கு முன்பு அமெரிக்க அதிபர் ஒபாமா தொலைக்காட்சியில் பேசும்போது, ‘‘சிறந்த ஆசிரியர்களுக்கும் சிறப்பில்லாத ஆசிரியர்களுக் கும் வேறுபாடு உள்ளது’’ என்றார். அமெரிக்காவில் மாணவர்கள் கற்றல் குறைபாட்டுடன் இருப்பதற்கு ஆசிரியர்கள்தான் காரணம் என்றார். அதுபோல் நாமும் சிறந்த ஆசிரியர்களை அங்கீகரிக்கவும், சிறப்பில்லாத ஆசிரியர்களை தண்டிக்கவும் வழிவகை காண வேண்டும்.

பள்ளிக் கல்வியில் உள்ள சிக்கல்களை பிரகாஷ் ஜவடேகர் கண்டறிந்துள்ளார். சர்வதேச மாணவர் மதிப்பீடு திட்டத்தின் கீழ் (பிஐஎஸ்ஏ) கடந்த 2011-ம் ஆண்டு வாசித்தல், அறிவியல் மற்றும் கணிதத்தில் நடத்தப்பட்ட தேர்வில் 74 பேரில் இந்திய குழந்தைகள் 73-வது இடத்தையே பிடித்துள்ளனர். இந்த அவல நிலையை கல்வி நிலையின் ஆண்டு அறிக்கை (ஏஎஸ்இஆர்) தொடர்ந்து உறுதிப்படுத்தி வருகிறது.

ஐந்தாம் வகுப்பு படிக்கும் மாணவர்களில் பாதிக்கும் குறைவானோர்தான் 2-ம் வகுப்பு புத்தகத்தில் இருந்து வாசிக்கும் திறனுடன் உள்ளனர் அல்லது சாதாரண சிறிய கணக்கை செய்கின்றனர் என்று அந்த அறிக்கை தெரிவித்துள்ளது. மேலும், இந்திய ஆசிரியர்களில் வெறும் 4 சதவீதம் பேர்தான் ஆசிரியர் தகுதி தேர்வில் (டெட்) வெற்றி பெற்றுள்ளனர் என்கிறது. உ.பி., பிஹார் போன்ற மாநிலங்களில் உள்ள ஆசிரியர்களில் 4-ல் 3 பேரால் 5-ம் வகுப்பு சதவீதத்தை கணக்கிடக் கூட செய்ய முடிவதில்லை.

இந்நிலையில், ஆசிரியர் குடும்பத்தில் இருந்து வந்துள்ளார் ஜவடேகர். இந்திய பெற்றோர் தங்கள் குழந்தைகளை அரசு பள்ளிகளில் சேர்க்காமல் தனியார் பள்ளிகளில் ஏன் சேர்க்கின்றனர் என்பதை ஜவடேகர் நன்கு புரிந்து வைத்துள்ளார்.

பள்ளிகளில் இலவச கல்வி கிடைத்தும், தாங்கள் கஷ்டப்பட்டு சம்பாதிக்கும் பணத்தை தனியார் பள்ளிகளுக்கு பெற்றோர் வழங்கும் நிலை ஏன்? இதற்கு நேர்மையாக பதில் அளிக்க வேண்டு மானால், 4 அரசு பள்ளி ஆசிரியர்களில் ஒருவர் சட்டவிரோதமாக, பள்ளிக்கு வருவதில்லை. பள்ளிக்கு வரும் இருவரில் ஒருவர் பாடம் நடத்து வதில்லை. அரசு பள்ளிகளை கைவிடுவதற்கு நீங்கள் பெற்றோர்களை குறை சொல்ல முடியுமா? தனியார் பள்ளிகள் பெரும்பாலானவை சிறப்பானதாகவும் இல்லை. ஆனால், குறைந்தப்பட்சம் ஆசிரியர்கள் இருக்கிறார்கள்.

கோடிக்கணக்கில் தொடக்கக் கல்விக்கு அரசு பணம் கொட்டப்படுகிறது. ஆனாலும் கல்வியின் தரம் உயரவில்லை. இது இந்தியாவில் உள்ள கல்வி அமைப்புகள் மீது கூறப்படும் மிகப்பெரிய குற்றச்சாட்டு. கல்வி அடிப்படை உரிமை சட்டத்தால் (ஆர்டிஇ) எந்த பலனும் ஏற்படவில்லை. அதற்கான காரணம் தெரிந்ததுதான். இந்தச் சட்டம் உள்ளீடுகளில் மட்டுமே கவனம் செலுத்துகிறது. பலனை பார்ப்பதில்லை.

வகுப்பறை அளவு, கழிவறைகள், விளையாட்டு மைதானங்களின் அளவு போன்ற உள்கட்டமைப்பு விஷயங்கள் மட்டுமே கவனத்தில் எடுத்துக் கொள்ளப்படுகின்றன. மாணவர்கள் என்ன கற்கின்றனர், கற்பித்தல் தரம் எப்படி இருக்கின்றது என்பதை பற்றி எல்லாம் அளவிட மாநிலங்களை இந்தச் சட்டம் அனுமதிப்பதில்லை.

கற்றல் தரத்தை நீங்கள் அளவிட முடியாத போது, ஆசிரியர்களை எப்படி பொறுப்பாளியாக்க முடியும்? உலகில் சிறந்த பள்ளிக் கல்வியை வழங்கும் நாடுகள் இதை உணர்ந்திருக்கின்றன. அதனால் ஆசிரியர்கள்தான் எல்லாமும் என்கின்றன. அதற்காக தேசிய அளவில் ஆசிரியர்களுக்கு மதிப்பீடுகளும் கடுமையான பயிற்சி திட்டங்களையும் செயல்படுத்துகின்றன.

‘சிறந்த ஆசிரியர்களாக இருப்பவர்கள் பிறவியிலேயே அப்படிப்பட்டவர்கள்’ என்று நம்புவதுதான் நமது தவறு. உண்மையில் போதிய பயிற்சியின் மூலம் யார் வேண்டுமானாலும் சிறந்த ஆசிரியர்களாக உருவாக முடியும். ஆனால், அந்த பயிற்சி தொடர்ந்து இருக்க வேண்டும், கடுமையாக இருக்க வேண்டும், ஆசிரியர் பணி காலம் முழுவதும் இருக்க வேண்டும்.

ஸ்மிருதியிடம் காணப்பட்ட குறைபாடுகள் ஜவடேகரிடம் இல்லை. பிரதமர் அலுவலகம், நிதி ஆயோக், டிஎஸ்ஆர் சுப்பிரமணியம் குழுவுடன் இணைந்து செயல்படுகிறார். இவர்கள் எல்லாம் சிறந்த யோசனைகளை அளிப்பவர்கள். எனினும் வரும் 3 ஆண்டுகளுக்குள் ஜவடேகர் ஏதாவது சாதிக்க வேண்டும் என்று நினைத்தால், மாணவர்களின் கற்றல் திறனை அளவிட்டு, அதை மேம்படுத்தும் விஷயம் ஒன்றில் மட்டும் அதிக கவனம் செலுத்த வேண்டும். அதைவிட ஜவடேகருக்கு மிக முக்கியமான இலக்காக எது இருக்க வேண்டும்? வரும் 2019-ம் ஆண்டுக்குள் 3-ம் வகுப்பிலேயே மாணவர்கள் நன்கு எழுதவும் படிக்கவும் கூடிய திறனுடன் இருக்கும் வகையில் மாற்றத்தை கொண்டு வரமுடியுமா?

இதைக் கேட்பதற்கு பகல் கனவாக தோன்றுகிறதா? அரசு தன்னார்வ தொண்டு நிறுவனம் ‘பிரதம்’ இந்த இலக்கை ஒரே ஆண்டில் ஏற்படுத்த முடியும் என்பதை 2 மாநிலங்களில் செய்து காட்டி இருக்கிறது!

क्या शिक्षा के लिए यह ऐतिहासिक पल है?

केंद्रीय विद्यालय संगठन ने अपने 240 स्कूलों से 12वीं की परीक्षा में बच्चों के असंतोषजनक प्रदर्शन पर स्पष्टीकरण मांगा है। प्रधानमंत्री कुछ समय से हमारे स्कूलों के नतीजों से चिंतित हैं और अपने एक भाषण में उन्होंने यहां तक कहा है कि हर कक्षा में यह प्रदर्शित होना चाहिए कि वहां बच्चे से क्या सीखने की अपेक्षा है, ताकि पालकों को मालूम हो कि बच्चे को मदद की कहां जरूरत है। यह शायद स्मृति ईरानी को मानव संसाधन विकास मंत्रालय से हटाने का निर्णायक कारण रहा हो। वे खासतौर पर प्रधानमंत्री कार्यालय द्वारा पूछे गए प्रश्नों के प्रति अनुत्तरदायी रही हैं और इसकी कीमत उन्होंने चुकाई है। भारतीय इतिहास में यह ऐतिहासिक क्षण हो सकता है। स्कूलों में शिक्षा की गुणवत्ता के लिए चिंता भारतीय राजनेताओं में असामान्य बात है। चाहे शिक्षा राज्यों का विषय हो, लेकिन प्रदर्शन के आधार पर मंत्री के बदले जाने से कई राज्यों के उनींदे और लापरवाह मंत्रीगण अचानक सक्रिय हो गए हैं।

जिसे मंत्रिमंडल का आम फेरबदल समझा जा रहा था वह चौकाने वाला साहसी कदम साबित हुआ। बड़े बदलाव के तहत मानव संसाधन विकास मंत्रालय में लड़ाकू ईरानी की जगह प्रकाश जावड़ेकर ने ली। भारत खराब गुणवत्ता वाले शिक्षा मंत्रियों के मामले में बदकिस्मत रहा है। ईरानी का चयन गलत था और हर किसी से झगड़ा मोल लेकर उन्होंने स्थिति सुधारने में कोई मदद नहीं की। उन्हें कपड़ा मंत्रालय भेजा गया है, जो कोई पदावनति नहीं है, जैसा हर कोई सोच रहा है। यह मंत्रालय रोजगार निर्मित करने का अकेला सबसे बड़ा अवसर है और यदि ईरानी तीन सप्ताह पहले घोषित महत्वाकांक्षी योजना लागू करती हैं तो वे लाखों नौकरियां पैदा कर अपनी प्रतिष्ठा को पुन: चमका सकती हैं, जो वे शिक्षा मंत्रालय में हर गलत चीज पर ध्यान केंद्रित कर गंवा बैठी हैं।

राज्यमंत्री रामशंकर कठेरिया को भी मानव संसाधन मंत्रालय से उचित ही हटाया गया है। वे खुलेआम शिक्षा के भगवाकरण की बातें करते थे और कई बार मुस्लिमों के खिलाफ भड़काऊ भाषण दे चुके थे। फेरबदल में बड़ा नुकसान तो वित्त मंत्रालय से नागरीक उड्‌डयन मंत्रालय में जयंत सिन्हा का तबादला है। वे मंत्रालय में असाधरण पेशेवर अंदाज लाए और निवेशकों के लिए भरोसा पैदा किया था। राजन रिजर्व बैंक से विदा ले ही रहे हैं, इसके साथ भारत ने दो भरोसेमंद आवाजें खो दी हैं। सौभाग्य से मोदी के पास उच्च प्रदर्शन करने वाले वाले तीन मंत्री अब भी हैं- सड़क, राजमार्ग व बंदरगाहों के प्रभारी नितिन गडकरी, कोयला, उर्जा और खनन के प्रभारी पीयूष गोयल तथा रेलवे के सुरेश प्रभु। उन्होंने अपने मंत्रालय में दुर्लभ ऊर्जा पैदा की है। नौकरियां पैदा करने, ‘अच्छे दिन’ लाने में वे भारत की सबसे बड़ी उम्मीदें हैं।

कुछ साल पहले अमेरिका में एेसा ही नाटकीय क्षण आया था, जब राष्ट्रपति ओबामा ने ख्यात टीवी उद्‌बोधन में कहा था कि अच्छे और बुरे शिक्षकों में फर्क है। इस वक्तव्य के साथ उन्होंने शिक्षक संघों के खिलाफ युद्ध छेड़ दिया था, जो अच्छे और बुरे शिक्षकों के बीच फर्क करने को तैयार नहीं थे। इस तरह वे कुछ कमजोर क्षेत्रों में अमेरिकी छात्रों के खराब स्तर के लिए आंशिक रूप से जिम्मेदार थे। राष्ट्रपति ने जो बात स्पष्ट रूप से सामने नहीं रखी, लेकिन वह सभी को साफ हो गई थी कि हमें अच्छे शिक्षकों को पुरस्कृत करने और खराब शिक्षकों को दंडित करने के तरीके खोजने होंगे।

अपने पद के कुछ हफ्तों में जावड़ेकर ने पता लगा लिया है कि भारतीय स्कूल संकट में हैं। भारतीय स्कूली बच्चे एक प्रतिष्ठित अंतरराष्ट्रीय टेस्ट में सिर्फ किर्गिजस्तान से ऊपर नीचे से दूसरे क्रम पर क्यों आए? 15 साल के किशोर 2011 में हुए पढ़ने, विज्ञान और जोड़-घटाव के प्रोग्राम फॉर इंटरनेशनल स्टुडेंट्स असेसमेंट (पिसा) नामक टेस्ट में 74 में से 73 वें स्थान पर रहे। यूपीए सरकार ने भारत में पिसा पर प्रतिबंध लगाकर इसका जवाब दिया, जो बहुत ही धक्कादायक था। किंतु एनुअल स्टेटस ऑफ एजुकेशन रिपोर्ट (एसर) के जरिये इस निराशाजनक स्थिति की हर साल पुष्टि होती है। यह बताती है कि 5वी कक्षा के आधे से कम बच्चे दूसरी कक्षा की किताब पढ़ पाते हैं या साधारण जोड़-घटाव कर पाते हैं। सिर्फ चार फीसदी शिक्षक टीचर्स एलिजिबिलिटी टेस्ट (टीईटी) पास कर पाएं। उप्र और बिहार के हर चार में से तीन शिक्षक पांचवीं कक्षा के प्रतिशत के सवाल नहीं कर पाते।

त्रासदी यह है कि प्राथमिक शिक्षा पर हजारों करोड़ रुपए खर्च करने के बाद भी शिक्षा की गुणवत्ता सुधर नहीं रही है। यह भारत के शिक्षा प्रतिष्ठान पर बहुत बड़ा दाग है। शिक्षा के अधिकार (आरटीई) की बड़ी सराहना हुई, लेकिन उसका कोई असर नहीं पड़ा है। कारण स्पष्ट है। आरटीई कानून को सिर्फ इनपुट की चिंता है, नतीजे की नहीं। यह आधारभूत ढांचे से ग्रसित है- कक्षा का आकार, टॉयलेट, खेल के मैदान का आकार, आदि। यह शासन को सुविधा नहीं देता कि वह बच्चे की शिक्षा व शिक्षक के पढ़ाने की गुणवत्ता का आकलन कर सके। यदि पढ़ाई का आकलन नहीं होगा तो शिक्षक जवाबदेह कैसे होंगे? दुनिया के श्रेष्ठतम शिक्षा संस्थानों ने माना है कि शिक्षा में शिक्षक ही सबकुछ है। उन्होंने राष्ट्रीय आकलन और शिक्षकों के प्रशिक्षण के सघन कार्यक्रम स्थापित किए हैं। हमने माना कि अच्छे शिक्षक पैदा होते हैं, जबकि सच तो यह है कि वे तैयार किए जाते हैं। पर्याप्त प्रशिक्षण के साथ कोई भी शिक्षक बन सकता है। किंतु प्रशिक्षण सतत, सघन और शिक्षक के पूरे कॅरिअर में चलते रहना चाहिए।

जावड़ेकर में ईरानी की खामियां नहीं हैं। वे अच्छे श्रोता हैं और पीएमओ, नीति आयोग व टीएसआर सुब्रह्मण्यम समिति के साथ मिलकर काम करेंगे। इन तीनों के पास कुछ अच्छे आइडिया हैं। लेकिन सरकार के शेष तीन वर्षों में उन्हें कुछ करके दिखाना है तो उन्हें बच्चों के सीखने का आकलन और उसे सुधारने पर पूरा ध्यान केंद्रित करना होगा। एक अच्छा नेता बहुत थोड़े महत्वाकांक्षी लक्ष्य निर्धारित करता है। वह उन पर रोज ध्यान देता है, निकट से प्रगति पर निगाह रखता है और उन्हें हासिल करने का रोमांच अनुभव करता है। श्रीमान जावड़ेकर, इससे अच्छा लक्ष्य क्या होगा कि 2019 तक तीसरी कक्षा तक हर भारतीय बच्चा पढ़ना-लिखना सीख जाए? यह दिवास्वप्न लगता है, लेकिन गैर-सरकारी संगठन ‘प्रथम’ ने दो राज्यों में दिखाया है कि यह दो साल में किया जा सकता है।

Mr Javadekar, ask these three questions before you get to work

What was supposed to be a routine cabinet expansion this week turned into a bold shake-up. The big change is at the ministry of human resource development where the affable Prakash Javadekar has replaced the combative Smriti Irani. India has been unlucky in the poor quality of its education ministers. Irani was always the wrong choice and she did not help by picking a fight with everyone. She has moved to the textiles ministry, which is not a demotion as everyone thinks. Textiles represent India’s single biggest opportunity to create jobs, and if Irani implements the ambitious new policy announced three weeks ago, she could create lakhs of jobs and go to glory.

Ram Shankar Katheria has also been removed as junior HRD minister and rightly so. He spoke blatantly about saffronising education, and made repeated provocative comments against Muslims. The big loss in the reshuffle is Jayant Sinha’s transfer from finance to civil aviation. He brought unusual professional depth to the finance ministry and lent credibility for investors. With Raghuram Rajan leaving the Reserve Bank, India has lost two trustworthy voices. Fortunately, Modi has three high performers in charge of infrastructure — Nitin Gadkari in charge of roads, highways, ports; Piyush Goyal in coal, power and mines, and Suresh Prabhu in railways. They have brought rare energy to their jobs and represent India’s best hope for delivering jobs and ‘achhe din’.

Javadekar will discover that Indian schooling is in crisis if only he would ask three questions. First: why did India’s schoolchildren come second last in a respected international test, only ahead of Kyrgyzstan? Yes, Indian kids ranked 73 out of 74 in 2011 in a test of reading, science and arithmetic called PISA (Programme for International Student Assessment). The UPA government’s response to this shocking result was to ban PISA from India. But this dismal state of affairs is confirmed regularly by the Annual Status of Education Report (ASER). It shows that less than half the Class V students are able to read a paragraph from a Class II text or do a simple arithmetic sum. Only 4% of Indian teachers pass the Teacher Eligibility Test and three in four teachers in UP and Bihar cannot do percentage sums from a Class V text.

Second, Javadekar should ask: why do poor Indian parents remove their children from government schools, which are free, and send them to low-fee private schools? In urban areas, 50 to 70% of the children are in private schools. In rural areas, private-school attendance has risen from 19% to 29% in ten years. India now has the largest percentage of children in private schools. Parents must be desperate if they will spend their hard-earned income on what is available for free. The honest answer is that one out of four government teachers is absent illegally and one out of two present is found not to be teaching. Can you blame parents for abandoning government schools?

The third question: has the acclaimed Right to Education Act (RTE) improved this tragic situation? The answer is ‘No’. The RTE law is only concerned with inputs and not with outcomes. It is obsessed with infrastructure — class size, toilets, size of the playing field, etc — and does not measure what children are learning or the quality of teaching. If you don’t measure learning, how will teachers become accountable? The world’s best performing school systems have realized that the teacher is everything. They have instituted national assessments and rigorous programmes of teacher training. Our mistake is to believe that good teachers are born; in fact, they are made. Anyone with enough training can become a good teacher. But the training has to be continuous, rigorous, and throughout the teacher’s career.

Javadekar does not have some of Smriti Irani’s flaws. He is a good listener. He will work collaboratively with the PMO, Niti Aayog, and the TSR Subramanian Committee, all of whom have good ideas. In the end, a good leader sets a few — very few — ambitious goals, focuses on them daily, monitors progress closely, and experiences the thrill of achieving them. What would be a more worthwhile goal, Mr Javadekar, than to get every Indian child in Class III to be able to read and write by 2019? Sounds like a pipe dream — yet Pratham has shown in two states that it can be done in a year.

Arrogant liberals are doing a big disservice to liberalism

A few months ago, I was at an attractive event in Delhi, surrounded by elegantly dressed, articulate Indians and a sprinkling of foreigners. Into this privileged gathering walked an awkward young man who someone recognized from Hindi television. He seemed to be lost and was mostly ignored until someone provoked him and there followed a loud, ugly argument over the JNU controversy. He put up a spirited defence of the Hindu nationalist position but he was quickly shouted down. He felt humiliated and left hurriedly. Once he was gone, the ‘secular-liberal’ gathering relaxed, but not before heaping condescension on this ‘low life’ with his ‘crazy ideas.’

I do not believe in sedition and I did not agree with any of the unwanted guest’s arguments. But I felt sorry for him and unhappy at the way he was treated. Of course, he was narrow-minded in his majoritarian approach to minorities; he was bigoted in the way he characterized Muslims. But he was also a vulnerable human being. He was less well-educated, and his weak English put him at a social disadvantage. Instead of empathy, he got supercilious scorn from a self-important liberal establishment that encourages diversity of identity but is intolerant of the diversity of ideas.

Over the past two years an unhappy divide has grown, something we did not expect when the nation elected Prime Minister Modi on the promise of ‘sabka saath, sabka vikas’. I am a classical (not a left) liberal and do not share the beliefs of Hindu nationalists. I do not eat beef but I will defend your right to eat it. I was disturbed by the violence at Dadri and upset that the Prime Minister reacted so late. A few weeks ago, I was outraged by Swami Adityanath’s bizarre demand for the arrest of Akhlaq’s family for cow slaughter. I deplore the violence of rightwing extremists around the world. Having said this, I am also saddened by the arrogance of my fellow liberals. In the name of tolerance they behave just as intolerantly towards those whose beliefs differ from theirs. They are just as guilty of tribal behaviour as their opponents. And this may be a reason why liberalism is not growing in our country.

The problem with secular liberals is that we go to the same elite schools and universities where the faculty is liberal and left-leaning. Some economics teachers may have shifted after the reforms from Marxism to market-based thinking, but culturally everyone is homogeneous. It is hard for a Hindu nationalist to get into an elite college, either as a student or a teacher. It may be because the candidate is less comfortable in English but there exists a clear bias in favour of liberal privilege. (It is easier, oddly enough, for a Dalit or an OBC to break into elite ranks because of reservations.) If you believe, as I do, that the Hindutva ideology is based on empirically false grounds, we must encourage its supporters to enter top universities and engage in free debate. Only thus will India produce genuine conservative intellectuals, whose arguments will be based on verifiable facts rather than on technological fantasies from the Puranas. By demonizing them or treating them condescendingly, we reinforce resentment and throw them deeper into Hindutva’s embrace. As a result, the liberal ideology remains confined to a small elite. And then we complain, “Why are there so few liberals in India?”

The arrogance of the secular liberal is not only morally wrong, it is bad electoral strategy. If the Congress or the Left parties want to convert the voter to a liberal ideology, they will not succeed by the sort of contemptuous and dismissive talk spokespersons engage in on television screens night after night. Liberals need to remember their own creed: “I disapprove of what you say, but I will defend to the death your right to say it.” Instead, they practise: “I disapprove of what you say; so shut up, you idiot.” This sort of behaviour drives people away. The liberal ideal is too precious to become the preserve of a political party or of sanctimonious intellectuals. It is also not an issue of the Right versus the Left — all Indians must embrace the liberal idea of a plural India that protects minorities. But we shall only win the heads and hearts of people with humility and by example.

Stay playful: The mantra young India needs to know

A friend from my childhood was in town last month. He runs a successful startup, and as we sat drinking chai in the scorching heat, I was struck by his easy sense of playfulness. He seemed not to take himself seriously nor worry about competence. He was open to surprise and to appearing a fool, and turned all my answers into questions. Between the search for truth, and the possession of it, there is a comma, and he had a distinct preference for the comma. I was in a state of agitation when he arrived but I was smiling calmly when he left.

Nations too could do with more playfulness. Fortunately, India has its politicians who can be trusted to forget the difference between fiction and non-fiction. Watching the Congress party’s feeble convulsions over the Agusta Westland deal in recent weeks was sheer political comedy. We moan over the time and resources wasted on our incessant elections, but perhaps we should value them for the laughter and political play they offer.

The day after my friend’s visit, I attended a workshop of young entrepreneurs, all bursting with enthusiasm. Their excitement was due, I expect, to the startup mania that has gripped certain circles in urban India. Not a day goes by without someone complaining in my neighbourhood that his son or daughter has quit a safe corporate job to start a business. One of these youngsters confessed that four out of five startups would fail but he knew in his bones that his would survive. I admired the passion of these youngsters even though they were as mad as our medieval Rajputs who went to battle knowing fully well in their hearts that defeat or death was their only prize.

The talk turned to innovation and I was reminded of my childhood friend. I suggested that the magic ingredient in creativity was an attitude of playfulness. The young Indian of today is a serious animal: a worker, thinker and problem solver. He or she strives for focus and efficiency, resisting frivolity in the name of being a grown-up and staying on a task. He expects the same from others. I have never seen a matrimonial ad in India seeking a ‘playful’ partner. But we don’t need the findings of western psychology to uncover the sources of innovation. It lies in the ancient idea of leela — of gods at play.

Both the English word ‘play’ and the Indian word ‘leela’ have the same two meanings — game and drama. But leela has a third connotation — the creative activity of the divine. Ancient Indians understood that god is playful. Shiva dances and creates the world in play. Krishna steals butter, plays tricks, flirts with young gopis and defeats demons, all in a day’s work. On hearing his flute, the women of Vrindavan sneak out of their homes to dance the raas-leela in a circle with their lover god through the entire Brahma night of 4.5 billion human years.

Human beings act because we desire something but god has everything and so he plays purposelessly like a child, for the sheer joy of it. Ramanuja, the great Vaishnava saint, compared the divine pleasure of leela to a great monarch who lacks nothing but goes on to the playing field for the sake of amusing himself. Chaitanya, the Bengali mystic, compared him to a healthy man who wakes up in the morning from deep sleep and breaks into a dance merely to express his exuberance.

I reckon that ancient Indians must have created the idea of leela because they were struck by the distressing contrast between the radiantly creative child and the feeble creature of habit, the adult. The child’s world is forever fresh and beautiful, full of wonder and excitement for he lives neither in the past nor the future but enjoys the present. God’s leela is to remind us that we don’t stop playing because we grow old; we grow old because we stop playing. Parents and grandparents who play with their children seem to be livelier.

I cannot help but feel that humanity has advanced not because it has been sober, responsible, and cautious, but because it has been immature, rebellious, and playful. A good reminder for our young entrepreneurial startups: there is a child in every adult and playfulness actually accomplishes things. So, the next time, don’t walk around the puddle, just jump into it.

મકાનો બનશે તો રોજગાર પણ સર્જાશે

મારા મિત્રો મને કહે છે કે પ્રસન્નતા 'આંતરીક બાબત છે' અને જીવન પ્રત્યેના મારા અભિગમ સાથે તેનો સંબંધ છે. તેઓ મને જીવનની ગતિ ધીમી કરવાની તથા યોગ-ધ્યાન શીખવાની, હસતા રહેવાની અને ઈશ્વરમાં ભરોસો રાખવાની સલાહ આપે છે. પ્રકારની આધ્યાત્મિક વાતો આમ તો મને ગંભીર બનાવી દે છે. મને કાયમ લાગ્યું છે કે મારા જીવનનો આનંદ રોજબરોજની નાની બાબતોમાં રહેલો છે. પોતાના કામમાં ડૂબી જવું, કોઈ મિત્રની સાથે ગપશપ કરવી અથવા તો અચાનક સુંદરતાનો સાક્ષાત્કાર થવો વિગેરે. ખરો આનંદ કે ખુશી ક્ષણે છે. કોઈ દૂરના અલૌકિક જીવનમાં નહીં.

આપણામાંથી મોટા ભાગની વ્યક્તિઓ નારાજગીને અંગત બાબત ગણે છે. દુ:ખી લગ્નજીવન, સંતાનોનું કહ્યામાં હોવું કે નોકરીમાં પ્રમોશન નહીં મળવું જેવી બાબતોથી નારાજગી પેદા થાય છે. આવી બાબતોમાં સરકાર કોઈ દરમિયાનગીરી કરે એવું આપણે જરા પણ ઈચ્છીશું નહીં. છતાં પણ માનવજીવનમાં આનંદમાં ઉમેરો કરવા માટે સરકાર મોટી ભૂમિકા ભજવી શકે એમ છે. કાયદો અને વ્યવસ્થાની સારી સ્થિતિ મારા આનંદમાં ઉમેરો કરે છે. આજીવિકાનું સાધન અને મકાન સુખના એવા બે સ્ત્રોત છે જેના પર સરકાર કામ કરી શકે છે. વાજપેયી સરકારે નીતિમાં સામાન્ય ફેરફાર કરીને મકાનોમાં રહેવાલાયક સુવિધાઓ વધારી. પછી તેમણે રાહતોમાં દસ ગણો વધારો કરી દીધો. પછી મકાનોની ખરીદીમાં ક્રાંતિ આવી.

આજે ભારતમાં સૌથી મોટી કોઈ સમસ્યા હોય તો છે નોકરીઓનો અભાવ. હાલમાં કામધંધાની શોધમાં બુંદેલખંડમાંથી 18 લાખ લોકો દિલ્હી આવ્યા. ભારતીય અર્થતંત્રમાં પરિવર્તન આવી રહ્યું છે પણ નોકરીઓ પેદા થઈ શકે એવી ઝડપ હજુ આવી નથી. સૌથી વધારે રોજગાર મકાનોના નિર્માણમાં છે. માર્ગ અને ઉત્પાદન (મેન્યુફેક્ચરિંગ) એટલા બધા યાંત્રિક થઈ ગયાં છે કે ગામડાંઓના અકુશળ કે અર્ધકુશળ યુવાનોને તે પૂરતો રોજગાર આપી શકે એમ નથી. જો વડાપ્રધાનનું '2022 સુધીમાં દરેકને મકાન'નું સ્વપ્ન સાકાર થશે તો તે દેશવાસીઓને આનંદ બમણો કરવાની દિશામાં મહત્ત્વનું પગલું ગણાશે. તેમાં નોકરીઓની સાથે રહેણાંક મકાનો પણ સામેલ છે જે સામાન્ય માનવીના સુખના બે મહત્ત્વના સ્ત્રોત છે. સરકારે કોઈ ખર્ચ કરવાનો નથી. કારણ કે મકાન ખાનગી સ્તરે બનાવવામાં આવે છે. સરકારને મકાન બનાવવા માટે જરૂરી 15 ટકા ચીજવસ્તુઓ પર ટેક્સ મળે છે. સરકારે ગત બજેટમાં વિઝનને આગળ ધપાવવાની દિશામાં કેટલાંક મહત્ત્વનાં પગલાં ભર્યા છે પણ તે હજુ પૂરતા નથી. પહેલી વાર મકાન ખરીદવા માગતી વ્યક્તિને લોન પર વ્યાજમાં કપાતનો પ્રસ્તાવ મૂકાયો છે. ઉપરાંત રીયલ એસ્ટેટ ઇન્વેસ્ટમેન્ટ ટ્રસ્ટને નફા પર લાગતા ટેક્સમાં રાહત અને સસ્તાં મકાનો બનાવવા માટે પણ પ્રોત્સાહનો સામેલ છે. સવાલ છે કે જો મકાનોના નિર્માણથી સમાજને ફાયદો થવાનો હોય તો પછી રાહતો માત્ર સસ્તાં મકાનો બનાવવા પૂરતી મર્યાદિત કેમ? તમામ હોમ લોન (40 લાખ રૂપિયા સુધીની) પર વ્યાજને ટેક્સ ફ્રી કેમ કરી શકાય?

રીયલ એસ્ટેટ ક્ષેત્રમાં ઉંચા ભાવ કૃત્રિમ અછત દર્શાવે છે. ખરાબ કાયદા, સાંઠગાંઠ અને મંજૂરીની લાંબી પ્રક્રિયાના પરિણામે સ્થિતિ સર્જાઈ છે. મકાનોના નિર્માણમાં તો સાહસિક સુધારાઓ પછી ક્રાંતિ આવી શકશે. સૌથી પહેલા તો જમીનના રેકોર્ડઝને ડિજીટાઇઝ કરીને ટાઇટલ્સને પારદર્શક અને સુરક્ષિત બનાવવાં પડશે. બીજી વાત, સંપત્તિના હસ્તાંતરણ પર સ્ટેમ્પ ડ્યુટી ઘટાડીને તેનો દર વૈશ્વિક સ્તરે લાવવાની જરૂર છે. સ્ટેમ્પ ડ્યુટીમાં ઘટાડાથી 'સફેદ નાણાની લેવડદેવડ'ને પ્રોત્સાહન મળશે. કેલકર સમિતિએ સ્ટેમ્પ ડ્યુટીને ગુડ્ઝ એન્ડ સર્વિસ ટેક્સ (જીએસટી)માં આવરી લેવાની ભલામણ કરી હતી પણ રાજ્યોએ તેને સ્વીકારવાનો ઈનકાર કર્યો હતો. ત્રીજી વાત, મંજૂરીની પ્રક્રિયાને સરળ બનાવો. સ્થાવર સંપત્તિ સબંધિત વર્તમાન કાયદો મકાનમાલિકને તો સુરક્ષા આપે છે પણ બિલ્ડરને નહીં જેના પ્રોજેક્ટમાં મંજૂરીની પ્રક્રિયામાં ઘણું મોડું થાય છે. ચોથી વાત, સરકાર અને જાહેર ક્ષેત્રનાં સાહસો પાસે મોટા પ્રમાણમાં કિંમતી જમીન નકામી પડી છે. સરકારે ડેવલપરોની સાથે ભાગીદારી કરીને તેમાંથી આવક ઉભી કરવી જોઈએ. જમીન ભલે સરકારના નામે રહે. પાંચમી વાત, મકાનોના નિર્માણને 'મૂળભૂત માળખા'નો દરજ્જો મળવો જોઈએ. છઠ્ઠી વાત, વિદેશી રોકાણ. મકાનોના નિર્માણમાં ક્રાંતિના આડે બીજો પણ એક અવરોધ છે. લોકોનું વલણ એવું હોય છે કે રીયલ એસ્ટેટ ડેવલપર અને બિલ્ડરો ખરાબ માણસો હોય છે જે ઝડપથી પૈસા કમાઈ લેવા માટે પર્યાવરણને નુકસાન પહોંચાડે છે. વલણના કારણે લાંબી પ્રક્રિયાઓ ઘડવામાં આવી છે જેના પરિણામે અધિકાીઓ માટે લાંચ માગવાની અપાર તકો સર્જાય છે.

હાલમાં પસાર કરાયેલું મકાનમાલિકોને સંરક્ષણ આપતું બિલ જરૂરી હતું, પણ તે એકપક્ષી છે. તેમાં બિલ્ડરોને લાલચુ અધિકારીઓ સામે સુરક્ષા આપવામાં આવી નથી. અધિકારીઓ કલમના એક ઝાટકે સમગ્ર પ્રોજેક્ટને ખોરંભે ચડાવી શકે છે. કારણોસર રીયલ એસ્ટેટમાં વિદેશી રોકાણને હું આવકારું છું. તેના કારણે આપણા નિયમોને વૈશ્વિક સ્તરના બનાવવામાં મદદ મળી રહેશે. એટલું નહીં એક મજબુત રીયલ એસ્ટેટ ક્ષેત્ર આકાર લેશે. જો મકાનોના નિર્માણના ક્ષેત્રમાં ઉત્સાહનો સંચાર કરવો હશે તો તેના માટે સારું શહેરી આયોજન જરૂરી છે. કમનસીબે ભારતમાં જાહેર ચોકની પરંપરા નથી. પણ બાળકો માટે રમવાની પૂરતી જગ્યા તથા મહિલાઓ પોતાના ઘરમાંથી નીકળીને સ્વજનો સાથે હળીમળી શકે એવું વાતાવરણ ઉભું કરવું જરૂરી છે. પગપાળા ચાલવા માટેની જગ્યા, ફૂટપાથ, સાઇકલ માટે અલગ રસ્તો, પૂરતી બેંચ ધરાવતા બગીચા, પુસ્તકાલયો જેવી સુવિધાઓ સામાજિક તથા સભ્ય સમાજનો અનુભવ કરાવે છે. જમીનની તીવ્ર અછત ધરાવતા દેશમાં નીતિના ઘડવૈયાઓએ જાહેર ઉપયોગ માટેની જગ્યાઓ અનામત રહે માટેની વ્યવસ્થા કરવી પડશે. જમીન અત્યંત કિંમતી છે પણ તેને મકાનોથી ભરી દેવી જોઈએ નહીં.

મધ્ય પ્રદેશની સરકારે હાલમાં 'હેપ્પીનેસ મિનિસ્ટ્રી'ની જાહેરાત કરી હતી. વિચાર હચમચાવી દે એવો છે. કારણ કે સામાન્યપણે આપણે એવું ઈચ્છીએ છીએ કે આપણી અંગત બાબતોમાં સરકાર દખલ કરે નહીં. પણ જો મંત્રાલય મકાનોના નિર્માણમાં સુધારાઓને આગળ ધપાવશે તો તે સારી વાત ગણાશે. તેમણે રાજ્યના નાણાં પ્રધાનને કહેવું જોઈએ કે મકાનોના નિર્માણનો 15 ટકા ખર્ચ ટેક્સ સ્વરૂપે સરકારને મળશે. મકાનોનું નિર્માણ શ્રમ આધારિત લાખો સ્ટાર્ટઅપ કંપનીઓને પ્રોત્સાહન આપશે એવું તેમણે મુખ્ય પ્રધાનને સમજાવવું જોઈએ. સાથે નવા રીયલ એસ્ટેટ ક્ષેત્રમાં લાખો રિટેલ નોકરીઓ આવશે. ગૃહનિર્માણમાં ક્રાંતિ ખરેખર તો નોકરીઓના સર્જનમાં ક્રાંતિ સાબિત થશે.

आवास क्षेत्र से आएगी जॉब क्रांति

मेरे मित्र मुझे बताते हैं कि प्रसन्नता ‘भीतरी काम’ है और जीवन के प्रति मेरे रवैये से इसका संबंध है। वे मुझे जिंदगी की रफ्तार कम करने, योगा करने, ध्यान सीखने, खूब मुस्कराने और ईश्वर में भरोसा रखने को कहते हैं। ऐसी आध्यात्मिक बातचीत आमतौर पर मुझे गंभीर कर देती है। मैंने पाया है कि मेरी जिंदगी की खुशी दिन-प्रतिदिन की छोटी बातों में होती है- अपने काम में डूबे होना, किसी दोस्त के साथ ठहाके लगाना या अचानक सुंदरता से सामना हो जाना। खुशी तो यहीं, इसी क्षण है; किसी सुदूर अालौकिक जीवन में नहीं।

हम में से ज्यादातर लोग नाखूशी को निजी मामला समझते हैं, जो दुखी वैवाहिक जीवन, एहसान फरामोश बच्चों या प्रमोशन न मिलने जैसी बातों का नतीजा होती हैं- निश्चित ही हम नहीं चाहते कि सरकार इसमें कोई हस्तक्षेप करे। फिर भी सरकार मानव जीवन में खुशी को बढ़ावा देने में बहुत बड़ी भूमिका निभा सकती है। कानून-व्यवस्था की अच्छी स्थिति मेरी खुशी में योगदान देती है। आजीविका का साधन और मकान होना, खुशी के ऐसे दो बड़े स्रोत हैं, जिन्हें सरकार आगे बढ़ा सकती है। वाजपेयी सरकार ने नीति में साधारण-सा बदलाव करके मकान को रेहन रखने की सुविधा बढ़ा दी। फिर उसने धीरे-धीरे इस पर कर रियायतें दस गुना बढ़ा दीं और इसके बाद तो मकान खरीदने के मामले में क्रांति आ गई।

आज भारत में दुश्वारी का सबसे बड़ा अकेला कोई कारण है तो वह है नौकरियां न होना। हाल ही में काम की तलाश में बुंदेलखंड से 18 लाख लोग दिल्ली आए हैं। भारतीय अर्थव्यवस्था ने रुख तो पलटा है, लेकिन उसने इतनी तेजी नहीं पकड़ी कि जरूरत के मुताबिक नौकरियां पैदा हो सकें। सबसे ज्यादा जॉब आवास निर्माण में ही है। सड़क और उत्पादन (मैन्यूफैक्चरिंग) इतने यांत्रिक हो गए हैं कि वे ग्रामीण कृषि में घीसट रहे अकुशल या अर्द्धकुशल युवाओं को पर्याप्त रोजगार नहीं दे सकते। यदि ‘2022 तक सभी को आवास’ का प्रधानमंत्री का विज़न साकार हो जाए तो यह राष्ट्र में खुशी बढ़ाने में बहुत दूरगामी कदम होगा। इसमें नौकरियों के साथ मकानों का निर्माण भी शामिल है, जो खुशी के दो प्रमुख स्रोत हैं। सरकार को कुछ खर्च नहीं करना पड़ता, क्योंकि मकान निजी स्तर पर बनाए जाते हैं। सरकार को मकान बनाने में लगने वाली 51 फीसदी चीजों पर टैक्स मिलता है। सरकार ने हाल ही के बजट में इस विज़न को आगे बढ़ाने की दिशा में कुछ कदम उठाए, लेकिन ये पर्याप्त नहीं हैं। पहली बार मकान खरीदने वालों को लोन पर ब्याज में अधिक कटौती की पेशकश, रीयल एस्टेट इन्वेस्टमेंट ट्रस्ट को लाभांश वितरण पर लगने वाले टैक्स से छूट तथा किफायती मकानों के विकास पर बड़ा कर-प्रोत्साहन। सवाल है कि यदि मकानों के निर्माण का समाज को इतना फायदा है तो रियायतें सिर्फ किफायती मकानों तक ही सीमित क्यों? क्यों नहीं सारे होम लोन (जैसे 40 लाख रुपए तक) पर ब्याज को टैक्स फ्री क्यों न किया जाए?

रीयल एस्टेट क्षेत्र में हमारी ऊंची कीमतें बनावटी अभाव दर्शाती हैं, जो बहुत सारे खराब कानूनों, सांठगांठ और मंजूरी की अनिश्चित प्रक्रिया का नतीजा है। मकानों के निर्माण में तो साहसी सुधारों के बाद ही क्रांति आएगी। सबसे पहले हमें जमीन के रिकॉर्ड को डिजीटाइज कर टाइटल्स को पारदर्शी और सुरक्षित बनाना होगा। दूसरी बात, संपत्ति हस्तांतरण पर स्टैम्प ड्यूटी को कम करके वैश्विक स्तर पर लाने की जरूरत है। स्टैम्प ड्यूटी में कमी से ‘सफेद धन में लेन-देन’ को बढ़ावा मिलेगा। केलकर समिति ने स्टैम्प ड्यूटी को सामान व सेवा कर (जीएसटी) में शामिल करने की सिफारिश की थी, लेकिन राज्यों ने इससे इनकार कर दिया। तीसरी बात, मंजूरी देने की प्रक्रिया को सरल बनाएं। अचल संपत्ति संबंधी मौजूदा कानून मकान मालिक को तो संरक्षण देता है, लेकिन उस बिल्डर को नहीं देता, जिसके प्रोजेक्ट में मंजूरी की प्रक्रिया के दौरान देरी हो जाती है। इस प्रकार यह बिल्डर व मकान मालिक की जिंदगी में अनिश्चितता का सबसे बड़ा अकेला कारण है। चौथी बात, सरकार और सार्वजनिक क्षेत्र के उपक्रमों के पास बहुत सी बेशकीमती जमीन बेकार पड़ी है। सरकार को डेवलपर के साथ साझेदारी के आधार पर इससे पैसा कमाना चाहिए। जमीन चाहे सरकार के नाम ही रहे। पांचवीं बात, मकानों के निर्माण को ‘आधारभूत ढांचे’ का दर्जा दिया जाना चाहिए। छठा, विदेशी निवेश।

भवन निर्माण क्रांति में एक रोड़ा लोगों का यह रवैया भी है कि रीयल स्टेट डेवलपर और बिल्डर घटिया लोग होते हैं, जो जल्दी पैसा कमाने के चक्कर में पर्यावरण को नुकसान पहुंचाते हैं। इसी रवैये के कारण मीलों लंबे लालफीते बनाए गए हैं, जिसका नतीजा है अधिकारियों की ओर से कभी न खत्म होने वाली रिश्वत की मांग। पिछले माह पारित मकान मालिक को संरक्षण देने वाला रीयल एस्टेट कानून जरूरी था, लेकिन यह एकपक्षीय है। इसमें बिल्डर को लालची अधिकारियों के खिलाफ संरक्षण नहीं दिया गया है, जो कलम के एक प्रहार से प्रोजेक्ट को अटका सकते हैं। यही वजह है कि रीयल एस्टेट में मैं विदेशी निवेश का स्वागत करता हूं। इससे न सिर्फ हमारे नियमों को वैश्विक स्तर का बनाने में मदद मिलेगी और एक मजबूत रीयल एस्टेट क्षेत्र आकार लेगा। यदि गृह निर्माण क्रांति से खुशिया लानी है तो इसके लिए अच्छा शहरी नियोजन जरूरी होगा। दुर्भाग्य से भारत में सार्वजनिक चौक की परंपरा नहीं है। किंतु बच्चों को खेलने की जगह देने और महिलाओं को घरों से सुरक्षित निकलकर परिचितों से मिलने देने के लिए बहुत जरूरी हैं। पैदल चलने लायक गलियां, फुटपाथ, साइकिल चलाने की अलग लेन, बेंच वाले बगीचे, ग्रंथालय- ये सब सामाजिकता व सभ्यतागत अनुभव बढ़ाते हैं। जमीन के अभाव वाले देश में नियोजकों को समानांतर जगहें सार्वजनिक उपयोग के लिए सुरक्षित रखनी चाहिए, जबकि ऊपर की ओर का स्थान आवास के लिए रखना चाहिए। जमीन इतनी बेशकीमती है कि उसे मकानों से नहीं भरा जा सकता।

मध्यप्रदेश सरकार ने हाल ही में ‘हैपीनेस मिनिस्ट्री’ की घोषणा की है। यह विचलित करने वाला विचार है, क्योंकि आमतौर पर हम नहीं चाहते कि सरकार हमारी निजी जिंदगी में दखल दे। किंतु यदि यह मंत्रालय आवास निर्माण सुधारों को आगे बढ़ाए तो यह अच्छी बात होगी। इसे प्रदेश के वित्त मंत्री को बताना चाहिए कि आवास निर्माण की 51 फीसदी लागत टैक्स के रूप में सरकार को मिलेगी। इसे मुख्यमंत्री को प्रेरित करना चाहिए कि गृह-निर्माण लाखों श्रम आधारित स्टार्टअप कंपनियों को प्रोत्साहन देगा। इसके साथ नए आवासीय क्षेत्रों में लाखोें रिटेल जॉब आएंगे। फिर मकान निर्माण में सीधे जॉब तो मिलेंगे ही। बेशक, गृह निर्माण में क्रांति असल में नौकरियां पैदा करने में क्रांति साबित होगी!

வீட்டின் மூலமாகவே வரும் மகிழ்ச்சி

மகிழ்ச்சி என்பது உள்ளுக்குள்ளிருந்து வரவேண்டும் என்று நண்பர்கள் கூறுகின்றனர்; அதனால் வாழ்க்கை பற்றிய என்னுடைய கண்ணோட்டத்தையே மாற்றிக்கொள்ள வேண்டிய நிலையில் இருக்கிறேன். என்னைப் பொருத்தவரை மகிழ்ச்சி என்பது சின்னச்சின்ன விஷயங்களில்தான் இருக்கிறது. நண்பனுடன் சேர்ந்து சிரிப்பது, அழகான எதையாவது பார்ப்பது என்று.

மக்கள் மகிழ்ச்சியாக இல்லாமல் இருப்பதற்குக் காரணம் அவரவருடைய தனிப்பட்ட சூழல் என்று நம்மில் பெரும்பாலானோர் நினைக்கிறோம். மக்களுடைய மகிழ்ச்சியைக் கூட்ட அரசு நிறையச் செய்ய முடியும். வீட்டைவிட்டு வெளியே போனால் என்னை யாரும் அடிக்க மாட்டார்கள் சட்டம் ஒழுங்கு நன்றாக இருக்கிறது என்றால் அதனாலும் மகிழ்ச்சிதான். ஒருவருக்கு வேலை வாய்ப்பையும் குடியிருக்க வீட்டையும் கொடுப்பதன் மூலம் அரசு மகிழ்ச்சியை அளிக்க முடியும். வாஜ்பாய் பிரதமராக இருந்தபோது அவருடைய தேசிய ஜனநாயகக் கூட்டணி அரசு கொள்கையில் செய்த சிறிய மாற்றத்தினால் ஏராளமானோர் வீட்டுக் கடன் வாங்கி சொந்தமாக வீட்டைக் கட்டிக்கொண்டனர். அந்த வீடுகளுக்கு அளிக்கப்பட்ட வரிச்சலுகை படிப்படியாக உயர்த்தப்பட்டது, இதனால் சொந்த வீடு வாங்குவதில் மக்களிடையே வேகம் எழுந்தது.

இப்போது நாட்டில் மக்களை மிகவும் வாட்டும் ஒரு கவலை வேலையில்லாத் திண்டாட்டம் பற்றியது. புந்தேல்கண்ட் பகுதியிலிருந்து மட்டும் சுமார் 18 லட்சம் பேர் வேலை தேடி டெல்லிக்கு இடம் பெயர்ந்துள்ளனர். இந்தியப் பொருளாதாரம் மந்த நிலையிலிருந்து சற்றே அசைந்து கொடுத்திருக்கிறது, ஆனால் வேலைவாய்ப்பையும் வளர்ச்சியையும் அதிகப்படுத்தும் வகையில் அல்ல. ஏராளமானோருக்கு வேலைவாய்ப்பைக் கொடுக்கக்கூடிய ஒரு துறை வீடு கட்டும் தொழில்தான். சாலை போடுவது, தொழிற்சாலைகளில் உற்பத்தி செய்வது போன்றவற்றுக்குக்கூட இப்போது இயந்திரங்கள் அதிக அளவில் பயன்படுவதால் ஆட்களுக்கு வேலை குறைந்துவிட்டது.

அனைவருக்கும் 2022-க்குள் சொந்த வீடு என்ற பிரதமரின் லட்சியம் நிறைவேறினால் நாடே மகிழ்ச்சியில் திளைக்கும். வீடமைப்பு திட்டமானது ஒரே சமயத்தில் எல்லோருக்கும் வேலையையும் வீட்டையும் வழங்கவல்லது. இவ்விரண்டுமே நான் கூறியபடி மகிழ்ச்சியைத் தரவல்லவை. இந்தத் திட்டத்தால் கோடிக்கணக்கானவர்களுக்கு வேலையும், லட்சக்கணக்கானவர்களுக்கு வீடும் கிடைக்கும். வீடு கட்ட உதவுவதில் அரசுக்குப் பெரும் செலவு கிடையாது. மாறாக அரசுக்கு வருமானம்தான். ஒவ்வொரு வீட்டின் மதிப்பிலும் சுமார் 51% அரசுக்கே வரி வருவாயாகச் சென்று சேர்கிறது. இரும்பு, கம்பி, சிமென்ட், பிளாஸ்டிக், மரம், மின்சாரப் பொருள்கள், பெயிண்ட் என்று வீடு கட்டப் பயன்படுத்தும் அனைத்துப் பொருள்களுக்கும் அரசு வரி விதித்து வசூல் செய்துகொள்கிறது.

மத்திய அரசின் சமீபத்திய பட்ஜெட் இந்த திசை யில் சிறிது பயணிக்கிறது, ஆனால் போதாது. முதல்முறையாக வீடு வாங்குவோருக்கான வீட்டுக் கடன் மீதான வட்டிக்கு வரிச் சலுகையை அளித்தது. மனை வணிக முதலீட்டு அறக்கட்டளைகளின் லாப ஈவுக்கு வரி விதிப்பிலிருந்து விலக்கு அளிக்கிறது. கட்டுப்படியான விலையில் கட்டப்படும் வீடுகளுக்கு வரி விலக்குச் சலுகை அளித்தது. வீடுகள் கட்டப்படுவதால் சமூகத்துக்குப் பெரும் நன்மைகள் கிடைக்கின்றன என்னும்போது கட்டுப்படியாகும் விலையிலான வீடுகளுக்கு மட்டுமின்றி ரூ.40 லட்சம் வரையில் செலவு செய்து கட்டும் வீடுகளுக்கும் வரி விலக்கு அளித்தால் என்ன?

வீடு, மனைகள் தொடர்பான சட்டம், அவற்றுக்கு அங்கீகாரம் தருவதில் உள்ள மூடுமந்திரங்கள் ஊழல் நடைமுறைகள், இந்த வணிகத்தில் ஈடுபடுவோரின் பேராசைகள், அரசு இயந்திரத்துக்கும் அவர்களுக்கும் ஏற்படும் கள்ளக்கூட்டு போன்ற காரணங்களால் விலை அதிகமாக இருக்கிறது. இந்த நிலை மாற வேண்டுமானால் புரட்சிகரமான சீர்திருத்தங்கள் நிர்வாகத்தில் ஏற்பட வேண்டும்.

முதலாவதாக, நில உடைமைப் பதிவேடுகள் டிஜிடல் மயமாக்கப்பட வேண்டும். அப்போதுதான் நிலம் யாருக்குச் சொந்தம், அது எத்தனை கைமாறியிருக்கிறது, அதன் அளவு, மதிப்பு போன்றவற்றை வெளிப்படையாகவும் உறுதியாகவும் தெரிந்துகொள்ள முடியும். சில மாநிலங்கள் இதற்கான சட்டங்களை இயற்றியுள்ளன.

இரண்டாவதாக, உலகின் பெரும்பாலான நாடுகளில் உள்ளதைப்போல முத்திரைத்தாள் கட்டணத்தை மிகமிகக் குறைவாக வைத்திருக்க வேண்டும். இந்தியாவில்தான் முத்திரைத்தாள் கட்டணம் அதிகம். இதைக் குறைத்தால்தான் கருப்புப் பணப் புழக்கம் குறையும்.

மூன்றாவதாக, மனைகளுக்கு அங்கீகாரம் வழங்கும் நடைமுறைகள் எளிமையாக்கப்பட வேண்டும். அங்கீகாரம் கிடைக்குமா, கிடைக்காதா, எப்போது கிடைக்கும் என்பது நிச்சயமில்லாததாலேயே பல திட்டங்கள் முடங்குகின்றன, தாமதம் ஆகின்றன, லஞ்சம் பெருகுகிறது.

நாலாவதாக, அரசுத்துறை நிறுவனங்களிலும் அரசிடமும் பயன்படுத்தப்படாத, உபரியான நிலம் மிகுதியாக இருக்கிறது. இந்த நிலத்துக்குப் பண மதிப்பை நிர்ணயித்து, வீடு கட்டுநர்களுடன் கூட்டு சேர்ந்து வீடு கட்டி அரசு தர வேண்டும். இந்த வீடுகளுக்கான அடிமனை உரிமை அரசிடமே இருக்கலாம். இந்த வீடுகளிலிருந்து வாடகை மூலமோ அல்லது குத்தகை அடிப்படையிலோ அரசு தொடர்ந்து வருவாய் பெறலாம்.

ஐந்தாவதாக, வீடு கட்டும் துறையை அடித்தளக் கட்டுமானத் துறையாக அறிவிக்கலாம்.

ஆறாவதாக, வெளிநாட்டு முதலீட்டை அனுமதிக்க வேண்டும். அதனால் சர்வதேச தரத்தில் வீடுகள் கட்டப்படும்.

வீடமைப்புத் துறையில் ஈடுபடும் கட்டுநர்கள் சொந்த லாபத்துக்காக சுற்றுச்சூழலை மாசுபடுத்துகிறவர்கள் என்ற எண்ணம் மக்களிடையே இருக்கிறது. கடந்த மாதம் நிறைவேறிய மனை வணிக மசோதா வீட்டை உரிமையாக்கிக் கொள்வோருக்கே சாதகமாக இருக்கிறது. வீடு கட்டித் தருவோரை அதிகாரிகளிடமிருந்து மீட்கும் அம்சம் ஏதுமில்லை. பணத்தைக் கறப்பதற்காக திட்டத்தை மாதக்கணக்கில் தாமதிக்கச் செய்யும் சக்தி அதிகாரிகளுக்கு இருக்கிறது. அது களையப்பட வேண்டும். அதனால்தான் இந்தத் துறையில் அந்நிய முதலீடு தேவை என்கிறேன். அந்நிய முதலீட்டாளர்கள் வந்தால் மிக விரைவாகவும் எளிதாகவும் திட்டங்களுக்கு ஒப்புதல் தரும் நடைமுறையையும் கொண்டுவருவார்கள். இந்தியர்களின் கண்ணோட்டமும் மாறும்.

வீடமைப்புத் துறையில் புரட்சி ஏற்பட்டு மகிழ்ச்சி பரவ வேண்டும் என்றால் நல்ல நகர்ப்புற திட்டமிடல் தேவை. மனிதர்களின் உள்ளார்ந்த ஆசை எல்லோரையும் பார்க்க வேண்டும், எல்லோராலும் பார்க்கப்பட வேண்டும் என்பதே. இந்தியாவில் பொதுச் சதுக்கம் என்ற கலாச்சாரமே கிடையாது. குழந்தைகள் கூடி விளையாடவும் பெண்கள் வீட்டை விட்டு வெளியே வந்து நண்பர்களைச் சந்தித்துப் பேசவும் பொதுச் சதுக்கங்கள் அவசியம். நடந்து செல்வதற்கேற்ற சாலைகள், நடைப் பயணத்துக்கான இடங்கள், சைக்கிள்கள் செல்வதற்கான தனிப்பாதைகள், பெஞ்சுகள் போடப்பட்ட பூங்காக்கள், மற்றவர்களுடன் சேர்ந்து படிக்கும்படியான பொது நூலகங்கள் போன்றவையும் அவசியம். நிலம் என்பது பற்றாக்குறையாக இருக்கும் நாட்டில் குடியிருப்பு வீடுகள் செங்குத்தாகவும் கார்கள் நிறுத்துமிடம் போன்றவை கிடைமட்டமாகவும் அமைக்கப்பட வேண்டும். தொடர்ச்சியாக வீடுகளைக் கட்டி நிலங்களை மூடி மறைத்துவிடக்கூடாது.

‘மகிழ்ச்சி’க்காக மட்டும் தனியாக ஒரு துறையை மத்தியப் பிரதேச அரசு ஏற்படுத்தியிருக்கிறது. அது கவலை தருகிறது, ஏனென்றால் நம்முடைய தனிப்பட்ட வாழ்க்கையில் அரசு தலையிடுவதை நாம் விரும்புவதில்லை. இருப்பினும் அந்தத் துறை நாம் குறிப்பிட்ட சீர்திருத்தங்களை அமல்படுத்தினால் நல்லது. ஒவ்வொரு வீட்டுக்கும் ஆகும் செலவில் 51% அரசுக்கு வரி வருவாயாகக் கிடைக்கும். வீடமைப்பு என்பது சிறிய திட்டமாக இருந்தாலும் லட்சக்கணக்கானவர்களுக்கு வேலைவாய்ப்பை அளிக்கும்; ‘எழுக இந்தியா’ திட்டத்துக்கு உத்வேகம் அளிக்கும். அதனால் புதிய நகரியங்களில் லட்சக்கணக்கானவர்களுக்கு சார்பு வேலைவாய்ப்புகள் ஏற்படும். வீடு கட்டும் துறையில் நேரடி வேலைவாய்ப்பு அதிகரிக்கும். வீடமைப்பில் ஏற்படும் புரட்சி வேலைவாய்ப்பில் புரட்சியாக மலரும்.

பெரும் அச்சுறுத்தல் கண்ணய்யா அல்ல... வேலையில்லா திண்டாட்டம் தான்..!

பல்வேறு முரண்பாடுகளைக் கொண்ட மிகப் பெரிய தேசம் இந்தியா. பிப்ரவரி மார்ச் மாதங்களில் வட மாநிலத்தில் மிகப் பெரும் பிரச்சினையாக உருவெடுத் தது மாணவர் போராட்டம்தான். இதற்கு தலைமை தாங்கிய கண்ணய்யா குமார் மீது தேச துரோகக் குற்றம் சுமத்தப்பட்டு அவர் சிறையில் அடைக்கப்பட்டு பின்னர் விடுதலையானார். ஆளும் பாஜக அரசுக்கு கண்ணய்யா மிகப் பெரும் அச்சுறுத்தல் அல்ல. ஆனால் அவரை போராட்ட களத்துக்கு இழுத்தது எது?

2014-ம் ஆண்டு நடைபெற்ற பொதுத் தேர்தலின்போது, காங்கிரஸ் அரசின் ஊழல் செயல் பாடுகளால் லட்சிய இளைஞர் கள் நொந்து போய் களைத்துவிட் டனர். காங்கிரஸின் செயல்பாடு நாட்டை மேலும் ஏழ்மைக்குள் ளாக்கியுள்ளது என்ற மோடியின் பேச்சு அவருக்கு பல இளைஞர் களின் வாக்குகளைப் பெற்றுத் தர முன் வந்தது. மோடி மேற்கொண்ட 400 தேர்தல் பிரசார கூட்டத்தை ஒரு கம்ப்யூட்டர் வல்லுநர் ஆய்வு செய்து பார்த்தபோது அதில் 400 முறை ஹிந்துத்வா குறித்து பேசியுள் ளது புலனாகியது. இருப்பினும் வேலையில்லாத இளைஞர்கள் பலரும் மோடிக்கு ஆதரவாக வாக் களித்தனர். இந்தியாவில் ஹிந்துத்வா கொள்கை கொண்ட ஒரு வலதுசாரி கலாசார கட்சியை மோடி உருவாக்குகிறார் என்ற தொனி தோன்றியது. இது அமெரிக்காவில் உள்ள குடியரசு கட்சி மற்றும் பிரிட்டனில் உள்ள டோரி கட்சி போன்று இருக்கும் என்று எதிர்பார்க்கப்பட்டது.

இந்துத்வா கொள்கையோடு வலதுசாரி பொருளாதார சிந்தனை கட்சியாக இது இருக்கும் என்ற எண்ணம் மேலோங்கியது. அதே சமயம் ஆர்எஸ்எஸ் அமைப்பு களின் ஆதிக்கத்தை கட்சியில் மோடி கட்டுப்படுத்துவார் என்றே பலரும் நம்பினர். ஏனெனில் குஜராத் தில் அதை மோடி மிகச் சரியாக கையாண்டிருந்தார். மத்தியில் இதை சரியாகக் கையாண்டிருந் தால் அமெரிக்காவின் ரொனால்டு ரீகனைப் போலவோ அல்லது பிரிட்டனின் மார்கரெட் தாட்சரைப் போலவோ மிகப் பெரும் பாராட்டை மோடி பெற்றிருப்பார். ஆனால் அதை மோடி செய்யத் தவறி விட்டார் என்பதற்கு ஒரு சிறந்த உதாரணம்தான் மாணவர்கள் நடத்திய போராட்டமும் அதை அரசு கையாண்ட விதமும்.

அரசு தனது பட்ஜெட்டில் அதிக வேலை வாய்ப்பை உருவாக்கப் போவதாக அறிவித்துள்ளது. அதிலும் குறிப்பாக கிராமப்புறங் களில் வேலைவாய்ப்பை உருவாக் கும் நடவடிக்கைகளுக்கு முன் னுரிமை அளிக்கப்பட்டுள்ளன. கிராமப்புற பெண்களுக்கு சமையல் எரிவாயு கிடைக்க வசதி ஏற்படுத்தித் தருவதாக அறிவித்ததன் மூலம் பல லட்சக்கணக்கான குடும்பப் பெண்கள் விறகு அடுப்பு எனும் நெருப்புச் சூளையில் தினசரி படும் அவதிக்கு முற்றுப்புள்ளி கிடைத்தது என்றே தோன்றியது.

அடுத்தது ஆதார் அட்டைக்கு வழங்கப்பட்ட சட்டப்பூர்வ அங்கீ காரம். இதன் மூலம் அரசின் மானிய உதவிகள் அவர்களது வங்கிக் கணக்குகளுக்கு செல்லும் வழி ஏற்படுத்தப்பட்டது. இந்தியாவில் 98 கோடி பேரிடம் ஆதார் அட்டை இருப்பது மற்றும் 20 கோடி குடும்பங்களுக்கு வங்கி சேமிப்புக் கணக்கு இருப்பதும் மிகப் பெரும் சாதனை. அடையாள அட்டை வழங்கும் முயற்சியில் கருத்து வேறுபாடு இருப்பினும் ஆதார் அட்டை இதன் மீது தோன்றிய சந்தேகங்களைப் போக்கிவிட்டது.

ஆனால் ஆதார் அட்டைக்குக் கிடைத்த வரவேற்பைக் காட்டிலும் கண்ணய்யா குமார் மிகவும் பிரபல மானவர் ஆகிவிட்டார். ஏனெனில் லட்சக்கணக்கான வேலை வாய்ப்பு ஏற்படுத்தப்படும் என்று தேர்தலின் போது அளித்த வாக்குறுதியை மோடி நிறைவேற்றத் தவறிவிட்டார்.

மாணவர் தலைவரான கண்ணய்யா குமார் மீது தேச துரோக வழக்கு போடப்பட்டது, பாஜகவின் கலாச்சார வலதுசாரி சித்தாந்தத்தை சிதைத்துவிட்ட தோடு லட்சக்கணக்கான வேலை யில்லா இந்திய இளைஞர்களின் கனவையும் தகர்த்துவிட்டது. இந்த விஷயத்தை மோடி சரிவர கையாளத் தவறிவிட்டார்.

அமெரிக்காவில் தேச துரோகக் குற்றம் ஒருபோதும் மன்னிக்கப் படுவதேயில்லை என்று கண்ணய்யா குமாரை சிறையில் அடைத்தபோது மத்திய உள்துறை அமைச்சர் ராஜ்நாத் சிங் கூறியதை நினைக்கும்போது, அமெரிக் காவில் 1977-ம் ஆண்டு இலினாய்ஸ் மாகாணத்தில் ஹிட்லர் பிறந்த நாளை நாஜி கட்சியினர் கொண்டா டினர். அதற்கு அனுமதி அளிக்கக் கூடாது என்று இப்பகுதியில் அதிகம் வசித்த யூதர்கள் சிகாகோ நீதி மன்றத்தில் வழக்கு தொடர்ந்தனர். ஆனால் யூதர்களின் கோரிக் கையை நீதிமன்றம் ஏற்கவில்லை. அமெரிக்காவுக்கு எதிராக செயல்பட்ட ஹிட்லரின் பிறந்த நாளைக் கொண்டாட அனு மதி அளிக்கும் அளவுக்கு அந்நாட் டில் பேச்சு சுதந்திரம் உள்ளது. ஆனால் இங்கோ…

இந்தியாவில் இப்போது வேலை யில்லாத் திண்டாட்டத்தைவிட பெரும் பிரச்சினை ஏதும் இல்லை. இளைஞர்கள் வளமான எதிர் காலத்தை நோக்கி பயணிக்கின்ற னர். 1991-ம் ஆண்டுக்குப் பிறகு கொண்டு வரப்பட்ட தாராளமய கொள்கைகள் லைசென்ஸ் ராஜ் முறைக்கு முற்றுப் புள்ளி வைத்தது. பொருளாதாரத்தை மையமாகக் கொண்ட இடதுசாரிகளின் நிலைப் பாடு இப்போதைய சூழலில் பொருந்தாது. ஆனால் உள்துறை அமைச்சரின் செயல்பாடு கண்ணய்யாவை ஒரு மாவீரனாக மாற்றிவிட்டது.

இப்போதைய சூழலில் விரை வான பொருளாதார வளர்ச்சி மூலம் வேலை வாய்ப்பு உருவாகாத பட்சத்தில் மாணவர்கள் போராட்டம் இன்னமும் அடுத்தடுத்த வளாகங் களில் வெடிக்கத்தான் செய்யும்.

கண்ணய்யா இந்தியாவுக்கு மிகப் பெரும் அச்சுறுத்தல் என்று நினைப்பது தேவையற்றது. ஆனால் உண்மையான அச்சுறுத்தல் வேலையில்லாத் திண்டாட்டம்தான்.

வெறும் இந்துத்வா முழக்கம் மட்டுமே மக்களவையில் 292 இடங்களை தங்களுக்குப் பெற்றுத் தரவில்லை என்பதை மோடி உணர வேண்டும். மிகச் சிறப்பான பட்ஜெட்டை தாக்கல் செய்துள்ள அதே நேரத்தில் வேலை வாய்ப்பை உருவாக்க வேண்டிய பொறுப்பும் அரசுக்கு உள்ளது என்பதை உணர வேண்டும்.

Realty doesn’t bite. More homes bring jobs and joy

My friends tell me that happiness is an ‘inside job’ and entails changing my attitude to life. They ask me to slow down, do yoga, learn to meditate, smile a lot and think of God. This spiritual talk usually leaves me feeling grim and inadequate. I have found instead that happiness lies in the small, everydayness of life — in getting absorbed in my work, laughing with a friend, stumbling onto something beautiful. It seems to be here and now, not in a distant afterlife. I could be wrong, of course, as I have not experienced the afterlife.

Most of us consider human unhappiness a private matter — the result of such things as an unhappy marriage, ungrateful children, or losing a promotion — and we certainly don’t want the state to interfere in that. Yet, governments can play a big role in promoting human happiness. Knowing that I won’t be attacked as I step out of my house makes life predictable, and good law and order contributes to my happiness. Having a job and a home are two big sources of happiness that the state can further. The Vajpayee government made a simple policy change that ushered in home mortgages; it then gradually raised tax concessions tenfold for mortgages, and this led to a revolution in home ownership.

Today, the greatest source of misery is the lack of jobs. Eighteen lakh people from Bundelkhand recently migrated to Delhi in search of jobs. The largest creator of jobs, oddly enough, is house building. Road construction and manufacturing have become too mechanized. The Prime Minister’s vision of ‘Housing for All by 2022’ is a dream idea because it would create jobs and homes simultaneously and deliver two major sources of happiness. Plus, it doesn’t cost anything to the government since homes are privately built. In fact, homebuilding is a huge source of revenue as 51% of the value added is taxes (including input taxes).

The government’s recent Budget went some way in furthering this vision, but not far enough. It offered higher deduction on interest on loans for first-time home buyers; exempted real estate investment trusts from dividend distribution tax; and gave major tax incentives on development of affordable housing. Question: If there are such huge benefits to society from house building, why limit the benefits to ‘affordable housing’? Why not make interest for all home loans up to Rs 40 lakh tax-free?

Our high real estate prices reflect artificial scarcity caused by too many bad laws, cronyism, and unpredictable approval processes. A housing revolution will need bold reforms. First, digitize land records to make titles transparent and secure. Second, lower stamp duties on property transactions to world levels.

Third, streamline the approval process. The recent real estate law protects the home owner but not the builder whose project is delayed by official approvals. Fourth, government and PSUs should monetize huge surplus prime land on a revenue-sharing basis with a developer. Fifth, give housing the status of ‘infrastructure’. Sixth, welcome foreign investment as it will lead to global standards. Finally, let’s change our attitude to builders whom we consider a form of lowlife that wrecks our environment for quick profits. This attitude inhibits a robust real-estate market from developing.

If the housing revolution is to bring happiness, it will need good urban planning. Human beings have an innate desire to be seen, to see others and watch things happen. Unfortunately, India does not have a tradition of public squares. But they are essential to allow children to play and women to come out of the home safely to meet their friends. Walkable streets and sidewalks, bicycle paths, parks with benches, libraries — these enhance sociability and civilization. In a land-scarce country, conserve horizontal space for public life and use vertical space for housing. If we lived vertically, there would be plenty of space for public life.

The government of Madhya Pradesh has just announced a ministry of happiness. It is a worrisome thought, but not if the ministry pushes for a housing revolution. It should persuade the chief minister that housing is a small-scale activity that will ignite millions of labour-intensive startups. With it will come lakhs of retail jobs in new townships. And 51% of the house cost will come to the state in taxes. Finally, a housing revolution is a jobs revolution!

कन्हैया नहीं, जॉब की कमी खतरा

भारतीय राजनीतिक जीवन अजीब और विडंबनाअों से भरा है। छात्र नेता कन्हैया कुमार को राजद्रोह और राष्ट्र-विरोधी आचरण के आरोप में गिरफ्तार किया गया। गिरफ्तारी ने उन्हें हीरो बना दिया। इसे असहमति व्यक्त करने की स्वतंत्रता का प्रतीक माना गया। गृह मंत्री ने गिरफ्तारी का यह गलत तर्क देकर बचाव किया कि असाधारण लोकतांत्रिक देश अमेरिका भी राष्ट्र विरोध को सहन नहीं करता। गिरफ्तारी पर लगातार विरोध ने मीडिया का ध्यान सरकार के शानदार बजट से हटा लिया। एक अद्‌भुत भाषण में ‘स्वतंत्रता के प्रतीक’ ने अपना असली रंग दिखाया और एक ऐसी यथास्थितिवादी विचारधारा की तारीफ की, जिसमें आर्थिक स्वतंत्रता की गुंजाइश नहीं है और जिसने 20वीं सदी में असहमति प्रकट करने पर लाखों लोगों की हत्या की है।

बड़ी संख्या में महत्वाकांक्षी भारतीयों के बीच भाजपा का विस्तार वर्ष 2014 में प्रधानमंत्री मोदी की सबसे बड़ी उपलब्धि रही। ये वे भारतीय हैं, जो कांग्रेस के भ्रष्ट तरीकों और खैरात बांटने की नीतियों से ऊब गए थे, जिनके कारण देश गरीब ही बना हुआ है। मैं भी उन्हीं में से एक था। मैंने कभी भाजपा को वोट नहीं दिया, लेकिन मैं नौकरियों, आर्थिक तरक्की और विकास की मोदी की बातों से अभिभूत था। मोदी के 2014 के आम चुनाव में दिए भाषणों के कंप्यूटर विश्लेषण से पता चला कि उन्होंने एक बार हिंदुत्व का नाम लिया तो 500 बार विकास का उल्लेख किया। इसी वजह से लाखों महत्वाकांक्षी युवाओं ने उन्हें वोट दिए। इस तरह मोदी ने आर्थिक व सांस्कृतिक दक्षिण पंथ वाली विशुद्ध कंज़र्वेटिव पार्टी तैयार की। यह अमेरिका की रिपब्लिकन और ब्रिटेन की टोरी पार्टी से मिलती है।

किंतु भाजपा की नई अार्थिक शाखा का हिस्सा बनने वाले मेरे जैसे लोगों के मन में सांस्कृतिक दक्षिणपंथ और हिंदुत्व की विचारधारा के लिए कोई सहानुभूति नहीं है। हमने इस उम्मीद में सोचा-समझा जोखिम लिया कि गुजरात की तरह यहां भी मोदी आरएसएस और पार्टी की सांस्कृतिक शाखा को काबू कर पाएंगे। यदि वे यह कर सकें तो वे दक्षिणपंथ की ओर झुकाव वाले रोनाल्ड रेगन और मार्गरेट थैचर जैसे सफल नेता हो जाएंगे। ये दोनों नेता पार्टी के सांस्कृतिक अतिवादियों को काबू में रखते हुए पार्टी की दो शाखाओं में संतुलन कायम रख पाए थे। मोदी ऐसा करने में नाकाम रहे। फरवरी अंत में सरकार ने एक दूरदर्शी, नौकरियां पैदा करने वाला बजट पेश किया, जो उचित ही ग्रामीण भारत के लिए नई पेशकश लेकर आया है। मैं बहुत खुश हुआ। गांवों में महिलाओं को रसोई गैस देकर उन्हें धुएं वाले चूल्हे से मुक्ति के मिशन की घोषणा खासतौर पर प्रेरित करने वाली थी। इससे एक झटके में ही प्रदूषण के उस घातक स्वरूप को हटाने की संभावना पैदा हुई, जो भारतीय महिलाओं की जिंदगी के लिए अभिशाप की तरह है। इसने देश को संदेश दिया कि ग्रामीण भारत भी शहरी भारत जैसी जीवनशैली की कामना कर सकता है।

आधार को संवैधानिकता देना इस बजट का दूसरा मूल्यवान तथ्य था। इससे मोबाइल बैंकिंग के जरिये गरीब लोगों के खातों में पैसा जमा करने का रास्ता साफ हुआ (इनमें वे महिलाएं भी शामिल हैं, जो अब धुएं वाले चूल्हे से मुक्ति पाकर रसोई गैस का इस्तेमाल करेंगी)। यह अद्‌भुत तथ्य है कि 98 करोड़ भारतीयों के पास पहले ही आधार नंबर है। यह लगभग मोबाइल धारी भारतीयों जितना ही आंकड़ा है और 22 करोड़ भारतीयों के अब बैंक खाते हो गए हैं। राष्ट्रीय पहचान कार्यक्रम में निजता को लेकर हमेशा ही कुछ चिंताएं रहेंगी, लेकिन मुझे लगता है कि आधार बिल में इन आशंकाओं पर ध्यान दिया गया है। सब्सिडी को उपभोक्ता के खाते में पहुंचाने और आधार से गरीबों को मिलने वाले फायदे, निजता की संभावित जोखिम पर कहीं ज्यादा भारी पड़ते हैं। आधार बिल अत्यधिक रूपांतरकारी है, लेकिन मीडिया ने अपने नए गढ़े हीरो को प्राथमिकता दी, जो 15 मिनट की प्रसिद्धि का एक और उदाहरण है। जेटली के बजट में कई अन्य मूल्यवान बातें थीं, लेकिन कन्हैया की ओर से हो रहे विरोध के आगे उन्हें भुला दिया गया। इस बीच, कोई एक बात महत्वाकांक्षी भारतीयों के लिए अर्थ रखती है तो वह है जॉब और अब तक तो मोदी यह वादा निभाने में विफल रहे हैं। अर्थव्यवस्था की हालत अब भी खस्ता है और मोदी ने फर्जी तथा ‘बनावटी काम’ वाले कार्यक्रम मनरेगा को भी खत्म नहीं किया है। राजद्रोह वाला विवाद इस तथ्य का ताजा उदाहरण है कि भाजपा की सांस्कृतिक इकाई और विध्वंसक विपक्ष किस तरह भारतीय युवाअों के सपने बर्बाद कर रहे हैं। मोदी बीच में असहाय खड़े हैं। वे वैसे निर्णायक नेता की भूमिका नहीं निभा रहे हैं, जैसी उनसे उम्मीद थी।

राजद्रोह के विवाद के साथ अमेरिका से तुलना भी टालनी थी। वहां राष्ट्र-विरोधी प्रदर्शन व राष्ट्रध्वज जलाने की घटनाएं असामान्य नहीं हैं। 1977 में अमेरिका की नाज़ी पार्टी ने इलिनॉय प्रांत के स्कोकी में हिटलर का जन्मदिन मनाकर स्वास्तिक के साथ प्रदर्शन मार्च निकालने का निर्णय लिया। वहां भारी संख्या में हिटलर के अत्याचार भुगतने वाले यहूदी रहते थे, जो इस दलील के साथ अदालत में गए कि इससे उनकी भावनाओं को जान-बूझकर चोट पहुंचाई जा रही है और यह राष्ट्र विरोधी भी है, क्योंकि नाज़ियों ने अमेरिका के खिलाफ द्वितीय विश्वयुद्ध लड़ा, इसलिए वे शत्रु हैं। सुप्रीम कोर्ट ने अभिव्यक्ति की स्वतंत्रता व नाज़ियों के पक्ष में फैसला देते हुए कहा कि आहत होने से बचने के लिए यहूदी अपनी खिड़कियां बंद कर लें। अमेरिका में स्वतंत्रता का अर्थ जानने के लिए हर भारतीय को ‘स्कोकी’ फिल्म देखनी चाहिए। आज भारत में बेरोजगारी से बड़ी कोई समस्या नहीं है। इससे बेहतर जीवन की हसरत रखने वाले युवाओं में हताशा पैदा होती है। 1991 में लाइसेंस राज के खात्मे के बाद आए आर्थिक उछाल के साक्षी जानते हैं कि तब कैसा उत्साह महसूस होता था। आज वह उत्साह नदारद है। इससे वामपंथियों में जोश पैदा हुआ है, जो लंबे समय से गायब था। गृह मंत्रालय ने छात्र नेता पर राजद्रोह का मुकदमा कायम कर गलती की। उसने कन्हैया को शहीद का दर्जा दे दिया। यदि अर्थव्यवस्था में उछाल नहीं आता तो पूरी संभावना है कि यह बेचैनी अन्य शिक्षा परिसरों में भी फैलेगी।

कन्हैया भारत के लिए खतरा नहीं है। असली खतरा तो नौकरियां पैदा करने में नाकामी से है। मोदी को अपनी पार्टी के महत्वाकांक्षी आर्थिक दक्षिणपंथियों में भरोसा कायम करना होगा। वे याद रखें कि हिंदुत्व के शुद्ध संदेश से उन्हें लोकसभा में 282 सीटें नहीं मिलतीं। उन्हें सांस्कृतिक दक्षिणपंथियों को काबू में रख, अपने शानदार बजट के पालन पर पूरा ध्यान केंद्रित कर नौकरियां पैदा करने का अपना वादा पूरा करना चाहिए।
